Die Broschüre zeigt die Umsetzung der Wasserrahmenrichtlinie im Bereich der Landwirtschaft in Sachsen. Beispielhaft erläutert werden Problemstellungen und die Lösungsansätze im kooperativen Ansatz zwischen der öffentlichen Verwaltung und den Landwirtschaftsbetrieben. Hierdurch sollen Landwirte ermutigt werden, sich an den Projekten zur koorerativen Umsetzung zu beteiligen. Für die Umwelt und für den eigenen Betrieb können somit Verbesserungen erzielt werden.

Enhancing Britain's rivers : an interdisciplinary analysis of selected issues arising from implementation of the Water Framework Directive

The Water Framework Directive requires reduced environmental impacts from human activities and for the assessment of the non-market benefits of pollution remediation schemes. This policy shift has exacerbated the research problems surrounding the physical, social and economic consequences of the relationship between land use and water quality. This research seeks to quantify the major socio-economic and environmental benefits for people which may arise as riverine pollution is reduced. To achieve these aims this research integrates primary data analyses combining choice experiment techniques with geographical information system based analyses of secondary data concerning the spatial distributions of riverine pollution. Current knowledge on the microbial quality of river water, measured by faecal indicator organism (FIO) concentrations and assessed at catchment scale, is inadequate. This research develops generic regression models to predict base- and high-flow faecal coliform (FC) and enterococci (EN) concentrations, using land cover and population (human and livestock) variables. The resulting models are then used both to predict FIO concentrations in unmonitored watercourses and to evaluate the likely impacts of different land use scenarios, enabling insights into the optimal locations and cost-effective mix of implementation strategies. Valuation experiments frequently conflate respondents’ preferences for different aspects of water quality. This analysis uses stated preference techniques to disaggregate the values of recreation and ecological attributes of water quality, thereby allowing decision makers to better understand the consequences of adopting alternative investment strategies which favour either ecological, recreational or a mix of benefits. The results reveal heterogeneous preferences across society; specifically, latent class analysis identifies three distinct groups, holding significantly different preferences for water quality. From a methodological perspective this research greatly enhances the ongoing synthesis of geographic and economic social sciences and addresses important policy questions which are of interest to a variety of stakeholders, including government departments and the water industry.

En la presente tesis doctoral se desarrollan una serie de procedimientos para evaluar el estado de los diversos componentes bióticos (fitoplancton, macroalgas, invertebrados bentónicos) y abióticos (calidad fisicoquímica de las aguas) del medio marino en relación a la incidencia humana sobre el mismo. El objetivo de dichos procedimientos es dar respuesta a las exigencias establecidas en la Directiva Marco del Agua (Directiva 2000/60/CE) en lo que respecta a la evaluación del estado ecológico de las masas de agua costeras. En este sentido, además de ampliar el conocimiento existente sobre las características fisicoquímicas y biológicas de las masas de agua costeras de Cantabria, constituye una importante aportación tanto desde el punto de vista científico como desde el punto de vista de la gestión. Entre las contribuciones más destacadas de esta tesis cabría mencionar el desarrollo del Índice de Calidad de Fondos Rocosos (CFR) para la valoración de las comunidades de macroalgas costeras. / In this PhD. Thesis, several procedures are developed to assess human influence on the status of the marine environment biotic (phytoplankton, macroalgae, benthic invertebrates) and abiotic (physicochemical quality of water) components. The purpose of these approaches is to meet the requirements of the Water Framework Directive (2000/60/EC) regarding the ecological status assessment of coastal water bodies.In this sense, besides increasing the existing knowledge on the physicochemical and biological characteristics of the Cantabrian coastal water bodies, it provides an important contribution both from a scientific and a management point of view. One of the most outstanding contributions of this thesis is the development of the Quality of Rocky Bottoms Index (CFR) for the assessment of coastal macroalgae communities.

Aproximación ecotoxicológica a la contaminación por metales pesados en la laguna costera del Mar Menor

El objetivo de la Tesis es obtener una visión de la situación actual de la laguna costera del Mar Menor en relación con la contaminación por metales pesados procedentes de actividades mineras mediante el empleo de herramientas ecotoxicológicas. Comienza con el estudio de la entrada de residuos mineros en el ecosistema, su distribución en las aguas de la laguna así como los efectos tóxicos asociados. Continua valorando la biodisponibilidad de los metales contenidos en los sedimentos lagunares mediante pruebas de toxicidad y de bioacumulación; sus efectos en praderas de fanerógamas y comunidades de invertebrados asociados, para continuar determinando la potencial transferencia trófica de metales en las redes alimenticias lagunares y su posible biomagnificación. Finalmente, la Tesis concluye determinando la utilidad de indicadores propuestos para su aplicación en la Directiva Europea Marco del Agua cuando son aplicados a dos ecosistemas acuáticos contaminados por contaminación tóxica (metales pesados). / The objective of the Thesis is to determine the present situation of the Mar Menor coastal lagoon in relation with the contamination caused by heavy metals coming from old mining activities through the use of ecotoxicological tools. It begins with the study of the entrance of mining wastes in the lagoon ecosystem, its distribution in the lagoon waters as well as their toxic effects. It continues assessing the bioavailability of metals contained in sediments of the lagoon by means of bioaccumulation studies and toxicity tests; their possible deleterious effects on marine phanerogams and associated invertebrate communities. It also determines the potential trophic transfer of metals in trophic webs of the lagoon studying the possible biomagnification of metals. Finally, the Thesis concludes determining the utility of some indicators proposed for their application in the European Water Framework Directive when they are applied to aquatic ecosystems impacted by toxic contamination (heavy metals).

In der Studie wurde eine Maßnahmenplanung zur gemeinsamen Umsetzung der Wasserrahmenrichtlinie (WRRL) und der Fauna-Flora-Habitat-Richtlinie (FFH-RL) unter Berücksichtigung des Biotopverbunds erstellt. Ziel war es, eine optimale Nutzung von Synergieeffekten zu erreichen. Projektgebiet war das FFH-Gebiet »Lossa und Nebengewässer«, das sich überwiegend im Landkreis Leipzig befindet. Mit dem angewendeten Planungsansatz können die finanziellen Aufwendungen bei der praktischen Umsetzung minimiert werden. Zielkonflikte konnten mittels Umsetzbarkeitsanalyse und daraus abgeleiteter Maßnahmenpriorisierung gelöst werden. Die ebenfalls im Rahmen des Projektes erstellte allgemeine Handlungsanleitung (Heft 11/2014 der Schriftenreihe) wurde in dem Pilotgebiet erfolgreich angewendet.

Implementering av miljökvalitetsnormer för vatten i samband med miljökonsekvensbeskrivning / Implementation of Environmental Quality Standars for Water in Connection with Environmental Impact Assessment

EU:s ramdirektiv för vatten kom år 2000 och har som uppgift att förbättra vattenkvaliteten inom unionen. Direktivet är rättsligt bindande för medlemsstaterna och har målet att samtliga vattenförekomster i EU ska nå minst god status. I arbetet med vattenförvaltningen används begreppen statusklassificering, som är ett mått på rådande vattenkvalitet i vattenförekomsten, och miljökvalitetsnormer, som den vattenkvaliteten vattenförekomsten ska ha vid en viss tidpunkt. Statusklassificeringen består av ekologisk och kemisk status. Ekologisk status bedöms utifrån kvalitetsfaktorer (exempelvis växtplankton, näringsämnen), som bedöms av parametrar (exempelvis biovolym, total fosfor), och kemisk status utifrån EU bestämda gränsvärden för prioriterade ämnen. 2015 kom Weserdomen, som är ett förhandsavgörande från EU-domstolen om tolkning av ramdirektivet för vatten, rörande medlemsstaternas skyldighet att inte lämna tillstånd till projekt som orsakar en försämring av status eller äventyrar miljökvalitetsnormen samt innebörden att en försämring av status föreligger då en kvalitetsfaktor ändras en statusklass. Weserdomen har förändrat rättsläget för miljökvalitetsnormerna och har i Sverige skapat stora osäkerheter vid tillstånd och miljökonsekvensbeskrivning (MKB), med behov av att på sikt förändra lagstiftningen. Syftet med examensarbete är att studera hur Mark- och miljööverdomstolen hanterat Weserdomen vid prövning samt hur miljökvalitetsnormerna för ytvatten bör hanteras i MKB för projekt. För att undersöka detta genomfördes en litteraturstudie, en rättsfallsstudie av Mark- och miljööverdomstolens domar samt en studie av detaljnivån på redovisningen av miljökvalitetsnormerna i MKB för projekt. Litteraturstudien visar att Weserdomen innebär ett skärpt rättsläge för miljökvalitetsnormerna, att ekologisk status har fått samma rättsverkan som kemisk status samt att svensk lagstiftning behöver anpassas till det nya rättsläget. Rättsfallsstudien visade att miljökvalitetsnormerna fått en viktig roll i tillståndsprövning och att bedömning av påverkan ska göras utifrån kvalitetsfaktorer och har stor betydelse vid prövning. Utifrån studien över detaljnivån i MKB ställs större krav på redovisning av påverkan på kvalitetsfaktornivå. Dock finns utrymme att förbättra motiveringen av relevanta och icke-relevanta kvalitetsfaktorer. / The EU Water Framework Directive came in the year 2000 and its aim is to improve the water quality within the union. The directive is legally binding for all member states and sets out to achieve good status for Europe’s all water bodies. In the work of water management are the following two terms commonly used, the concept of status classification, a measure of the water quality in a water body, and Environmental Quality Standards (EQS), the time when a certain water quality should be reached. The status classification consists of ecological quality and chemical quality. Ecological quality is assessed based on quality factors (e.g. phytoplankton, nutrients), which are assessed based on parameters (e.g. biovolume, total phosphorus), and chemical quality is assessed from an EU-defined limit value. In 2015 came the Weser ruling, a preliminary ruling by the European Court of Justice regarding interpretations in the Water Framework Directive. The Court found that the member states are required to not give permission to a project that could cause a deterioration of status or jeopardize current environmental quality standard in a water body. Regarding the interpretation of when a “deterioration of status” occurs, the Court found that it occurs when a quality factor is lowered by one statues class. The Weser ruling has changed the legal situation around the environmental quality standards, which in Sweden has led to major uncertainties among authorizations and Environmental Impact Assessment (EIA). In Sweden, an adjustment of the law is considered needed. This master thesis main purpose is to study how the Land and Environment Court of Appeal has dealt with the Weser ruling in trial and how Environmental Quality Standards for surface water should be managed in EIA for projects. The thesis consists of a literature study, a study of cases in the Land and Environment Court of Appeal and a study of the presentation of Environmental Quality Standards in EIA in projects. The study shows that the Weser ruling leads to a stronger interpretation of the Environmental Quality Standards, gives the ecological statuses the same legal value as chemical statues and lead to a need for adaption of the Swedish legalization to the new legal position. The case study shows that Environmental Quality Standards plays an important role during trial and that the impact assessment should be done on at the level of quality factors and is of great importance for the trial. The study of presentation in EIA shows higher demands on impact assessment at the level of quality factors, but still has room for improved motivation of relevant and non-relevant quality factors.

Improving Decision Support Systems for Water Resource Management

The Water Framework Directive (WFD) structures long-term plans for Europe's threatened water resources. Owning to the inherent and human-made complexities of the water cycle, stakeholders must move strategically to avoid crisis and restore sustainability. Yet, the reality of water resource management today is falling short on delivery. Stakeholders require strategic tools that will help them to build consensus and take action in the right direction. Using the Framework for Strategic Sustainable Development (FSSD), this study shows how Decision Support Systems can be strategically improved using a whole-systems approach grounded in basic Principles for Sustainability. In this way, stakeholders will be capable of making synchronized moves towards sustainability and thus more likely to realize the WFD’s goal of ‘good status’ for all European waterways by 2015.

Avec pour cas d’étude les Programmes de mesures de la Directive-cadre « stratégie pour le milieu marin », cette thèse étudie les usages attendus et effectifs des évaluations économiques, et plus largement du langage économique, dans l’élaboration des politiques publiques d’environnement. En France, les Programmes de mesures ont été élaborés via des réunions rassemblant des membres des administrations centrales et déconcentrées ainsi que des parties prenantes, aussi bien au niveau national qu’à l’échelle des sous-régions marines. Une étude des incidences socio-économiques et environnementales des mesures nouvelles, présentée comme une analyse coût-efficacité, a été conduite par des bureaux d’études. Des observations directes ont été menées au cours de 27 de ces réunions.Une analyse de contenu des discours ainsi collectés montre un faible recours au langage économique (i.e. interventions et arguments économiques). Toutefois, la proportion de langage économique dans l’ensemble des discours augmente après la présentation des résultats de l’étude d’incidences. L’absence d’objectifs bien définis et majoritairement acceptés par les parties prenantes émergeant du processus d’élaboration des Programmes de mesures explique en partie la difficulté qu’a eue l’étude d’incidence à remplir son rôle d’outil d’aide à la décision. L’élaboration des Programmes de mesures a alors été analysée comme un processus de coordination entre agents, nécessitant l’émergence de représentations communes des problèmes d’environnement marin, dans un contexte de forte incertitude. Une analyse textuelle menée sur 25 extraits d’entretiens auprès de participants au processus d’élaboration des Programmes de mesures fait apparaître la coexistence de quatre représentations du Bon état écologique. / With a focus on the programmes of measures of the European marine Strategy Framework Directive, this work explores the expected and effective uses of economic valuation, and more widely of economic language, in support of the implementation of environmental public policy. In France, the programmes of measures were elaborated via meetings gathering central and decentralised administration members as well as stakeholders, both at national and sub-marine regions scales. A socio-economic and environmental impact assessment of new measures, presented as a cost-effectivness analysis, has been conducted by external consultants. Direct observations were conducted during 27 of those meetings. A content analysis of collected speeches shows that economic language (i.e. economic interventions and arguments) is hardly ever used. However the share of economic language within speeches increases once the impact assessment of new measures has been introduced. The lack of well defined and widely accepted objectives arising from the programmes of measures elaboration process partly explain why impact assessment struggled to find its place as a tool for supporting decision-making. The Programme of measures elaboration has then been analysed as a coordination process, requiring emergence of shared representations of marine environment issues, in a highly unpredictable context. The textual analysis of 25 interviews extracts, conducted with participants to the programme of measures elaboration process, highlights the coexistence of four representations of the Good environmental status.

Impact des facteurs anthropiques sur les communautés piscicoles lentiques : vers l'élaboration d'un indice poisson

L’ichtyofaune est encore peu utilisée en bioindication sur les plans d’eau, alors que la demande des gestionnaires est forte, notamment dans le contexte de la mise en œuvre de la Directive Cadre Européenne sur l’Eau. L’objectif de cette thèse est d’analyser la réponse de l’ichtyofaune à diverses pressions anthropiques, afin de définir des variables biologiques de bioindication et construire un indice rendant compte de l’état écologique des lacs naturels et des retenues français. Plusieurs questions sont successivement abordées.En première analyse, les possibilités de sélection de métriques répondant à des pressions s’exerçant sur le bassin versant sont explorées par une approche typologique. L’analyse consiste à effectuer des classifications des plans d’eau, puis à établir, au sein de chaque groupe homogène d’un point de vue environnemental, des régressions linéaires entre les métriques candidates et les pressions. Les résultats montrent la pertinence de l’ichtyofaune en bioindication sur ces milieux, mais mettent en exergue des limites à cette approche typologique. Ainsi, afin de tester la possibilité de construction d’un bioindicateur commun aux lacs naturels et aux retenues, une méthode alternative dite « site spécifique » a ensuite été développée. Une modélisation statistique a été appliquée pour contrôler l’effet de l’environnement naturel sur les communautés piscicoles lacustres. Cette analyse montre que les métriques piscicoles répondant aux pressions sont différentes entre les deux types de milieux. La dernière étape, explique le développement d’un indicateur, construit sur le principe de la mesure d’un écart à la référence, en se basant sur une approche de type statistique par hindcasting. Cette méthode encore peu utilisée permet de s’affranchir de la sélection de sites de référence en France en modélisant les conditions biologiques de référence, i.e., telles qu’elles seraient en l’absence de pression anthropique. Les caractéristiques des communautés piscicoles des sites non perturbés sont ensuite comparées à celles des sites plus ou moins impactés par des pressions anthropiques. Ont été considérées ici les pressions s’exerçant à l’échelle du bassin versant et localement sur les plans d’eau. Suivant ce protocole, un indice poisson lacustre issu de la combinaison de métriques répondant conjointement à des pressions anthropiques globales et locales est proposé pour les lacs naturels et pour les retenues.Les avancées de ce travail et les perspectives sont ensuite discutées au regard du contexte européen de la gestion des milieux aquatiques. / Fish communities remain underused in the domain of lentic ecosystem bioindication, even though water managers need such tools in the current context of the Water Directive Framework. The objective of this thesis was to analyse the fish communities’ response to various anthropogenic pressures, in order to define the candidate biological variables in bioindication and to develop an index to evaluate the ecological status of French natural lakes and reservoirs. Several questions are raised.First of all, the means available to select fish-based metrics responding to catchment-scale anthropogenic pressures are analysed using a typological approach. This analysis consists in classifying lentic ecosystems using classifications, and then, within each homogenous group of ecosystems identified based on environmental criteria, performing linear regressions between candidate fish-based metrics and anthropogenic pressures. The results clearly show that fish communities could be used as good bioindicators for the lentic ecosystems, but they also underline the limits of typological approaches.To test how a bioindicator shared by natural lakes and reservoirs could be developed, an alternative site-specific method was subsequently developed. Statistical modeling was applied to control the natural environmental effects on lentic fish communities. This analysis shows that fish-based metrics responding to catchment-scale anthropogenic pressures differ in the two types of lentic ecosystems.The last part reports the development of an index, based on the reference condition approach, using a hindcasting statistical approach. This method, still infrequently used, enables one to sidestep the problem related to the selection of reference sites in France. Furthermore, this method allows modeling biological reference conditions, i.e. conditions without anthropogenic pressures. Fish communities’ characteristics are then compared for both undisturbed sites and sites that are more or less impacted by anthropogenic pressures. Both catchment-scale and local anthropogenic pressures were considered in this analysis. Following this protocol, a lake fish-based index resulting from the combination of metrics that respond jointly to global and local anthropogenic pressures was developed for natural lakes and reservoirs. Finally, the advances made as a result of this research and its perspectives are discussed with regards to the European context of aquatic ecosystem management.
