Design and Implementation of the Mobile Administration System for Distributed Web Server

Recently, the explosive growth of the World Wide Web (WWW for short) has raised great. The performance, scalability and availability of web system is importance. So, large-scale web sites use cluster architecture at now. Although web cluster architecture provides those advantages of performance, scalability and availability, and so on, but management is too trouble. As a result, efficient management and maintenance will be a primarily concern on the performance of such complex system. And we know that administrator is not always at office, maybe go out. If anything come up in the system, how to do? So, let administrator to do mobile administration at anytime, any time, and intelligent function sole system event quickly. Administration anywhere will come true. In this paper, we design and implement the Mobile Administration System for Distributed Web Server to solve above problems. In the system, we illustrate mobile devices at now, for example, mobile phone, PDA, hand-held device, and so on. For the sake of let all mobile devices to use administration system, we design a gateway that using Model-View-Controller architecture. The gateway supports all data type, for example, WML, VHTML, XHTML, and so on. We also design the Push Function to tell administrator what happened in the system. Besides, Intelligent Function help administrator to handle system event quickly, the system will be more reliability. Mobile Administration System for Distributed Web Server let administrator to do mobile administration at anytime, any time. Another, intelligent function sole system event quickly, so the system will be more reliability. The Mobile Administration System has below features¡G1.Support all mobile to manage. 2.Push Function tells administrator what happened in the system. 3.Intelligent Function handles system event quickly.

Predictors of academic performance and throughput among second-year nursing students at a university in the Western Cape

Magister Curationis - MCur / Background: Institutions offering Bachelor of Nursing programmes worldwide are under increasing pressure to graduate larger numbers of students to meet the demands of the desired nurse workforce. High academic performance, which is measured by continuous assessment and examination results, is one of the major goals of higher education. However many students experience difficulty during their second year of study at the university used in this study. Aim: The overall aim of the study is to assess whether the identified predictor variables (cognitive, non-cognitive and demographic) influence academic performance of second-year nursing students at the University of the Western Cape. Methodology: A non-experimental quantitative research approach with a cross-sectional predictive design was applied. The selected sample (n=226) included all first-time enrolled Bachelor of Nursing students for the years 2012 – 2013 at the University of the Western Cape. An all-inclusive sampling method was applied. Data were obtained from the Student Administrative System Integrated and recorded in the data collection check list. Statistical Package for Social Sciences software version 23.0 was used sort and analyse the data. Simple and multiple linear regression were done. Ethics: Permission to conduct the present research study at the University of the Western Cape was obtained from the Registrar and the Director of The School of Nursing. The Research Ethics Committee of the University of the Western Cape granted ethics approval related to the research. The researcher maintained the principles of anonymity and confidentiality throughout the study. Results: The study found that the cognitive predictor variables had the strongest predictive power in association with student performance in comparison to the non-cognitive predictors and demographic variable, besides race which rejected the null hypothesis. Conclusion: The findings provided evidence to the School of Nursing to assist them in identifying students who may be at risk of unsatisfactory academic performance and who ultimately fail to proceed to the next level of study.

Considering the responsibility of the companies in keeping a harmonius conviviality between their processes and the enviro nment, the environmental standards (particularly the Environmental Administration System rules) are the technologies that provide the best results in order to get those organizations able to undertake their obligations to the environmental matters. This dissertation is the outcome of a the oretical research as well as an empirical analysis of a company in the metallurgy - Steel Metallurgy Company in Tubarão (CST). On of its results is the confirmation of the importance of the implantation and maintenance of an Environmental Administration System (SGA) and its corroboration as managing technological innovation.

By using neo-functionalism, intergovernmental cooperation and multi-level governance theories is tried to explain Turkey’s integration in EU. The beginning of Turkey – EU relations is 1963, when it was made EU – Turkey association treatment, by now to Turkey is given a candidate country status. After declared Turkey as candidate country, EU engaged to provide a financial assistance to Turkey during preparation to the EU membership process. EU provides financial assistance not only to announced candidate countries, but also to potential candidate countries for supporting non-member states to become member to EU, to become more democratic countries which respect and implement human rights, power of law, by providing financial assistance also is trying to solve social-economic problems, to promote development of countries and promote economic market. 中國大陸是世界自然災害發生、災情最嚴重的國家之一,具有災害種類多、發生頻率高、分佈地域廣、造成損失大等特點,對中國的經濟建設與社會發展,造成多方的嚴重破壞與影響。 目前中國大陸的災害管理主要是縱向的災害管理模式,即在中共中央「統一領導」下,主導災害管理,並堅持「政府集體領導、上下分級管理、部門分工負責、以地方為主、中央為輔」的災害管理體制,劃分為國家級減災管理、省級減災管理與地方級(城鄉社區)減災管理等三個層次,凸顯中國災害管理體制出現不少問題,也暴露出中國應急救援工作存在薄弱環節。 因此近年來,中國逐步形成自然災害的管理處置體系,災害危機管理工作也有一定程度的進展,但2008年發生的雪災、川震,是中國在「SARS」危機結束後,所遇到最為嚴重的危機事件,對中國「統一領導、分級負責、條塊結合、屬地管理」的處置體系,進行一次全面性的檢驗。同時,也對中國政權建設在政治、經濟、軍事、社會以及兩岸關係上,產生決定性的影響。所以,中國政府在面對自然災害格外謹慎,深怕直接影響其政府形象及認可度。 儘管中國因著災害事件接踵而來,在管理應處上逐步學習改善,但評估中國在2008年自然災害的應對中,災害管理仍落後於經濟的增長和社會的發展,與中共中央的要求還是有很大的差距,所以中國未來在應對自然災害管理組織、制度、能力和作為等,還需許多改進和完善的地方。 / Mainland China, having many features of disaster such as various species, high happening frequency, extensive distribution, great damage etc., is one of the countries with the most serious natural disaster situation experience in the world. These features also cause serious destruction to the economic construction and social development of China. Presently, Mainland China takes the vertical disaster administration mode to handle the situation. The government directly leads the disaster administration and insists forming a system of central collective leading, classifying administration , responsibility divided and giving region the priority. It is divided into three levels:national, provincial and regional disaster administration. It reveals many problems in disaster administration of China and exposes insufficient ability of China in dealing with emergency and rescuing sufferers. Therefore, in recent years, China gradually forms a administration system in dealing with natural disasters and makes a certain progress. However the snow disaster and the earthquake of Sichuan, occurred in 2008, were the most serious accidents we ever met in China after the SARS crisis, These contingencies urge China to entirely check the processing system of integrated leading, classified responsibility and possession administration. Simultaneously, these experiences also make a decisive influence to the China political power construction on political affairs, economy, military, society and cross-Strait relations. Thus, the China government carefully confront natural disasters and afraid it influences the image and approve of the government. Although China gradually learn and improves the measures in dealing with the continued accidents, but assessing that China in 2008 in response to natural disasters, disaster management is still lagging behind the economic growth and social development. Also it is still a large gap to conform with the requirements of the CPC Central Committee. Therefore in the future, for China it is still needed to be improved and perfected in response to natural disaster management organizations, systems, capabilities, and actions etc.

O negócio da empresa em questão é a produção de gases industriais e pretende que o processo de integração considere a cultura da organização e os esforços movidos nesta direção. A metodologia utilizada para a integração da gestão dos sistemas já é de uso e conhecimento das organizações e da academia e foi selecionada conforme equipe experiente e designada para este propósito, partindo do princípio que não se optaria pela reestruturação e sim pela adequação dos sistemas já existentes. São ainda comentados os pontos fracos identificados no programa de implantação dos sistemas isolados e que deveriam ser considerados quando da integração dos mesmos, assim como as necessidades que direcionam a integração e a expectativa com relação a responsividade, abrangência, resultados coletados, além da mudança cultural promovida. A estratégia é considerada diferencial na decisão da integração dos sistemas e a metodologia Seis Sigma a ferramenta que possibilita a mensuração de custos e a implantação da filosofia da melhoria contínua na busca em exceder as expectativas do cliente. / [en] This dissertation proposes an integration process and the implementation of quality management systems, environmental and safety policies, and occupational health. These systems are presently operating separately in the company. The company´s core business is the production of industrial gases and its internal policies establish that the integration process should take into consideration the culture of the organization and also the efforts already taken to move in this direction. The methodology applied for the systems integration management is under knowledge domain and it is being used by organizations and by the academy. It was selected and adopted by a skilled team assigned for this purpose, and it was defined that, instead of restructuring, adjustments would be made to existing systems. There are also comments about weak points identified in the program of implementation of isolated systems that should be considered for the integration process, as well as the needs that drive the integration and expectations related to responsiveness, scope of work, collected results and also the outcome in terms of cultural change. The strategy is considered relevant when deciding for systems integration and for the methodology Six Sigma, which is the tool that allows costs measurement and the implementation of the philosophy of continuous improvement to exceed customer´s expectations.

Segundo o Ministério da Saúde, no Brasil, 3% da população sofrem com transtornos mentais severos e persistentes e 6% apresentam transtornos psiquiátricos em virtude do uso de álcool e outras drogas. Só recentemente a assistência à saúde mental, notadamente no que concerne às internações psiquiátricas por via judicial, começa a suscitar questionamentos entre operadores do direito e profissionais da assistência à saúde, embora, desde o advento da Lei n. 10.216/2001, há mais de 10 anos, tenham-se estabelecido as diretrizes do novo modelo de saúde mental a ser implementado no País. Nesse sentido, é relevante saber os entendimentos que o Poder Judiciário tem sobre as questões relativas às internações psiquiátricas. A presente pesquisa teve o objetivo geral de conhecer as representações sociais do Tribunal de Justiça de São Paulo - TJSP, sobre o direito à internação psiquiátrica, e os objetivos específicos de: 1) Caracterizar as demandas relacionadas à internação psiquiátrica submetidas ao TJSP; 2) Identificar como as demandas relacionadas à internação psiquiátrica são sustentadas pela parte apelante em juízo; 3) Identificar como as demandas relacionadas à internação psiquiátrica são defendidas pela parte apelada em juízo; 4) Identificar as representações sociais presentes nos posicionamentos de 2a Instância do TJSP na jurisprudência acumulada sobre as demandas relativas à internação psiquiátrica; 5) Comparar os resultados das decisões de 2a Instância com os de 1a Instância. Foi utilizada uma abordagem com métodos mistos de coleta e análise de dados, empregando-se a estatística descritiva para a mensuração das variáveis quantitativas e o Discurso do Sujeito Coletivo, para as variáveis qualitativas. Aplicou-se a Teoria das Representações Sociais como referencial teórico de interpretação dos discursos coletados. No sítio eletrônico do TJSP, foram coletados os acórdãos de ações julgadas em 2a Instância, proferidos em razão de recursos de apelação, publicados no período de janeiro de 1998 a dezembro de 2012, referentes às internações psiquiátricas pleiteadas no Sistema Único de Saúde - SUS, e no Sistema de Saúde Suplementar. As variáveis quantitativas foram digitadas, processadas, tabuladas e categorizadas nos programas Excel e SPSS v.6, e as variáveis qualitativas, no programa Qualipro. No SUS, a internação reclamada em juízo foi a compulsória. Nesses processos, os juízes representaram a internação, majoritariamente, como uma medida de proteção da dignidade do portador de transtorno mental e, minoritariamente, como uma violência contra essa mesma dignidade. No Sistema de Saúde Suplementar, a representação judicial assumiu o enfoque consumerista, consubstanciado na abusividade da cláusula limitativa da internação psiquiátrica e no direito superior à vida. O direito à saúde, vislumbrado nas decisões judiciais, resumiu-se ao direito de acesso aos serviços de saúde, ao direito à doença. A compreensão tanto do Poder Judiciário quanto dos apelados e apelantes nos dois sistemas investigados foi a do direito à saúde como o direito ao bem de saúde pleitado em juízo, o que coloca muitos desafios para os sistemas de saúde e para o Poder Judiciário frente à consolidação dos ideais da reforma psiquiátrica estatuída pela Lei n. 10.216/2001 / According to the Brazilian Health Ministry, 3% of the population suffer with severe and persistent mental disorders and 6% have psychiatric disorders due to the use of alcohol and other drugs. Recently, within mental health care, there was an increasing demand for psychiatric admissions through the justice system, raising concerns by lawyers and health professionals, although, Law n. 10.216/2001, more than10 years ago, has established the guidelines of the new model for mental health care to be implemented in Brazil. In this way, it is relevant to learn about the judges\' understandings regarding the demands concerning psychiatric admissions. The current research had the general goal to learn about the social representations of judges from the \"Tribunal de Justiça de São Paulo - TJSP\" about the law regarding psychiatric admissions. This investigation specific goals were: 1) to characterize the psychiatric admission claims; 2) to identify how the psychiatric admission claims are supported by the appellant party in court; 3) to identify how the psychiatric admission claims are defended by the appealed in court; 4) to identify the social representations present in the accumulated jurisprudence of TJSP about psychiatric admission claims; 5) to compare the results of first and second instance decisions. The author used an approach to collect and analyze data based on mixed methods, utilizing descriptive statistics to measure quantitative variables and the Collective Subject Speech to analyze qualitative data. The Social Representations Theory was applied as theoretical framework to interpret the collected speeches. Data were collected through the electronic TJSP site, comprehending all the decisions published between January, 1998, and December, 2012, regarding psychiatric admissions claimed to the Public Health System - SUS, and Insurance Health System. The quantitative variables were typed, processed, and categorized using Excel and SPSS v.6 programs and the qualitative variables through a Qualipro program. Considering SUS, the admissions claimed on the court were compulsory and judges represented the psychiatric admissions, mostly, as a dignity protection measure of people with mental disorders and, at a lower degree, as a violence against this same dignity. With respect to the Insurance Health System, the judicial representation was evolved by the consumerist approach, supported by the abuse of a clause restricting the time for psychiatric admissions and its contradiction with the right to life. The right to health was mentioned in the decisions characterized by the right of access to health services and the right to be ill. The comprehension of the judges in both investigated systems related the right to health to the right to a good health claimed in court, imposing many challenges to health systems and the Judiciary Power in order to consolidate the principles of psychiatric reform brought by Law n. 10.216/2001

1980年代以來先進國家所進行之政府再造,其外在環境背景因素中,主因是企業部門面對經濟全球化(globalization)競爭壓力,轉為政府層次的國家競爭力,以及資訊及通信技術之急速變遷,衝擊政府運作方式,此一趨勢驅使政府職能因應轉換,也導致政府必須就其組織重新設計或調整並加速改革步伐。經濟合作暨發展組織(Organization for Economic and Development,以下簡稱OECD)會員國為應此趨勢,紛紛建構獨立的高級文官制度以為因應。至於我國除以行政院組織改造為主軸,打造精簡、彈性、有效能的政府外;考試院則提出「建構高階主管特別管理制度」規劃,參採OECD國家建構高級文官制度經驗,希望建立有別於現行一般公務人員之特別管理制度,以系統化延攬及培育推動國家政務主幹之高階常任文官,藉以回應外界之要求。 我高階主管制度應採何種取才途徑,一直是規劃過程中之重點,因以何種取才途徑為設計基礎,影響後續配套措施,諸如俸給、考核、訓練及退離機制等規劃。換言之,取才途徑之選擇,關乎整個特別管理制度之規劃。本研究認為確立對外開放競爭取才之政策目標,始能導引高階主管制度整體規劃方向。至於對外開放競爭取才相關配套如高階主管職務範圍及其外補比例,宜細緻化及彈性化。推動上需漸進並建構合理有效之誘因體系;亦應強化政策溝通及研訂外部人才培育計畫,以爭取高階文官對於政策之認同。未來則應以對外開放競爭取才為前提,重行檢視並研究各議題之妥適性,俾使我國高階主管制度更為妥善可行,更於制度實施後,能提升國家之競爭力。 / Since 1980, government reformed in advanced countries because the external environment background and factors. Due to corporates were facing competitive pressure of economic globalization which turned the competition to the level of government, as well as rapid changes in information and communication technology that impact government’s operation. Hence government functions need to be converted and the structure need to be redesigned or reformed as soon as possible. The member of OECD (Organization for Economic and Development) built an independent senior civil service to respond these trends. In Taiwan, the main target is to redevelop Executive Yuan’s organization as well as create a retrench, flexible, and efficiency government. Furthermore, Examination Yuan planned “Building Senior Executives Administration System” based on OECD member’s experience of senior civil service in past years. The goal was to establish a special administration system other than the current one and to recruit and train senior civil service systemically as well as in response to public concern. Which recruiting method and devise basis should our senior executive service use was always our main concern because different method and measurement will effect stipend, assessment, training, and retirement etc. as planned. In other words, each method we take will result different administration system. It is suggested in the research that setting the goal of opening to external competition in government will lead the scheme for our senior executive service. Supplementary regulations for senior executive service need to be meticulous and flexible for open competition. Reasonable administration system should be built before moving to next step, as well as enhance communication policy and set up a training plan for external talent people to strive for senior civil service system identification. In the future, our government need to be focused on opening competition as a premise, and revise all the issues that might happen; this will result our senior executive service administration system more appropriate and make our country competitive worldwide after implementation.
