Effektivisering och digitalisering av fastighetsbildningsprocessen : Effekter av en förändrad inskrivning av avtalsrättigheter

Forskning visar att genom utveckling inom digitalisering finns flera nyttor att vinna. Dessa nyttor är att verksamheter effektiviseras, kvalitet på data höjs och kostnader sjunker. Lantmäteriet strävar mot att effektivisera fastighetsbildningsprocessen genom att tillvarata digitaliseringens möjligheter och där ett önskat tillstånd är skapa obrutna digitala informationsflöden.  För att uppnå ett obrutet digitalt informationsflöde krävs det att information samlas, digitaliseras och görs tillgänglig. Idag finns inget lagkrav för att avtalsrättigheter ska skrivas in i fastighetsregistret, vilket resulterar i att denna informationsmängd inte tillgängliggörs och därmed uppstår en lucka i det digitala informationsflödet. Därför är det viktigt att undersöka hur fastighetsbildningsprocessen påverkas av oinskrivna avtalsrättigheter, tillsammans med önskeläget om ett obrutet digitalt informationsflöde.  Syftet med studien är att belysa de effekter som kan komma att uppstå vid en förändrad inskrivning av avtalsrättigheter, vad detta skulle medföra för effektivisering av fastighetsbildningsprocessen och hur en förändring skulle kunna genomföras. För att besvara frågeställningen har den empiriska delen utgjorts av en enkätundersökning riktad mot förrättningslantmätare samt intervjuer genomförda med sakkunniga inom området.  Utifrån studiens resultat framkommer det att det är viktigt att arbeta mot en mer digital fastighetsbildningsprocess, att tillgängliggöra information digitalt och därmed skapa transparens. Nyttorna med ett mer komplett fastighetsregister bidrar till snabbare beslut inom fastighetsbildningsprocessen. En förändring av inskrivningsförfarandet bör genomföras genom en lagändring där nya avtalsrättigheter måste skrivas in för att få rättsverkan. / Through science it has been shown that through development within digitalization there are several benefits to be found. These benefits are that operations could be more efficient, quality of data could rise and costs could be reduced. The Swedish mapping, cadastral and land registration authority, Lantmäteriet strives towards streamlining the property formation process by taking advantage of the possibilities that digitalization has to offer and a desired state is to create uninterrupted digital flows of information.  In order to create an uninterrupted digital flow of information it is required for information to be collected, digitized and made available. Today, there is no legal requirement to enrol contractual rights in the real property register. As a result, this amount of information is not made available and thus, there is a gap in the digital flow of information. Therefore, it is important to investigate how the property formation process is affected by unregistered contractual rights, together with the desired state of an uninterrupted digital flow of information.  The purpose of this study is to illustrate the effects that may arise in the event of a changed enrolment of contractual rights, what this would entail for streamlining the property development process and how a change could be implemented. To answer the question formulation the empirical part has consisted of a questionnaire aimed towards cadastral surveyors and interviews conducted with experts in the field.  Based on the results of the study, it emerges that it is important to work towards a more digital property development process, to make information available digitally and consequently create transparency. The benefits of a more complete real property register contribute to quicker decisions within the property formation process. A change of the enrolment procedure should be implemented by a law change where new contractual rights must be enrolled to achieve legal effect.

Mikroekonomické dopady minimální mzdy na vybrané podniky

Even though the legal minimum wage is not a new thing (it was first set in 1912 in the state of Massachusetts in the USA), we first come across the stipulation of a minimum wage in an amendment to Act No. 65/1965 Coll. of the Labour Code from 1990. The specific level of minimum wage and the conditions for applying it were then set by government resolution in February 1991. Since then the level of minimum wage has been valorised many times (in January 2006 the valorisation of minimum wage was the thirteenth time the minimum wage had been changed). The submitted dissertation deals with selected impacts of the minimum wage on firms, with special consideration to small and medium-sized enterprises (up to 250 employees). Attention is focused both on the demand side of the labour market (acceptance of legal level of minimum wage by firms), as well as on the supply side (effect of the legal level of minimum wage on willingness and motivation of the unemployed to supply their labour on the labour market). The work is focused on the following fundamental areas: detailed mapping of the effect of the minimum wage on firms and employment in economic theory and in contrast to theories for the results of empirical research, identification of the position of minimum wage in wage distribution in the Czech Republic (secondary research), acceptance of minimum wage by small and medium-sized firms in Southern Moravia County (primary research) and willingness of the unemployed to work for the minimum wage (primary research). An integral part of the work is the setting up of aids for the needs of a firm for enrolment and taking on of new employees - decision trees that provide information to the firm on the external labour market.

Kinematic Enrolment in Four Ordovician Trilobites Using Three-Dimensional Modelling / 3-D analys av enrollering hos svenska trilobiter

Trilobites were a successful group of marine arthropods that thrived for much of the Palaeozoic Era. Akey innovation of trilobites involved the capacity to enrol their biomineralized exoskeletons for protection; a trait that appeared early in their evolutionary history during the Cambrian Period. However, even though there has been much interest in the description of enrolment-related anatomical adaptations, and different styles of enrolment, the kinematic aspect has just begun to be explored—not just as means of understanding trilobite movements, but also as a potential driver of evolution. In this study, with the use of the open-source software Blender, four models of three different species of Ordovician trilobites(two phacopines and two illaenines) were constructed and later submitted to enrolling simulations. Different angle metrics were measured and then compared between simulations to analyse the performance of the developed methodology, and between the different models to reveal potential evolutionary or developmental trends. Results suggest a clear relationship between the kind of higher-level taxonomic groups analysed and the angle arrangement of the trunk elements in an enrolled position. In contrast, the same was not as evident when comparing the measured angle metrics against the total number of segments. Illaenina models consistently resulted in lower angles between segments required to enrol, suggesting a more efficient enclosure of the body favoured by bigger and more spherical proportions of cephalon and pygidium. This study contributes to a growing field in palaeontology and provides new, detailed enrolment data for several trilobite species. In future, such data should be synthesized with those from previous and future studies to analyse the evolutionary and developmental history of trilobites from this novel perspective.

The thesis "preparatory classes": on the theoretical end, a step into a successful start in elementary school aims on acquainting the reader with the preschool age of a child, providing information about school maturity and readiness of children for entry into primary school, and at last, familiarizing the reader with the reasons for suspension of school attendance as well as undestanding the significance of preparatory classes under the lead of elementary schools providing them. The objective of this research is to familiarize the reader with one particular preparatory class and that is the one under the conduct of The Elementary School U Říčanského lesa. This diploma thesis is trying to ascertain if this preparatory class is a step to a succesful take -off to elementary school, mapping the overall content of its childrens parents whose children attend this preparatory class. A capabalities test and interview were used to validate the thesis.

An analysis of semantic data quality defiencies in a national data warehouse: a data mining approach

This research determines whether data quality mining can be used to describe, monitor and evaluate the scope and impact of semantic data quality problems in the learner enrolment data on the National Learners’ Records Database. Previous data quality mining work has focused on anomaly detection and has assumed that the data quality aspect being measured exists as a data value in the data set being mined. The method for this research is quantitative in that the data mining techniques and model that are best suited for semantic data quality deficiencies are identified and then applied to the data. The research determines that unsupervised data mining techniques that allow for weighted analysis of the data would be most suitable for the data mining of semantic data deficiencies. Further, the academic Knowledge Discovery in Databases model needs to be amended when applied to data mining semantic data quality deficiencies. / School of Computing / M. Tech. An investigation into factors influencing students' choice to enrol at private higher education institutions in Botswana

The aim of this quantitative, descriptive and co-relational study was to analyze the factors affecting students‟ choice to enrol at private higher education institutions in Botswana. The three specific objectives of the study included, to identify the factors influencing students‟ choice to enrol at private higher education institutions, to predict students‟ intention to enrol at private higher education institutions and, to determine the differences in factors influencing students‟ choice among private higher education institutions. Data was collected using a valid and reliable questionnaire through a survey of 560 stratified randomly sampled first year students from four of the higher education institutions in Botswana. Data collection was done through survey using a valid and reliable questionnaire constructed based on the information gathered from the literature review. A five point Likert‟s scale was adopted to measure the students‟ choice of institution and, intention to enrol at private higher education institution. Data was analysed using descriptive statistics, principal component analysis, multiple regression analysis and analysis of variance. Principal component analysis revealed thirteen factors affecting students‟ choice to enrol at private higher education institutions. Multiple regression analysis revealed that out of the thirteen factors, only seven factors were found to be significant predictors of students‟ intention to enrol at private higher education institutions. These seven factors were characteristics of programs and course offered, campus life, criteria, procedure and policies for admission, quality of teaching and learning resources, physical characteristics of campus, person based outreach and, electronic based outreach. Analysis of variance and Post Hoc Test determined that only seven factors were significantly different among the four institutions in the study. These seven factors included advice seeking, employment prospects, campus life, quality of teaching and learning resources, person based institutional outreach, electronic based institutional outreach and, policies and procedures for admission. Factors that influence poor enrolment in the foundation phase in a no-fee school in the Sibasa Circuit

The new democratic government in South Africa introduced an education system that focused on quality and equality for all. The introduction of the new education system intended to remove inequality in the schooling system. The new education system was been accomplished through phasing out school fees and introducing a no-fee school policy. The aim of the no-fee school policy was to redress the imbalances of the past and to attract the poor and orphans to access education without paying mandatory fees (Wilderman, 2009:32). The no-fee policy came with interesting ideas for relieving pressure on both parents and learners. It attracted many learners who had dropped out of school in many years. This led to a dramatic increase of enrolment in no-fee schools. However, Borkum (2009:1) sees the disadvantages of the increased enrolment as overcrowding that reduces the quality of education, increases lawlessness in schools, and insufficient resources such as textbooks. The major challenges faced by these schools is the delay in releasing provincial funds, inadequate state funding, and loss of income from school funding. These make no-fee schools vulnerable, affecting quality of education and influences on the enrolment pattern of learners (Nsapato, 2007:2). Against this background, the study aimed to investigate factors influencing poor enrolment in a no-fee school in the foundation phase and to suggest strategies that could be used to overcome these challenges. The study adopted a qualitative research method and its design was a case study. Four educators were purposeful selected on the basis of three years teaching experience in a no-fee school in the foundation phase. Data collection strategies were semi-structured interviews and document analysis. Data analysis was done according to a systematic process of coding and categorising. Gathered data was categorised into constituent parts for coding purposes. Ethical issues considered were the following: permission to conduct the study, informed consent, confidentiality, and anonymity. Participants’ confidentiality and anonymity were maintained by using pseudonyms in the report. The voluntary nature of participation and the absence of punishment for withdrawal from the study were emphasised prior to commencement of the semi-structured interviews. The issue of trustworthiness in this study was considered through the following: credibility, transferability, dependability and confirmability. The data analysis from semi-structured interview revealed the following: the no-fee school policy has a negative impact on parents because parents were no longer involved themselves in the education of their children. The overburdened infrastructure has a negative effect on quality of education and the enrolment status, deterioration of quality of education in no-fee schools force parents to withdraw their children and register them to better schools, cooperation amongst stakeholders is necessary for the improvement of quality of education, teachers’ remuneration should also be improved and the maintenance of professionalism through discipline. Findings from document analysis revealed that poor enrolment in no fee school was caused by high rate of absenteeism in all registers. This compelled educators to withdrew learners’ from class registers hence poor enrolment figures in no fee schools. Staff meeting minutes revealed that enrolment of learners in no-fee schools could be improved through improvement of teaching and learning and the provision of adequate infrastructure and the reinforcement of the no-fee school policy packages such as the National School Nutrition Program in order to attract more vulnerable learners to these schools. Based on the findings, the following strategies are recommended for improving poor enrolment in no-fee schools: strengthening collaboration amongst the stakeholders in education; maintenance of discipline; enforcement of professionalism among teachers; continuous training of all stakeholders; and punctual disbursement of funds to no-fee schools. / Educational Leadership and Management / M. En kvalitativ undersökning om sena inskrivningar i särskolan.Syftet med denna studie är att undersöka elevers upplevelse av att få diagnosen lindrig utvecklingsstörning och att bli inskriven i särskolan i senare delen av grund-skolan.För att få svar på min fråga använde jag en kvalitativ metod och intervjuade elever-na för att kunna ta del av deras upplevelser. Resultatet av intervjuerna har visat att elever som blir sent inskrivna i särskolan inte mår särskilt bra. De har svårt att acceptera sin situation och känner att de är särskilda. De vill inte tillhöra särskolan och känner ingen tillhörighet med övriga elever, stor vikt läggs vid att vara normal. Eleverna har också svårt att förlika sig med sin diagnos lindrig utvecklingsstörning. Det som alla intervjuade trots allt anser vara bra med att de placerats i särskolan är det stöd och den hjälp de får i sitt skolarbete av lärare och övrig personal. / Although the increased number of upper secondary school students that has beenenrolled in education for pupils with intellectual disabilities has been on the publicagenda for decades, research that focus on how this affect the children are stillscarce.Taking a student perspective, the overall aim of this study is to contribute to newinsight concerning how students experience to get a “mild intellectual disability”diagnosis that leads to a change of school systems, being transferred from regularpublic schools to education for pupils with intellectual disabilities.The report draws on qualitative empirical data, which is collected through six semistructuredinterviews. The study shows that although experiencing problems tofulfil the goals in the theoretical subjects at elementary and middle schools, havinga diagnosis and being sorted out from the group of normal people was still veryshocking. Accordingly, all of the students put a lot of effort to being perceived asnormal. However, as a result of enrolment to education for pupils with intellectualdisabilities is the pressure had declined and all students witnessed about the goodsupport they got at school. Finally, a positive finding from the study was that thestudents saw the future with confidence and expected to have just as good jobopportunities as everyone else.
