Esta pesquisa teve como objetivo analisar as iniciativas empreendidas no Brasil para certificar em nível superior grandes contingentes de professores da educação infantil e séries iniciais do ensino fundamental, em uma abordagem que busca contemplar tanto o nível macro como micropolítico. Para atingir tal objetivo se efetuou um levantamento dos programas especiais e cursos dessa natureza criados no Brasil entre 1990 e 2000 para certificar professores nesse nível, buscando relacionar essa configuração com o contexto internacional, sobretudo, a América Latina e a Europa (com destaque para o contexto francês). Com vistas a compreender como as políticas e iniciativas tomadas em plano governamental são traduzidas em nível local, buscou-se por meio de uma pesquisa empírica acompanhar a execução de um programa, sobretudo, para tentar compreender as apropriações que os docentes fizeram desse tipo de experiência de formação e os saberes por eles produzidos nesse contexto peculiar. O trabalho de campo, realizado nos moldes de um estudo de caso, foi desenvolvido junto a uma turma de alunos-professores do PEC Formação Universitária Municípios/São Paulo (2003-2004). Os dados foram analisados à luz dos conceitos de habitus, campo e capital simbólico de Bourdieu, da idéia de homem plural de Lahire e das concepções de tática e estratégia de Certeau. Ao enveredar por tais caminhos e análises, a investigação permitiu verificar que a formação de professores em serviço é uma preocupação internacional, alvo de iniciativas e políticas em todas as regiões analisadas. Um discurso comum tem sido adotado na área, ainda que traduzido em sentidos e ações muito diversas nos âmbitos locais. No caso específico brasileiro, do ponto de vista institucional e administrativo pode-se dizer que um sucesso relativo tem sido alcançado, já que milhares de professores foram certificados em nível superior em curto espaço de tempo. No caso do PEC Formação Universitária (São Paulo), do ponto de vista de seu funcionamento, por um lado, o estudo de caso revelou que aspectos não previstos pelos organizadores do Programa foram os principais responsáveis pela satisfação dos alunos-professores como, por exemplo, o processo de socialização profissional proporcionado, especialmente, pelo contato diário entre eles nos pólos onde se desenvolveram as atividades durante os dois anos de execução do programa. Por outro lado, ações previstas e por vezes adaptadas institucionalmente foram alvo de muitas críticas tanto por parte dos alunos-professores como dos agentes educacionais envolvidos, cujas manifestações apareceram na maioria das vezes sob a forma de resistência à academização da formação docente oferecida naqueles moldes. Entretanto, um dado importante deve ser ressaltado: a execução de programas especiais de formação em serviço, tal como se configurou no PEC Formação Universitária, permite à universidade conhecer mais de perto a escola e os professores, abrindo perspectivas de uma colaboração mais efetiva entre essas duas instituições formativas. Dentro desse escopo, a tese finaliza com propostas que visam a contribuir com projetos futuros que venham a repensar a organização e execução de programas dessa natureza e porte. / This research had as its goal to analyze the initiatives that have been undertaken in Brazil to certify at college level big contingent of teachers from childhood education and initial grades at the primary school, in an approach that tries to contemplate both the macro and the micro political level. In order to reach this goal, a survey was conducted about the special programs and courses created in Brazil from 1990 to 2000 to certify teachers at this level trying to relate this configuration with the international context, mainly Latin America and Europe (emphasizing the French context). With the purpose to understand how the policies and initiatives taken at governmental level are performed at the local level, this was searched by means of an empirical research to accompany the execution of a program, especially to try to understand the adaptations that the teachers did concerning this type of experience of formation and the knowledge produced by them in this peculiar context. The fieldwork, was done according to a case study, and was developed with a group of students- teachers of PEC College Education City Council/ São Paulo (2003- 2004). The data were examined according to the concepts of habitus, field and symbolic capital by Bourdieu, the idea of plural man by Lahire and the concepts of tactic and strategy by Certeau. In setting out for these paths and analysis, the investigation allowed to verify that the formation of teachers in-service is an international preoccupation, object of initiatives and policies in all regions analyzed. A common discourse has been adopted in the area, which was still translated in very diverse senses and actions at the local ambit. In the specific Brazilian case, in the institutional and administrative point of view it can be said that a relative success has been reached, once thousands of teachers were certified at college level within a short period of time. In the case of PEC College Education (São Paulo), from the point of view of its functioning, the case study revealed that the aspects not foreseen by the Program were principally responsible for the satisfaction of the students-teachers such as the process of professional socialization provided, specially, by the daily contact among them in the places where the activities took place during the two years of accomplishment of the program. On the other hand, the actions foreseen and sometimes adapted institutionally were the target of a lot of criticisms both by the studentsteachers and the educational agents involved, whose manifestations appeared most of the time under the form of resistance to the academification of teacher formation being offered in those patterns. However, an important fact has to be emphasized: the accomplishment of the special programs of formation in-service, as it was formed at PEC College Formation, allows the university to know the school and the teacher closer, opening perspectives of a more effective collaboration between both of these institutions which are formative. Within this purpose, the thesis ends with proposals that aim to contribute for future projects that rethink the organization and accomplishment of programs of this type and consistency.

Previous issue date: 2006-06-09 / The primary purpose of this Master´s Thesis is to discuss questions related
to the early childhood teachers´ professional education in the sense of
understanding how the PEC University Education in Municipalities program took
place in the state of São Paulo. With this aim in mind, a study was initially
conducted on the related laws in order to guide this research. In addition to
understanding the laws, several readings were effected to revise the existing
literature that served as basis to discuss the theme. Owing to some laws, plans,
resolutions and other documents, the history of early childhood education was
studied, together with rights and legal grounds of the professionals who operate in
this segment, as regards to their continuous formation to develop the study about
the program whose objective is the education of active teachers by developing a
special teachers background program addressed to teachers teaching from the
first to the fourth grades of the Elementary School and Early Childhood. The
principle adopted in this study is that a continuous education is a need, however, it is understood beforehand that having a good background so that professionals are
able to develop the required elements to operate in an engaged and competent
fashion is time-consuming. In this regard, emphasis is paced on the understanding
of the historic process and on the early childhood teachers professional
background. Which process started with a brief account of the life of the author of
this study. Then, some historical aspects of early childhood education were
examined, covering some topics considered extremely important for the
understanding and the study of the subject. The study proceeded with the
examination of the Laws of Guidelines and Bases of National Education (Law
4024/61, 5692/71, 9394/96), not to mention the 1988 Federal Constitution and the
Early Childhood National Curricula Reference with the purpose of showing of
provision of early childhood education. The treatment given to the teacher
operating in this educational level was identified in the same legal system, starting
from the helf of some theorists who approach the matter, specially regarding the
professional background of teachers working with early childhood students.
Subsequently, PEC - University Education in Municipalities ´ Program was
presented, as developed in the years 2003 and 2004 in the municipalities of São
Paulo, leading to the Final Consideration of the discussion of this Program
considered in light of the growing requirements imposed by the new times vis-àvis
the question of continuous education, coupled with the neoliberal questions
specific of a developing country such as Brazil´s. It is worth mentioning that this
study did not intend to cover the totality of these questions, but only to pinpoint
them as as interrelated. Therefore, it is expected that this research may serve as
a guide to other researches dealing with early childhood education and that
instead of becoming one more work on the academic shelve it may leaden the
area to new discussions and new debates in arising some people´s consciousness
and bringing about new insights towards a more critical, social, political and
educational reality / A presente dissertação de mestrado tem como objetivo inicial discutir
questões relacionadas à formação profissional de professores da educação
infantil no sentido de compreender como se deu a implementação do programa
PEC Formação Universitária Municípios no estado de São Paulo. Nesse intuito,
procurou-se inicialmente conhecer a legislação pertinente a esse respeito, a qual
subsidiou esta pesquisa. Além da preocupação em apreender a legislação,
efetivou-se diversas leituras no intento de revisar a literatura existente, que serviu
de embasamento para a discussão do tema. Diante de algumas leis, planos,
resoluções e outros documentos, procurou-se conhecer a história da educação
infantil, os direitos e fundamentos legais dos profissionais que nela atuam no que
respeita a sua formação continuada, tendo em vista desenvolver o estudo sobre este programa, que tem como objetivo a formação de professores em exercício,
constituindo-se em um programa especial de formação de professores de 1ª a 4ª
séries do ensino fundamental e da educação infantil. Partiu-se do princípio de que
a formação continuada é uma necessidade, porém, entende-se a priori que uma
formação contundente requer um tempo hábil para que os profissionais construam
a práxis necessária para atuar de maneira compromissada e competente. Neste
sentido, buscou-se compreender o processo histórico e da formação profissional
dos professores da educação infantil, iniciando-se esse processo a partir de um
resgate sucinto da trajetória de vida da autora deste estudo. Em seguida
procedeu-se um exame de alguns aspectos históricos da educação infantil,
apresentando-se alguns tópicos, os quais se afiguram extremamente importantes
para a melhor compreensão e estudo da matéria. Dando-se continuidade ao
estudo fez-se uma incursão pelas Leis de Diretrizes e Bases da Educação
Nacional (Lei 4024/61, 5692/71, 9394/96), além do exame da Constituição
Federal de 1988 e do Referencial Curricular Nacional de Educação Infantil, no
intuito de demonstrar o processo constitutivo do atendimento da educação infantil.
Identificou-se também, nos mesmos ordenamentos legais, o tratamento dado ao
professor que atua nesse nível educacional, a partir do auxílio de alguns teóricos
que abordam o assunto, especialmente no que respeita a formação profissional
dos docentes da educação infantil. Na seqüência, apresentou-se o Programa PEC
Formação Universitária Municípios, desenvolvido nos anos 2003 e 2004 na rede
municipal de São Paulo, possibilitando nas Considerações Finais a discussão
deste Programa, tendo-se como pano de fundo as crescentes exigências
impostas pelos novos tempos em relação à questão da formação continuada,
associadas às questões neoliberais específicas de um país em desenvolvimento
como o Brasil. Faz-se necessário informar que não se teve a pretensão de
abordar a totalidade dessas questões, intentou-se, tão somente, apontá-las como
relacionais. Assim, espera-se que esta pesquisa sirva de orientação para outros
pesquisadores na área da educação infantil e que a mesma, diferentemente de se
tornar mais uma produção nas prateleiras da academia, suscite novas discussões
e novos debates na área, inquietando alguns e, em outros, despertando novos
olhares em direção a uma realidade mais crítica, social, política e educacional

who participated like pupils of the Program of Continued Education (PEC Formation
University) to the experience of formation provided by this course, whose realization it
happened by means of a promoted convention, from 2001 to 2003, between the State
General office of Education of Sao Paulo and three universities of Sao Paulo (USP,
PUC-SP and UNESP). While focusing as the teachers survived such experience of
formation, this work looks to understand the forms for which these professionals realize
several formative situations that constituted the proposal of the course. To identify and
to characterize such perceptions questionnaires were applied, in the year of 2008, to
73 teachers ex-prisoners of the course, pertaining to the directors of education of
Northern I of the city of Sao Paulo. The data organized in pictures and charts, are
analysed by the theoretical support of authors like A. Nóvoa, M. Tardif, M. Huberman,
C. Dubar and P. Bourdieu, as well as with the help of other inquiries already carried out
on the subject, being considered the distances of these teachers and his position, be in
the social space for his origins economical-partner and his cultural habits, be regarding
the process of profissionalização in the teaching, professional distances and phase in
which they are in the run. The obtained results reveal what: it the question is teachers
who have families of social and economical origin marked by the low purchaising
power, with a patriarchal model, in which, the education of the women was not a
priority factor delimitador of his professional and formative choices. Under the
strength of this familiar and cultural context, the teachers see the formative situations
that had made that marks for few choices, but, like a social profit , that found in the
teaching a door of social ascent and social mobility , through which they could give to
the children a better life, a childhood different from what most of them had .Para, the
teaching was the only way of continuing the study and guaranteeing a profession. The
fact of being interacting with the exterior world and to occupying a determined social
space, in a profession that they consider of social relevance it seems to justify the
choice of the profession and the meaning of same in the trajectory of these teachers.
Of being a teacher what these professionals were building from the childhood, the
representations remain still today, when the fragility of his formation, which did not
make possible them to re-conceive these choices in a critical perspective, retaking his
history itself of life and formation was given. This process of formation, full of gaps and
survived in not much critical way, took the teachers to talk about his choices and about
the profession, taking for base affectionate aspects as "vocation", gift , call and
supervaluing the practical aspects of the profession, which cover up again the
determinants and social impositions that had along his distances of formation. The
PEC-Formação Universitária made possible they one certificate of superior teaching, a
reunion with the knowledge, a bigger security and prestige before the group of work,
did not represent them to me, in fact, for those it is a teacher, a change of vision on the
teaching profession / Este estudo tem por objetivo analisar os significados atribuídos pelos
professores que participaram como alunos do Programa de Educação Continuada
(PEC Formação Universitária) à experiência de formação proporcionada por este
curso, cuja realização se deu mediante um convênio promovido, de 2001 a 2003, entre
a Secretaria Estadual de Educação de São Paulo e três universidades paulistas (USP,
PUC-SP e UNESP). Ao focalizar como os professores vivenciaram tal experiência de
formação, este trabalho busca compreender as formas pelas quais esses profissionais
percebem as diversas situações formativas que constituíram a proposta do curso. Para
identificar e caracterizar tais percepções foram aplicados questionários, no ano de
2008, a 73 professores egressos do curso, pertencentes à Diretoria de Ensino Norte I
da cidade de São Paulo. Os dados, organizados em quadros e tabelas, são analisados
com o apoio teórico de autores como A. Nóvoa, M. Tardif, M. Huberman, C. Dubar e P.
Bourdieu, bem como com o auxílio de outras pesquisas já realizadas sobre o tema,
considerando-se os percursos desses professores e sua posição, seja no espaço
social por suas origens sócio-econômica e seus hábitos culturais, seja em relação ao
processo de profissionalização no magistério, percursos profissionais e fase em que
se encontram na carreira. Os resultados obtidos revelam que: se trata de professoras
que têm famílias de origem social e econômica marcada pelo baixo poder aquisitivo,
com um modelo patriarcal, no qual, a educação das mulheres não era prioridade
fator delimitador de suas escolhas profissionais e formativas. Sob a força desse
contexto familiar e cultural, as professoras vêem as situações formativas que tiveram
marcadas por poucas escolhas, mas, como um ganho social , elas encontraram no
magistério uma porta de ascensão social e mobilidade social , através da qual
puderam dar aos filhos uma vida melhor, uma infância diferente da que tiveram .Para
a maioria delas, o magistério foi o único meio de continuar o estudo e garantir uma
profissão. O fato de estar interagindo com o mundo exterior e ocupando um
determinado espaço social, numa profissão que consideram de relevância social
parece justificar a escolha da profissão e o significado da mesma na trajetória dessas
professoras. As representações de ser professora que essas profissionais foram
construindo desde a infância, permanecem ainda hoje, dada a fragilidade de sua
formação, que não lhes possibilitou reconhecer essas escolhas, numa perspectiva
crítica, retomando sua própria história de vida e formação. Esse processo de
formação, cheio de lacunas e vivenciado de modo pouco crítico, levou as professoras
a falarem de suas escolhas e da profissão, tomando por base aspectos afetivos como
vocação , dom , chamado e supervalorizando os aspectos práticos da profissão,
que acabam por encobrir os determinantes e imposições sociais que tiveram ao longo
de seus percursos de formação. O PEC-Formação Universitária possibilitou-lhes um
certificado de ensino superior, um reencontro com o saber, uma maior segurança e
prestígio diante do grupo de trabalho, mas não representou, de fato, para essas
professoras, uma mudança de visão sobre a profissão docente

Previous issue date: 2006-09-29 / The study aimed at analyzing the theoretical-methodological treatment given to the teaching of
Written Language in a process of education teachers-literacy teachers , taking into account the
nature of that professional role in the triad didactic: teacher/ student/ object- writing. The
initial idea was that the knowledge of writing is enrolled in the story of discursive actions of
human- in- the- world- with- Another. As reference there is a theoretical-conceptual
methodology inspired in Vygotski (1993, 1995), Bakhtin (1995, 2003), Foucault (2002) and
Eco (1989, 1995), as well, studies in the Language field, in which the ones from Faundez and
Mugrabi (2000, 2003) stand out, facing the theoretical tools that present and that seem
adequate to the object and to the goals of that work. The study field was PEC- Municipal
University Education, developed under the coordination of PUC-SP, which goal was to offer
Licentiate for teachers specialized in teaching children and beginning grades of the
Fundamental Teaching of municipal schools. This Program uses a non conventional
methodology using advanced technology, printing material and diversified team of teachers.
Considering that, the teaching content is transmitted by determined discursive ways from
didactic utterance destined for students-teachers, there is an analysis of conceptions and
subjacent feelings to foreseen activities in order to orienting about their role in the initiation
process of the children in the world of written language. In general, what the didactic
utterance, in the study ambit, provide is a group of data that project a triadic configuration in
which the interrelation formers/student-teachers/ writing teaching seem lacunaria and
inconsistent. That inconsistence observed in the university formation tends to affect the
interrelations teacher/children/object-written, for the emphasis in the formatting discourses in
making the teachers believe that the psychogenetic theory of the written language is the only
theory that make them able to do adequate interventions, not considering multiple
accomplishments and multidimensionality of the written language development process by
children. The evidence found lead to conclude that, in spite of the innovation attempts, there
are more continuities than ruptures in relation to conceptions and criticized practices / Este estudo teve como objetivo analisar o tratamento teórico-metodológico dado ao ensino da
Linguagem Escrita em um processo de formação universitária de professores-alfabetizadores,
levando em consideração a natureza do papel deste profissional na tríade didática:
professor/aluno/objeto-escrita, Segundo nosso ponto de vista, a linguagem escrita se inscreve
na história das ações discursivas do humano-no-mundo-com-o-Outro. Adotamos como
referência um quadro teórico-conceitual inspirado em Vygotski (1993, 1995), Bakhtin (1995,
2003), Foucault (2002) e Eco (1989, 2000), assim como, outros estudos no domínio da
Linguagem, dentre os quais destacamos os trabalhos de Faundez e Mugrabi (2000, 2003).
Nestes vários trabalhos encontramos as referências teóricas que nos pareceram mais
adequadas ao nosso estudo. O campo empírico de nossos estudos foi o Programa PECFormação
Universitária Municípios, desenvolvido sob a coordenação da PUC SP, cuja
finalidade era oferecer licenciatura para docentes da Educação Infantil e séries iniciais do
Ensino Fundamental das redes municipais. Este Programa adota uma metodologia nãoconvencional
que faz uso de tecnologia avançada, material impresso e uma equipe
diversificada de professores. Considerando que, o conteúdo de ensino é veiculado através de
determinadas formas discursivas, a partir dos enunciados didáticos dos formadores, tentamos
analisar as concepções e sentidos subjacentes às atividades previstas para orientar os alunosprofessores
quanto ao seu papel no processo de iniciação da criança no mundo da linguagem
escrita. De modo geral, os dados analisados projetam uma configuração das inter-relações
formadores/alunos-professores/ensino da escrita se mostram lacunares e inconsistentes. Esta
inconsistência observada na formação universitária tende a afetar as inter-relações
professor/crianças/objeto-escrita, mediante a ênfase nos discursos formadores em fazer crer
aos professores que a psicogênese da linguagem escrita é A Teoria que lhes permite
acompanhar a escrita da criança [...] e fazer intervenções adequadas, desconsiderando que
unidimensionalidade do pensamento é insuficente para explicar a multidimensionalidade do
processo de desenvolvimento da linguagem escrita, pelas crianças. Enfim, as evidências
encontradas encaminham à conclusão que, apesar das tentativas de inovação, há mais
continuidades que rupturas em relação às concepções e práticas criticadas
