The thesis deals with single channel and multiple channel algorithms for speech enhancement. The goal of this work is to perform the deep analysis of both single channel and multiple channel algorithms in sense of their behaviour in noisy environment of combat vehicles and platforms. Based on this analysis a new composite speech enhancement algorithm will be designed. This new approach is expected to increase quality of the processed speech in military communications systems. These systems are characterised by their operation under very noisy conditions where background noise is very high and signal-to-noise ratio extremely low. These noisy conditions are typical for the range of military and combat platforms and vehicles.

The telecommunications technology has been developed tremendously as there has been an ever-increasing demand for more speed and reliability. The enormous increase in the number of smart phones and other data consuming devices, combined with the development of enhanced multimedia applications has resulted in a dramatic increase in the volume of mobile data traffic. In order to accommodate the growing needs, it is required to utilise the spectrum efficiently. The design of radio access technology plays an important role in the aspect of system performance. These radio access technologies are typically characterised by the multiple-access techniques used. Non-Orthogonal Multiple Access (NOMA) is a multiple access scheme proposed for 5G and it utilises the power domain which was not sufficiently utilised in the previous systems.        This thesis work is mainly focused on the performance analysis of the NOMA technique in mobile media (images). This analysis is achieved by transmitting a high definition image at various power levels to two users who are located at two different distances from the base station. The images are transmitted through suitable noise channels. An analysis is done on how NOMA copes with the users having poor channel conditions. The performance is analysed by comparing the output images at both the receivers based on the structural similarity index and bit error rate parameters.

Introduktion – Byggbranschen idag står för en betydande andel av jordensväxthusgasutsläpp och behovet för att minska dessa är stora. Att investera merklimatsmart i nybyggnation ökar och trä har blivit till ett alltmer populärt byggmaterialnär det kommer till flerbostadshus, men logistikhallar domineras fortfarande av stål.Studiens mål är att undersöka skillnaderna i kostnader och utsläpp av växthusgasermellan limträ- och stålstommar för logistikhallar. Detta för att undersöka om trä är ettekonomiskt rimligt och mer miljöeffektivt stommaterial vid byggnation avlogistikhallar än en stålstomme. Metod – Metoden som valts till studien är en fallstudie då den kommer omfatta bådeen teoretisk undersökning, granskning av kvantitativa data från ett tidigare projekt samtuppskatta storleken på en trästommes tvärsnitt genom simulering i endimensioneringsmjukvara. Kostnad och miljöpåverkan för en stål- och limträstommekommer att tas fram för att sedan kunna utföra en jämförande analys av de tvåstommaterialen. Resultat – Stommarna skiljer sig procentuellt sätt inte så mycket i pris menlimträstommen orsakar betydligt mindre växthusgasutsläpp jämfört med stålstommen.Kostnaden mellan stål- och trästommen skiljde sig knappt utifrån material- ochmontagekostnaderna. Stålstommen står för nästan sju gånger mer växthusgasutsläpp änlimträstommen under produktionsstadiet. I transportskedet har limträ en längretransportsträcka än stål i denna studie vilket är huvudorsaken till att limträstommenspåverkan på miljön är större än stålstommen i detta skede. Monteringsskedet harstålstommen en större miljöpåverkan än trästommen. Utifrån hela stommen under helabygg- och produktionsstadiet hade stålstommen fyra gånger mer i utsläpp änlimträstommen. Analys – Om priset på stommen är det huvudsakliga intresset hos byggherren bör inteen stålstomme antas vara det billigare alternativet. Denna studie har största spännvidderav balkar på 24 meter och vid större spännvidder kan förutsättningarna för val avstommaterial se annorlunda ut. Limträ är väl lämpat som stommaterial om ambitionenär att bygga med små mängder växthusgasutsläpp. Diskussion – Byggbranschen har en viktig roll i arbetet med att minskakoldioxidutsläppen och uppnå klimatmålen. Trots att trästommen som analyserats inteär optimalt utformad påvisar ändå studien stora miljömässiga fördelar att användalimträ som stommaterial i logistikhallar utan några större skillnader i kostnad. / Introduction – The construction industry today accounts for a significant portion ofthe Earth's greenhouse gas emissions, and the need to reduce these emissions issubstantial. Investing more climate-smartly in new construction is increasing, and woodhas become an increasingly popular building material, especially for multi-familyhouses. However, logistic warehouses are still predominantly dominated by steel. Theaim of this study is to investigate the differences in costs and greenhouse gas emissionsbetween glulam timber and steel frames for logistic warehouses. This is done toexamine whether wood is an economically viable and environmentally more efficientstructural material for constructing logistic warehouses compared to a steel frame. Method – The chosen method for the study is a case study, as it will encompass both atheoretical examination, a review of quantitative data from a previous project, and anestimation of the cross-sectional size of a timber frame through simulation in astructural design software. The cost and environmental impact of a steel and glulamtimber frame will be determined in order to conduct a comparative analysis of the twostructural materials. Results – The frames do not differ significantly in terms of price, but the glulam timberframe results in significantly lower greenhouse gas emissions compared to the steelframe. The cost difference between steel and timber frames was minimal based onmaterial and assembly costs. The steel frame generates almost seven times moregreenhouse gas emissions than the glulam timber frame during the production stage. Inthe transportation phase, laminated timber has a longer transportation distance then steelin this study, which is the main reason for the greater environmental impact of thelaminated timber frame compared to the steel frame at this stage. During the assemblyphase, the steel frame has a larger environmental impact than the timber frame. Acrossthe entire frame during the entire construction and production stages, the steel framehas four times more emissions than the glulam timber frame. Analysis – If the cost of the frame is the primary concern for the builder, a steel frameshould not be assumed to be the cheaper alternative. This study considers the widestspan of beams at 24 meters, and for larger spans, the conditions for choosing structuralmaterials might differ. Glulam timber is well-suited as a structural material if the goalis to build with minimal greenhouse gas emissions. Discussion – The construction industry plays a crucial role in reducing carbon dioxideemissions and achieving climate goals. Despite the fact that the analyzed timber framemight not be optimally designed, the study still demonstrates significant environmentaladvantages in using glulam timber as a structural material in logistic warehouses, withno major differences in cost.

Agrivoltaic Implementation in Greenhouses : A Techno-Economic Analysis of Agrivoltaic Installations for Greenhouses in Sweden

Due to the growing population and climate change, the world will see an increase in demand for food, freshwater and renewable energy supply. Agrivoltaics has the possibility to address all these problems, by producing food and renewable energy but also by reducing water usage in agriculture. This thesis aims to study if agrivoltaics including storage has the potential to enable sustainable greenhouses in Stockholm, Sweden by trying to create a near net zero energy consumption for greenhouses with Agrivoltaics (AV) implemented. Furthermore a techno-economic assessment will be made for the AV-systems where Key Performance Indicator (KPI)’s are compared to economic parameters. The selected KPI’s were a near net zero energy consumption and irradiance underneath the Photovoltaics (PV) technology. The selected PV-technology was standard PV-modules, Semi-Transparent Module (STM) and Organic Solar Cell (OSC) PV. These technologies were paired with li-ion batteries between 0-100 kWh and simulated in the software System Advisor Model (SAM) over a 25 year period. The AV system was applied to two load profiles, one for indoor plants and one for tomatoes. The economic parameters calculated was Net Present Value (NPV), Net Capital Cost (NCC), and Levelised Cost of Electricity (LCOE).  The results showed that the system is efficient in summertime where the PV reached maximum capacity in summer and the battery works as a complement. In wintertime, the AV-system is not very efficient and most of the electricity comes from the grid. It was not possible to create a near net zero energy consumption including storage in Stockholm Sweden. The irradiance beneath the panels were at a maximum for OSC, it was slightly reduced for the STM, and below 50% for the standard PV-module, depending on the size of the AV-system. Depending on the shade tolerance of the plant, the PV-technology should be selected.

Nature Inspired Optimization Techniques For Flood Assesment And Land Cover Mapping Using Satellite Images

With the advancement of technology and the development of more sophisticated remote sensing sensor systems, the use of satellite imagery has opened up various fields of exploration and application. There has been an increased interest in analysis of multi-temporal satellite image in the past few years because of the wide variety of possible applications of in both short-term and long-term image analysis. The type of changes that might be of interest can range from short-term phenomena such as flood assessment and crop growth stage, to long-term phenomena such as urban fringe development. This thesis studies flood assessment and land cover mapping of satellite images, and proposes nature inspired algorithms that can be easily implemented in realistic scenarios. Disaster monitoring using space technology is one of the key areas of research with vast potential; particularly flood based disasters are more challenging. Every year floods occur in many regions of the world and cause great losses. In order to monitor and assess such situations, decision-makers need accurate near real-time knowledge of the field situation. How to provide actual information to decision-makers for effective flood monitoring and mitigation is an important task, from the point of view of public welfare. Over-estimation of the flooded area leads to over-compensation to people, while under-estimation results in production loss and negative impacts on the population. Hence it is essential to assess the flood damage accurately, both in qualitative and quantitative terms. In such situations, land cover maps play a very critical role. Updating land cover maps is a time consuming and costlier operation when it is performed using traditional or manual methods. Hence, there is a need to find solutions for such problem through automation. Design of automatic systems dedicated to satellite image processing which involves change detection to discriminate areas of land cover change between imaging dates. The system integrates the spectral and spatial information with the techniques of image registration and pattern classification using nature inspired techniques. In the literature, various works have been carried out for solving the problem of image registration and pattern classification using conventional methods. Many researchers have proved, for different situations, that nature inspired techniques are promising in comparison with that of conventional methods. The main advantage of nature inspired technique over any other conventional methods is its stochastic nature, which converges to optimal solution for any dynamic variation in a given satellite image. Results are given in such terms as to delineate change in multi-date imagery using change-versus-no-change information to guide multi-date data analysis. The main objective of this study is to analyze spatio-temporal satellite data to bring out significant changes in the land cover map through automated image processing methods. In this study, for satellite image analysis of flood assessment and land cover mapping, the study areas and images considered are: Multi-temporal MODerate-resolution Imaging Spectroradiometer (MODIS) image around Krishna river basin in Andhra Pradesh India; Linear Imaging Self Scanning Sensor III (LISS III)and Synthetic Aperture Radar(SAR)image around Kosi river basin in Bihar, India; Landsat7thematicmapperimage from the southern part of India; Quick-Bird image of the central Bangalore, India; Hyperion image around Meerut city, Uttar Pradesh, India; and Indian pines hyperspectral image. In order to develop a flood assessment framework for this study, a database was created from remotely sensed images (optical and/or Synthetic Aperture Radar data), covering a period of time. The nature inspired techniques are used to find solutions to problems of image registration and pattern classification of a multi-sensor and multi-temporal satellite image. Results obtained are used to localize and estimate accurately the flood extent and also to identify the type of the inundated area based on land cover mapping. The nature inspired techniques used for satellite image processing are Artificial Neural Network (ANN), Genetic Algorithm (GA),Particle Swarm Optimization (PSO), Firefly Algorithm(FA),Glowworm Swarm Optimization(GSO)and Artificial Immune System (AIS). From the obtained results, we evaluate the performance of the methods used for image registration and pattern classification to compare the accuracy of satellite image processing using nature inspired techniques. In summary, the main contributions of this thesis include (a) analysis of flood assessment and land cover mapping using satellite images and (b) efficient image registration and pattern classification using nature inspired algorithms, which are more popular than conventional optimization methods because of their simplicity, parallelism and convergence of the population towards the optimal solution in a given search space.

O feito do laser de baixa potência no tratamento de úlceras venosas avaliado pela Nursing Outcomes Classification (NOC) : ensaio clínico randomizado

Introdução: A cicatrização e a manutenção da integridade tissular da úlcera venosa (UVe) consiste em uma cascata de eventos celulares e moleculares que interagem entre si para que ocorra a regeneração tecidual. O seu tratamento depende da associação de diferentes mecanismos por meio da aplicação de produtos tópicos e do uso de terapia compressiva. Apesar dos avanços tecnológicos relativos à oferta e ao desenvolvimento de coberturas tecnológicas ainda não há impacto efetivo na incidência dessas lesões, o que repercute em elevados custos financeiros e em prejuízo aos pacientes. Atualmente, a Terapia a Laser de Baixa Potência (TLBP) vem sendo utilizada para acelerar o processo cicatricial em diferentes lesões graças à sua ação bioestimulatória e anti-inflamatória, o que possibilita o seu uso em UVe. Para direcionar a escolha do tratamento mais adequado, entretanto, é fundamental uma avaliação acurada da lesão. Diante disso, a Nursing Outcomes Classification (NOC) possui os resultados de enfermagem, que permitem avaliar o efeito do tratamento por meio de indicadores clínicos. Objetivo: Comparar o efeito do tratamento adjuvante de Terapia a Laser de Baixa Potência (TLBP) com o tratamento convencional na reparação tecidual de úlcera venosa em pacientes ambulatoriais. Método: Ensaio clínico randomizado realizado em um hospital universitário brasileiro. A amostra consistiu de 40 pacientes com UVe, randomizados em número igual para o Grupo Controle (GC) e Grupo Intervenção (GI), acompanhados no segmento de dezesseis semanas ou até a cicatrização da lesão. O GC recebeu tratamento convencional com curativos tópicos e terapia compressiva, enquanto que ao GI foi adicionado a TLBP como adjuvante. Foi utilizada uma dose de energia de 1 a 3 J/cm2 com um laser AsGalaser, com comprimento de onda de 660 nm. A aplicação ocorreu de forma pontual nas bordas e método de varredura no leito da lesão. O processo de cicatrização foi avaliado, em ambos os grupos, por oito indicadores clínicos do resultado Cicatrização de feridas: segunda intenção (1103): Tamanho da ferida diminuído, Formação de cicatriz, Granulação, Exsudato, Odor desagradável da ferida, Pele macerada, Eritema na pele ao redor da lesão e Edema perilesão. A avaliação também ocorreu a partir de seis indicadores do resultado Integridade tissular: pele e mucosas (1101): Espessura, Hidratação/Descamação, Pigmentação anormal, Prurido, Dor e Necrose. A análise levou em consideração a escala Likert de 5 pontos, em que 1 corresponde ao pior escore e 5 ao mais desejável, utilizando o Generalized Estimating Equation. O estudo foi aprovado em Comitê de Ética (15-0634). Resultados: A média de idade foi de 64,55±11,69 anos para o GC e 63±12,25 para o GI. No GC, 17(85%) pacientes eram do sexo masculino, enquanto que no GI prevaleceu o sexo feminino com 11(55%) pacientes, gerando a única diferença estatística significativa (p=0,019) entre os grupos. A cor branca (16-80%) e a escolaridade no nível de analfabeto funcional (15-75% no GC e 12- 63,2% no GI) prevaleceram nos grupos. Em relação ao tempo de ferida, 40% dos pacientes de ambos os grupos a possuem de um a cinco anos. Foram avaliadas 82 feridas, sendo 39 do GC e 43 do GI, resultando em 1066 consultas, das quais 551 ocorreram no GC e 515 no GI. Quanto ao resultado Cicatrização de feridas: segunda intenção (1103), o GC iniciou com um escore médio de 2,87±0,35 e, ao final do estudo, apresentou 4,21±0,60, enquanto que o GI iniciou com 2,67±0,46 e alcançou 4,46±0,47 (p=0,025). Houve diferença estatisticamente significativa na comparação entre os grupos em quatro dos oito indicadores: Granulação 9 (p=0,010), Tamanho reduzido (p=0,010), Formação de cicatriz (p=0,034) e Exsudato (p=0,011). Em relação ao Resultado Integridade tissular: pele e mucosas (1101) o GC iniciou com um escore médio de 3,74±0,38 e atingiu 4,27±0,46 na última consulta, enquanto que o GI iniciou com 3,43±0,42 e alcançou 4,29±0,44. Na análise dos seis indicadores do resultado NOC observou-se diferença estatisticamente significativa em três deles: Pigmentação anormal (p=0,008), Espessura (p=0,010) e Hidratação/Descamação (p=0,015) na comparação entre os grupos. Quanto ao tratamento convencional, agrupados em classe de ação, no GC prevaleceu o desbridamento enzimático (17,8%), curativos para o controle da infecção (52,8%) e agentes tópicos para manutenção do meio úmido (52,7%). Já no GI despontaram os curativos para o controle do exsudato (9,0%), agentes tópicos para proteção dos bordos (31,3%) e para pele perilesional (104,2%). Na TLBP foi utilizado o laser vermelho, com o modo de irradiação varredura predominantemente no leito da úlcera (97,7%), com um tempo médio de um minuto, na potência de 30mW. O modo de irradiação pontual foi usado nos bordos da lesão, com maior predomínio (61,8%) de 10 pontos, a uma distância de um cm cada, com energia de 1J/cm2. Esse modo também foi usado na área perilesional, porém, com uma energia de 21J/cm2. Conclusão: A TLBP é um tratamento adjuvante eficaz para a regeneração tecidual de UVe, confirmado pelos indicadores clínicos dos resultados da NOC. / Introduction: The healing and maintenance of tissue integrity of the venous ulcer (VU) consists of a cascade of cellular and molecular events that interact with each other for tissue regeneration to occur. Its treatment depends on the association of different mechanisms through the application of topical products and the use of compressive therapy. Despite technological advances related to the supply and development of technological coverage, there is still no effective impact on the incidence of these injuries, which has high financial costs and damages to patients. Currently, Low-level Laser Therapy (LLLT) has been used to accelerate the cicatricial process in different lesions thanks to its biostimulatory and anti-inflammatory action, which allows its use in VU. In order to guide the choice of the most appropriate treatment, however, an accurate evaluation of the lesion is essential. Nursing Outcomes Classification (NOC) has the results which allow the evaluation of the effect of treatment through clinical indicators. Objective: To compare the effect of adjunctive treatment of LLLT with the conventional treatment in tissue repair of venous ulcer in patients at the Outpatient Nursing clinic. Method: Randomized clinical trial performed at a Brazilian university hospital. The sample consisted of 40 patients with VU, equally randomized to the Control Group (CG) and Intervention Group (GI). Patients were followed up at a weekly nursing visit for 16 weeks or until the lesion was healed. GC received conventional treatment with topical dressings and compressive therapy, while GI was added to TLBP as an adjuvant. An energy dose of 1 to 3 J / cm 2 was used with an AsGalaser laser, with a wavelength of 660 nm. The application occurred punctually at the edges and scanning method in the lesion bed. The wound healing process was evaluated in both groups by eight clinical indicators of Wound healing: second intention (1103): Decreased wound size, Scar formation, granulation, Exudate, Fow wound odor, Macerated skin, Surrounding skin erythema and Periwound edema. The evaluation also occurred from six outcome indicators Tissue integrity: skin and mucous membranes (1101): Thickness, Hydration / Skin flaking, Abnormal Pigmentation, Pruritus, Pain and Necrosis. The analysis took into account the 5-point Likert scale, in which 1 corresponds to the worst score and 5 to the most desirable, using the Generalized Estimating Equation. The study was approved by the Ethics Committee (15-0634). Results: The mean age was 64.55 ± 11.69 years for GC and 63 ± 12.25 for GI. In the CG, 17 (85%) patients were male, whereas in GI female patients prevailed with 11 (55%) patients, generating the only statistically significant difference (p = 0.019) between the groups. The white color (16-80%) and schooling at the level of functional illiterate (15-75% in CG and 12- 63,2% in IG) prevailed in the groups. Regarding wound time, 40% of patients in both groups have one to five years. Eighty-two wounds were evaluated, 39 of GC and 43 of GI, resulting in 1066 consultations, of which 551 occurred in GC and 515 in GI. Regarding wound healing: second intention (1103), GC started with a mean score of 2.87 ± 0.35 and, at the end of the study, presented 4.21 ± 0.60, while GI started with 2.67 ± 0.46 and reached 4.46 ± 0.47 (p = 0.025). There was a statistically significant difference in the comparison between the groups in four of the eight indicators: Granulation (p = 0.010), Decreased wound size (p = 0.010), Scar formation (p = 0.034) and Exudate (p = 0.011). Regarding the Outcome Tissue integrity: skin and mucous membranes (1101), GC started with a mean score of 3.74 ± 0.38 and reached 4.27 ± 0.46 in the last visit, while the GI started with 3.43 ± 0.42 and reached 4.29 ± 0.44. In 11 the analysis of the six indicators of the NOC result, a statistically significant difference was observed in three of them: Abnormal pigmentation (p = 0.008), Thickness (p = 0.010) and Hydration / Skin flaking (p = 0.015) in the comparison between groups. Regarding the conventional treatment, grouped in action class, the CG prevailed enzymatic debridement (17.8%), dressings for infection control (52.8%) and topical agents for maintenance of the humid environment (52.7%). In the GI, dressings for exudate control (9.0%), topical agents for edge protection (31.3%) and perlesional skin (104.2%) emerged. In LLLT the red laser was used, with the mode of irradiation sweeping predominantly in the ulcer bed (97.7%), with an average time of one minute, in the power of 30mW. The mode of point irradiation was used at the edges of the lesion, with a predominance (61.8%) of 10 points, at a distance of one cm each, with energy of 1J/cm2. This mode was also used in the perilesional area, however, with an energy of 21J / cm2. Conclusion: LLLT is an effective adjuvant treatment for tissue regeneration of VU and confirms the clinical indicators of NOC outcome.

Ανάπτυξη τυπολογίας περιβαλλοντικών βάσεων δεδομένων για την ευρύτερη περιοχή της Ανατολικής Μεσογείου

Η μελέτη και παρακολούθηση του Περιβάλλοντος με σκοπό την κατανόηση και προστασία του, προϋποθέτουν τη δυνατότητα καταγραφής, επεξεργασίας και αποθήκευσης πλήθους μετρήσεων καθώς και τη χρήση μαθηματικών μοντέλων. Για τον σκοπό αυτό έχουν αναπτυχθεί από διεθνείς οργανισμούς (Κυβερνητικούς και Μη) ειδικές Περιβαλλοντικές Βάσεις Δεδομένων που ανάλογα με τα ιδιαίτερα χαρακτηριστικά τους καταγράφουν τις τιμές διαφόρων περιβαλλοντικών μεταβλητών. Για την αποτελεσματικότερη χρήση των ΠΒΔ και την συγκριτική αξιολόγησή τους αναπτύχθηκε ένας Τυπολογικός Πίνακας βασισμένος σε δώδεκα (12) παραμέτρους με σκοπό την κατάταξη των κυριότερων ΠΒΔ σε αυτόν. Ως εκ τούτου, επιλέχθηκαν δεκαεπτά (17) ΠΒΔ, που υποστηρίζονται είτε από διεθνείς ή από ελληνικούς φορείς, και περιλαμβάνουν την περιοχή της ανατολικής Μεσογείου. Η ανάπτυξη του Τυπολογικού Πίνακα επιτρέπει την κατάταξη οποιασδήποτε άλλης ΠΒΔ σε αυτόν ενώ αποτελεί και ένα χρήσιμο εργαλείο στο σχεδιασμό μελλοντικών τέτοιων Βάσεων. Κάνοντας χρήση των φίλτρων του Πίνακα επιλέχθηκαν τρείς (3) μελέτες περιπτώσεων για την συγκριτική αξιολόγηση των αποτελεσμάτων δύο (2) ΠΒΔ που πληρούν όμοια κριτήρια. Στα συμπεράσματα της εργασίας περιλαμβάνεται η διαπίστωση ότι παρά την ετερογένεια της πληροφορίας που παρατηρείται μεταξύ των ΠΒΔ, υπάρχουν οι προϋποθέσεις να εξαχθούν ασφαλείς και χρήσιμες παρατηρήσεις. / Over the past decades, an effort has been made by several Governments and Non-Governmental Organizations to develop and support Environmental Data Bases (EDBs) containing specific environmental parameters and characteristics. The aim was to study and monitor environmental variables in order to better understand and predict their structures and trends and thus protect the global ecosystem. In order to achieve an effective way of using the various Environmental DBs a typological Table was developed in accordance to specific parameters. Priority was given to those EDBs that focus on the eastern part of Mediterranean. This Typology allows every EDB to be classified according to specific spatio-temporal scales and parameters and simultaneously can offer a better approach for designing other EDBs in the future. Three (3) case studies were selected based on the Typological Table for comparative assessment of the EDBs. In general the EDB are heterogeneous and do not follow the same data structure. However under some circumstances, interesting information can be extracted that expands and completes our knowledge about the Environment.

This postgraduate thesis investigates legal aspects of human assisted reproduction‘s reimbursement from the Public Health Insurance Fund‘s Budget. Nowadays human assisted reproduction is not covered by the State Budget in Lithuania. That‘s why this thesis presents hypothetical model of reimbursement. The model is substantiated using historical anglysis of the probleme, worldwide practice in biomedicine and health care management. Legal aspects are analysed from the standpoint of intersection in different branches of sciences. The emphasis lays on imperfect legislation and controversies of reproductive health care, it‘s close connections with ethical problemes in human relationships, on human life and traditional family protection as priority in Lithuania‘s Fundamental Law. Legal propositions are linked with Evidence Based Medicine Gudelines (EBMG) and efficient assesment of State Budget resources as a basis of Public Health Insurance.
