Urban Compactness: A Study Of Ankara Urban Form

Sustainable urban development is mentioned together with the concept of urban form in contemporary planning literature. The main reason behind this is a need for determining an ideal physical development scheme and its main principles of urban future in a broad term. Besides, the operational side of urban planning requires a concrete set of design codes in order to transform urban space in both macro and mezzo scale. At this point, the concept of urban compactness and the idea of Compact City have come into the agenda of planning. In the last decade, the model of compact city has become a prototype of sustainable urban form in developed countries. It is also argued whether compact urbanity is a nostalgic metaphor or an engineering solution. It has emerged as a reaction to the negative consequences of urban sprawl and suburbanization as the anti-urbanist urban phenomena in Western geographies. Hence, the relevance of urban compactness should be examined for developing and underdeveloped countries and their settlement structures. The basic motivation of the thesis is to examine the relevance and validity of urban compactness in the case of Turkey as a developing Eurasian country. For this end, the evolution of urban compactness as a fact and an idea in the historical context of developed countries and it&rsquo / s meaning for the developing world / Ankara is examined as a case study by re-reading its planning history and the transformation of its urban form from the point of view of compactness.

These are called areas of demand for industrial conversion or positive restructuring. The territory of the Fourth District of Porto Alegre, the object of the research study, is inserted in this context and problem set, offering many opportunities for new urban projects as a tool for territorial regeneration of degraded or transforming land. The urbanization process, which is currently characterized by the ability to put parts of the city in motion, has the challenge of dealing with existing city, without denying it. Similarly, society enters the twenty-first century with a strong concern for environmental preservation and recycling of resources, demanding the transformation and recovery of environments, such as industrial ones, through sustainable development. Thus, the paper focuses on aspects of the factors present in the origin of these places, their impacts on the land, the possibilities within the productive restructuring and urban regeneration of traditionally industrial areas, their new formats in the contemporary city - amongst them, the urban clusters, new fields of architecture and urban design facing society and the contemporary cities, sustainable development and condensing the city through the (re) densification of such territories, and finally focuses on the analysis and diagnosis of the context and potential of the IV District. The paper seeks to illustrate the theoretical discussion with relevant project experience. / Entre as inúmeras conseqüências urbanas provocadas pelo processo de reestruturação econômica global, destaca-se o surgimento de grandes áreas ociosas nas cidades e setores urbanos cujo crescimento havia se amparado na indústria de transformação. São as chamadas áreas de demanda por reconversão industrial ou reestruturação produtiva. É nesse contexto que está inserido o território do IV Distrito de Porto Alegre, objeto de estudo da pesquisa, e, nessa problemática, encontram-se muitas das oportunidades oferecidas aos novos projetos urbanos, enquanto instrumentos de regeneração territorial de áreas produtivas deterioradas ou em transformação - o processo urbanístico, que atualmente caracteriza-se pela capacidade de colocar trechos da cidade em movimento, tem o desafio de enfrentar a cidade existente, sem negá-la. Paralelamente, a sociedade adentra o século XXI com a forte preocupação da preservação ambiental e da reciclagem dos recursos disponíveis, fazendo com que a transformação e a recuperação de ambientes, como os industriais, coloquem-se dentro dessa nova demanda através do desenvolvimento sustentável. Data from great developing population in cities, added with the urban exodus from rural areas, are the causes of swelling, and later, an explosive urban sprawlling caused in cities. In this process, the land appreciation in urban centers and tax incentives and the cheaper labor in neighboring towns, made that big industries change from urban centers, leaving the obsolete large areas. On the other hand, the cities, originally created for the celebration of life, and to celebrate what we have in common, today are draining energy resources, and the most polluting source of the planet. The new urban projects should consider this complex reality, then look for some contemporaries principles, such as sustainable urban development, productive restructuring, the environments of research and technological innovation and biotechnology. To do so, development agiencies have been created to conciliate the public and private interests. We explore the concept of compact city, in the light of contemporary urban projects in wastelands in central areas. To context, we selected some case studies, building an analytical inventory and always relating them to our context and reality. / Cidades pelo mundo inteiro passam por um processo de mutação urbana jamais visto. Os dados do desenvolvimento substancial demográfico nas cidades, somados aos êxodos urbanos oriundos das zonas rurais são as causas do inchaço, e posterior espraiamento urbano explosivo causado nas cidades. Neste processo, a valorização da terra nos centros urbanos e o incentivo fiscal e de mão de obra mais barata nas cidades vizinhas, fez com que as grandes indústrias se deslocassem dos centros urbanos, deixando grandes áreas obsoletas. Por outro lado, as cidades, inicialmente criadas para a celebração da vida, e para celebrar o que temos em comum, hoje são poços drenantes de recursos energéticos, e direta e indiretamente, a maior fonte poluidora do planeta. Desta forma, os novos projetos urbanos devem levar em consideração essa realidade complexa, para então atender certos princípios contemporâneos, como o desenvolvimento urbano sustentável, reestruturação produtiva e os ambientes de pesquisa e inovação tecnológica e biotecnológica. Para tanto, agências de desenvolvimento foram criadas para conciliar os interesses públicos e privados envolvidos. Nesse contexto, utilizamos o conceito da cidade compacta, como base conceitual desta pesquisa à luz dos projetos urbanos contemporâneos em vazios urbanos em áreas centrais. Para contextualizar, buscamos os estudos de caso, construindo um inventário analítico das obras selecionadas, com maiores detalhamentos e sempre os relacionando à nossa realidade e contexto locais.

Urban Sprawl : how to prevent from urbanization to counterurbanization - the Research and Thinking of Compact City and Satellite City

Sprawl seems an inevitable phenomenon because of the rapid expansion in urban area. It has some negative consequences, such as long transport distance to work, high car dependence and inadequate facilities. Recently, it pointed as causing a lot of urban problems and the situation has been worsening. This thesis asks the question: could there be a conscious way to prevent this issue? To deal with it, this thesis firstly conducts an intensive study about theories of compact city and satellite city. In the second part, in order to investigate how those theories are reflected and implemented in real examples, this thesis analyzes two cases and discusses about how urban sprawl happened in London and Shanghai as well as to what extent theories were served in these two cities. The investigation produces some results related to the process of urbanization, common actions which authorities would take towards it, and some highlights in the pre-experience. So when facing with urban sprawl, the measure might be dealt with it in a more conscious way.

Städer fortsätter växa och omfattas av ökad urbanisering. En planeringsstrategi för att hantera ökad urbanisering på ett hållbart sätt kan vara den kompakta staden. Studien syftar till att studera hur den kompakta staden kan appliceras på Linköpings stadsmiljö, samt studera vilka konsekvenser det innebär när grönområden tas i anspråk. Vidare undersöker studien den kompakta stadens komponenter samt deras konsekvenser. Komponenterna är förtätning, täthet, social blandning, hållbar transport, transportsystem, gågator, tillgänglighet, blandad bebyggelse och stadsstruktur. Studien baseras på en kvalitativ innehållsanalys och kvalitativa intervjuer. Vidare visar studien att kommunens planering och utförande är i linje med den kompakta stadens komponenter. Däremot framgår det att den kompakta stadens utfall kan innebära att grönområden påverkas negativt. / Cities continue to grow and are subject to increased urbanization. One form of planning strategy that can possibly achieve increased urbanization in a sustainable way is the compact city. This thesis aims to study how the compact city’s concept can be applied to Linköping’s urban environment. In addition, it studies the consequences of when green spaces are being sacrificed for increased urbanization. A further aim of the study is to examine the components of the compact city and its consequences. The components are densification, density, social mix, sustainable transport, transportation systems, pedestrian access, accessibility, mixed land use and urban structure. The study is based on a qualitative content analysis and qualitative interviews. Our research shows that the municipality of Linköping’s planning and execution are in line with the compact city’s components. On the other hand, the compact city’s outcomes could mean that greenspaces are affected negatively.

Urbaniseringen medför att allt fler människor flyttar in i städerna. Stockholm har under de senaste åren beskrivits som en av de snabbast växande storstadsregionerna i Europa och på grund av det ställs det större krav på bostäder och annan utveckling vilket leder till planer på förtätning. Nordvästra Kungsholmen som är beläget i ytterkanten av Stockholms innerstad pekades ut som ett utvecklingsområde i Stockholms översiktsplan från år 1999. Sedan dess har området planerats i avsikt att förtäta och binda samman bebyggelsen på västra Kungsholmen. Syftet är att förstå och analysera vilka utmaningar och möjligheter som Stockholms stad identifierat i samband med förtätningsprojekt i Nordvästra Kungsholmen. I studien har fyra tjänstepersoner från kommunen intervjuats samt har en kompletterande dokumentanalys genomförts. Resultaten visar att med funktionsblandning skapas närhet mellan bostäder, arbete, affärer och aktiviteter samtidigt som hållbara transporter främjas. Kvaliteten av grönytor i området prioriteras framför kvantiteten och olika intressen styr graden exploatering. Det råder inget större fokus på hållbarhet för utvecklingen av Nordvästra Kungsholmen, men i samband med förtätning genomsyras projektet av möjligheter för en hållbar stadsutveckling. / Due to urbanization, more people are moving into the cities. In recent years, Stockholm has been described as one of the fastest growing metropolitan regions in Europe. Because of this, there is a larger demand for housing and urban development, which leads to densification in cities. The northwestern part of Kungsholmen is located in the outskirts of Stockholm city and was designated as a development area in Stockholm’s general plan from 1999. Since then, the area has been planned with the intention of densifying and tie together the buildings on the western side of Kungsholmen. This study aims to understand and analyze the challenges and opportunities that Stockholm city have identified with densification projects in the northwestern part of Kungsholmen. In the study, four officials from the municipality were interviewed and a documental analysis was conducted as a complementary method. The results shows that a mixed land use creates proximity between homes, work, stores, and activities while promoting sustainable transport. The quality of green space is prioritized over quantity, and different conflicts of interests regulate the extent of exploitation. There is no major focus on sustainability for the development of the northwestern part of Kungsholmen, however, densifying projects are permeated by opportunities for sustainable urban development.

Barn som samhällsgrupp tenderar att vara tämligen osynliga inom ramen för den fysiska planeringen. Därmed är syftet med denna studie att bidra med en ökad förståelse för hur barnperspektivet implementeras i den fysiska planeringen, men även undersöka hur förtätning påverkar barns utemiljöer, specifikt förskole- och skolgårdar. Detta eftersom det i täta stadsdelar föreligger en problematik gällande att allmänna ytor tas i anspråk för bebyggelse. Den empiri som ligger till grund för studien har samlats in genom kvalitativa intervjuer samt granskning av dokument, vilket sedan analyserats med hjälp av en tematisk analys. Genom den tematiska analysen har två huvudteman identifierats, integreringen av barnperspektivet i planprocessen och barns plats i den kompakta staden, som belyser det rådande klimatet i den kommunala fysiska planeringen utifrån de studerade fallen. Utifrån denna tematik, med stöd av tidigare forskning, har det kunnat påvisats att barnperspektivet inte implementeras i tillräckligt stor utsträckning. Detta eftersom det finns flertalet problematiska aspekter i arbetet med stadsutveckling, varav två är resursfrågan och intressekonflikter. / To begin with children can be seen as a rather invisible group within the work of spatial planning. Thus, the aim of this thesis is to contribute with an increased understanding regarding how the child perspective is implemented in spatial planning, but also investigate how outdoor environments for children are affected by densification, specifically preschool yards, and schoolyards. Densified areas tend to be problematic regarding the fact that land often tends to be limited, which results in public areas being claimed for buildings. The empirical basis that the study consists of is a thematic analysis, which is based on qualitative interviews and reviews of documents. Two main themes have been identified through the thematic analysis, these are integration of child perspective and children’s place in the compact city. Furthermore, this illustrates the current climate regarding municipal spatial planning based on the cases that have been studied. The findings in this thesis show that the child perspective is not being implemented to a sufficient extent. Reasons for this are that there are problematic aspects, such as resources and conflicts of interests, these aspects need to be dealt with regarding the implementation of child perspective in spatial planning.
