A study of current teacher professionals and their attitudes towards promotion and careers

This study focuses on the career paths and career projections of teacher professionals who are at a stage in their professional roles where they have not embarked upon senior leadership positions in the schools in which they work. Often research has focused retrospectively on the career paths of those already in leadership posts rather than those who are expected to be aspiring to leadership, have discounted this option or are yet to make a decision. Increasing numbers of re-advertisements for headship posts indicates a lack of willing or suitable candidates applying. Changes to school staffing structures and the role of headteachers in recent years have resulted in greater responsibilities including financial matters and the maintenance of premises. Government policies in favour of schools becoming academies has removed local authority support and placed increased pressure on individual school leaders. These factors coupled with the external inspection system and the media focus on so called failing schools has led to the role of head becoming unattractive to many and this study aims to collect the views of a sample of teachers regarding this role. Six schools of similar type were selected from within one local authority and a survey was utilised in order to collect data. This was initially in the form of a questionnaire completed by seventy nine teachers from which twelve participants took part in two interviews each. Teachers were subsequently organised into one of four career categories; 'careerist', 'serendipity', 'active choice' and 'stuck'. Analysis of the data indicates that many teacher professionals do not plan to become senior leaders or heads. This is in agreement with many serving heads who in existing research claim not to have planned their routes to headship. However, the majority of the sample in this study have already ruled out the role of head, finding the pressures and perceived stress of the role unappealing and not wishing to lose their identity as classroom teachers. The underrepresentation of women in headteacher posts does not look likely to be addressed in the near future as females in the study are more likely to feel unable to pursue leadership roles often due to family commitments. A larger proportion of females have made the choice not to pursue leadership roles than males, even when those females did not necessarily have the pressures of home responsibilities. For many females future decisions regarding starting families and seeking promotions produced dilemmas that men did not appear to have to confront. These factors look likely to lead to continued headteacher shortages in the short term with no real incentives to encourage females to pursue such posts now or in the future.

This also encompasses moral education. In order to get purposeful moral education, pupils choose either ethics or religion each year, both of which are available in school. Moral education is complicated because ethics has neither a single material sphere of expression nor a single area of education; ethics can be educated in all the areas of both life and education revealing human values and valuable relations. A year in the life of the primary head teacher

This study was conducted to establish patterns of Primary Head Teacher behaviour over a complete school year, including weekends and holidays. Certain aspects of the role of the Primary Headteacher were also investigated. Two Head Teachers kept diaries, recording daily the nature of activities being undertaken and the length and frequency of them. A group of 25 Head Teachers also participated by completing diaries for periods of 2 weeks each - at different times of the year. The diaries were analysed by classifying recorded activities against category criteria, which had been agreed and devised with the Head Teachers prior to the commencement of the project. The evidence, once interpreted and collated, was brought to the attention of the two principal respondents one year after their diaries had been completed to assess their response and seek their views. This was repeated after a further period of twelve months had elapsed. The study shows that Primary Head Teachers' behaviour is characterised by long hours spent on multifarious tasks and activities of varying importance, with frequent interruptions and often brief duration. One of the main diary keepers was an experienced Head Teacher, the other was beginning her first Headship, whilst the remaining Head Teachers had a range of experience. The total amounts of time devoted to school-related issues, the range of activities being undertaken and the frequency of activity change were remarkably similar for all Head Teachers. Head Teachers bring experience, knowledge, skills, beliefs, attitudes and values to their schools and attempt to recreate these in the hearts and minds of those associated with their schools.

Vaikai – tai žmonijos ateitis, mūsų džiaugsmas ir pasididžiavimas. Atrodo, kad kiekvienam vaikelis turėtų būti didžiausiu turtu, laime ir paguoda. Deja, reali situacija kitokia. Vaikai dabar mušami, marinami badu, paliekami miške, šaltyje, imami įkaitais, išnaudojami seksualiai. Smurtas gali būti apgalvotas veiksmas norint išnaudoti ar nubausti arba tiesiog impulsyvi susierzinusio tėvo, mokytojo ar stipresnio vaiko reakcija. Bet kuriuo atveju toks smurtas prieš vaikus pažeidžia pagrindinius žmogaus teisių principus: pagarbą žmogaus orumui ir teisę į fizinį neliečiamumą. Vaiko teisių įgyvendinimo požiūriu ypač svarbus mokyklos vaidmuo. Mokykla daug gali prisidėti ne tik prie dorinio vaikų auklėjimo, jų elgesio humanizavimo, bet ir prie tėvų sąmoningumo ugdymo, nepakantos smurtui, nesmurtinių drausminimo būdų bei vaiko teisių propagavimo. Tačiau siekiant šių tikslų visų pirma būtina įdiegti vaiko teises pačiose mokyklose. Mokslinių tyrimų pagrindu galima teigti, jog Lietuvos mokyklose dar negarantuojama vaiko teisių apsauga. Taigi viena iš plintančių prievartos formų yra priekabiavimas. Priekabiavimas – tai problema, kuriai skiriamas ypatingas dėmesys visame pasaulyje ir tik pastaruoju metu pradedama nagrinėti moksliškai ir Lietuvoje. It seems that every child should be the greatest treasure, happiness and comfort. However, the real situation is different. Children are being beaten, starved, left in the forest or cold, taken hostage or used sexually. Violence can be a deliberate action on purpose to use or punish, or simply an impulsive reaction of a parent, teacher or a stronger child. In any case, such violence against children violates the main principals of human rights: respect to human dignity and the right to physical immunity. From the point of view of the implementation of children rights, the role of the school is extremely important. The school can contribute a lot not only to the moral upbringing of children and humanization of their behaviour but also to the education of the consciousness of parents, intolerance to violence, nonviolent ways of discipline and the propagation of the protection of children rights. The role of principals in public education in Sweden has during the last decade been subjected to a number of reforms and structural changes that is without parallel in modern history. For example, the number of principals has doubled, the turnover is considerable and, while in the past being a principal has been an occupation for men, now women are in the majority. The limited Swedish research that has been carried out indicates that principals have multidimensional tasks that are often contradictory. In addition, principals find themselves in a situation where administration dominates at the cost of a more curriculum-based leadership. A majority of these research studies employ a macro-perspective that tends to marginalise the intentions of the actors and the impact of education as a socially-constructed sensemaking process. This thesis examines the role of the principal. The theoretical framework employed in this study derives from social psychology. Within this framework the role of the principal is perceived to be constructed in the intersection of the different domains of public education. This role is then related to the notion of a public ethos based on sets of democratic values. The empirical basis of the investigation is a case study of all principals and their superintendent (director of education) in a smaller Swedish municipality. Data was gathered in a number of interviews that extended over a school-year. The results, in short, suggest that the role of principals is being redefined and can in this process be interpreted with different emphases, that the different domains interpret the role of the principal from different rationalities and that goal-steering and related issues get treated more or less as symbolic rituals. These results are then discussed from the point of different discourses and sensemaking processes in education. It is concluded that the role of the principal is constructed in a discursive intersection. This discussion is then contrasted with a view where principals' emotional labour is highlighted and related to the primary processes of schooling and the societal functions of education.

Obligatorisk Skoluniform : Varför inte i Sverige?

The aim of this study is to quantify principals' professional opinion on school uniform. Qualitative interviews were conducted with five primary school principals to ascertain what they consider the phrase 'school uniform' to imply. The principals' arguements for and against scool uniform were investigated, in addition to how they gauged the importance of the discussion of school uniform. The qualitative data collected was subjected to a discourse analysis, in order to identify the principals' implicit motivations. The results of this study show that the principals interviewed did not consider school uniform to be a particularly hot topic, and none of them had previously read any research regarding school uniform. All of the principals mentioned the fact that a school uniform infringes on children's rights, namely their freedom of expression. None of the principals mentioned arguments for school uniform on the grounds of improved discipline, grades or attendance but rather mentioned the possibility that school uniform might 'level the playing field' with regard to children's clothing. This indicates that Swedish principals do not experience issues regarding poor discipline, grades or attendance to the degree that potential resolutions have been researched. Instead the issues that the principals experience pertain to differences in children's socioeconomic backgrounds, and the challenges this encompases; as such the principals were more interested in potential resolutions so such issues. That being said, none of the principals interviewed actually believed that school uniform would resolve the differences between children from different socioeconomic classes.

Nesse caso, as avaliações do Programa de Avaliação da Rede Pública da Educação Básica (PROEB) e do Programa de Avaliação da alfabetização (PROALFA), programas esses que integram o Sistema Mineiro de Avaliação (SIMAVE). Para tal, considerar-se-á a formação continuada implementada através do Programa de Capacitação a Distância para Gestores Escolares (PROGESTAO), bem como as demais organizadas pela própria SRE de Coronel Fabriciano. A metodologia de pesquisa utilizada foi a análise de documentos referentes a esses programas, entrevistas semiestruturadas (com Coordenadores Regionais do PROGESTAO, Coordenadores Regionais das Avaliações Externas, Analistas Educacionais e Diretores Escolares) e a observação de momentos de formação continuada dos diretores escolares. O respectivo trabalho foi acompanhado por levantamento e estudo de referencial teórico, bem como de pesquisas alusivas às novas demandas e desafios dos diretores escolares frente à política pública de avaliação externa, visto ser esse ator o coordenador dessas avaliações no âmbito escolar. Tal pesquisa bibliográfica baseou-se em autores como Lück, Burgos, Canegal, Brooke, Machado, Carvalho, Souza que trazem significativas contribuições para o entendimento das temáticas abarcadas nesse estudo. Os dados evidenciados apontam a necessidade de aperfeiçoamento do processo de formação continuada dos diretores, pois a utilização dos resultados das avaliações externas ainda revela-se incipiente. Destarte, apresenta-se uma proposta de formação continuada a ser implementada para os diretores da regional de Coronel Fabriciano, no ano de 2013, buscando superar os entraves vivenciados no que tange as competências ligadas à gestão de resultados educacionais. / The current Action Education Plan, final stage of the professional Master’s degree in Management and Evaluation of Public Education, has as main goal to investigate the process of continuous training offered to head teachers, in the scope of SRE (Regional Superintendence of Teaching) from Coronel Fabriciano, analyzing whether this process has been promoting the development of technical skills necessary for data collection of external evaluations within scholar context. In this case, the evaluations of PROEB (Basic Education’s Public System Evaluation Program) and PROALFA (Literacy Evaluation Program), which are programs that are part of SIMAVE (Minas Gerais’ Evaluation System). For so, the continuous training is considered implemented through PROGESTAO (School Managers’ Online Capacity Program), as well as the others organized by the SRE from Coronel Fabriciano. The research methodology used was the analysis of documents referring to these programs, semi-structured interviews with different regional coordinators and head teachers and observing moments of continuous training of head teachers. Such work was accompanied by raising and study of a theoretical background, as well as allusive researches to new demand and challenge of head teachers with the public policy of external evaluation, since this is the coordinator of these evaluations in the scope of schools. Such bibliographic research was based on authors such as Lück, Burgos, Canegal, Brooke, Machado, Carvalho, Souza that greatly contribute for the understanding of the themes dealt in this work. The data shown here suggest the need of improvement in the process of continuous training of head teachers, since the use of the results of external evaluations is still inceptive. Hence, a proposal of continuous training is presented to be implemented to the head teachers of Coronel Fabriciano’s regional superintendence in 2013, with the purpose to get over the impediments concerning the competences linked to the management of educational results.

This master's thesis will try to explore the views of head teachers on their involvement in specific level of government and politics. The theoretical chapter will cover the management of the Czech school with emphasis on the changes of expectations (societal and political) on head teachers and a political influence of the regional's level on this head position and their two-way relation. The research chapters analyses and compares the statements of head teachers involved in local politics with the statements of those, who are not involved. The main sources were in-depth interviews lead by the author of this thesis with several head teachers, it is therefore based on qualitative research which is attempting to get to the core of the origin of their views on this topic. The point is to analyse (based on interviews with head teachers of the elementary schools) how can an involvement in politics endanger their career, the school itself or its reputation. The thesis will also mention whether the public has the right to be involved in head teacher's political career and if it is appropriate to discuss head teacher's political views with students. The thesis "Factors that affect professional development of a headmaster" aims to research influences on further professional development of headmasters of primary/elementary/basic schools of art in Central Bohemia Region. Through questionnaires based on methods of quality and quantity research, the goal is to compile a ranking of factors that influence professional life of head teachers of art schools. Some of the tasks were to investigate about initial experience of future head teachers, if they find the law-imposed qualification sufficient or how family backround, health or personal characteristics influence their professional development. The results of the investigation and conclusions will broaden theoretical and empiric knowledge of the demanding work of head teachers and introduce some new facts about work of head teachers of art schools. This diploma thesis deals with the areas of the position and education of head teachers in the historical context. It views the development of teaching and head teaching professions on our territory in individual periods and also presents the picture of teachers' and head teachers' education. The thesis provides information which deal with the development of the society in the relationship towards education and also respecting individual participants of the education and upbringing processes. In the thesis selected monographs, expert texts, laws, legal regulations and school documents are used. The findings were compiled into thematic units arranged chronologically and according to historical development. The contribution of this thesis is to create a brief overview of the development of the head teacher's position which will be possible to be used for a more detailed study of the subject field.
