Os paradigmas da administração pública e as políticas de patrimônio cultural em museus de Brasil e México / The paradigms of public administration and the cultural policies for museums in Brazil and Mexico

Pozzer, Marcio Rogerio Olivato 06 July 2015 (has links)
Public policies for cultural assets in museums adopted in Brazil and Mexico are an example of how development models, institutional arrangements of public administration and the government of public policies reflect the changes that historically took place in the Latin American States. This dissertation focused on the assumption that the transformation of the \"little\" 19th-century liberal State (whose function was merely ensure private property and contracts) into the \"great\" 20th-century social State (whose responsibility is to provide a number of social services) virtually made it infeasible to implement the instrumental rationality advocated by Weber´s traditional bureaucratic administration and contributes to deepen the tax crisis in the Latin American States by the end of the 20th century. The investigation compared Brazil and Mexico through documental research and interviews with managers of national asset bodies, followed by an effort of bibliographical review which provided theoretical and methodological substance for the dissertation. Data was collected, treated and analyzed, which led to the conclusion that both countries went through similar processes of institutionalization of their museum policies, at different times, and the expansion of such policies is related, in the two cases, to the consolidation of national project that sought international affirmation and which affect the processes of urban enterpreneurship that paradoxically \"change culture into a commodity\". The increasing criticism by society to the inoperativeness of the bureaucratic model in providing responses to the demands for public services that are more and more complex made way to the managerial models of public administration in local political agendas in both countries. Inspired in the paradigms of business administration, the model was structured around the discourse that the private sector would have greater capacity to meet the social demands when compared to the public sector. However, the model, which promised to overcome the limitations and improve the quality of public services and policies in general, did not achieve the expected success and was partly abandoned in most Latin American countries, as was the case in Brazil. Countries experiencing moderate left- and left-wing governments were able to build an alternate agenda of development in the early 21st century, making room for the construction of and contention for new social values and the attempt to implement an alternate model of public administration called \"participative reorientation of public services\". Thus, together with the neo-developmental policies adopted in part of Latin America, whose main feature is the fact that they are a hybrid model, consisting of liberal and neoliberal traits, on one hand, and developmental social welfare on the other hand, gave rise to a public administration that is also hybrid. This model was characterized by the resume of the State playing the main role, by the emphasis on the building of public-policy systems, by the increase in the quality of the public services provided, by the radicalization of social participation, and by the highlight given to the functions and values that are exclusive of the public sector, focusing on accountability. Meanwhile, Mexico reinforced the country´s option for a neoliberal development model; however the managerial model of public administration was never fully implemented as the public policies of cultural assets in museums stagnated, even if with islands of excellence as in museums of international standard, implemented in a historical moment when the country relied on a developmental project.

Unknown Date (has links)
關鍵字:古蹟保存政策、再利用、古蹟經營管理、文化資產保存法 / As for the historical preservation in Taiwan, we overlook the fact that preservation is to "reuse" a historical monument by management and planning, and the tourism policy only focused on "one dimension@Tourism", which simplified the social and cultural functions of historical monuments. As a result, we fail to revitalize our historical monuments. The catchphrase "reuse", in an attempt to transform the passive function of historical monuments, has been the center of attention among communities in recent years. However, the laws regulating the protection of historical monuments are not fully supportive to the concept of "reuse". "Cultural Assets Protection Law" enacted in 1982, had undergone four revisions due to the need to improve the development of historical preservation. Even so, we hardly see any breakthrough of the laws for the works of "reuse". The current legal system fails to take an active role in terms of historical preservation. Concerning this, the thesis aims to analyze the development of historical preservation policies since 1951. With the changes of social and economic environments, we need to understand the insufficient respects of policies or regulations in terms of management in the current stage, and propose a set of compatible strategies as a reference to the policies of historical preservation. At the first stage, the thesis is to compile and analyze existing documents looking for the significance of reusing historical monuments. Furthermore, in a chronological order, it studies the measures and policies of historical preservation in different stages in order to draw a picture of the difficulties that have been encountered in administrative, legislative and, social structural levels. In addition, the supplement of questionnaires is to clarify different perspectives that should be considered in terms of "reuse". Also, this study provides with individual interviews of the execution of "reuse" mechanism, to further understand the current situation and to offer reference to the policy makers. In the end, the thesis offers a framework to achieve the "reuse" mechanism and to confirm the goals of both preservation and reuse. With the establishment of reuse policies in different stages, the thesis offers a solution to improve the current difficult situations. As to the solution of existing problems, the thesis suggests that we clarify the definition of "reuse", establish a department for the administrative management, and revise the articles as well as clauses regarding private historical monuments. From the questionnaires and case studies, we find problems like the conflicts of private historical monuments, the lack of incentive for preservation, the absence of a transparent mechanism for examining reuse management, the absence of the inflexibility and the supervision over the management. As to the laws related to reuse mechanism, we suggest to raise the priority of implementing reuse projects, clarify the relationship among reuse, monument-repair projects, and administrative works, as well as regulate and manage the profits from reuse projects. Based on the result of the questionnaires to frame the implementation mechanism of the reuse strategies, we suggest participation of reuse by the owner, government and the NPOs, and community empowerment, public-private partnership and commercial region reconstruction to set into action. There are three stages on reuse strategies. First, we recommend monuments investigation and studies to establish the complete database; second, strengthening the parallel relationship of reuse projects and monument-repair projects; third, executing monument management project and construct its mechanism Based on above strategies, we believe historical preservation would benefit. Keywords : Historical Preservation Policy Reuse Historical Monument Management Cultural Assets Protection Law

The study presents its history, since the foundation as 'Zahar Editores', in the 1950s, describing the editorial proposals on the context of specific social and marketing situations. Some critical moments were highlighted, when both the editorial policies and the company's management structure were reassessed, resized, establishing a period of major changes. That said, this work aims to analyze different Zahar’s catalogs: one of the 1985 period - when the publisher house started to be managed by Jorge Zahar and his children - and the ones from 2001 to 2014, noticing the aspects of changes and similarities between all the catalogs and the editorial fund. The categories 'independent' and 'classical books' have been identified as strategic elements in the self-conception and external identification of the publishing house, pointing its perception of books as cultural assets, as well as the role of the editor as a cultural agent. The performance of Zahar has been challenging two types of diagnostics in the common sense and even in the academic literature. The first is that publishers need to invest in books that quickly reach high sales levels, even if they don’t last too long, in order to ensure profitability and presence in the market. The second is that, in general, small and medium publishing houses, still autonomous, tend to sell their copyrights to the largest and most capitalized companies, once they have to face the aggressive marketing policies of these organizations. The research findings suggest that Zahar has insisted on maintaining their self-identification as a publishing house of classical books, directing their editorial policies to the publication of materials that last longer, demonstrating that it is possible to follow their own path in terms of emphasizing the unique role the editor, marked by independence in choosing what, how, when and how many publications - and retaining its place in the market.
