主管機關於發照機制之選擇及其執照核發決定,不僅是滲透到無線廣電產業管制架構的每一處縫隙,也反映出社會價值之優先序位。
從上個世紀以來,解除管制、數位科技與匯流現象高度衝擊了過去以執照為核心的無線廣電管制體系,也引發了一波管制革新之需求。形式上,無線廣電服務與電台執照是一系列權利義務與一套法律程序之化身,但從其功能面來看,執照之核發寓含至少有「註冊登記,分類管理」、「資源分配」、「限制市場參進與競爭」、「費用徵納」及「行為監管」等多元之目標功能。在英美,無線廣電執照之核發反映出該國無線廣電體系之社會角色定位,也反應出不同廣電體系下執照釋出及其頻率核配方式與結果之影響;管制革新也同樣令其重新認知了傳統執照制度中課予廣電業者公益義務之價格問題。
拍賣法在廣電頻譜及經營特許之應用上,除有先例可循外,亦被認為將可以矯正過去傳統以命令與控制模式支配下之執照核發制度之缺失,並將因此增加頻譜使用效率、提升全體福祉。本文因此透過英美等國之制度規範與經驗之分析,來檢驗此一說法。期待藉由瞭解拍賣法及其相關特殊背景下運作之優劣得失,及晚近崛起之相關替選方案,能提供未來政策制訂者在商業廣電執照管理之改革議題上有更豐富的視野。
儘管拍賣法在無線通訊領域應用上,現階段看來有相當誘人的成果,但本文認為,無線廣電事業有其特殊性,傳統頻率指配結合營業特許之執照體系,在使用拍賣法上,將可能產生近用、市場競爭、使用效率、內容多元等目標上無一討好之結果。再者,要達成自由市場或市場模式追求之效率目標,也並非單純使用拍賣法即可;相關配套措施之施行,同樣不可或缺。再者,我國無線廣電體制與英美更有不同,因此如何避免出現主管機關缺乏落實政策目標之能力,至關重要。
目前我國無線商業廣電執照核發制度之問題,可說在頻譜與內容管制雙重目標間迷失;問題焦點並不在於拍賣或審議制的二選一習題上,而應是致力於明確化分配標準、公開透明的競爭程序。此外,在引入市場機制於執照制度、期能促進效率與效能之同時,如何平衡執照管理中的私益與公益問題,仍是數位匯流時代無線廣電執照管理議題之核心。 / The authority's choice of a licensing mechanism and decisions thereof not only permeate nearly the entire regulatory fabric of our broadcast industries, but reflect our society's priorities. Licensing, nominally, is a mutual promise by the legal procedure; moreover, it is also about the registration, limited competition, distribution of resourses, charges, and the code of conduct.
Since last century, broadcast laws and regulations have been bombarded with deregulation, digitization, and convergence, and that is conglomerated to push the reform of broadcast licensing. Simultaneously, the communications revolution, like U.K. or U.S., has thrown into question the value of imposing public interest obligations on radio and television broadcasters.
Broadcast licensing seems to be so daunting that some people anoint a few constituencies with very pressing appeals, give them special leverage, and throw everything else back on the market. The auction apologists would argue that the government should set clear and definite standards and tough performance requirements to ensure that good systems and service will result, whoever is the highest bidder. In a pure auction era, where dollars are equated with public worth and maximizing dollars will be the most important criterion, there will be strong pressure to also base allocation and allotment decisions on this standard.
The merit of auctions in wireless communications licensing may be conspicuous, but the broadcast industry is unique and more complicated so that the change of a licensing mechanism, from the marketplace approach, could be made that a revised public interest standard and obligations failed to address the fundamental challenge--to reassess the power of the regulator when implementing the public interest obligations. Auctions of radio spectrum or broadcasting concession, in other words, will generate their own serious problems that should not be underestimated or denied.
On broadcast licensing of Taiwan, auctions will not be the life buoy to predicaments of broadcast industries; on the contrary, a top priority is to enhance the clearness and definition, transparency, and fair competition, whether the authority prefers imitating an auction to innovating the traditional selection procedure, beauty contest, through a more competitive approach or not. Besides, we shall inspecting the key point of whether or not competition and the public interest are compatible in the ongoing dialectic still, continuing to struggle toward a balance between private initiative and public oversight.

Post-deregulation passenger selection of US airportsHammond, Rex January 2018 (has links)
Airlines have endured a prolonged period of intense competition with the advent of deregulation in 1978. Market innovations and price-cutting dramatically expanded the number of travelers utilizing the national air transportation network. Bankruptcies and mergers reduced the number of contestants in the industry and eventually produced four national carriers controlling 80-85 percent of the passengers and routes. This new market power of the dominant airlines is resulting in industry changes designed to reduce operational uncertainty but is also having detrimental effects on many airports, particularly the smallest airports. This study employs qualitative and quantitative methods to explore the viability of the nationâs smallest primary commercial service airports. Three journal articles are fused in examining different aspects of the viability question. In Article 1, a longitudinal comparative analysis presents historic growth patterns for various sized airports during deregulation and reveals a distinctly lower growth rate for nonhub airports than their larger rivals. Even with a burgeoning market for travelers, growth for nonhub airports was anemic and the industry experienced massive passenger migration to the 60 largest airports. Article 2 addresses the topic of consumer switching, expands on extant literature with qualitative analyses, and proposes a theoretic, conceptual framework of four primary types of traveler purchasers. Each traveler type has its own distinct switching rationale and creates leakage patterns contoured to the features of their preferred airport. Building on the migration and switching findings of the first two articles, Article 3 explores converging market conditions and factors that are threatening future airline service for dozens of the smallest airports. By extracting findings from contemporary research, a comparative analysis of airports identifies 33 airports that face the highest risk of losing air service. The explanatory model places the airports in rank order by weighting various threat criteria. Qualitative interviews of air service professionals offer insider observations generally not known to the public, confirm observations found in existing research and verify that market forces are acting to reduce the number of airports in the network. The key contribution of the three articles of the thesis is its description of how key actors (firms, customers, agencies) interact and respond to policy decisions that have unintended consequences to small airports and their regional economies. There are predictable patterns in the relational linkages of these actors that contribute to our understanding of how a particular industry evolves under various pressures and how it interacts with factors outside the industry. The preponderance of the evidence from this study reveals that current market trends are generally caustic to the continued operation of small airports. Industry experts are reticent in acknowledging that the next phase of deregulation is underway with the consolidation of the nationâs nonhub airports.

Opposed to the public benefit systems they allow the coexistence of public and voluntary solidarity. There are many welfare state models and systems of cooperation of the public and NGOs in Europe. These models offer differently formed relationships of their entities. This thesis raises the question of finding a more convenient organisation of the whole system of the social care services in the Czech Republic where the problem is currently being discussed The objective of the thesis is to find possibilities of public and voluntary solidarity in the social care services settings and to suggest ways for their cooperation. The research is mainly based on qualitative methods. Firstly, the causal links of statistical nature from the fields of demography, social relations and economics are introduced. In the next step a combination of methods of in depth interviews and expert discussions is used. They focus on public solidarity and regulation in the system. Depoliticising Energy : A Review of Energy Security in Swedish Policy-MakingMelin, Erik January 2018 (has links)
In order to cope with the changing climate, there will be a need for mitigating transformations of a scope, speed and magnitude that are unprecedented in human history, but the consensus- and market-driven approach is inhibiting this transformation. This thesis reviews how various discourses and debates on energy policy within Swedish governments have changed between 1974 and 2017, through the lenses of energy security and depoliticisation, and how a better understanding of these debates and discourses may inform the impending large-scale transformation required to meet the challenge of climate change. Some of the main findings are that (1) nuclear power and the result of the nuclear power referendum have been decisive for energy policy, and that nuclear power will remain of vital importance in the twenty-first century. (2) Energy has become increasingly depoliticised since the 1980s, ensuing the referendum on nuclear power. (3) The discourse on energy security has shifted towards market-based solutions: in the 2000s, climate change is to be mitigated through consumer- oriented solutions such as green certificates. Through privatisation, it essentially has become up to the consumer, deciding whether to participate in mitigation of climate change.

Esta dissertação, resultado de uma pesquisa etnográfica realizada em determinada escola municipal da cidade de São Paulo, trata de contextos e situações de formação contínua de professores com o uso de tecnologias de comunicação e informação. Para o levantamento de dados, além de observações focais foram utilizados registros oficiais feitos pelos professores em horário coletivo e entrevistas a oito professoras da referida unidade escolar, a fim de orientar uma discussão para saber como ocorre (e se ocorre) a incorporação de tecnologias pelos professores e a relação disto com a sua formação contínua; analisar se esta incorporação é desencadeada por interesse próprio dos professores; e verificar quais são as possibilidades de formação mediante o uso destas tecnologias. Para orientar a análise dos dados coletados foram utilizados alguns conceitos fundamentais, quais sejam: contextos, situações e formação contínua de professores, inclusive no caso específico do uso de tecnologias de comunicação e informação. A formação contínua é entendida a partir dos conceitos de professor reflexivo e de professor pesquisador, sendo estes fundamentados em metáforas com origens no fenômeno da desregulação da Educação. Percebeu-se, neste trabalho, uma possibilidade metodológica para a proposição de situações didáticas de formação de professores em contextos semelhantes. / This research work is the result of an ethnographic study at a Municipal School in the city of São Paulo. It is about inservice teacher education\'s contexts and situations using Communication and Information Technologies. For the data analyses, added to focal observations , it was examined some official registries done by teachers during the joint hours and interviews with eight teachers from the same school. The idea was to discuss how the technology is incorporated by the teachers, how this happened (if this happened) and also how this is linked to their inservice education; to analyze if the technology integration is developed because of the teachers interest and to verify the possibilities of education by using those technologies. The data analysis was guided by some concepts such as: contexts, situations and inservice teacher education, including inservice teacher education using communication and information technologies. The inservice education is understood according to reflective teacher and research-teacher concepts. Those concepts are based on metaphors that have its origins in the deregulation of education phenomenon. In this research work, it was developed a methodological possibility to didactic situations for inservice teacher education in similar contexts.

Tidigare studier har identifierat två olika typer av information som kreditgivarna tar del av för att avgöra om kredittagaren är kapabel att betala sina skulder och fullfölja sina förpliktelser, transaktionsorienterad och relationsorienterad information (Rad et al., 2013; Gray et al., 2006). Dessa två huvudgrupper av information delas upp i olika bedömningsgrunder somSvensson (2003) presenterar i en analysmodell som används som grund för denna studies föreställningsram. Kreditbedömningen baseras till stor del på den finansiella informationen som ingår i den transaktionsorienterade informationen och som finns att tillgå i årsredovisningen. Årsredovisningen är dock en statisk presentation av företaget (Svensson, 2003) och bör därför kompletteras med ytterligare information.Kreditvärdighetsbedömningen sker utifrån företagets fortlevnad, företagets säkerheter och dess framtida värde, där säkerheter är tillgångar ställda som garantier under kredittiden. Dessa ställda säkerheter får ett säkrare värde om företaget har revisor. Med lagändringen som trädde i kraft i november 2010, som resulterade i en avreglering för revisionsplikten för mindre bolag i Sverige, har drygt 40 % av dagens ca 400 000 aktiebolag ingen revisor (Spängs, 2014).Syftet med uppsatsen var att utvärdera och beskriva vilken betydelse hård och mjuk information har för institutionella kreditgivare vid kreditbedömning av små och medelstora företag i Sverige. Vidare var syftet att utvärdera av vilken vikt det är att den transaktionsorienterade informationen är kvalitetssäkrad genom revision. För att uppfylla syftet med studien har en kvantitativ metod med deduktiv ansats använts, där primärdatainsamlats med hjälp av en webbaserad enkät riktad till företagsrådgivare inom bankväsendet som ligger till grund för empirin i denna studie. Det empiriska materialet har sedan analyserats mot sekundärdata som insamlats från vetenskapliga artiklar, litteratur och svenska lagar.Resultatet visar att kreditbedömningen av små och medelstora företag utifrån studiens urval styrker tidigare studier inom området och resultatet tyder på att revision för att kvalitetssäkra den finansiella informationen inte har avgörande roll för kreditbedömningen. Relationsorienterad information används vid kreditbedömning, men nyttjas inte i samma utsträckning som den transaktionsorienterade. These collateral assets get a more curtain value by the company's auditor. With the amendment which came into force in November 2010, which resulted in a settlement of audit requirementfor smaller companies in Sweden, has just over 40% of today's 400 000 incorporated companies no auditor (Spängs, 2014).The purpose of this paper was to evaluate and describe the significance that accountant information and relations has for institutional lenders in credit rating of SME’s in Sweden. A further purpose was to evaluate the importance of the assurance that the auditing of the transactional information provides. To fulfil the purpose of the study a quantitative method of deductive approach was used, where primary data collected through a web-based surveyaimed at business advisers within the banking system as the basis for empirical data in this study. The empirical data were then analyzed against secondary data collected from scientific articles, literature and Swedish laws.The result shows that the credit assessment of SME’s based on the study sample, evidence of previous studies in the subject and the results indicate that the auditing in ensuring the quality of the financial information not is crucial in the credit assessment. Relationship-oriented information is also used in the credit rating, but is not utilized to the extent as the transactionoriented information. (Rad et al., 2013; Gómez-Guillamón, 2003)

Transmission pricing and congestion management are two important aspects of modern power sectors working under a deregulated environment or moving towards a deregulated system (open access) from a regulated environment. The transformation of power sector for open access environment with the participation of private sector and potential power suppliers under the regime of trading electricity as a commodity is aimed at overcoming some of the limitations faced by the vertically integrated system. It is believed that this transformation will bring in new technologies, efficient and alternative sources of power
which are greener, self sustainable and competitive.
There is ever increasing demand for electrical power due to the changing life style of human beings fueled by modernization and growth. Augmentation of existing capacity, siting of new power plants, and a search for alternate viable sources of energy that have lesser impact on environment are being taken up.
With the integration of power plants into the grid depending upon the type, loca-
tion and technology used, the cost of energy production also differs. In interconnected networks, power can flow from one point to other point in infinite number of possible paths which is decided by the circuit parameters, operating conditions, topology of network and the connected loads. The transmission facility provided for power transfer has to recover the charges from the entities present in the network based on the extent of utilization. Since power transmission losses account for nearly 4 to 8% of the total generation, this has to be accounted for and shared properly among the entities depending
upon the connected generation/load.
In this context, this thesis aims to evaluate the shortcomings of existing tracing methods and proposes a tracing method based upon the actual operating conditions of the network taking into account the network parameters, voltage gradient among the connected buses and topology of the network as obtained by the online state estimator/load flow studies. The concept proposed is relatively simple and easy to implement in a given transactional period. The proposed method is compared against one of the existing tracing technique available in literature. Both active and reactive power tracing is handled at one go.
The summation of partial contributions from all the sources in any given line of the system always matches with that of the respective base case ow. The AC power flow equations themselves are nonlinear in nature. Since the sum of respective partial flows in a given branch is always equal to the original ow, these are termed as virtual flows and the effect of nonlinearity is still unknown. The virtual flows in a given line are complex in nature and their complex sum is equal to the original complex power flows as in the base case. It is required to determine whether these are the true partial flows. To answer this, a DC equivalent of the original AC network is proposed and is called as the R - P
equivalent model. This model consists of only the resistances as that of original network (the resistances of transformers and lines neglecting the series reactance and the shunt charging) only. The real power injections in a AC network i.e. sources into respective buses and loads (negative real power injections) are taken as injection measurements of this R P model and the bus voltages (purely real quantities) are estimated using the method of least squares. Complex quantities are absent in this model and only real terms which are either sums or differences are present. For this model, virtual flows are evaluated and it has been verified that the virtual real power contributions from sources are in near agreement with the original AC network. This implies that the virtual flows determined for the original network can be applied for day-to-day applications.
An important feature of the virtual flows is that it is possible to identify counter ow
components. Counter flow components are the transactions taking place in opposite direction to the net flow in that branch. If a particular source is produces counter flow in a given line, then it is in effect reducing congestion to that extent. This information is lacking in most of the existing techniques. Counter flows are useful in managing congestion.
HVDC links are integrated with HVAC systems in order to transfer bulk power and for the additional advantages they offer. The incremental cost of a DC link is zero due to the closed loop control techniques implemented to maintain constant power transfer (excluding constant voltage or constant current control). Consequently, cost allocation to HVDC is still a problem. The proposed virtual power flow tracing method is extended to HVAC systems integrated with HVDC in order to determine the extent of utilization of a given link by the sources. Before evaluating the virtual contributions to the HVDC links, the steady state operating condition of the combined system is obtained by per-forming a sequential load flow.
Congestion is one of the main aspects of a deregulated system, and is a result of
several transactions taking place simultaneously through a given transmission facility. If congestion is managed by providing pricing signals for the transmission usage by the parties involved. It can also be due to the non-availability of transmission paths due to line outages as a result of contingencies. In such a case, generation active power redispatch is considered as a viable option in addition to other available controls such as phase shifters and UPFCs to streamline the transactions within the available corridors. The virtual power flow tracing technique proposed in the thesis is used as a guiding factor for managing congestions occurring due to transactions/contingencies to the possible extent. The utilization of a given line by the sources present in the network in terms of real power flow is thus obtained. These line utilization factors are called as T-coefficients and these are approximately constant for moderate increments in active power change from the sources. A simple fuzzy logic based decision system is proposed in order to obtain active power rescheduling from the sources for managing network congestions. In order to enhance the system stability after rescheduling, reactive power optimization has life systems to illustrate the proposed approaches.
For secure operation of the network, the ideal proportion of active power schedule from the sources present in the network for a given load pattern is found from network [FLG] matrix. The elements of this matrix are used in the computation of static voltage stability index (L-index). This [FLG] matrix is obtained from the partitioned network YBUS matrix and gives the Relative Electrical Distance (RED) of each of the loads with respect to the sources present in the network. From this RED, the ideal proportion of
real power to be drawn by a given load from different sources can be determined. This proportion of active power scheduling from sources is termed as Desired Proportion of Generation (DPG). If the generations are scheduled accordingly, the network operates with less angular separation among system buses (improved angular stability), improved voltage profiles and better voltage stability. Further, the partitioned K[GL] matrix reveals information about the relative proportion in which the loads should draw active power from the sources as per DPG which is irrespective of the present scheduling. Other partitioned [Y ′ GG] matrix is useful in finding the deviation of the present active power output from the sources with respect to the ideal schedule.
Many regional power systems are interconnected to form large integrated grids for both technical and economic benefits. In such situations, Generation Expansion Planning (GEP) has to be undertaken along with augmentation of existing transmission facilities. Generation expansion at certain locations need new transmission networks which involves serious problems such as getting right-of-way and environmental clearance. An approach to find suitable generation expansion locations in different zones with least requirements
of transmission network expansion has been attempted using the concept of RED. For the anticipated load growth, the capacity and siting generation facilities are identified on zonal basis. Using sample systems and real life systems, the validity of the proposed approach is demonstrated using performance criteria such as voltage stability, effect on line MVA loadings and real power losses.

The main focus of this thesis is to find out what factors have the biggest influence on the price of electricity for household consumers in the European Union in the context of creating the internal electricity market in the EU. By means of the cluster analysis six EU Member States have been selected according to the following criteria: electricity consumption, electricity production, and the price of electricity. As a result of that Belgium, the Czech Republic, Estonia, Hungary, Malta and Sweden have been selected. Consequently, the regression analysis has been carried out to find out what factors influence the electricity prices in every country individually. The independent variables are mainly various sources of electricity production. It was found out those renewable resources most influent the electricity price for households in Belgium, Estonia, Hungary, and Sweden. Nevertheless, in the context of Europe 2020 strategy and the formation of the European energy market, one of the European Commission's objectives is to increase the share of renewable sources in the production of electricity in the EU Member States. Therefore, it will bring about higher prices of electricity, which goes against the Commission's effort to decrease the price of electricity for households through the liberalisation of electricity and the creation of the internal electricity market.

A framework to minimize systemic indebtedness : a financialisation theoretical perspectiveMambona, Lehlohonolo Gabriel 10 1900 (has links)
The purpose of this study is to develop an indebtedness framework that explains the effects of financialisation and household indebtedness on economic development. For this purpose, the study empirically examines annual South African data covering the years 1990-2017 to look at the effect of financialisation before and after the 2007/08 financial crisis. South Africa adopted an inflation targeting monetary policy regime in the 1990s before the global economic crisis in response to the global financial crisis of 2007-08. Examining data from 1990-2017 made it possible to look at the effects of financial deregulation policies that were introduced post the 2007-08 financial meltdown.
The study addressed three objectives. The first objective sought to establish the extent of financialisation in the South African economy pre and post the 2008 financial crisis. To achieve this objective, annual time series data from 1990-2017 on financialisation variables was split into two, before and after the financial crisis. Graphical presentations of the four financialisation variables (financial deregulation, foreign financial inflows, asset price volatility, and shift to market-based finance) showed that there was a difference in financialisation before and after the 2008 financial crisis. Analysis of variance showed that there is a statistically significant difference between the foreign financial inflows’ series before and after the financial meltdown of 2008 (t-test value -6.527, p ≤ 0.0001). (1990-2008). The findings also showed that there was no statistically significant difference between asset price volatility before and after the financial meltdown of 2008. Interestingly, there is a statistically significant difference between stock market value traded in the period from 1990-2008 and 20092017 after the financial crisis (t = -4.295, p ≤0.001).
The second objective sought to examine the causal direction between financialisation and household indebtedness. Contrary to a priori expectations, the findings showed that financial deregulation, foreign financial inflows and shift to market-based finance do not Granger cause indebtedness. However, the findings showed that the null hypothesis that asset price does not Granger cause household indebtedness was rejected. This implies that there is a causal direction between asset price volatility and household indebtedness
Lastly, the third objective of this study was to explain the effects of financialisation and indebtedness on economic development to inform the indebtedness framework that this study set out to develop. Using annual data for the period of 1990 to 2017, the third objective was addressed by examining the effect of household indebtedness and financialisation on economic development. These effects were tested using OLS regression and error correction modelling technique (ECM) for each of the four financialisation variable: (1) financial deregulation measured using the financial reform index; (2) foreign financial inflows measured using stock of foreign liabilities as percentage of GDP; (3) asset price volatility; and (4) shift to market-based finance, measured using stock market value traded as percentage of GDP.
The findings showed that foreign financial inflows and asset price index when regressed with household indebtedness showed a statistically significant effect on economic development in a long-run model.
