Die rol van skoolbeheerliggame in die aanbeveling van prinsipale aanstellings : uitdagings vir plattelandse skole

Thesis (MEd)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: The democratic elections in South Africa in 1994 were followed by far-reaching changes. Legislation was changed to entrench the democratic principles of the young democracy and to involve South African communities in decision-making. For example, the South African Schools Act (84 of 1996) was introduced to promote democracy and to transform society. It merged the different pre-1994 education departments, to build an education system on a non-discriminatory basis, to protect the education rights of learners and to give parents more power in school governance. The introduction of school governing bodies with certain powers and responsibilities was a significant step towards the decentralisation of power in the South African school system. The aim of the study was to explore the role of school governing bodies in recommending candidates for appointment as school principals and to establish what challenges they experienced. A qualitative research design was used to answer the research question. Personal interviews were held with eight governing body members of two schools and a departmental official. Data was generated by semi-structured questions, enabling participants to share their experiences and perceptions of the recommendation process. The data was subsequently analysed and findings stated. The literature review in Chapter 2 revealed huge challenges for parents on governing bodies, especially in previously disadvantaged schools, with parents‟ illiteracy as a key factor. The school governing bodies that participated in the study were heavily dependent on the guidance of the departmental official. They moreover admitted that they were unable to carry out the recommendation process without the official‟s guidance. Secondly, the research findings showed that the governing body members had little knowledge of education policies and were inadequately trained. This study attempted to gain a deeper understanding of the school governing bodies‟ perspectives of their own abilities. Despite the challenges they experienced, they believed that they were able to fulfil their duties and that they did not need any schooling to serve on the school governing body. The results indicate that the literacy levels of members of school governing bodies nevertheless do play a role in their ability to carry out their duties and activities and that more intensive training is needed to enhance their capacity. / AFRIKAANSE OPSOMMING: Na die demokratiese verkiesing in 1994 het grootskaalse veranderinge in Suid-Afrika plaasgevind. Wetgewing is verander om gestalte te gee aan die demokratiese beginsels van die jong demokrasie en om die Suid-Afrikaanse gemeenskap te betrek in sekere besluitnemings. Die Suid-Afrikaanse Skolewet (84 van 1996) is byvoorbeeld ingestel om demokrasie te bevorder en om die Suid-Afrikaanse samelewing te transformeer. Dit het die verskillende onderwysdepartemente van voor 1994 verenig om die onderwysongelykhede van die verlede reg te stel, leerders se regte ten opsigte van opvoeding te beskerm en die ouergemeenskap groter inspraak in en deelname aan skoolbeheer te gee. Skoolbeheerliggame is ingestel met sekere magte en verantwoordelikhede. Die vestiging van skoolbeheerliggame verteenwoordig ʼn betekenisvolle desentralisasie van mag in die Suid-Afrikaanse skolestelsel. Hierdie navorsing het beoog om die rol wat skoolbeheerliggame speel in die aanbeveling van kandidate vir aanstelling as prinsipale in skole na te vors en vas te stel watter uitdagings hulle ervaar. Om die navorsingsvraag te beantwoord, is ‟n kwalitatiewe navorsingsontwerp gebruik. Data is verkry deur persoonlike onderhoude te voer met agt lede van twee skole se skoolbeheerliggame en een departementele amptenaar. Semi-gestruktureerde vrae het deelnemers in staat gestel om hul eie ervarings en persepsies van die aanbevelingsproses te beskryf. Daarna is die data ontleed en bevindings gemaak. Die literatuurstudie in hoofstuk 2 dui aan dat daar groot uitdagings is vir ouers op skoolbeheerliggame, veral in voorheen benadeelde skole, as gevolg van die ongeletterdheid van die ouers. Die skoolbeheerliggame in hierdie studie toon groot afhanklikheid van die hulp van die departementele amptenaar en erken selfs dat hulle nie die aanbevelingsproses sonder die hulp van dié amptenaar sou kon uitvoer nie. Tweedens is daar ook bevind dat die skoolbeheerliggame min kennis het van onderwyswetgewing en dat hul opleiding baie gebrekkig is. Hierdie studie het ook gepoog om ʼn dieper insig te verkry van die skoolbeheerliggame se perspektiewe van hul eie vermoëns. Ten spyte van die tekortkominge wat die lede van die skoolbeheerliggame ervaar, glo hulle dat hulle opgewasse is vir die taak en dat hulle geen skolastiese opleiding benodig om in ‟n skoolbeheerliggaam te dien nie. Die resultate toon egter dat die geletterdheidsvlakke van die lede van skoolbeheerliggame wel ʼn rol speel in die uitvoering van hul pligte en werksaamhede en dat meer intensiewe opleiding nodig is om hul kapasiteit te verhoog.

Assessing the performance of school governing bodies of selected farm schools in the Limpopo Province

This research was conducted in the Waterberg District with particular focus on the Nylstroom Circuit. The primary aim of this research was to assess the performance of farm school governing bodies in the Limpopo Province. The farm schools that were selected for this purpose were in the Nylstroom Circuit since it had a number of farm schools. The school governing body members such as the chairpersons, the principals and educators in the governing bodies of those farm schools participated in this study. The primary data collection method used in this research was semi-structured interviews. Participant observations were carried out on the sites before the interviews were conducted. Documents were analysed at the randomly selected schools. This research revealed that many farm school governing bodies cannot perform their duties because of various challenges such as poverty, illiteracy, lack of time off from work and the long distances that have to be travelled to meetings. In order for these farm schools to overcome these challenges, this research made a number of recommendations, based on the conclusions reached. / Educational Studies / (M.Ed. Educational Management))

Analýza příjmů venkovských obcí / Analysis of the incomes of rural municipalities

Thesis on the analysis of incomes of rural municipalities will assess the amount, structure and dynamics of the incomes of rural municipalities in the Czech Republic. Incomes are analyzed in the period 2001 ? 2008 and are dividend into tax, non-tax, capita and received subsidies. The thesis presents the theoretical basis for the analysis, particularly for the legislative influences that cause ganges in incomes of minicipal budgets. The central charter of municipal budgets as tax revenues that are derived from existing law on budgetary determinativ of taxes. Tax revenues of municipalities consist of shared taxes, entrusted taxes and local fees. The most significant change in tax revenues occurred in 2008, which inceased income, especially in smaller communities. In terms of structure are the most signifiant tax revenues from shared taxes. Non-tax revenues mainly comprise revenues from their business. Capital incomes follow from sale of fix assets and it is the smallest share of the total incomes. The second most important income are received subsidies. They are dividend according to the purpose of investment and common. Rural municipalities are dividend into five categories because of comparison. And there is salso introduced one category of non-rural municipalities. The analysis of incomes shows that municipalities in the suburban zones have a different structure of their income.

L’atelier de l’État : des Instituts régionaux d’administration pour former les cadres intermédiaires de la fonction publique (1966-2013) / The manufacture of the State : the education of middle managers for public administration in Regional Administration Institutes (1966-2013)

Chaque année, près de 700 attachés d'administration de l'État sont recrutés par concours. Ni agents de guichet ni hauts fonctionnaires, ce personnel peuple les échelons intermédiaires de la fonction publique, mais reste invisible aux usagers et peu connu des sciences sociales. Depuis 1970, les Instituts régionaux d'administration (IRA) ont la charge d’unifier le recrutement et d’homogénéiser les pratiques de ces fonctionnaires. L'étude de cette formation permet d’entrer dans l’atelier où se construit le mandat confié par l’État à ces cadres intermédiaires.Alliant sociologie de l'administration et sociologie de la socialisation, nous adoptons trois regards sur la formation de cet encadrement administratif intermédiaire. D'abord, l'analyse socio-historique des réformes des IRA éclaire à la fois les obstacles à la constitution d'un « corps interministériel » des attachés, et les compromis entre ministères qui permettent de stabiliser l'architecture de formation. À l'échelle de l'institution ensuite, l'étude des savoirs prescrits et enseignés donne à voir comment sont valorisées les activités des cadres intermédiaires au cours de leur formation, modélisant différentes figures de l'attaché. L'approche ethnographique du travail socialisateur de l'institution montre enfin que le mandat de l'attaché se fabrique aussi dans la variation des modes d'appropriations et dans les décalages par rapport aux attentes institutionnelles. Ces trois scènes d'investigation constituent un observatoire de la double tension qui travaille l'encadrement administratif intermédiaire : celle qui oppose l’unification du groupe à sa dispersion, et celle qui défend l’autonomie de l’attaché dans le processus de délégation hétéronome des tâches. À la fois encadré et encadrant, « technique » et « généraliste », « juriste » et « manager », le mandat de l'attaché oscille en fonction de ce que l'État – depuis les administrateurs des ministères jusqu'aux formateurs des IRA – veut faire de son administration. / Every year in France, about 700 administrative officers (French attachés) get hired thanks to a competition. They are neither street level bureaucrats nor top civil servants, but these civil servants constitute most of the intermediate administrative staff of public services. Yet, they remain mostly invisible to citizens and little known to social scientists. Since 1970, Regional Administration Institutes (IRA) have been designed to merge and homogenize the recruitment, training, and practices of these public agents. The study of those educational institutions sheds light on the process through which the State assigns these middle managers a specific mandate.Combining sociological approaches of public administration and of socialization, three perspectives related to the middle managers’ training are being developed. First, a socio-historical analysis of the reforms of the IRA sheds light on hardships encountered by the administration in establishing an inter-ministerial “corps”. This approach allows us to understand compromises between ministries that allow the stabilization of the training’s organization. Then, within the IRA institution, the study of prescribed and taught knowledge enlightens the different activities entrusted to middle managers during their training. These skills shape various figures of the public services' middle managers. Finally, an ethnographic approach of processes of socialization within the IRA institution shows that the mandate of the attaché also stems from various modes of appropriation and discrepancies from institutional expectations.These three sites of investigation constitute an interesting vantage point of two type of deep-seated tensions among middle management. First, the tension between the unification of the group and its scattering. Then, that between the attachés’ autonomy and their participation in the “dirty work” chain of delegation. Both manager and managed, both technician and non-specialist, both legal expert and team leader, the mandate of these middle managers fluctuates depending on what the State wants to achieve with its administration.

Nominal Compounds in Old Latvian Texts in the 16th and 17th Centuries

This thesis investigates the system of compounding attested in the earliest written Latvian texts of the 16th and 17th centuries. The philological analysis presented in this work is the first systematic attempt to extensively treat compounds in Old Latvian. The purpose of this thesis is to thoroughly describe the system of compounding of the earliest period of written Latvian. One of the main aims of the analysis provided in this work is to determine whether the Old Latvian compounds were distinguished in terms of their meaning and form. This is why another important aim of this study is to discern the most characteristic formal properties of each category of compounds in Old Latvian. This study also addresses the morphological variation of the components of compounds and seeks to explain why one finds different tendencies of compounding in the texts of this period.    Firstly, it is shown in this thesis that compounds in Old Latvian were clearly distinguished in terms of their meaning. The main semantic types of Old Latvian compounds, which were analyzed in this study, are the determinative compounds, the possessive compounds, the verbal governing compounds, and the copulative compounds. Secondly, it is argued that the aforementioned types of compounds were clearly differentiated in terms of the formal properties of their components. A large number of possessive compounds and verbal governing compounds had the compositional suffix -is (m.)/-e (f.). By contrast, only a handful of determinative compounds had this suffix. In view of the distribution of the suffix found in the Old Latvian compounds, it is suggested that the suffix was originally restricted to adjectival compounds. Furthermore, the different types of compounds in Old Latvian were also distinguished in terms of the first component. In the majority of cases, both the possessive compounds and the verbal governing compounds were coined without linking elements, while the determinative compounds had linking elements to a larger extent. Thirdly, it is proposed in this thesis that a part of linking elements used in the determinative compounds in Old Latvian originated from the original stem vowels of the first components. Thus, it is argued that stem compounds were still attested in the Old Latvian texts, although this Baltic model of coining compounds is no longer visible in Modern Latvian. Lastly, it is suggested that the tendencies of compounding found in the texts under discussion represent dialectal differences. Another contribution of this study is that the Old Latvian compounds are not treated in isolation, but analyzed in drawing parallels with compounds in the other Baltic languages, Lithuanian in particular. Hence, by analyzing common features and similarities between the compounding systems, the Old Latvian compounds are positioned within the context of the Baltic system of compounding.

There is a basic need to investigate the nature of parental involvement in school governance, particularly in relation to policies enshrined in the Parent Teacher Association (PTA) guidelines. The study examined the parents' commitment to execute their school governance role properly and to determine their capacity to fulfil their responsibilities with respect to the powers and functions vested in them. Education was merely the domain of the school and parents were discouraged from interfering in matters of school governance, therefore parental participation has been very limited.
