Tracing The Evolution Of Un Peacekeeping: Peacebuilding, Internal Conflicts And Liberal Restructuring

Peacekeeping, which was born as an innovation of the United Nations system in an ad hoc way, has transformed in the post-Cold War. In the post-Cold War era, the number of peacekeeping operations increased, new tasks were introduced and the end goal of the operations has changed. Besides, the prevailing understanding of UN peacekeeping has transformed thereby leading us to use the terms peacebuilding and peace operations rather than mere peacekeeping. While during the Cold War era, peacekeeping meant to supervise the ceasefire after interstate conflicts, in the post-Cold War era, peace operations have been mostly utilised in internal conflicts with a view to bring sustainable peace in the lands of internal conflicts. Furthermore, while during the Cold War era, peacekeeping mainly concerned peace/security and sovereignty upon the conflicts / human security and socio-economic development have been embedded into the agenda of peace operations in the post-Cold War era. This thesis offers two dynamics based on a normative change as the underlying cause behind this transformation. In the post-Cold War era, international norms have changed and brought a new parameter: internal conflicts are to be responded. Based on this normative change, the first dynamic is related with the challenge, which internal conflicts pose for peace operations, and the second dynamic is the rise of liberal internationalism, which tends to organise domestic realms of the states.

This thesis analyses the impact of the Nagorno-Karabakh conflict on the foreign policy of Armenia. It could be claimed that Armenia&rsquo / s relations with the other countries have been shaped by the Nagorno-Karabakh problem. The thesis demonstrates that because of this conflict, Armenian foreign policy has become more dependent on Russia and the Armenian diaspora in Russia, France and the United States despite its desire to be an independent state. Although Levon Ter-Petrossian and Robert Kocharian have advocated different foreign policies, their actions have been similar due to the impact of the Nagorno-Karabakh conflict. The thesis has six main chapters. The first chapter is the introduction. The second chapter explores history of the Nagorno-Karabakh conflict. In the third chapter the Armenian foreign policy under Levon Ter-Petrossian is examined. The fourth chapter discusses the foreign policy of Robert Kocharian. In the fifth chapter the foreign policies of the Ter-Petrossian and Kocharian are compared. The sixth chapter is the conclusion.

How to set ratiohnal environmental goals : theory and applications

<p>Environmental goals are commonly set to guide work towards ecological sustainability. The aim of this thesis is to develop a precise terminology for the description of goals in terms of properties that are important in their practical use as decision-guides and to illustrate how it can be used in evaluations of environmental policy.</p><p>Essay I (written together with Sven Ove Hansson) identifies a set of rationality criteria for individual goals and discusses them in relation to the typical function of goals. For a goal to perform its typical function, i.e., to guide and induce action, it must be precise, evaluable, approachable (attainable), and motivating.</p><p>Essay II argues that for a goal system to be rational it must not only satisfy the criteria identified in Essay I but should also be coherent. The coherence of a goal system is made up of the relations that hold among the goals, most notably relations of support and conflict, but possibly also relations of operationalization. A major part of the essay consists in a conceptual analysis of the three relations.</p><p>Essay III contains an investigation into the rationality of five Swedish environmental objectives through an application of the rationality criteria identified in Essays I-II. The paper draws the conclusion that the objectives are not sufficiently rational according to the suggested criteria. It also briefly points at some of the difficulties that are associated with the use of goals in environmental policy and managemen</p>

Goal-setting and goal-achieving in transport policy

<p>The thesis aims at developing new, alternative approaches and methods based on suggestions and ideas originating from moral philosophy and philosophical decision theory. More precisely, the thesis aims at investigating the rationality of transport policy decisions, including goal-setting and performance evaluation.</p><p>Paper I discusses rationality in road safety policy. Problematic features are identified and discussed. The paper argues that the Swedish road safety goal is rational, since it is action-guiding and achievement-inducing. This follows by observing that the goal satisfies the criteria of <em>precision,</em> <em>evaluability, approachability, </em>and <em>motivity</em>. The paper states that previous accusations of irrationality have been unnecessarily imprecise, since no reference is made to independently developed criteria of rational goal-setting.</p><p>Paper II discusses the Swedish transport policy goals, and the role of social welfare in rational policy decisions. Goals often come into conflict and trade-offs must be rationally and consistently managed. Policy decisions are outcomes of political processes. In the case of policy goals and decisions, the agent is society. This introduces the problematic concept of social welfare, which itself is an ambiguous goal with many meanings. Whether a decision is rational or not depends on whose perspective one takes on – that of society as a whole or that of the actual decision makers.</p><p>Paper III aims at investigating six different procedures for resolving goal conflicts: weighted average, lexicographic preference, conditional lexicographic preference, absolute restriction, generalised prioritarianism, and partial comparability. Criteria for selection, according to the respective procedures, are formulated and summarised in a table. The six procedures are contrasted with respect to their tendency to rule out possible sets of alternatives as being not choiceworthy.</p>

Cross-border Intra-group Hybrid Finance and International Taxation

In intra-group finance hybrid instruments allow for tailor-made form of finance. Hence hybrid finance is often used for international tax planning in multinational groups. Due to a lack of international tax harmonization or tax coordination qualification conflict can arise. A specific hybrid instrument is classified as debt in one country, and as equity in the other country. This may lead to double taxation. In the reverse case, double non-taxation can arise. Against this legal background one might expect that cross-border hybrid intra-group finance is advantageous in comparison to classical debt finance in case of double-non-taxation while it can be expected to be disadvantageous in the case of double taxation of the yield. Previous studies do not include qualification conflicts. Thus the question arises how qualification conflicts are affecting an intra-group finance decision. We examine effects of such qualification conflicts, resulting from the use of cross-border, intra-group hybrid finance, on the tax-advantageousness as compared to classical debt finance. The analysis is based on a binomial simulation model including economic and legal uncertainty. We show that the results of our analysis under uncertainty vary significantly when compared to the more obvious results under economic and legal certainty. Bakgrund: Konflikter är ett fenomen som förekommer i alla kontexter där individer integrerar med varandra. Konflikter har alltid funnits men synen på konflikter samt hur det hanteras har förändrats genom tiden. Konflikthantering är en viktig del i ledarskapet och är en av de viktigaste och centrala uppgifterna för en ledare. De flesta ledare ser konflikthantering som problematiskt eftersom de tycker att det är jobbigt och obehagligt att hantera konflikter på grund av rädslan för individernas reaktioner. Tidigare forskning har visat att det finns ett samband mellan ledarskap och konflikthanteringsstrategier men det finns fortfarande en kunskapsbrist inom området. Syfte: Syftet med studien är att förklara om det finns ett samband mellan det situationsanpassade ledarskapet och konflikthanteringsstrategierna samt om sambandet kan ge ledare större möjlighet att hantera konflikter framgångsrikt. Metod: Denna studie har en kvalitativansats, där semistrukturerade intervjuer har genomförts med två organisationer, där en butikschef och tre medarbetare i respektive organisation intervjuades. Resultat: Denna studie har kommit fram till att det finns ett samband mellan det situationsanpassande ledarskapet och konflikthanteringsstrategier. Genom att kombinera stilarna i det situationsanpassade ledarskapet med konflikthanteringsstrategier och med hänsyn till både medarbetares och ledares åsikter kan rätt konflikthanteringsstrategi väljas, vilket också kan främja individernas utveckling. / Background: The phenomenon conflict occurs in every context where individuals integrate with each other. Conflicts have always existed but the way we see and manage them have changed through time. Conflict management is an important part of leadership. Most leaders believe conflicts are a problematic issue that is difficult to manage, because of the fear of the consequence that may appear. Previous research has shown that there is a correlation between leadership and conflict management but there is still a lack of knowledge in the field. Purpose: The purpose of this study is to examine if there is a correlation between the situational leadership and conflict management strategies and if it can provide leaders with greater possibilities to handle conflicts successfully. Method: This study has a qualitative approach where semi structured interviews with two organizations were made, with both of the store manager and three employees in each organization. Results: The results of this study have shown that there is a correlation between the situational leadership and conflict management strategies. Through combining the styles of the situational leadership with conflict management strategies and with regard to both employees and managers opinion and behavior can a suitable strategy be adopted, which can encourage individual growth.

Abstract The purpose of this study was to investigate how preschool teachers reflect on the phenomenon of conflict, and to find out what children think about this in relation to Nanny method. I referred to the following questions: • How to reflect pre-school teachers on conflict management at the preschool? • What methods / approaches tell teachers that they use in conflict management? • How the children reflect on their experiences on conflict management at the preschool? In the background, Im trying to define the word conflict, and I also point to the methods and models that are already in conflict management. It is clear that a key ingredient in the conflict is communication, the question is how well we communicate with each other?I've done interviews with three active educators and four children to study this subject. The survey shows that the conversation is a very important factor in the conflict and both children and teachers agree on this.  The teachers' desire to get the children to talk to each other if they become enemies seem to produce results because even the kids themselves say it is what is most important in the event of disagreement, it is also important to ask for help when you feel that the situation becomes too difficult.The work highlights the educators and children's experiences in conflict management. Vilka metoder/förhållningssätt säger pedagogerna att de använder sig av inom konflikthantering? Hur reflekterar barnen om sina upplevelser kring konflikthanteringen på förskolan?    I bakgrunden försöker jag att definiera ordet konflikt och jag pekar också på de metoder och modeller som redan finns inom konflikthantering. Det framgår att en viktig nyckel när det gäller konflikter är kommunikation, frågan är bara hur vi kommunicerar med varandra?   Jag har gjort kvalitativa intervjuer med tre verksamma pedagoger och fyra barn för att studera detta ämne. Undersökningen visar att samtalet är en mycket viktig faktor när det gäller konflikthantering och både barn och pedagoger är överens om detta. Pedagogernas strävan efter att få barnen att prata med varandra om de blir ovänner verkar ge resultat eftersom även barnen själva säger att det är det som är viktigast om det uppstår osämja. Det är också viktigt att kunna be om hjälp när man känner att situationen blir för svår. Matti Aikio - verk og virke

Denne avhandlingen studerer de litterære verkene til den samiske forfatteren Matti Aikio, samt det nedslag hans verk hadde i samtidens Norge. Aikios romaner, artikler, skuespill og billedkunst ble skapt i tidsrommet 1904-29, en periode da Norge som ny selvstendig nasjonalstat hadde begrenset toleranse med sin samiske minoritet. En slik etnisk kultur-forståelse var i samsvar med samtidens rådende sosial-darwinisme, på overgangen fra kolonialisme til imperialisme. I slike omgivelser fremsto Matti Aikio som norsk forfatter med bøker skrevet på norsk – men med et selvvalgt samisk-lydende kunstnernavn. Det er avhandlingens mål å avdekke en mulig notsetningen mellom storsamfunnets forventning om assimilasjon og Aikios diskrete presentasjon av samiske verdier i sitt verk og virke. Det blir diskutert om nettopp valg av virkemidler førte til mistenkeliggjøring fra samtidens samiske talsmenn, men at ettertiden har vist at Aikios insistering på samarbeidslinje ville gi bedre langsiktige resultater for samisk språk og kultur. Samtidig søker analysen å underbygge at Aikio selv fikk en økt forståelse for den samiske kulturens mangfold i løpet av sin karriere – samtidig som taktikken endret seg i forfatterens langsiktige strategi om full likestilling for den samiske minoriteten. Fra å hevde at den ekte samiske kulturen bare fantes i Karasjok, endte han med en mer moderne og inkluderende forståelse av en samisk folkegruppe med et mangfold av språk og kulturuttrykk. / This dissertation is a study of the literary works by the Sami author Matti Aikio, and of the impact his work had in Norway in his time. Aikio’s novels, articles, dramas and paintings were produced in the time period 1904−1929, a period when Norway as an independent nation state had limited tolerance for its Sami minority. Such an ethnic cultural understanding corresponded with the prevailing sentiment of social Darwinism of the time, in the transition from colonialism to imperialism. In this context Matti Aikio emerged as a Norwegian author with books written in Norwegian – but under a personally chosen, Sami sounding nom de plume. The objective of the dissertation is to disclose a possible contradiction between greater society’s expect­ations regarding assimilation and Aikio’s discreet presentation of Sami values in his literary works and professional activity. It has been discussed whether precisely the choice of tools at hand served to undermine his credibility with the Sami spokesmen of the time, but after the fact it has become evident that Aikio’s insistence on a collaborative line would have far better long-term results for the Sami language and culture. The analysis simultaneously seeks to substantiate that Aikio personally acquired a greater understanding of the diversity of the Sami culture in the course of his career – while simultaneously the tactics of the author’s long-term strategy for full equality for the Sami minority changed. From maintaining that the true Sami culture was found only in Karasjok, he ended up with a more modern and inclusive understanding of a Sami ethnic group with a multitude of languages and cultural expressions.

Šis darbas yra orientuotas šeimos ir darbo sferų derinimą, kuomet moteris dirba pamaininį darbą. Pagrindinis jo tikslas - išsiaiškinti, ar pavyksta suderinti šeimos ir darbo sferas, kuomet moteris dirba pamaininį darbą ir kokiu būdu tai daroma. Pagrindiniai uždaviniai, kuriuos bandoma įgyvendinti darbe, yra išanalizuoti šeimai palankią politiką, taikomą Europoje, pristatyti darbo ir šeimos vaidmenų derinimo modelius, atskleisti su šeimos ir darbo pareigų derinimu susijusias problemas bei ištirti, ar šeimose, kuriose moteris dirba pamaininį darbą, yra šeimos ir darbo pareigų derinimas ir kaip tai vyksta. Tai atlikti padeda kiekybinių tyrimų metodas – apklausa raštu, t.y. anketavimas. Tyrimu buvo išsiaiškinta, kad moterys yra nepatenkintos dirbdamos pamaininį darbą, todėl yra susiduriama su inter – vaidmenų konfliktu, kuris rodo vieno arba kelių vaidmenų lūkesčių neatitikimą. Šiuo atveju konfliktai kyla dėl laiko, skiriamo šeimai stokos. Tačiau, kaip tyrimas atskleidžia, konfliktai sprendžiami atsakomybę už namų ūkį bei vaikų priežiūrą pasidalinant tarp moters ir vyro. Toks atsakomybės pasidalinimas rodo, kad derinant šeimos ir darbo sferas yra vadovaujamasi iš dalies sutampančių sričių modeliu (Jančaitytė, 2006) Taip pat tyrimu buvo atskleista, kad moterys yra patenkints, kaip skirstosi namų bei vaikų priežiūros darbus tarpusavyje, kadangi jų sutuoktiniai/partneriai rodo iniciatyvą užsiimti minėtomis veiklomis. Its main purpose - to find out if they were to reconcile family and work spheres, where women working shift work and how it is done. The main challenges to attempt to implement the work is to analyze the family-friendly policies for Europe, the present work and family roles of coordination models, the disclosure of family and professional responsibilities relating to coordination problems and to investigate whether the families where women work shift work, a family and work function approximation and how it happens. This facilitates quantitative research method - written survey, ie questionnaire. The study has found that women are dissatisfied with their working shift work, so there is a inter - role conflict, which displays one or more role expectations of conformity. In this case, conflicts arise due to the time allocated to the family. However, as the study reveals, conflicts are solved responsibility for household and child care is shared between a woman and a man. Such a division of responsibility shows that combining work and family spheres is guided overlapping zone model (Jančaitytė, 2006) This study also revealed that women are happy with the way distinguish the home and child care work together because their spouses / partners showing the initiative to engage in those activities.
