Jornalismo alternativo para a questão ambiental amazônica / Alternative journalism for the environmental question of Amazonia

Este trabalho descreve a concepção, o planejamento e o processo de viabilização da intervenção constitutiva de uma mídia alternativa na sociedade amazônica, com suas articulações políticas e de custeio. Configurando-se como uma pesquisa técnico-empírica, seu objeto consistiu no processo de criação de um meio de comunicação jornalístico alternativo: a Agência Ambiental de Notícias da Amazônia (ANAM). Enquanto veículo de comunicação, o objetivo da ANAM é alimentar e fundamentar o debate sobre a questão ambiental amazônica (QAA), ampliando seu teor democrático e contextualizando-o sob o enfoque de uma crítica da visão hegemônica do desenvolvimento - a visão comprometida com os interesses capitalistas do processo global de produção. A concepção de um projeto editorial para a ANAM, sua concretização como meio de comunicação na internet e como projeto de extensão universitária em uma universidade pública amazônica demonstraram que a proposta de intervenção é viável sob as condições estratégicas que delimitaram sua proposição e planejamento. Tais condições estratégicas apoiaram-se sobre os seguintes pressupostos: é possível contribuir para a conservação da floresta amazônica por meio do jornalismo; a QAA contextualiza-se no panorama de uma crise ambiental global, cuja existência apresenta-se como realidade; o debate sobre as relações entre os pressupostos anteriormente apontados se revela essencial para a promoção da conservação da Amazônia. Ressalva-se que a contribuição do jornalismo para a conservação da Amazônia depende de outros processos sociopolíticos para se efetivar, tendo em vista que os produtos de mídia não são agentes diretos da conservação ambiental. Tampouco se considera que o jornalismo alternativo para a QAA seja a única forma de contribuição jornalística para o enfrentamento da problemática ambiental da Amazônia. / This doctorate thesis describes the fundaments of the conception and planning - and the process regarding its enablement, together with its politics and costs - of the constitutive intervention of an alternative media in the Amazon society. By using empirical and technical data, the object of this thesis refers to the process of creation of an alternative journalistic media: the Environmental News Agency for the Amazonia (ANAM). As a means of communication, the objective of ANAM is to stimulate and to promote the debate about the Environmental Question of Amazonia (QAA), by broadening its democratic sense and by contextualizing it towards a criticism of the hegemonic vision about economic development, a vision that belongs to the capitalist interests of the global process of production. The development of an editorial project for the ANAM, its construction as an online channel of communication and as a university extension program in an Amazon public university have evidenced that the intervention proposal can be enabled through the strategic conditions in which it inheres. These strategic conditions are based on the following assumptions: it is possible to contribute to the conservation of the Amazon rainforest through journalism; the QAA contextualizes itself in the panorama of a global environmental crisis, which is real; the debate about the relationships between the aforementioned assumptions should be seen as pivotal for the promotion of the conservation of Amazonia. Nonetheless, in order to be enabled, the contribution of journalism to the conservation of Amazonia hinges on other sociopolitical processes, since the media products are not direct agents of environmental conservation. That notwithstanding, the alternative journalism for the QAA cannot be seen as the unique way of contributing journalistically for addressing the environmental problem of Amazonia.

A dissertação teve como objetivo delinear o perfil de dois grupos: aqueles que mantêm a estrutura, como voluntários, do CMI site da Rede Indymedia representante nacional do jornalismo cidadão ou open source e também os que postam conteúdo nele, sem necessariamente ser voluntário. Como método, foram realizadas duas pesquisas empíricas, uma levantando dados mais objetivos do segundo grupo, e outra, baseada em entrevistas abertas, com o primeiro. Dos usuários foram obtidos dados como profissão, gênero, idade, orientação política, hábitos de navegação e postagem; e dos voluntários, valores, crenças, histórias de vida e atividades dentro do grupo. Também foram pesquisados os assuntos e formatos de texto mais recorrentes postados na seção aberta do site. O material obtido e o recurso a um referencial teórico apropriado propiciou como resultado uma análise do veículo e seus participantes à luz das teorias que tematizam: o papel das novas tecnologias na comunicação, e numa possível democratização de seu espectro; os conceitos de jornalismo; jornalismo cidadão, colaborativo ou open source; e jornalismo alternativo; as abordagens sociológicas do ativismo e dos movimentos sociais contemporâneos de uma perspectiva estratégica e cultural; e das relações dos movimentos sociais com a comunicação principalmente em relação às mídias que eles mesmos produzem, e que, fundamentalmente, por não se enquadrarem nos parâmetros do mercado, e focalizarem a luta por mudanças, podemos chamar de alternativa. / This work aims to outline the profile of two groups: those who maintain the structure, as volunteers, of CMI site of Indymedia Net, nationally representative of citizen and open source journalism and also those who post content on it, without necessarily being a volunteer. As a method, we carried out two empirical studies, raising a more objective data from the second group, and another based on open interviews with the former. Users\' data were obtained as: profession, gender, age, political orientation, browsing and postage habits; and from volunteers: values, beliefs, life stories and activities within the group. We have also researched the subjects and text formats more applicants posted in the open section of the site. The obtained material and the use of an appropriate theoretical reference provided as a result an analysis of the vehicle and its participants, using the theories that work with: the role of new technologies in communication, and a possible democratization of its spectrum; the concepts of: journalism; citizen, collaborative or open source journalism; alternative journalism; sociological approaches of the activism and the contemporary social movements from a strategic and cultural perspective; and relationships between social movements and communication, especially referring to the media that they themselves produce, that not fit the parameters of the market and that focus the fight for change and thats why we call it alternative.

World War II Nominal Roll database: accurate record or true record?

The Australian Government Internet database, the World War Two Nominal Roll, is problematised and then analysed as a document of patron-sponsored alternative journalism as described by Atton and Hamilton, because it attempts to fulfill functions previously completed in Australia by newspaper publishers and television producers. These functions – of discovering, establishing, editing, contextualizing, recording and publishing memory – have long been regarded as roles of journalism. Later they have been seen as roles also of literary publishing and documentary filmmaking, and most recently of online records management. They became especially evident in the 1990s, the decade of the 50th anniversary of many World War II events, during which many anniversary supplements were published in Australian newspapers and in television documentaries. Partly as a result of this major anniversary, the Australian Government undertook the tasks of discovering, establishing, editing, recording, contextualizing, and publishing World War II military memories as an online database known as the World War Two Nominal Roll. The enactment of this large task required the engagement of a subcontractor who tendered on the basis of skills in records management, and the adoption of a methodology which offered some level of quality assurance of the outputs. The problematisation of this project suggests that the engagement of the subcontractor and the methodology adopted for the World War Two Nominal Roll are analogous to the engagement of professionalized journalists, and the adoption of recognised journalistic methods, for the publication of a media artifact such as an anniversary supplement. In that light, this thesis compares the error rates evident in the Nominal Roll with the literature of error rates in contemporary newspapers, and compares some of the audience effects of publishing the Nominal Roll with those of publishing newspapers. This involves a comprehensive examination and critique of the physical nature of the Roll and the processes of its production. The analysis in the first place suggests that the database Roll is overall more trustworthy than established journalism artifacts but in detail more susceptible to errors of fact and context and less likely to be corrected. This leads to the second assessment that the publication of the database Roll is less effective than newspapers as a means of memorialisation. Finally, the findings suggest that the processes deployed in the compilation of the database Roll would have benefitted from the adoption of aspects of ordinary journalistic routines not used by the database publishers. Reasons for this are proposed and discussed.

To accomplish this, we chose as corpus four issues of Fome de Quê? (fmq?) magazine and seven issues of Cenário Cultural magazine, the main publications of this genre that circulate in the state of Paraíba showing the local culture and which are not connected to large communication companies. We analyze the characteristics of these two publications in order to understand which alternatives to the journalism model practiced by conventional vehicles are presented in these magazines. We focus our analysis on the way these magazines are organized as a communication vehicle and on the selection and approach of the guidelines, i. e., we observe how their organization modes, subjects, languages, agendas and goals, among other elements, combine in the creation of their discourse on the culture and the daily life they represent. The research approach was Everyday Life Sociology and the method of procedure was the formism. By highlighting the social forms, everyday life studies give us resources to analyze the parts, the alternative forms, in a context that does not favor the definition of the whole, in our case, the framing of the magazines as completely alternatives. / O presente estudo buscou compreender como se dão, na atualidade, manifestações de publicações culturais que se colocam como uma alternativa ao jornalismo cultural feito pelos veículos tradicionais locais, como modo de entender se tais publicações produzem um discurso sobre a cultura e o cotidiano diferenciado do que é produzido pelo jornalismo praticado por grandes empresas de comunicação. Para tanto, escolhemos como corpus os quatro números da revista Fome de Quê? (fmq?) e sete números da Cenário Cultural, principais publicações do gênero que circulam no Estado da Paraíba, pautando a cultura local, e que não estão ligadas a grandes empresas de comunicação. Analisamos aqui as características dessas duas publicações de modo a entender quais formas alternativas ao modelo do jornalismo praticado pelos veículos convencionais se apresentam nestas revistas. Focamos nossa análise no modo de organização dessas revistas, enquanto veículos de comunicação, e na seleção e abordagem das pautas, ou seja, observamos de que maneira seus modos de organização, seus sujeitos, linguagens, pautas e objetivos, entre outros elementos, combinam-se na formação do seu discurso sobre a cultura e no cotidiano que representam. Quanto à abordagem da pesquisa, a opção foi pela Sociologia do Cotidiano e o método de procedimento foi o formismo. Ao evidenciar as formas sociais, os estudos do cotidiano nos dão subsídios para analisar as partes, as formas alternativas, em um contexto que não favorece a definição do todo, no nosso caso, o enquadramento das revistas como alternativas em sua totalidade.

A pesquisa se assenta sobre a pergunta “quais as características e como se materializam, no cotidiano de trabalho, as relações entre grupo político e veículo noticioso dirigido por ele?” São referências conceituais as teorias do jornalismo como forma de conhecimento, dos campos sociais e de hegemonia. O percurso metodológico passa por pesquisa bibliográfica, entrevistas abertas e análise editorial. As fontes principais das entrevistas são, de um lado, repórteres e editores (profissionais) e, de outro, militantes e dirigentes (atores políticos). Seus discursos, além de expor as concepções que balizam as iniciativas, indicam as interações entre jornalismo e política na produção noticiosa. As análises editoriais são operacionalizadas a partir de critérios jornalísticos como seleção e hierarquização de pautas e temas; gêneros e formatos textuais; recursos de edição; abrangência; escolha de fontes. Os resultados quantitativos desenham características jornalísticas gerais de Brasil de Fato e Notas. A presente pesquisa considera que, ao estarem localizados nas margens do campo jornalístico, os veículos alternativos têm de formular táticas e estratégias específicas para potencializarem seu alcance e incidência, considerando eixos como público-alvo, temáticas prioritárias e produção de conhecimento. Por fim, o trabalho discute a possibilidade de as relações entre veículo noticioso e organização popular serem pautadas pela busca cotidiana de uma heteronomia que não restrinja, senão, potencialize o jornalismo como forma de conhecimento e espaço de luta por hegemonia na sociedade. / This work deals with strategic relations between popular organizations and professional journalism, based on the experiences of the newspaper Brasil de Fato and the argentinian website Notas – Periodismo Popular, headed by the Landless Rural Workers Movement (MST) and the political movement Patria Grande, respectively. In both cases, the journalistic projects correspond to the pretension of hegemonic expansion of the organizations and to the need to make visible the demands and perspectives of the popular movements. The research is based on the question "what are the characteristics and how do the relations between the political group and the news vehicle led by it materialize?" The theories of journalism as a social form of knowledge, of the social fields and of hegemony are conceptual references. The methodological path goes through bibliographic research, open interviews and editorial analysis. The main sources of interviews are, on the one hand, reporters and editors (professionals) and, on the other, militants and leaders (political actors). His discourses, besides exposing the conceptions that mark the initiatives, indicate the interactions between journalism and politics in the news production. The editorial analyzes are operationalized from journalistic criteria, such as selection and hierarchy of agenda and themes; genres and textual formats; editing features; escope; choice of fonts. The quantitative results draw general journalistic characteristics of Brasil de Fato and Notas. The present research considers that, in the margins of the journalistic field, alternative vehicles have to formulate specific strategies to increase their reach and incidence, considering axes as target audience, priority themes and production of knowledge. Finally, the research discusses the possibility of news vehicle and popular organization relationships being guided by the daily search for a heteronomy that does not restrict, but rather, enhance journalism as a form of knowledge and a space of struggle for hegemony in society. / Esta investigación trata de relaciones estratégicas entre organizaciones populares y periodismo profesional, a partir de las experiencias del periódico Brasil de Fato y del portal argentino Notas – Periodismo Popular, dirigidos por el Movimiento de los Trabajadores Rurales Sin Tierra (MST) y el movimiento político Patria Grande, respectivamente. En ambos casos, los proyectos periodísticos corresponden a la pretensión de expansión hegemónica de las organizaciones y a la necesidad de visibilizar demandas y perspectivas de los movimientos populares. La investigación se asienta sobre la pregunta "¿cuáles las características y cómo se materializan, en el cotidiano de trabajo, las relaciones entre grupo político y vehículo noticioso dirigido por él?" Son referencias conceptuales las teorías del periodismo como forma de conocimiento, de los campos sociales y de hegemonía. El recorrido metodológico pasa por investigación bibliográfica, entrevistas abiertas y análisis editorial. Las fuentes principales de las entrevistas son, por un lado, reporteros y editores (profesionales) y de otro, militantes y dirigentes (actores políticos). Sus discursos, además de exponer las concepciones que balizan las iniciativas, indican las interacciones entre periodismo y política en la producción noticiosa. Los análisis editoriales son operacionalizados a partir de criterios periodísticos como selección y jerarquización de pautas y temas; géneros y formatos textuales; recursos de edición; el alcance geográfico; elección de fuentes. Los resultados cuantitativos dibujan características periodísticas generales de Brasil de Fato y Notas. La presente investigación considera que, al estar ubicados en los márgenes del campo periodístico, los vehículos alternativos tienen que formular estrategias específicas para potenciar su alcance e incidencia, considerando ejes como público-objetivo, temáticas prioritarias y producción de conocimiento. Por último, la investigación discute la posibilidad de que las relaciones entre vehículo noticioso y organización popular se guíen por la búsqueda cotidiana de una heteronomía que no restrinja, sino, potencie el periodismo como forma de conocimiento y espacio de lucha por hegemonía en la sociedad. Launched in 1991 to standardize and give visibility to information about this segment of society, the official total of 170 publications in December 2008. It addresses issues relating to public policies and civil society actions directed to this segment of the population. It also records the history of life and brotherhood between people in the streets and some groups that are associated with this reality, as churches and welfare bodies. The objective of this research is to rescue the history of the newspaper and understand how it is constituted as alternative journalism. As for the procedures, this research uses the techniques of literature search, document and content analysis. It is concluded that the paper raises the debate about people who live on the street and serves as a tool to claim citizenship rights, encouraging the organization and expression of this segment of society.(AU) / Trata-se de uma pesquisa sobre O Trecheiro, jornal mensal produzido pela organização não governamental Associação Rede Rua, que noticia informações sobre a população em situação de rua. Lançado em 1991 com o objetivo de sistematizar e dar visibilidade às informações sobre este segmento da sociedade, o jornal totalizou 170 publicações em dezembro de 2008. Aborda questões relativas às políticas públicas e as ações da sociedade civil direcionadas para este segmento da população. Também registra a história de vida e a fraternidade entre as pessoas em situação de rua e de alguns grupos que estão ligados a esta realidade, como as igrejas e as entidades de assistência social. O objetivo principal desta pesquisa é resgatar a história do jornal e compreender de que forma ele se constitui como jornalismo alternativo. Quanto aos procedimentos, esta pesquisa recorre às técnicas da pesquisa bibliográfica, documental e a análise de conteúdo. Conclui-se que o jornal coloca a situação da rua em debate e serve de instrumento de reivindicação dos direitos de cidadania, estimulando a organização e manifestação deste segmento da sociedade.(AU)

以變為常,台灣另類╱獨立媒體的新聞實踐—以《上下游新聞市集》為例 / The Journalistic Practices of Alternative Media in Taiwan : The Analysis of News & Market

本研究採行塊莖思維為研究取徑探勘台灣另類/獨立媒體的新聞實踐。考量到時間限制且本研究不以發掘台灣另類/獨立媒體的群像為研究目的,研究者選擇以《上下游新聞市集》新聞部門為研究案例,藉由參與觀察法、深度訪談法深描上下游新聞如何產製報導、歷經哪些轉變、內部如何互動等與新聞產製有關的面向,並從「與變共處」的塊莖生成觀點,檢視其「以變為常」的新聞實踐面貌與生成。 研究發現,上下游新聞會隨著組織人事流動、讀者閱讀習慣改變、內容市場競爭等內外情境變動而調整組織編制與報導產製模式,但因內部成員對於調整方向與幅度未能協商出共識,內部衝突因而日增。對此,上下游新聞目前試圖藉由共同守門模式以及制度化的組織運作降低內部衝突發生機會。 再者,從上下游新聞與域外物的互動經驗可以發現,臉書等社群平台是上下游新聞重要的消息來源與露出管道,對上下游新聞的報導產製影響重大。 另一方面,隨著組織受到各種內外情境變動的刺激,上下游新聞成員逐漸展現各自對於媒體角色定位的見解差異,成員紛紛在突破疆域界線的分裂點上,表明自己如何認知媒體角色定位,並由此開創不同於以往的新聞實踐樣貌。 / This thesis takes the notion of rhizome as a research approach to explore the journalistic practices of alternative media in Taiwan. Considering time limitation and the purpose of this research, the researcher adopts the methods of depth interview and participable observation to examine the journalistic practice of research object in this thesis—“News & Market.” At the same time, the researcher looks into journalistic practices via Deleuze and Guattari’s notion of “rhizome” and “becoming.” According to the study, along with the context change, News & Market constantly adjusts its organizational structure and the way it produces news. However, since journalists cannot often reach an agreement altogether, the organizational conflicts would gradually increase. For now, News & Market manages to reduce the possibilities of organizational conflicts through the ways of “joint gatekeeping production mode” and “institutional operation of the organization.” Moreover, the study indicates that social media platform, taking the example of Facebook, has a huge influence on the news production of News & Market. At last, because of the growing influence of context change, the journalists of News & Market show different cognition on their role positions. When there is the time of different points of view, the journalists would cross the border to provide different ideas and develop the journalistic practices that are different from the past.
