Indiana University-Purdue University Indianapolis (IUPUI) / Child labor is a complex global phenomenon. Though poverty is widely accepted as the primary cause of child labor, there are many dimensions of the phenomenon that still remain to be explored. Very little attention has been given to the policies that drive efforts to address child labor and how they are framed. Of particular interest is how we determine who is a child, and the notions of childhood underpinning these policies. Less attention has been given to the relationships and power dynamics underlying the policy-making process that surrounds this discourse.
A qualitative method, namely, critical discourse analysis (CDA) was used to examine the discursive construction of children and childhood in child labor discourse. Underlying power dynamics through the analysis of diverse child labor-related policies at the global (ILO), regional (OAU/AU), sub-regional (ECOWAS), global/sub-regional (Harkin-Engel Protocol), and local (Ghana) levels was explored.
Findings revealed that homogenized and hegemonic trends are visible in child labor discourse. While the ILO's discourse on child labor was either reproduced or referenced in the other policies, there was generally a homogenized definition of children based on Western social constructions and views of children. Child labor policies were not fully cognizant or sensitive to local constructions and conceptions of how we define children and what we determine are appropriate roles at various ages. In particular reference to Ghana, the Government of Ghana's child labor policies did not reflect the sociological and cultural realities of the nation. Findings of the study also suggest that for some organizations and countries, especially in the Global South, political and economic considerations influenced whose voices were included in child labor policy creation. Critical discourse implications for social work education, policy analysis, practice and research are discussed.

La croissance économique du Vietnam depuis la politique de Doimoi (Renouveau) en 1986a créé un contexte favorable à l’extension du phénomène des migrations de travail. Les enfants migrants économiques sont de plus en plus visibles dans les ateliers privés de production industrielle, surtout dans les ateliers de couture à Ho Chi Minh ville. En essayant de répondre aux questions pourquoi les enfants migrent et acceptent de vivre et de travailler dans un environnement défavorable, cette thèse analyse la migration des enfants, comme acteurs dans la mise en œuvre de stratégie pour le travail ; elle analyse aussi les stratégies des différents acteurs impliqués dans la migration des enfants pour le travail. Elle part de deux interrogations : d’une part, la stratégie de subsistance et de développement des foyers villageois, surtout des foyers pauvres dans le contexte de changements socio-économiques au Vietnam et, d’autre part, la diversité des logiques migratoires des enfants, intéressés non seulement par les revenus de la migration mais aussi par la recherche de leur autonomie. La thèse cherche surtout à rester centrée sur les propres attentes des enfants en dévoilant la façon dont ils s’engagent dans des relations de dette vis-à-vis de leurs parents et de leurs employeurs. Bien que les enfants migrants soient considérés comme acteurs stratégiques de leur migration de travail, ils sont toujours victimes des exploitations. Cette réalité nous conduit à une réflexion sur leur futur incertain. La relation entre le développement économique et le développement social et humain est, dans ce cas, la grande question posée à des pays en développement. / In the context of expedited labor migration since the Doimoi (Renovation) policies in 1986, economic child migrants are becoming more visible in the private industrial production workshops, especially in the garment sector in Ho Chi Minh City. Aiming to answer the question: why children migrate and agree to live and work in an unfavorable environment, the thesis analyzes the child labor migration by considering children as actors implementing the strategies. In addition to that, it scrutinizes the other actors involved in migrant working children. Therefore, the thesis focuses on two issues: on the one hand, the strategies for subsistence and development of rural households, particularly the poor households in the context of socio-economic changes in Vietnam. On the other hand, the study examines the diversity of the rationales and logic behind children migration: not solely their interests in income generation but also their search for autonomy. Their personal expectations from labor migration are also investigated. Moreover, the findings on how they are engaged to the debt - related issues with their parents and employers are revealed. Although economic child migrants are considered as strategic actors responsible for their migration, children are always the victims of exploitation. This reality makes us think about the sources of social supports regarding to the supports from government and government organizations. Additionally, the unguaranteed future of these children needs more concerns.

Household type and adolescent concurrent school and labour force participation in South Africa.Mvelase, Phindile 17 July 2014 (has links)
Context: The state of poverty in South Africa is a consequence of the country’s racially
segregated past. Coping mechanisms to buffer the experience of poverty have been employed by
individuals within households (Klasen & Woolard, 2000). One such coping mechanism is that of
intergenerational households. Intergenerational households are well established in South Africa,
largely seen in Black families, however very few studies have embarked on the outcomes of
adolescents belonging to these households such as concurrent school and labour force
participation (Aliber, 2003; Edmonds & Pavcnik, 2005). Intergenerational households
experience economic strain that may induce children belonging to these households to seek
employment, resulting in children not attending school, having uncompleted schooling or
concurrently schooling and participating in the labour force.
The objectives of the study are to estimate the level of concurrent schooling and labour force
participation amongst adolescents in South Africa and determine the association between
residing in intergenerational households and concurrent schooling and labour force
participation amongst adolescents.
Methods: Secondary data from the South African 2010 Survey of Activities of Young People (SAYP)
is used with the sample size of 2 650 116 adolescents aged 7-17 years. Three levels of analysis are
employed: univariate: frequency and percentage distribution tables, bivariate: Chi-square (? 2) and
multivariate: binary logistic regression.
Results: Thirty-one percent of adolescents reside in intergenerational households; 18% in multigenerational
and 13% in skip-generational households. The study found that 24.08% of adolescents
are concurrently schooling and participating in the labour force. The odds of concurrently
schooling and participating in the labour force were higher for adolescents residing in
intergenerational households. There is thus an association between residing in intergenerational
households and concurrent schooling and LFP amongst adolescents in South Africa.
Conclusion: Adolescents residing in intergenerational households have higher odds of concurrently
schooling and participating in the labour force. It is thus important to focus on the living conditions
such as the experience of poverty and household structures to which adolescents belong in order to
understand their experiences and obstacles that may potentially hinder efforts made towards youth
education and thus development in the country.

infantil da zona
sul do município do Rio de Janeiro, realizado junto a um
grupo de crianças e
adolescentes participantes do Programa de Erradicação do
Trabalho Infantil
(PETI) do CEMASI Maria Lina de Castro Lima. O estudo teve
como objetivo
identificar as especificidades deste tipo de trabalho
infantil, tendo como base
indicadores sócio-econômico e cultural das famílias
atendidas pelo Programa.
Desta forma, utilizou-se como técnica, a pesquisa
documental, a observação e as
entrevistas com as crianças, os adolescentes e seus
responsáveis.
Como ponto de partida, procedeu-se um resgate da trajetória
do trabalho infantil
no Brasil e no Rio de Janeiro, bem como da atuação do
governo brasileiro no
enfrentamento desta problemática, identificando seus marcos
legais e as
estratégias governamentais utilizadas, com destaque para a
implementação do
PETI e suas reformulações atuais.
Quanto aos resultados da pesquisa que subsidiaram esta
dissertação, estes
reforçam os estudos sobre trabalho infantil no Brasil, os
quais, além da questão da
pobreza, apresentam outros determinantes para explicar a
incidência do trabalho
precoce de crianças e adolescentes. / [en] This dissertation is the result of a study about child work
in the south zone
of the municipality of Rio de Janeiro, held with a group of
children and
adolescents, who took part in the Program of Eradication of
Child Work (PETI)
of CEMASI Maria Lima de Castro. The study had as an
objective the
identification of the features of this type of child work,
based on socio-economic
and cultural indicators of the families assisted by the
Program. In this way,
documental research, observation, and interviews with the
children, adolescents
and their parents were used as technique.
As a starting point, a rescue of the trajectory of child
work in Brazil was carried
out, as well as the Brazilian government acting in the
confrontation of this
problematic, identifying its legal marks and governmental
strategies used, with
emphasis on the implementation of PETI and its current
reformulations.
As for the results of the research which helped this
dissertation, these reinforce the
studies about child work in Brazil, which, aside from the
issue of poverty, present
other determinants to the incidence of precocious work of
children and
adolescents.

The impact of trade shock exposure on child labor and schooling in Brazil / O impacto da exposição a um choque de comércio sobre o trabalho infantil e a escolaridade no BrasilViaro, Arthur Augusto 10 August 2017 (has links)
Child labor is still a relevant problem in developing countries and understanding the way that households respond in terms of children\'s time allocation to labor market incentives has relevant policy implications. In this paper, I explore a plausibly exogenous trade-induced labor market shock to assess how changes in returns to work affect children\'s time allocation in Brazil. To provide a good proxy for distinctly exogenous changes to the returns to adult labor as well as returns to the child labor I propose a strategy that distinguish between employment shocks that differentially affect adults and children. The results suggest an asymmetric impact on household decisions about children\'s time allocation that depend upon the source of the shock. First, larger import competition shocks concentrated on adult workers decrease the share of children that attend school, while an adverse shock concentrated on child workers has a positive effect on schooling, but the estimates are not statistically significant. On the other hand, both shocks decrease the share of working children. However, shocks on adults increase idleness, while shocks on children increase full-time schooling. I provide evidence that poverty and employment composition pattern are two possible mechanisms behind the results. I also find that adverse shocks on children have positive effects on math scores in a standardized national exam (Saeb) and stronger effects for children living in rural areas. / Trabalho infantil ainda é um problema relevante nos países em desenvolvimento e entender o modo como as famílias respondem a incentivos no mercado de trabalho decidindo como alocar o tempo das crianças tem importantes implicações em termos de política. Neste trabalho, eu exploro um choque plausivelmente exógeno sobre o mercado de trabalho causado pelo comércio internacional para avaliar como mudanças no retorno do trabalho afetam a alocação de tempo das crianças no Brasil. Para medir mudanças exógenas sobre os retornos do trabalho adulto e infantil, eu proponho uma estratégia que distingue entre choques no emprego que afetam diferentemente adultos e crianças. Os resultados sugerem um efeito assimétrico sobre as decisões das famílias com relação à alocação de tempo das crianças a depender da fonte do choque. Primeiramente, choques de importação sobre os trabalhadores adultos diminuem a proporção de crianças na escola, enquanto choques adversos sobre as crianças que trabalham têm um efeito positivo sobre a escolaridade, mas as estimativas não são estatisticamente significantes. O trabalho infantil é hoje bastante discutido nas agendas de governo do mundo inteiro. Desde que as primeiras discussões e debates acerca do tema começaram, obteve-se um grande avanço a partir da ratificação da convenção nº. 182 da OIT, que versa sobre as piores formas de trabalho infantil. Cerca de 87% dos Estados membros já ratificaram a Convenção n.º 182, incluindo o Brasil. Em 2010, firmou-se um compromisso, no âmbito da OIT, que estabelece como prioridade a eliminação das piores formas de trabalho infantil até 2016. O objetivo geral desta pesquisa é identificar os determinantes da redução do trabalho infantil no Brasil, especificamente entre os anos 2000 e 2010, tendo como foco o trabalho nas atividades enquadradas na categoria \"piores formas de trabalho infantil\". Buscou-se identificar as características atuais deste tipo de trabalho no que se refere à: características da própria criança, isto é, gênero, cor e idade; características regionais de onde a criança trabalhadora está inserida, abrangendo as cinco grande regiões do Brasil, e características locais, em termos de zona rural e urbana e zona metropolitana e não-metropolitana, entre outras. Dentre os modelos econométricos disponíveis na literatura, optou-se por utilizar o modelo probit. Como variável dependente definiu-se trabalho perigoso. Esta variável assume valor 1 se a criança ou adolescente realiza algum trabalho perigoso e 0 se realiza algum outro tipo de trabalho. Fez-se também uma ampla análise descritiva do trabalho infantil ao longo da década de 2000, inclusive das piores formas de trabalho infantil. Utilizou-se os dados do Censo Demográfico 2000 e do Censo Demográfico 2010. Foram analisadas crianças nas faixas etárias de 10 a 15 anos e adolescentes ou jovens na faixa etária de 16 a 17 anos. A década de 2000 foi de mudanças para o mercado de trabalho infantil. Neste período o trabalho infantil diminui substancialmente, em todas as regiões, porém em algumas mais que em outras. As regiões Norte e Nordeste foram as que apresentaram maiores reduções relativas em casos de trabalho infantil. As regiões Sul e Centro-Oeste são as que proporcionalmente concentram mais casos de trabalho infantil. Um fato importante ocorrido ao longo da década foi que o trabalho infantil passou a ser proporcionalmente maior em zonas urbanas do que em zonas rurais, e neste movimento, os casos de trabalho infantil tenderam a se concentrar mais em regiões metropolitanas. Em geral, os casos de piores formas de trabalho infantil diminuíram ao longo da década. a face da crianças ou jovem que exerce alguma das piores formas de trabalho infantil é negra, feminina e mais próxima dos 16 ou 17 anos de idade. / Child labor is now discussed in government agendas around the world. Since the first discussions and debates on the subject began, great advance has been achieved with the ratification of Convention 182, related to the worst forms of child labor. About 87% of the country members have ratified the Convention 182, including Brazil. In 2010, a commitment was firmed in order to prioritize the elimination of the worst forms of child labor by 2016. The overall aim of this research is to identify the determinants of the reduction of child labor in Brazil, specifically between 2000 and 2010, focusing on the work activities included in the category \" worst forms of child labor \". Efforts were made to identify the current characteristics of child labor in relation to: the child\'s own characteristics, i.e., gender, race and age; regional characteristics where the working children live, covering the five major regions of Brazil, and local characteristics such as rural and urban areas and metropolitan and non- metropolitan areas. Among the econometric models available in the literature, the probit model was chosen. The dependent variable was defined as harzadous work. This variable assumes value 1 if the child works in some dangerous activity and 0 if a child works in some other activity. Furthermore, an extensive descriptive analysis of child labor throughout the 2000s was carried out, including an analysis of the worst forms of child labor. The data used in this work was extracted from the Brazilian Population Census for the years 2000 and 2010. Children were divided in two different age groups, one for those aged 10 to 15 and the other for those aged 16-17. The last decade experienced changes in the child labor market. During this period, child labor decreased substantially in all regions, but more intensively so in some regions. The North and Northeast regions showed the largest relative reductions in cases of child labor. The South and Midwest regions registered proportionately more cases of child labor. An important fact occurred during the decade was that child labor became proportionally greater in urban in comparison with rural areas, and within this movement, child labor cases tended to focus more on metropolitan areas. In general, the worst forms of child labor declined over the decade as well. The face of the child or young person who exercises some of the worst forms of child labor is black , female and closer to 16 or 17 years old.

Previous issue date: 2012-03-30 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The present study aimed to identify and analyze the potential impacts of the Program for the Eradication of Child Labor (PETI) in the lives of children and adolescents and their
contracting families in the municipality of Ponta Grossa, in the year 2010. Such program constitutes itself as strategic public policy of the federal Government to address the problem
of child labor, which is understood as one of multiple expressions of the social issue. The developed research starts from a historical analysis of evolution and reconfiguration of child labor in different societies, highlighting their functionality in the capitalist logic, in its context of crises involving unemployment and job precariousness. It was also analysed the legal network to combat child labor, the Brazilian social protection system and the income transfer programs that compose it, positioning PETI in this context. With reference to the institutional documents and related laws it rescued in a descriptive way the implementation of this program and the axes that guide its operation. At the end it were analyzed the impacts of the Program for families and for children and adolescents, in a dialectical relationship of technical and political dimensions, from three sources of information: observations of the external evaluator; quantitative and qualitative approaches, and data from context, history,
relationships, representations and participation, enabling the crossing of multiple information sources. It was concluded at the end, that the PETI was established as a strategic and pioneer program in tackling child labor and requires a systematic assessment to identify its elements of weakness which subsidize reformulations to make it more able to facilitate the removal of children and adolescents from the workplace, guaranteeing them the right to full protection. It
was highlighted the importance of the need for continuous development of the program as a priority factor to confront this problem, linking their actions with other policies that take
account of all the elements inherent in this social issue. / O presente estudo objetivou identificar e analisar os possíveis impactos do Programa de Erradicação do Trabalho Infantil na vida das crianças e adolescentes e também das suas
famílias contratantes no município de Ponta Grossa, no ano de 2010. Tal programa constituise como política pública estratégica do governo federal, para enfrentar a problemática do trabalho infantil compreendida como uma das múltiplas expressões da questão social. A pesquisa desenvolvida parte de uma análise histórica da evolução e das reconfigurações do
trabalho infantil nas diferentes sociedades, destacando sua funcionalidade na lógica capitalista, em seu contexto de crises envolvendo o desemprego e a precarização do trabalho.
Analisou-se também a rede jurídica de combate ao trabalho infantil, o sistema de proteção social brasileiro e os programas de transferência de renda que o compõe, situando o PETI
nesse contexto. Tendo como referência os documentos institucionais e as legislações correlatas resgatou-se de forma descritiva a implantação desse Programa e os eixos que
norteiam seu funcionamento. Ao final analisou-se os impactos do Programa para as famílias e para as crianças e adolescentes, numa relação dialética das dimensões técnica e política, a partir de três fontes de informações: observações do avaliador externo; abordagens quantitativas e qualitativas; e dados do contexto, da história, das relações, das representações e da participação, viabilizando o cruzamento de múltiplas informações. Concluiu-se ao final, que o PETI constitui-se como um programa estratégico e pioneiro no enfrentamento do trabalho infantil e requer uma avaliação sistemática para identificar seus elementos de fragilidade que subsidiem reformulações para torná-lo cada vez mais capaz de favorecer o afastamento da criança e adolescente do mundo do trabalho, garantindo-lhes o direito à proteção integral, devendo voltar-se para a questão do desenvolvimento deste como fator prioritário para o enfrentamento dessa problemática, articulando suas ações com outras políticas que dêem conta de todos os elementos inerentes a esta questão social.

Justificativa: Efeitos negativos a saúde da criança têm sido associados ao trabalho infantil. Entretanto, seus efeitos sobre o desenvolvimento humano ainda precisam ser melhor avaliados em razão do pequeno número de estudos existentes da deficiência de controle de fatores socioeconômicos. Objetivo: avaliar o efeito do trabalho infantil na estatura final e algumas características da escolaridade de jovens entre 22-25 anos pertencentes à coorte de nascidos vivos de parto único hospitalar de Ribeirão Preto, SP - 1978/79. Métodos: O presente estudo incluiu 2063 jovens, pertencentes a coorte inicial de 6827 nascidos vivos na cidade de Ribeirão Preto, Brasil (1978/79). Foram seguidos 30,2% dos homens e 33,5% das mulheres. O trabalho infantil foi classificado de acordo com a idade de início do primeiro trabalho: < 14, 14-16 e 17+ anos. Determinantes da altura foram considerados variáveis de confusão na análise, ao nascer (restrição do crescimento intra-uterino RCIU; comprimento ao nascer, idade materna, escolaridade materna, hábito de fumar na gravidez e ocupação do chefe de família) e na vida adulta (cor/etnia, número de irmãos e atividade física). Para as mulheres, idade da menarca também foi considerada. Análise de regressão linear múltipla estratificada por sexo foi realizada após análise bivariada. As variáveis foram selecionadas para o modelo utilizando-se o procedimento passo a passo com seleção retrógrada das variáveis. Interações plausíveis foram testadas. Análise seqüencial dos fatores associados à altura final também foi realizada, separadamente por sexo. Resultados: A altura média foi 176,0 cm (IC 95% 175,6 176,4) para homens e 162,7 cm (IC 95% 162,3 - 163,0) para mulheres. Trabalho antes dos 14 anos de idade foi observado em 20,4% dos homens e 12,4% das mulheres e trabalho entre 14 16 anos foi observado em 41,7 % dos homens e 36,7% das mulheres. Na análise bivariada o trabalho infantil foi associado à mais baixa estatura final tanto para homens (p= 0.007) quanto para mulheres (p=0.004). No entanto, esta associação não se manteve após o controle pelos fatores de confusão. A análise seqüencial sugere que tanto para os meninos como para as meninas as variáveis sócio econômicas interferiram na associação do trabalho infantil e altura final. Ter trabalhado na infância resultou em pior resultado escolar comparados com quem não trabalhou na infância. Aqueles que iniciaram no trabalho antes dos 14 anos e que não estudavam no momento da pesquisa, 62,3% pararam seus estudos no ensino médio sendo que 30,2% pararam de estudar antes de completar 9 anos de estudo. Para quem iniciou o trabalho entre 14-17 anos, 66% chegaram ao ensino médio e 16,4% tem escolaridade acima de 12 anos. Conclusão: Os resultados deste estudo não corroboram com a hipótese de associação independente entre trabalho infantil e altura final. Este resultado se explica pela ação dos confundidores sociais. Observou-se também que não ter trabalhado na infância propicia um melhor resultado escolar, sendo observado que 60,2 % dos que iniciaram atividade laborativa após 17 anos tem escolaridade alta (acima de 12 anos). / CORTEZ, S.A.E. However, its effects on human growth are still debatable mostly because of the poor study designs and lack of control of socioeconomic factors. Aim: to assess the effects of child labor on the final height and schooling level of a 22-25-yr old population-based-cohort from Ribeirão Preto, State of São Paulo, located in one of the wealthiest areas in Brazil.Methods: The study included 2063 singletons (30,2% males and 33,5% females), from the initial cohort of 6827 live births in the city of Ribeirão Preto, Brazil (1978/79). Height was measured in centimeters at the follow-up examination. Child labor was defined according to the age at the first job (< 14; 14-16; 17yrs+). Known determinants of height and possible confounders were considered in the analysis, at birth (intrauterine growth restriction IUGR, length at birth, mothers age and education, maternal smoking habit, and socioeconomic position), and at adult age (color/ethnicity, number of siblings, physical activity). For females, age at menarche was also considered as confounder. Statistical analysis was performed separately for males and females. Bivariate and stratified analysis was followed by multivariate linear regression analysis. Variables were selected into the model using a backward stepwise-like selection. Plausible interactions were tested and residual analysis was performed. Moreover, sequential analysis of confounder factors associated to the final height was performed. Results: Mean height was 176.0 cm (95% CI 175.6-176.4) for males and 162.7 cm (95% CI 162.3 163.0) for females. Labor before 14 yrs of age was observed in 20.4% of males and 12.4% of females, and labor between 14 and 16 yrs of age was observed for 41.7% of males and 36.7% of females. In the bivariate analysis child labor was statistically associated with lower height for both males (p=0.0065) and females (p=0.007). However, this association did not remain significant after adjusting for confounders. The sequential analysis suggested that for both males and females socioeconomic factors were the most important factors. Regarding schooling achievement, among those who worked before 14 years old and were not studying at the moment of the study, 62,3% finished or withdraw the studies at any moment during the high school the 30.2% before completing 9 years of study. High school profile was similar for those who begin to work between 14 and 17 years old and 16.4% achieved more than 12 years old of study. Conclusion: our study did not support the association between child labor and final height. Moreover, it was observed that those children who did not work early in life achieved higher schooling levels.
