Management of conflict in city and municipal councils in Tanzania with specific reference to Iringa municipal council and tanga city council

The study intended to investigate conflict management capacity in local government authorities (LGAs) in Tanzania. Specific objectives embrace to: identify types of conflict; find out causes of conflict within Tanzania LGAs; find out positive and negative effects of conflict; explore mechanisms available for conflict resolution; identify the problems encountered in resolving conflict; and recommend policy options and strategies for managing conflict in LGAs. Research questions included: what types of conflict persist in the city and municipal councils in Tanzania?; to what extent does conflict lead to the strengthening or weakening of the relationship between the councilors and the permanent public officials?; and what are the available mechanisms for conflict resolution? The study was conducted in Iringa Municipal Council and Tanga City Council using a case study design. This involved both qualitative and quantitative approaches. A total number of 1012 respondents constituted a study sample. The research instruments included: observation, interviews, questionnaires, consultations with informants and informal discussions, focus group discussions and documentary reviews. The study found that conflict existed in the councils because of factors like inadequacy of funds, lack of transparency, lack of accountability and low level of education among the councillors. The available mechanisms for conflict resolution included: mediation, disciplinary committees, meetings, informal discussions, seminars and guidance and counselling. However, these mechanisms were not effectively used in managing conflict. Lastly, the respondents suggested measures for improving conflict resolution skills. They include: frequent meetings, provision of education and training, increased transparency, definition of roles through job descriptions, increased participatory decision-making, and increased sources of funds. / Public Administration / D. Contribution of unit managers in the training of student nurses in the Cape Peninsula

The purpose of this study was to determine the contribution of unit managers towards the training of student nurses coming to their units for clinical practica. The sample consisted of students training in the four nursing colleges in the Cape Peninsula, and unit managers working in health services accommodating students for clinical practica in the same area. The findings revealed that the majority of unit managers were teaching students whenever they had the opportunity. Generally unit managers were prepared for their teaching function, but many students were not satisfied with some clinical learning opportunities presented to them, for example drawing up patients' care plans, discussing patients' treatment plans when handing over report, giving assistance regarding patient care decisions and lending support when students are confronted with patient care problems. There appears to be a need to educate unit managers regarding these and other aspects of the students' training programme. / Health Studies / M.A. (Nursing Science)

School names are researched mainly under the cloak of Semantics and Socio-linguistics. Therefore, terms like reference, convention and a backing of descriptions are referred to according to the theories of Devitt, Strawson and Kripke. Van Langendonck specifically emphasises the pragmatic nature of proper nouns in his theory the paradox of the meaning of proper nouns which is an important point of departure in the conceptual and pragmatic nature of the names of schools. The underlying motives in respect of school naming are categorized and discussed according to the motives of origin. Conflicting social factors play an important role in the naming of schools and therefore names also change. These changes are accentuated and discussed. Dans cette étude nous cherchons à explorer le lien entre haschich et humour par l'analyse du corpus des récits arabes contenus dans la Rāḥat al-arwāḥ fī l-ḥašīš wa-l-rāḥ (“Le repos des âmes dans le haschich et le vin”) de Badr al-Dīn Abū l-Tuqā al-Badrī (847-894/1443-1489). L'originalité de cette anthologie qui existe en quatre manuscrits dont seulement deux étaient connus à la critique, découle du fait qu'elle est le plus ancien recueil en langue arabe de textes en prose et en vers inspirés du haschich. Dans la première partie, nous abordons le haschich d'un point de vue historique, médicale et juridico-religieux. Longtemps utilisé en médicine et pour la fabrication de cordes et tissus, on ignore quand le cannabis (qinnab) est passé de médicament à substance enivrante et récréative. Cependant l’utilisation de cette herbe était devenue un problème social, si entre le VIIe/XIIIe et le VIIIe/XIVe siècle plusieurs oulémas y consacrèrent des écrits, tant qu'ils l'incluront dans la liste des munkarāt, (les choses blâmables, défendues), à côté du vin (ḫamr), de la fornication (zinā) et de l’homosexualité (liwāṭ). Parallèlement, la littérature n’a pas manqué de représenter l’expérience de psychotropes. Et c'est autour des enjeux littéraires soulevés par cette substance que nous centrons la deuxième partie de notre travail. Par l'étude d'un certain nombre de motifs nous montrons que le personnage du ḥaššāš fonctionne comme un «catalyseur thématique» des motifs littéraires auparavant associés aux ivrognes, aux stupides ou aux fous. L’ordre que nous avons suivi est: la méprise, la stupidité et folie, le rapport au rêve et à l’imaginaire et l'avidité. Nous concluons sur le fait que le passage à la littérature du motif du mangeur de haschich représente le processus de cristallisation d’une figure narrative à potentiel fortement humoristique, née dans la première époque post-abbasside et dérivée d’une série de matériaux narratifs attribués auparavant à d’autres figures littéraires. / In this study we explore the link between hashish and humor through the analysis of Arabic stories contained in the Rāḥat al-arwāḥ fī l-ḥašīš wa-l-rāḥ (“The delight of the souls on hashish and wine”), written by Badr al-Dīn Abū l-Tuqā al-Badrī (847-894/1443-1489), that exists in four manuscripts of which only two were known until now. This work, of which no complete edition has been established yet, seems to be the oldest and most comprehensive Arabic anthology containing poetry and anecdotes inspired by hashish. In the first part we discuss hashish from a historical, medical, legal and religious perspective. Early on, hashish was used in medical treatments and for the manufacture of ropes and fabrics but it is not clear when cannabis (qinnab) has changed from a remedy into an intoxicating and a recreational substance. However, the use of this herb had become a social problem, since between the VIIth/XIIIth and the VIIIth/XIVth centuries several ʿulamā’ wrote about it and the consumption of hashish was considered among the munkarāt (forbidden or reprehensible actions), as well as wine (ḫamr), fornication (zinā) and homosexuality (liwāṭ). Literature quickly represented the psychotropic experiences. Thus the aesthetics of hashish consumption is the main issue of the second part of our study. There, we focus on some comic motifs that appear in a number of anecdotes and we prove that the ḥaššāš character acts as a «thematic catalyst» of literary motifs which were associated in classical Arabic literature with drunkenness, insanity and foolishness. Thus, the order of our presentation is: the mistake; hashish, insanity and foolishness; dream and imagination and finally food and avidity. We infer from this, that the hashish eater as literary motif represents the process of crystallization of a humorous narrative character that took shape during the first part of the post-abbasid period and developed from a series of narrative materials earlier attributed to other literary figures.

SweetDeal: Representing Agent Contracts With Exceptions using XML Rules, Ontologies, and Process Descriptions

SweetDeal is a rule-based approach to representation of business contracts that enables software agents to create, evaluate, negotiate, and execute contracts with substantial automation and modularity. It builds upon the situated courteous logic programs knowledge representation in RuleML, the emerging standard for Semantic Web XML rules. Here, we newly extend the SweetDeal approach by also incorporating process knowledge descriptions whose ontologies are represented in DAML+OIL (the close predecessor of W3C's OWL, the emerging standard for Semantic Web ontologies), thereby enabling more complex contracts with behavioral provisions, especially for handling exception conditions (e.g., late delivery or non-payment) that might arise during the execution of the contract. This provides a foundation for representing and automating deals about services – in particular, about Web Services, so as to help search, select, and compose them. We give a detailed application scenario of late delivery in manufacturing supply chain management (SCM). In doing so, we draw upon our new formalization of process ontology knowledge from the MIT Process Handbook, a large, previously-existing repository used by practical industrial process designers. Our system is the first to combine emerging Semantic Web standards for knowledge representation of rules (RuleML) with ontologies (DAML+OIL/OWL) with each other, and moreover for a practical e-business application domain, and further to do so with process knowledge.
