The concept of citizenship was created in Greece about 600 BC, and has for most of the time been treated as a philosophical concept, or as a concept of political science. In spite of the fact that sociologists have taken an interest in the concept in the second half of the 20th century there is hardly any empirical research to substantiate how the common man perceives and defines the concept. Disabled people to a great extent perceive themselves as belonging to a forgotten sector of society in that they experience administrative barriers, shortcomings in the way individuals and institutions behave towards them, institutional discrimination, being socially dead, etc. —The aim of this study has been to explore how citizenship is perceived and defined by disabled people in Great Britain and Sweden, focusing on the perception of rights and obligations, and how these rights and obligations have been made available to them by society. —The study was carried out as a qualitative study. Semi-structured interviews were conducted with disabled people defined as activists in a disability context (in Great Britain 19 informants, in Sweden 21 informants). The study was carried out in cooperation with the Wigforss Institute, Halmstad University, Sweden, and the Centre for Disability Studies, University of Leeds, Great Britain. —The main conclusion of the study it that disabled people are knowledgeable on the concept of citizenship, on rights and responsibilities. They also have a strong sense of wanting to fulfill the responsibilities that are inherent in being a member of society, but that, through the lack of inclusion, institutional discrimination, and the rights that they have been denied, they are also denied the right fullfilling these responsibilities.

The development of the social service for the disabled is inseparable part of the development of the common social service system. The disabled provided with stationary and non – stationary services by institutions of various jurisdictions. Stationary care is one of the most common forms of social service in Lithuania, which purpose is to create living conditions, which do not interfere with the human dignity and ensuring as far as possible a better quality of living for the caring necessary people by stimulating their ability to take care for themselves and to integrate themselves into society. This purpose urges the staff of the social care institution, which is also partly in charge of the patients’ mental health care, to apply not only universally but also scientifically based knowledge that enables to fulfil the expectations, wishes, well-being of the disabled and helps to ensure the high quality of treatment as well as properly balanced care service. The work purpose - to uncover the main work spheres of the different structure social care institutions and provided service possibilities, which the best satisfy the inhabitants’ requirements. Profesinės reabilitacijos sistema Lietuvoje žengia pirmuosius ir gana pozityvius žingsnius. Užsienio šalių patirtis rodo, kad reikia mažiausiai dešimtmečio, kol visi profesinėje reabilitacijoje dalyvaujantys dalyviai įgauna vienodą supratimą, gebėjimus ir motyvaciją galutiniam tikslui pasiekti, t.y. racionaliam ir optimaliam neįgaliųjų įdarbinimui, tuo pačiu – jų gyvenimo kokybės pagerinimui. Šiuo darbu buvo siekiama išstirti neįgaliųjų profesinės reabilitacijos efektyvumą. Užsibrėžto tikslo atskleidimui buvo užsibrėžta išskirti profesinės reabilitacijos efektyvumo rodiklius, įvertinti profesinės reabilitacijos veiksmingumą ir nustatyti veiksnius įtakojančius profesinės reabilitacijos efektyvumą. Išanalizavus mokslinę literatūrą paaiškėjo, kad profesinės reabilitacijos sėkmė tiesiogiai priklauso nuo visos profesinės reabilitacijos sistemos dalyvių bendradarbiavimo siekiant vieningo tikslo – neįgalaus asmens pajėgumo dalyvauti darbo rinkoje atkūrimo ar jo didinimo ir veiksmingos neįgaliojo integracijos į darbo rinką. Atlikus ir išanalizavus kiekybinio tyrimo rezultatus galima teigti, kad profesinės reabilitacijos veiksmingą nurodo aktyvesnis ir rezultatyvesnis neįgaliųjų dalyvavimas visuomeninėje ir darbinėje veikloje. Profesinės reabilitacijos paslaugų efektyvumą patvirtina neįgaliųjų kokybės vertinimo pokyčiai, kuriuos neįgalieji pajuto baigę profesinės reabilitacijos programą tiek finansine, tiek saviraiškos prasme. / The system of vocational rehabilitation take its first and quite positive steps. The experience of foreign countries shows, that it has to go unless decade effect all the participants in vocational rehabilitation assume equal understanding, abilities and motivation for the final goal achievement, i.e. rational and optimal placement of disabled people, herewith, the improvement of their life quality. The main purpose of this work was to investigate the effectiveness of disabled people vocational rehabilitation. In order to achieve this goal it was set a task to separate the indicators of professional rehabilitation effectiveness, to evaluate the effectiveness of professional rehabilitation and determine factors influencing it. Analysis of scientific literature showed that success of vocational rehabilitation is proportional to the cooperation of all participants in professional rehabilitation system when reaching for the same goal – the restoration and increase of the capability of disabled person to participate in work market and efficient integration into it. After the accomplishment of the research and analysis of quantitative results we can say that effectiveness of professional rehabilitation can be demonstrated with the more active and useful participation of disabled in the social and working activities. The effects of rehabilitation on intellectually disabled people: a systematic review / Sechoaro E.J.

Background: Rehabilitation has emerged as a comprehensive approach with a combination of treatment modalities to address the multiple impediments associated with disabilities in intellectually disabled people. Rehabilitation is used to address intellectually disabled peoples’ skill deficits, to improve competencies and to facilitate optimal functioning within the goal of giving the greatest possible measure of social and economic participation, independence, self–reliance and self–determination to intellectually disabled people. The ongoing improvement of rehabilitation services in the public health system therefore remains a continuous challenge; hence the need for further research. Objective: The systematic literature review critically synthesizes and describes the available evidence of the effects of rehabilitation on intellectually disabled people. Method: Literature searches of different electronic databases as well as manual searches of references of primary studies were conducted using selected keywords. The total number of the studies identified from an electronic database search was 1 102. All titles and abstracts were screened for relevance and 40 studies were immediately excluded. From the remaining 1 062 studies, another 993 studies were excluded because they were not relevant to the rehabilitation of intellectually disabled people. The abstracts and titles of the remaining 69 studies were screened for a second time to exclude studies not relevant to actual rehabilitation of intellectually disabled people. Another two studies were excluded as duplicates. The remaining 67 studies were retrieved as full texts; of these, 40 studies were excluded due to them being written in a foreign language. After all abstracts and texts were thoroughly screened for true relevancy to the review question, a further 20 studies were excluded. The remaining seven full–text studies were selected for critical appraisal because they were relevant to the effects of rehabilitation on intellectually disabled people. Results: These identified studies have the potential to inform clinical practice on the basis of their evidenced interventions that resulted in the improvement of outcomes of rehabilitation of intellectually disabled people. Improvement of skills was noted for mildly and moderately intellectually disabled people. Improvement was noted in activities of daily living (ADL), self–care skills, communication skills and cognitive achievements. Conclusions: The study contributes to the comprehensive nursing care of intellectually disabled people by endorsement of the effectiveness of rehabilitation in terms of ADL, self–care skills, communication skills and cognitive achievements. Outrossim, por compreender as especificidades dos educandos, possibilita que as ações avaliativas sejam realizadas assertivamente. Todavia, as práticas avaliativas ainda se encontram fixadas na pedagogia do exame, abrangendo avaliações de natureza pontual e estática que enfatizam as notas. Dessa forma, é imprescindível investir em uma avaliação inclusiva, visto que o enfoque passa a ser na potencialidade e na capacidade do indivíduo, ao invés da ênfase nas peculiaridades da sua deficiência. Assim, a presente pesquisa teve, como objetivo geral, realizar uma investigação sobre a prática de avaliação da aprendizagem realizada junto aos alunos com deficiência matriculados em cursos de graduação e pós-graduação da Faculdade de Economia, Administração, Atuária, Contabilidade, Secretariado Executivo e Finanças (FEAAC) da Universidade Federal do Ceará (UFC). Especificamente, objetivou-se: i) conhecer os processos e as possibilidades vivenciadas por alunos, professores e coordenadores de curso na avaliação da aprendizagem dos alunos com deficiência; ii) identificar as condições de acessibilidade referentes às práticas avaliativas; iii) reunir contribuições de alunos, professores e coordenadores de curso para uma prática inclusiva de avaliação de aprendizagem. Para esse propósito, foi realizada uma pesquisa de natureza qualitativa, na forma de estudo de caso. Os instrumentos utilizados para a coleta de dados foram a entrevista semiestrutura e o questionário. Foi realizada uma análise de conteúdo dos dados coletados. As amostras foram compostas por 14 sujeitos, ao total, sendo 3 coordenadores, 4 professores e 8 discentes, ressaltando-se que um dos professores pesquisados é também coordenador de um dos cursos. Os resultados revelaram que não existem adaptações para avaliar o aluno com deficiência. Constata-se que as mudanças realizadas ainda são primárias em relação ao que seria necessário. Nesse sentido, sugere-se que os professores sejam informados com antecedência sobre a presença de alunos com deficiência em sala de aula, para que possam ser efetivadas estratégias de inclusão desse alunado na universidade.

Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro / Este trabalho consiste na identificação de novas configurações sociais a partir dos meios digitais de comunicação, especificamente o Orkut. Buscamos compreender de que forma os deficientes físicos utilizam este instrumento com fins de socialização e pertencimento. Para isso, mapeamos as comunidades de deficientes físicos no Orkut e identificamos seus usos, além de realizarmos entrevistas com membros das comunidades em questão. Notamos que, diferentemente dos contatos mistos travados no mundo virtual, nas comunidades específicas de deficientes, eles expõem sua deficiência como marca que legitima o pertencimento ao grupo. Os contatos travados nessas comunidades não se restringem ao espaço próprio da comunidade, mas se estendem, não só por outros instrumentos do mundo virtual, mas também às relações no espaço físico. Notamos também que o maior interesse dos membros dessas comunidades é conhecer pessoas com quem eles possam se relacionar, utilizando o espaço virtual como conector, pelo qual se explora o perfil do outro e se apresenta, com fins de se expor. Essa utilização busca suprir a lacuna que há no espaço das cidades, que não oportuniza muitos encontros entre deficientes, enquanto o mundo virtual oferece essa possibilidade com fácil acesso. / Our aim in this research is to identify new social configurations that emerged from the digital media, specifically the Orkut. We try to understand how the physically disabled people use this instrument to get to socialize and belong to a group. For this purpose, we mapped the communities of physically disabled people in the Orkut and identified their uses, beyond interviewing members of these communities. We noticed that, in the communities that are specifically for disabled people, they expose their disabilities as a symbol of belonging, in a different way of the mixed interactions. The people who get to know each other in those communities dont socialize only in that specific space, but they maintain contact in other virtual and physical spaces. We also noticed that the main interest of the members of those communities is to get to know other people, so they can have relationships, using that virtual space as a connector, where they can explore the others profile and expose themselves. This way of using the community is an alternative to the gap that exists in the cities, that dont offer many opportunities of meeting. Meanwhile, the virtual world offers this possibility with easy access.
