During the 19th century the European states experienced a new kind of threat to their existence. The military threats from other countries were now accompanied by civilian threats that inspired mass protest, terrorism and other menaces to the established order. In Sweden, these threats were mainly seen as connected to the rising labor movement and to a growing number of foreign citizens. The aim of the dissertation is to examine surveillance for national security carried out by the Stockholm Criminal Investigation Department and its Police Bureau between 1885 and 1922. Apart from examining what specific surveillance methods that were used, the dissertation gives an answer to the question why the surveillance was carried out, and why it was carried out the way it was. It also discusses how differences and similarities between the surveillance in Sweden and other countries can be explained and how the surveillance between 1885 and 1922 relates to the corresponding activities during the latter part of the 20th century. The main conclusions are that there was a lack of formal rules regulating the surveillance, and that it therefore was based on the following of routines. The bureaucratization process that characterized the period influenced the surveillance, which came to be performed as a bureaucratic machine, characterized by a tendency of expansion. This meant that the surveillance activities were constantly expanded and became more and more extensive. The expansion is connected to the surveillance phenomenon, which could be said to have an unlimited scope. Furthermore, it is suggested that this specific historic legacy has affected the development of Swedish security police activity during the second half of the 20th century.

L’ethnographie de la détention frontalière en France se penche sur le phénomène des migrations transnationales et sur le gouvernement des frontières qui y répond, à travers des pratiques d’enfermement et d’expulsion des étrangers dans une « zone d’attente » aéroportuaire. La construction des camps d’étrangers, dont relève ce terrain, témoigne de nouvelles distributions du pouvoir qui passent par l’accès à la mobilité. L’étude empirique d’une forme particulière de ce contrôle est ainsi le point de départ d’une réflexion plus large sur ce régime de gouvernement, qui dessine une autre topographie politique de la globalisation. L’enquête nous invite à comprendre les pratiques par lesquelles les gouvernements démocratiques administrent des populations non-citoyennes, et la façon dont ces modalités de prise en charge et de surveillance opèrent une reconfiguration des frontières physiques, morales et politiques. L’ethnographie s’interroge sur l’expérience quotidienne de ceux qui sont les sujets de ces régimes juridiques et humanitaires croisés. In particular, the increasing prominence of camps or other restricted areas in which migrants or illegal aliens are held for varying lengths of time highlight a new distribution of power, defined by access to mobility. Focusing on a specific form of control – the “waiting zone” at an airport's borders – this empirical study offers an in depth meditation on this power dynamic, which reflects, in itself, another political topography of globalization. The research investigates how democratic governments manage non citizen populations, and examines the ways in which the types of restriction and surveillance brought to bear on these people reconfigure physical, moral and political boundaries. The ethnographic components of the study seek to explore the everyday experience of the people who become subject to these tangled legal and humanitarian procedures. The research interweaves several key issues which shape policy on border detention: confinement, albeit in a humanitarian form, constructed through judicial activism and the administrative application of different standards of rights for various alien populations; the conflation of humanitarian care and control for populations identified as vulnerable; the redrawing of frontiers through networks and zones; and, lastly, the experience of mobility produced by the differential management of movement within the modern archipelagos of surveillance, of which waiting zones are part.

À partir de cette affirmation et de la pratique législative et jurisprudentielle qui s'en est suivie, arriverait-on un jour à reconnaître la protection du droit de l'étranger à mener une vie familiale normale comme il se fait en Europe ? Ce chemin lui serait-il accessible ? Ce projet vise à démontrer cette évolution juridique qui pourrait survenir au Canada dans le cadre d'un plus grand respect des droits fondamentaux de la personne. / This thesis relates to the right of immigration. It concems aliens who are aimed with a removal order in spite of the fact that they have family bonds in Canada. The Baker case, of the Supreme Court of Canada, is our point of reference since it preaches, inter alia, the respect of the best interest of the child as regards to immigration. Starting from this assertion and legislative & jurisprudential practices that followed from the case, would one arrive one day at recognizing to every migrant the right to a normal family life like it is done in Europe? Would this path be accessible? The potential impact of the Cara legislation (for guava as an invader species) on selected disadvantaged communities in KwaZulu-Natal.

The aim of the study was to find benefits derived from the natural propagation and the use of guava plants and fruit by people living in rural areas of KwaZulu-Natal, looking at guava as a source of food, income, medicinal uses, shade, a source of fuel and use for agricultural purposes like fencing; and also assessing Conservation of the Agricultural Resource Act (CARA), Act 43 of 1983 relating to guava plant as invasive species. The Act states that all alien invader species and weeds should be controlled or removed depending on the category. CARA states that plants in category one are declared as alien invasive plants and are not allowed to grow on the land or appear on the water surface. Plants under this category may not be transported or allowed to disperse e.g. Psidium x durbanensis (Durban guava). Category two plants are invader species that have a potential value, plants that are used by the people as a source of income and food. These species can be retained if they grow in special areas demarcated for the purpose (an orchard). If these species are found outside demarcated areas they are to be removed e.g. Psidium guava (guava). Category three species are mostly plants with ornamental value which are not allowed to occur anywhere unless they were already in existence when the regulation came into effect e.g. Psidium guineense (brazillian guava) and Psidium cattleianum (strawberry guava). The study focused on selected areas of KwaZulu-Natal,: Umgungundlovu district municipality (Richmond local municipality) and Uthungulu district municipality. Richmond represented the midlands areas and Uthungulu the coastal areas to reflect two different areas of KwaZulu-Natal. To investigate this study the researcher used telephonic interviews with 23 Extension officials, questionnaires to guide focus group discussions which were conducted with 28 community groups that were involved in guava usage. Informal observation surveys were also carried out with five markets (stall holders) selling guava and guava products. Informal observations in two supermarkets and two home industries were also conducted. The results showed that people in rural areas still use this resource (guava) as a source of fuel (wood), medicine (especially the leaves and bark), fruit for own consumption (either processed or raw) and income generation. The impact of the legislation on rural poor communities is negative as guavas sustain livelihoods and the costs of applying for permits are prohibitive. People are illiterate yet they have to apply for special permits to plant this useful species because the regulation stipulates that guava plants must be controlled if dispersed outside demarcated areas. / Thesis (M.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2008.

The impact of high rainfall and flood events on Eucalyptus camaldulensis distribution along the central Breede River

Thesis (MSc)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Eucalyptus camaldulensis Dehnh., or River Red Gum, is a commercially valuable yet recognised invasive alien plant (IAP) of riparian zones throughout South Africa. The invasive potential of E. camaldulensis is widely recognised, with specific regulations aimed at the management of E. camaldulensis. E. camaldulensis is known to use large amounts of water, reduce biodiversity, change river morphology and impact hydrological regimes of rivers. In the native range throughout Australia, E. camaldulensis displays a distinct relationship between rainfall, and flood events, for seed dispersal, germination and establishment, and consequently spatial extent, yet little is known about the relationships in the South African context. The aim of this project was to assess the impact of high rainfall and flood events on the establishment and distribution of E. camaldulensis along the Middle Breede River, between Worcester and Swellendam in the Western Cape, by establishing the current spatial extent of E. camaldulensis along the river, identifying flood events since 1950 and evaluating the impact rainfall and flood events had on the spatial extent thereof. Aerial imagery, rainfall, discharge and river level data was obtained dating back to 1980, as well as field data comprising of GPS-bounding of E. camaldulensis stands. Additionally, density measurements were obtained and interviews conducted with land users. Spatial analysis of aerial imagery, coupled with perimeter (GPS) data and density data were used to conduct spatio-temporal analysis, employing GIS and conventional statistical approaches to address the various objectives. Results indicated E. camaldulensis stands had a small overall increase in spatial extent since 1980. Flooding and rainfall events coincided with an increase in occurrence of E. camaldulensis with elevated river levels and frequent flooding, while spatial variation of this relationship was observed. The hydrological regime of the Breede River coincides with a slow increase in spatial extent of E. camaldulensis stands, but no affirmation of a positive real-world relationship was possible using the available data. Results further suggested, based on the current age class composition, that existing stands originated roughly during 1980, possibly due to commercial forestry related seeding into the river. Reduced fragmentation between stakeholders, educational programmes and improved reporting systems were recommended for improved IAP management within the area. / AFRIKAANSE OPSOMMING: Eucalyptus camaldulensis, of Rooibloekom (RB), is ‘n waardevolle kommersiële, maar erkende indringer plantspesie (IP) wat veral oewersones in Suid-Afrika indring. Die indringerpotensiaal van E. camaldulensis is welbekend, en spesifieke regulasies, gemik op die bestuur van RB en ander spesies is reeds aangeneem. E. camaldulensis is veral bekend vir sy hoë watergebruik, sy vermindering van biodiversiteit, sy vermoë om riviervorme te verander en sy algehele impak op die hidrologiese patroon van riviere waarmee dit in aanraking kom. In sy oorspronklike verspreidingsgebied in Australië toon E. camaldulensis ‘n bepaalde verhouding tussen reënval en vloedgebeurtenisse vir saadverspreiding, ontkieming en vestiging en derhalwe die ruimtelike verspreiding van die spesie; alhoewel hierdie verhouding in die Suid-Afrikaanse konteks steeds redelik onverduidelik bly. Hoë-reënval en gereëlde vloedgebeurtenisse het ook gepaard gegaan met ‘n groei van E. camaldulensis oppervlak, alhoewel hierdie verhouding ruimtelike variasie getoon het, met ‘n algemene groei patroon gemerk oor die volledige studietydperk. Ook geen stimulerende verhouding kon vanuit die beskikbare data bevestig word nie. Addisionele resultate het aangedui dat die verspreiding van E. camaldulensis ongeveer 1980 onstaan het, moontlik as gevolg van kommersiële bosbou-aanplanting en verwante saadverspreiding in die rivier vanaf daardie tyd. Aanbevelings ten opsigte van verbeterde indringerbestuur sluit in die beperking van huidige fragmentasie tussen belanghebbendes en betrokke verwyderingsorganisasies, addisionele onderrigprogramme sowel as die verbetering van terugvoersisteme.

Contaminação biológica e o uso de animais de montaria no Parque Nacional da Serra do Cipó - MG / Biological contamination and horse hiding in the Serra do Cipó National Park MG

O Parque Nacional da Serra do Cipó tem passado por um importante desafio de manejo que é a definição sobre o uso de animais de montaria por parte dos visitantes. Recentemente, o Governo Brasileiro lançou um documento intitulado Diretrizes para visitação em unidades de conservação o qual dita algumas normas para essa atividade de uso público. No entanto, há questões relevantes de incoerências deste com o Sistema Nacional de Unidades de Conservação. A presença dos animais numa unidade de conservação pode causar diversos impactos ambientais, entre eles, a entrada e dispersão de espécies exóticas causando contaminação biológica em área protegida. Os cavalos e muares utilizados pelos visitantes podem ser veículo de entrada dessas espécies exóticas, seja por meio dos pelos, das patas e também das fezes. Esta investigação teve por objetivo investigar se há relação entre o uso de animais de montaria e a contaminação biológica de gramíneas exóticas pelas fezes dos animais no Parque Nacional da Serra do Cipó. Para tanto foram selecionadas duas trilhas do Parque, a do Capão dos Palmitos e a trilha da Farofa, sendo que as mesmas apresentam diferenças relevantes em termos de relevo e de histórico de uso. Com base no trabalho de Campbell e Gibson (2001) definiu-se o método. Em cada uma das trilhas procedeu-se a coleta de fezes eqüinas e de amostras de solo em dois períodos do ano (outono e verão). As amostras foram distribuídas em dois experimentos de germinação, um instalado in situ e outro no Laboratório de Biologia Reprodutiva e Genética de Espécies Arbóreas da ESALQ / USP. Outro experimento, também realizado in situ, verificou a presença de espécies de gramíneas exóticas e de plantas nativas nas áreas de abrangência das duas trilhas. Foram definidos quatro pontos para as amostragens tendo como referência o centro das trilhas, são eles: centro, borda, transição e interior. As análises estatísticas foram realizadas com uso do programa SAS versão 9.3.1. Os resultados mostraram que há maior presença de gramíneas exóticas na trilha da Farofa em relação à trilha do Capão. Na trilha da Farofa houve diferença significativa entre o ponto do centro com os demais. Na trilha do Capão não houve diferença entre os pontos avaliados. As espécies nativas foram encontradas com maior frequência na trilha do Capão. Houve diferença do ponto centro para os demais nas duas trilhas avaliadas. Os resultados obtidos pelas amostras de solos que estavam no experimento controlado em laboratório revelaram que não há diferença na germinação de sementes entre as trilhas. As amostras de fezes, no entanto, mostraram diferença entre as trilhas, sendo que há maior germinação de sementes na trilha da Farofa. Tanto para as amostras de fezes como para as de solo, houve grande diferença para a germinação entre os períodos de outono e de verão. Não houve nenhuma germinação no experimento instalado in situ. / Serra do Cipó National Park has undergone a major management challenge that is the definition of the use of horse riding by the visitors. Recently, the Brazilian Government launched a document entitled Diretrizes para visitação em unidades de conservação (Guidelines for visitation in protected areas) which dictates certain rules for recreation ecology activities. However, there are relevant issues that are incoherent with the Brazilian law for protected areas called the Sistema Nacional de Unidades de Conservação (National System of Conservation Areas). The presence of domestic animals in protected areas can cause several environmental impacts, including the entry of alien species causing biological contamination. The horses used by visitors can be a vehicle of entry of alien species, either through the hair, the legs and also the dung. This research aimed to investigate whether there is a relation between the use of horses and biological contamination of exotic grasses by horses\' dung in the Serra do Cipó National Park. Therefore, we selected two trails of the park which present significant differences in terms of topography and land use history: the Capão dos Palmitos trail and the Farofa trail. The method was defined based on the work of Campbell and Gibson (2001). From each of the tracks were collected equine dung and soil samples in two seasons (autumn and summer). The samples were divided into two experiments, one installed in situ and another at the Laboratory of Reproductive Biology and Genetics of Tree Species of ESALQ / USP. Another experiment, also conducted in situ, verified the presence of exotic grasses and native plants in areas served by the two trails. Four points, which had as reference the center of the trails, were defined for sampling: center, edge, transition and interior. Statistical analysis was performed using SAS software, version 9.3.1. The results showed that there has been an increase in the amount of exotic grasses in the trail of Farofa when compared with the path of Capão. On the trail of Farofa significant difference was found among the center point and the others. On the trail of Capão no difference among the points was assessed. The native species were found more frequently on the trail of the Capão. There was a statistical difference between the center points on both trails. The results obtained from soil samples that were in the controlled experiment in the laboratory revealed that there is no difference in germination between the trails. Dung samples, however, showed differences between the tracks, and there is a greater germination in the trail of Farofa. A significant difference in germination between the periods of autumn and summer was found both in the dung samples and in the soil samples. There was no germination in the experiment installed

Effects of invasive alien plants on riparian vegetation and their response to environmental factors

Biological invasions are reportedly one of the major contributory factors to biodiversity loss worldwide. The impacts of invasive alien plant (IAP) species on native communities are widely documented in the scientific literature, however, there is still a lack of detailed information on their impacts within the most vulnerable habitats. Riparian habitats are highly dynamic systems and naturally disturbed, making them particularly vulnerable to invasion. Climate change, directly or indirectly, is also predicted to adversely impact river systems, which may subsequently alter invasion rates and the impacts of IAPs. However, the interactions between climate and IAPs and their combined effects on vegetation have rarely been examined. To address these knowledge gaps, this thesis investigates: (1) the role of environmental variables, such as sediment loading or climate-related changes to river flow regime, on the abundance of IAPs within riparian zones; (2) how variation in IAP abundance impacts native vegetation, relative to the effects of native dominant plant species and (3) some of the mechanisms underlying the effects of IAPs in riparian habitats. Historic and recent field survey data were used to investigate changes in riparian vegetation on British rivers during the last 20 years. Analyses indicate that IAPs had a negative but small effect on native plant diversity. Overall, changes in land use and differences in flow regime between recording periods were the most important predictors of plant community change. Specifically, IAPs had a greater probability of being present along lowland rivers that experienced increased frequency of high flow events. On a local scale across rivers in Scotland, the abundance of IAPs was constrained by greater soil moisture in summer, whilst greater abundance was associated with tree-lined banks. Both native dominant species and IAPs negatively affected subordinate species abundance to a greater extent than species richness, although this effect varied spatially with bank elevation. Artificial turf mats were used to quantify viable propagules within riverine sediment deposited over-winter along invaded riverbanks. The data indicate that there is a legacy effect of IAP abundance, with the most invaded sites being associated with higher sediment loading the following year, though, contrary to the general pattern, 12 sediment associated propagules were scarcer at invaded sites. Moreover, lower above-ground native diversity was associated with sites which had been previously invaded. Plant species composition in the propagule bank and above-ground vegetation were highly dissimilar, particularly closest to the water’s edge at highly invaded sites. This suggests that mono-specific stands of IAPs proliferate best under less disturbed environmental conditions, although fluvial disturbance events may be required to create opportunities for initial establishment. The propagule bank contributed very little to the above-ground vegetation, nor did it limit invasion, suggesting that above-ground plant composition is largely dictated by competitive interactions. The findings presented in this thesis suggest that invasion by IAPs is an additional stressor for native vegetation within riparian habitats, modifying above-ground plant communities via competition and suppressing recruitment from the propagule bank. However, native dominant species common in riparian habitats also negatively impact, subordinate species via competition, in some cases equalling the effect of IAPs. Native dominant and IAP species are differently affected by environmental factors operating in the riparian zone, which may provide future opportunities for reducing and managing invasions.

Influence of waterfalls on patterns of association between trout and Natal cascade frog Hadromophryne natalensis tadpoles in two headwaterstreams of the Ukhahlamba Drakensberg Park World Heritage Site

Current literature suggests that little, if any, research has been conducted in South Africa to determine the impact of alien invasive trout on indigenous amphibian biodiversity. The primary aim of the research project was to establish whether waterfalls are seasonally important in protecting the indigenous Natal Cascade Frog Hadromophryne natalensis tadpole populations from predation by alien rainbow trout Oncorhynchus mykiss and brown trout Salmo trutta at two sampling areas located at Injesuthi and Monk‟s Cowl Nature Reserve within the uKhahlamba Drakensberg Park World Heritage Site (UDPWHS). The dissertation argues in favour of a biotic rationale, namely trout predation, as being the primary cause for the decline of H. natalensis tadpoles below the waterfalls and systematically negates the influence of geo-physical (abiotic) environmental factors on tadpole abundance. Habitat isolation and fragmentation is identified as a latent threat to the continued persistence of H. natalensis populations in the UDPWHS. / Environmental Sciences / M. Sc.
