Bátora alleges that political accountability has been “almost entirely overlooked” (2010, 2) in studies of the European External Action Service. An examination of the subject that extends previous studies on agency design, the co-decision procedure, the “democratic deficit,” and European Union foreign policy would resolve the neglect. As a result, the study derives a hypothesis from an established theory of bureaucratic structure. Findings suggest that during the design of EU agencies co-decision power improves the ability of the European Parliament to institutionalize methods of accountability to it.

Environmental management officers – leadership and employeeship in local environmental health authority The purpose of this study was to illustrate the working situation of municipal environmental health management officers. This is a qualitative study where I have interviewed ten environmental officers in ten municipalities in Sweden. The interviews were based on a half structured interview guide with questions. I have interpreted the interviews through different leadership theories. The role of the management officers is divided into many roles. The management officers have many possibilities to get more education in leadership for example they can join a network for environmental management officers or participate in different courses that employer pay. Ten different styles of leadership were found in this study: the manager with focus on administration systems, the Jack-of-all-trades-manager, the coach, the administrative official, the parent-manager, the working too much manager, the manager that get “helicoptered” by higher management, the pragmatic manager, the find out manager and the manager as manager. The employee situation is sometimes turbulent and employee turnover is extensive. The efficiency is low when a lot of time is necessary to continually educate new staff all time. The turnover and lack of development for an environmental health officer is costly because the resulting efficiency is lower than necessary. Working as an environmental health officer is an occupation with external and internal conflicts. More research is needed to develop the area of municipal environmental health in many ways.

Uppsatsen, som tar avstamp i Ekonomistyrningsverkets kritik från 2008 och 2010, handlar om hur Försvarsmakten kan arbeta med processorientering för att möta Ekonomistyrningsverkets kritik avseende styrning och kontroll av organisationen. Intervjuer har genomförts med Högkvarterets analyschef på PlanEk och med kvaliteschefen på Södra Skånska Regementet P7 i Revingehed. Resultatet visar att det är stora skillnader mellan förbandet P7 och Högkvarterets syn på processorientering. Utbildning och en gemensam vision om processorienteringen kan vara nyckeln för att Försvarmakten ska vara en organisation som nyttjar processorienteringen på ett effektivt sätt / The essay, which have The Swedish National Financial Management Authority criticism from 2008 and 2010 as a starting- point, deals with the question how Swedish Armed Forces can adopt Business Process Orientation in order to respond to the criticism mentioned above. Interviews have been carried out at Armed Forces Headquarters (Head of Analysis at PlanEk) and South Skåne Regiment P7 (Quality Manager). The result of the study shows major differences between South Skåne Regiment and Armed Forces Headquarters referring to Business Process Orientation. Education and a common vision of what business process orientation is all about may be the key to how Swedish Armed Forces can use the Business Process Orientation to reach efficiency.

This handbook is made to illustrate what the County Administrative Board do and how you can find your way to the archives and its documents, both as an employ and as a public visitor. The Handbook begins with a historical overview of the County Administrative Board, from the 17th century to today, with focus on the County Administrative Board of Uppsala. As the Handbook is made for both employees and for the general public several ways to enter the archives are described. Since the employees at the County Administrative Board of Uppsala have access to the archives them self the Handbook also provides detailed descriptions about how to find the way to the records. These descriptions both explains the way to archives organized in dossier and archives organized in chronological order, both provided at County Administrative Board of Uppsala. All the records that the County Administrative Board of Uppsala has generated though the years are not available in the building of the County Administrative Board but at The National Archive in Uppsala. The records are listed in charts in the end of the Handbook.

The Swedish Aviation Safety Authority has decided to standardise a classification system for reporting deviations found in inspections. The purpose of a classification system is that similar deviations always should be reported in the same way since this will enable better decisions regarding different risk areas. The inspectors are therefore constrained to use a standardised classification system and are not free to use their own words when reporting deviations. A hierarchal classification system with predefined phrases is in aviation referred to as taxonomy. Taxonomy is already in use when reporting accidents and incidents but not when reporting deviations found in inspections. If the taxonomy also could be implemented when reporting deviations found in inspections it would make it possible to find out what kind of accident or incident the deviation has been involved in. To make this connection possible and to enable further analyses the information has to be stored, preferably in a database. We have examined the already existing taxonomy and its usability in inspection reporting. Were the old taxonomy has been found insufficient we have examined how to build up a new suitable taxonomy. We have also begun the extension of the taxonomy in certain domains in aviation. To be able to test the extended taxonomy we have developed a system support that consists of a database and help functions consisting of checklists and linked regulation text. The system support also contains risk assessment matrixes. We have through this work seen that a great extension of the existing taxonomy is necessary. As the taxonomy is formed it is hard to make direct connections between accidents/incidents and deviations found in inspections without a mapping tool. However we think that a database management system should be implemented in inspections. A database management system would be a useful help for the inspectors and enable easier access to data for analyses.

Sedan Internet förändrade hur världen kommunicerar har den teknologiska utvecklingen i dess kölvatten och i synnerhet de sociala medierna inneburit ett paradigmskifte i vår vardagliga kommunikativa verklighet. Även organisationer har hakat på utvecklingen. Men för många råder ovisshet om hur sociala medier påverkar deras verksamhet. I synnerhet våra svenska myndigheter som har att förhålla sig till offentlighetsprincip, yttrandefrihet och ett genomgående medborgarperspektiv. Mot denna bakgrund ville vi undersöka hur sociala medier påverkar arbetet med samhällskommunikation inom en kommunal förvaltning. Vi har därför gjort en kvalitativ studie av en kommunal förvaltning inom Kalmar kommun genom att intervjua de som arbetar med Facebook samt deras ledning. Våra huvudteorier är hämtade från Kent Asp, Jürgen Habermas och John B. Thompson. Vi har kommit fram till att Facebook är en samlingsplats för flera olika typer av interaktion med möjlighet till dialogisk masskommunikation genom nätverk. Medieinnehållet är ett konstant flöde av främst fatisk kommunikation men som för en myndighet öppnar för effektiv kriskommunikation. Informatörsrollen blir mer strategisk och medborgardialogen decentraliserad genom ökad kommunikation via Facebook. Sociala medier skapar ett nytt interaktionsfält som förstärker den borgerliga offentligheten och ökar möjligheten till deliberativ demokrati. På så sätt minskar tendensen för en mediekrati och ökar myndighetens makt över massmedierna. / Since Internet changed how the world communicates the technological development that followed and especially the social medias has meant a change of paradigms in our everyday communication. Even organizations have followed the trend, but for many there is an uncertainty about how social media affects their operations. Especially for our Swedish administrative authorities that have to act according to open records, freedom of speech and the citizen perspective. With this in mind we wanted to study how social medias affect the work with communication to society within a municipality. We therefore have made a qualitative study on Kalmar municipality by interviewing the ones who use Facebook as a work tool and their management. Our main theories are from Kent Asp, Jürgen Habermas and John B. Thompson. We have concluded that Facebook is a meeting place for several types of interaction with possibility to have dialogical mass communication through networks. The media content is a constant flow with mainly phatic communication that for an administrative authority opens up for effective crises communication. The public relations officers role becomes more strategic and the dialogue with the citizens becomes decentralized through increased communication through Facebook. Social medias create a new field of interaction that enhances the public sphere and increases the possibilities for a deliberative democracy. In that way the tendencies for a mediacracy decrease and the administrative authorities power over media increase.

Purpose: Understand different needs for accountability and governance among financial firms,based on environmental and structural factors. Design/methodology/approach: By using disciplinary reports published by SFSA the interpretation of corporate governance regulation will be studied. Findings: The study identified important corporate governance factors which can be explained and understood by analyzing through the multiple-theory. Complex environmental aspects, such as regulations and multiple stakeholders, demands for extensive internal and external controls. However, the aspect of knowledge does not seem to be fully explained by previous studies. Originality/value: The result could be a contribution to further discussions on how regulations can develop. Moreover, the result can add empirical data to further develop the multiple-theory.

The school can be seen as a place that reflects the wider community. Here is a school welfare officer an important representative of the school social work. The main subject of our study is to clarify how the school welfare officers’ talk about documentation in the individual meeting with the pupil. Through individual interviews with five school welfare officers in elementary schools in three municipalities in the southern part ofSweden, we have attempted to explore these main research question. In addition to qualitative interviews we have accomplished a survey study that included 178 school welfare officers throughout the country. The result of our two studies demonstrates the school welfare officers’ free work where the choice to document or not is wide. Even on those occasions when documentation is an obligation, they have an opportunity to choose how much they should expose the pupil. The study also shows on an uncertainty as regard to record in general and where the written words end up in particular. The school welfare officer seems to be comfortable in his/her free role, but still want some sort of guidelines to enhance the pupil’s equal rights. They have an apologetic or justifying way of talking (accounts) about the documentation, which can be due to their free role and the fact that documentation has a tendency to be difficult to interpret in the law.

The Environmental Protection Administration of Executive Yuan has been promoting the environmental protection policy for years, hoping to achieve the goal of ¡§zero waste¡¨ and meet the international environmental standard by executing source minimization and resource recycling. The study aims to investigate the causality between the disbursement incurred from waste management and the effectiveness of control measures of the 22 Taiwan¡¦s administrative regions from 2001 to 2010; variables of the examination are, disbursement incurred from waste management , disposal or treatment rate of municipal waste, and recycling rate of enforcement authority. After the gathering of data, the Granger test is conducted to determine the causality.
Given that the data of disbursement incurred from waste management is hard to gather and the details of the actual disbursement of the evaluation indices are impossible to separate, the study postulates that, with consideration of the consistency and continuity of the budgeting process and the massive accident, all the disbursement incurred from waste management is used for the said purpose. The result of the empirical research indicates that disposal or treatment rate of municipal waste and disbursement incurred from waste management are not causally related.
In the Granger test, the correlation between disbursement incurred from waste management and recycling rate of enforcement authority are significant at the 0.01 level; the correlation between recycling rate of enforcement authority and disbursement incurred from waste management are significant at the 0.1 level. Therefore, the ¡§Zero Waste¡¨ and ¡§source minimization and resource recycling¡¨ policy promoted by the Administration is effective in reducing the disbursement incurred from waste management. If we adhere to the environmental policy, we can not only improve the environmental health and life quality, but also be able to reduce the expense of waste management and invest the resource on other departments to achieve the effect of protecting the environment while maintaining economic growth.

The contract is essential for the employment, the labor contracts standardize the right and duty for the employment, but the psychological contract is another type of contract. A psychological contract is an employee's belief about the mutual obligations, and it balances the relationship between the employee and his/her organization. In order to promote the corporation's competition, the corporation carries out the restructuring and downsizing strategies, but these strategies are contrary to the critical role that people play in successful organization. Under this condition, the employee's belief and loyalty become more important to maintain the balance of relationship between employee and his organization.
When the psychological contract was violated, it may lead to reduce the employee's belief, loyalty, job satisfaction and performance, citizenship behavior, even the employees will turn- over. However, the react may be affected by the individual's discrepancy and external circumstances.
The case study is based on the employees in Yueng Foong Yu Paper MFG. CO., LTD. so as to prove if the psychologial contract violation will reduce the employee's performance, and some factors deal with how to affect the violation of psychological contract and work performance.
The result is shown as the following:
1. In different SEU(Strategic Entrepreneurial Units¡^, the performance of the employees in the
general management office is better than the Fine Paper and Board SEU.
2. In the sexual difference, the task performance of the female employees is better than that of the
male ones.
3. In the workage, the employees whose contextual performance are from 11 to 15 years are better
than the ones whose workage are over 25 years.
4. The difference between psychological contract violation and work performance is insignificant.
5. When the employees whose orgnizational commitment is higher feel more satified with the
organizational benefits, his/her task performance becomes worse.
6. The difference between employability, personal characteristics and work performance is
significant.
7.The differecne between relationship of employers and employees and contextual performance is
significant.
