The approach used was qualitative and quantitative, using the theory of social representations and discourse of the collective subject method. There were used as technical procedures the literature research and fieldwork procedures. Data were collected through the application of mixed questionnaires sent by mail or delivered by hand to the TCE-PB server s that work in the departments of management municipal auditory I and II. This study found that the GED has improved the daily executions tasks and work routines, required less time and effort to fulfill the goals and that users are satisfied with the current conditions. Even brought negative evidences that need to be improved, such as dissatisfaction with the network speed and with the functionality and information foment to SAGRES system, as well as the possibility that current working conditions may affect health. / Apreender as representações sociais dos funcionários do TCE-PB a respeito da GED, traçando-se o perfil dos usuários e reconstruindo-se o processo de implantação. A abordagem utilizada foi qualiquantitativa, com a utilização da teoria das representações sociais e o método do discurso do sujeito coletivo. Utilizaram-se como procedimentos técnicos a pesquisa bibliográfica documental e a pesquisa de campo. Os dados foram coletados através da aplicação de questionários mistos enviados por e-mail ou entregues em mãos aos funcionários do TCE-PB lotados nos Departamentos de Auditoria da Gestão Municipal I e II. O estudo apontou que o GED melhorou as execuções cotidianas das tarefas e rotinas de trabalho, exigiu menos tempo e esforço para o cumprimento das metas e que os usuários encontram-se satisfeitos com as atuais condições de trabalho. Trouxe ainda evidências negativas que precisam ser melhoradas, como insatisfação com a velocidade da rede e com a funcionalidade e fomento de informações do SAGRES, assim como a possibilidade de que as atuais condições de trabalho possam afetar a saúde.

Webový systém pro správu elektronických dokumentů / Modification of web system for electronic document management

The aim of this diploma thesis is to provide a systematic study of Open Journal System, which is designed for electronic research papers publishing. Due to the nature of information published in this system, there is an elaborate approval process controlled by the editor. The main objective of this thesis is the realization of a system module, which would, at the end of the approval process, implement a stamp incorporating metadata of the source magazine to individual electronic documents. The thesis gives insight into the development of the structure of the Open Journal System and, briefly, describes the possibility of implementing this system. Another part of the work focuses on the sub-steps of the stamping module which was implemented into the system. This module allows editors to stamp individual electronic PDF documents that are published within the magazine and its various volumes. The module is designed to simplify the editing process of the journal with no prolongation or any other additional time required. Among other things, the reader learns how it is possible to create a block module, which can be used in the sidebar to display any system information. The work, also, previews the possibility to customize the user interface. Each implemented part contains solution proposals and, further, the implementation method and technical description is described in more detail. For better understanding and integrity of the work, stretches of the given code are also included, this might serve as an inspiration for users‘ modifications of the system.

My master thesis is dedicated to the registry and anonymisation of contracts in general, but also discusses the various reasons of origin, significance and function of the register of agreements. It also addresses contract registry from the standpoint of Czech legal order. Moreover, this paper examines contract disclosure, eGovernment development in Czech republic, as well as the implementation of person data protection. In my research I am analyzing the subject of anonymisation of contracts in the National film archive, and also the methods and options of anonymisation. In addition, the part of my research deals with the statistics of the published contracts and orders. I hereby declare that this master thesis only include current scientific literature, online resources and relative legal norms.

Вместе с тем, в процессе выполнения магистерской диссертации были использованы различные подходы: экономический, индексный, сравнительный, экспертный, статистический, дедуктивный, т. д. Таким образом, проведенная работа подтверждает актуальность развития информационно-документационные технологии кадровой работы в органах местного самоуправления и демонстрирует возможность широкого практического применения разработанных методов по внедрению новых модулей в 1С 8 Предприятие, позволяющих не только оценивать текущую ситуацию, но и осуществить повышение эффективности информационно-документационных технологий кадровой работы Администрации города Екатеринбурга. / The author carries out a theoretical and legal analysis of information and documentary technologies for personnel work, identifies the specifics of their application in local authorities (LSGs) and develops a project aimed at improving them. The research method is based on the application of classical scientific methods and techniques, based on the peculiarities of information and documentation technologies of personnel work in local governments. At the same time, in the process of completing the master's thesis, various approaches were used: economic, index, comparative, expert, statistical, deductive, etc. Thus, the work carried out confirms the relevance of the development of information and documentation technologies for personnel work in local governments and demonstrates the possibility of wide practical application of the developed methods for introducing new modules in 1C 8 Enterprise, allowing not only to assess the current situation, but also to increase the efficiency of information and documentation technologies of personnel work of the Administration of the city of Yekaterinburg.

Managing records in South African public health care institutions : a critical analysis

The historical evolution of South Africa’s health sector, dating back to the 17th century, is significantly different from that of other African countries. Throughout the four centuries of development there have been numerous advances in health policy, legislative instruments and health system progress. Against this background this dissertation critically analysed the management of records in public health care institutions in South Africa. The study did this by addressing three objectives: assess the legislative, policy and regulatory contextual framework of South Africa’s health care system; assess the effectiveness of records management within public health care institutions; and identify appropriate interventions to address the challenges facing records management in the health care system. The study used purposive sampling to identify respondents with diverse expertise in three main sectors: the public sector, the private sector as well as in academic and research institutions. Using interview research technique the study solicited data that was analysed in order to provide a composite picture in addressing the research objectives. The analysis of data revealed three overarching themes. First, there is substantial legislative and regulatory dissonance in the management of health records in the country. While there are extensive legislative, regulatory and policy instruments that could be used to manage records, many lack coherence with records management issues such as records retention. Second, understanding the complex interplay of different legal and regulatory instruments is a critical first step, but it remains the beginning of the process towards building a sophisticated implementation process. For this process to be successful, study respondents argued that records compliance would have to be the backbone of all other compliance processes. Third, while there were substantial areas of weakness in the management of records in South Africa’s public health sector, there have been a number of pockets of excellence. These include the efforts towards complying to access to information legislation by the Limpopo Department of Health and Social Development as well as the successful introduction of Enterprise Content Management systems in health care institutions by the Western Cape Department of Health / Information Science / D. Owner companies should consider all elements of Document Management during a project’s life cycle, identify shortcomings and address them successfully to ensure successful completion of projects and ultimately to also ensure legal compliance as stipulated by contractual agreements. Proper governance during the execution of projects involves, amongst others, the establishment of structures and processes, with appropriate checks and balances built into these structures and processes, to enable all stakeholders to be in a position to have access to relevant documentation. Executing projects makes a huge demand on the flow and management of project related documentation through the different phases of these projects. The research, as documented in this dissertation, investigates and evaluates whether Sasol Technology, as the project execution agent for the Sasol Business Units, has efficient governing Document Management processes and procedures in place to support the successful execution of capital projects. Sasol Technology uses a stage gate model, associated with project life cycles, as a systematic approach for the execution of capital projects. Document Management is a new business function that was established in 2008. Not all the functions involved in the life cycle of project execution are fully aligned with the central function managing documentation. There is thus a need for a fully integrated Document Management System, involving all the functions of Sasol which are involved during the different phases of project execution. The literature study analyses existing world best document management and records management practices and procedures and points out that meticulous and strict document and records management practices form the backbone of organisational authentic evidence compliance. The research design method that was chosen to authenticate the research question is an Exploratory Qualitative Approach, combined with a Descriptive Approach. Results are obtained from a combination of three methods. Published and available existing data of how documents are managed in Sasol was gathered and secondary findings are established. Focused and structured interviews were then conducted with experienced team members from the different functions involved in project execution and lastly, e-mail administrated questionnaires were developed and distributed to relevant project team members within Sasol Technology to assess the current system and to determine additional requirements for an enhanced Document Management System, specifically applicable to owner companies in the project execution environment. Whereas the scrutiny of the secondary sources provides a background and the progress iii made with regard to setting requirements for a standardised Document Management System for the execution of projects in the Sasol Technology and some of the other Sasol Business Units, the primary data findings indicate how the project team members perceive the existing Sasol Technology Document Management System to be. Key findings include, that documentation life cycle management is not fully developed and needs to be addressed in the Sasol Technology project execution environment. Furthermore, integration of the documentation management of the various departments, functions and structures in Sasol will enable better and improved management of project documentation. The specific output of this dissertation is the recommendation of an improved Document Management System to allow the different functions within Sasol Technology and some other Sasol Business Units to have access to an integrated system, included in it all relevant documentation requirements during the life cycle of projects. It aims to establish standard-based public policy (Brazilian Electronic Government and the Brazilian System of Terrestrial Digital TV), where there are no commercial restraints to the use of new communication technologies and information in regard to minimally focusing on social inclusion without loss of efficiency. The work here consisted of two types of content: textual part and digital part. The textual part contains research outcomes conducted by federal courts, as well as it presents main points from Brazilian Electronic Government and the Brazilian System of Digital Terrestrial TV. It still describes the standard built in the making and accomplishing of the digital part. In turn, the digital part brings together the material used for prototypes presentation (Videos and applications examples), to demonstrate interactivity possibilities of the Brazilian Digital TV and benefits that both those under jurisdiction and law operators, would reach with the proposal. / Este trabalho descreve algumas das soluções atualmente adotadas pelos tribunais federais para a gravação de audiência, bem como indica a oportunidade que o ambiente de interatividade da TV Digital Brasileira oferece para uma proposta de modelo de documento eletrônico de escritório que sirva de suporte para o resultado da gravação de audiência (texto, som e imagem), bem como possa contribuir para a mudança de paradigma dos atuais sistemas processuais (softwares). O objetivo é estabelecer um padrão fundamentado em uma política pública (Governo Eletrônico Brasileiro e Sistema Brasileiro de TV Digital Terrestre), onde não existam restrições comerciais quanto ao uso das novas tecnologias de comunicação e informação no que se refere ao mínimo para se privilegiar a inclusão social sem perda de eficiência. O trabalho é formado por dois tipos de conteúdo: parte textual e parte digital. A parte textual contém o resultado de uma pesquisa realizada junto aos tribunais federais, bem como apresenta os principais pontos do Governo Eletrônico Brasileiro e do Sistema Brasileiro de TV Digital Terrestre.
