This thesis examines and explains multinational employers' experiences of localized shortages of skilled process workers in Suzhou Industrial Park (SIP), China. It explains three challenges facing SIP employers in accessing sufficient skilled process workers and their responses within HRM to such challenges. These three challenges are employers' experiences with vocational education and training (VET) deficiencies in students' skill development, employers' experiences of poaching of skilled process workers by other companies, and employers' experiences of provision of workplace training for skilled process workers in their own companies. In response to these challenges, SIP employers have adopted various HRM measures that include differing combination of recruitment and selection, employee retention, training and development, and employment relations management. These policies and practices represent the different ways that SIP employers have attempted to meet the challenges of localized skill shortages in the context of their own business strategies.

Proposal of an Eco-Industrial Park based on the water desalination plant located inside the King Abdullah University of Science and Technology

This thesis project is a proposal of a scenario of an industrial collaboration that could become the basis for the development of an Eco-Industrial Park inside the King Abdullah University of Science and Technology using the water desalination plant as the foundation of this network. It is defined why the university is a suitable place for a development of this type; what industrial networks can be formed and what environmental, economic and social benefits could be achieved if the Kingdom of Saudi Arabia implemented this project around the country. An Eco-Industrial Park is a collaboration between industries where they share resources and create an exchange network of wastes and by-products with the objective of obtaining positive environmental, economic and social impacts. In the proposed scenario, the initial collaboration is between a PV solar plant and the water desalination located inside the university. With the use of solar energy there are savings of CO2 emissions, which turn into positive impacts on the environment. The idea is that this initial collaboration could be extended in the future to provide the entire energy consumption of the KAUST community. The project also provides an insight into how an industrial symbiosis could be formed taking as a base this industrial collaboration. However, further studies and analysis are required in order to provide more solid information regarding the development of an Eco-Industrial Park.

The second chapter discusses in detail the Russian experience in the implementation of industrial parks, methodological approaches to assessing the investment attractiveness of regions and a review of industrial parks in the Russian Federation. The third chapter presents the development of a development project in the industrial park. A detailed analysis of the environment and a feasibility study of the development project with an assessment of the effectiveness of the project investment are given. / Структура магистерской диссертации включает в себя введение, три главы, заключение, список использованных источников и приложения. The social and economic importance that the Manaus Industrial Park has to the city, along with the environmental matter s visibility in the Amazonian region, shows the relevance of this study in helping the search for sustainable alternatives to the industry in the Amazon, with benefits to everyone involved with the industrial park. About the theoretical foundation of this research, it is divided into three distinct stages. A first, a dense survey of the literature in concern about Sustainable Development, IE and EIP is done, marking this work s theoretical foundation. Then, the city of Manaus and its industrial park are described into their social and economic aspects, providing the necessary elements for the understanding of local reality. In a third stage, in order to achieve this dissertation s main objective, the comparison between the distinguishing features of the PIE s concept, as shown in the international literature, and those observed at the Manaus Industrial Park, obtained by visiting twenty different enterprises that represent the whole industrial park, is made. To do so, directors and/or social and environmental managers have been interviewed. From this comparison, this study revealed several initiatives found in the concept of EIP that are not present in the surveyed companies. The results were organized according to the triad of sustainability, duo to the connection between these two concepts, making it possible to observe that: considering the environmental pillar, it was found that the measures adopted by the surveyed companies are, actually, previous stages to those observed in eco-industrial systems; in the social pillar, despite the existence of several initiatives, corporate social actions ignore those focused in the development of community businesses a strongly suggested characteristic by the literature; finally, in the economic pillar, its argued that the industrial park has competitive attributes to guarantee the survival and prosperity of business (yet local economy is still dependent on a policy of tax incentives). Although far from the ideal concept shown in the EIP literature, the comparison helps to understand the shortcomings of the current model, serving, possibly, as a direction of movements concerned with a just and environmentally responsible future while promoting a competitive advantage for companies associated / Este estudo tem por objetivo central verificar quais as mudanças necessárias para que o Polo Industrial de Manaus (PIM) passe a ser considerado um Parque Industrial Ecológico (PIE), ferramenta da Ecologia Industrial (EI) comprometida com alcance do desenvolvimento sustentável. A importância socioeconômica do PIM para a cidade, somada à visibilidade da questão ambiental na região amazônica, demonstram a relevância do estudo no auxílio à busca por alternativas sustentáveis para a indústria amazonense, com benefícios para todos os envolvidos com o parque industrial. O trabalho divide-se em três etapas distintas. Em um primeiro momento, realiza-se denso levantamento da literatura sobre Desenvolvimento Sustentável, EI e PIEs, marcando a fundamentação teórica do trabalho. Em seguida, a cidade de Manaus e o PIM são caracterizados em seus aspectos sociais e econômicos, fornecendo os elementos necessários para a compreensão da realidade local. Na terceira etapa, para o alcance do objetivo-fim do trabalho, realizou-se a comparação entre as características do conceito de PIE, compiladas na literatura internacional, e aquelas observadas no PIM, obtidas por meio de visitas a vinte empresas, em onze setores industriais diferentes, representativas de todo o Polo Industrial de Manaus segundo o faturamento. Para isso, foram entrevistados diretores e/ou responsáveis pela gestão socioambiental. Desse confronto, o estudo relacionou diversas ações, inerentes ao conceito de PIE, não presentes nas empresas pesquisadas. Os resultados da pesquisa foram organizados de acordo com tríade da sustentabilidade, em função da ligação entre os dois conceitos, tornando possível observar que: considerando o pilar ambiental, verificou-se que as medidas adotadas pelas empresas da pesquisa configuram etapas anteriores às observadas em ecossistemas industriais; no pilar social, apesar da existência de diversas iniciativas, as ações sociais empresariais ignoram aquelas voltadas ao desenvolvimento de negócios na comunidade, característica fortemente sugerida pelos manuais; finalmente, no econômico, comentou-se que o parque possui os atributos competitivos para a sobrevivência e prosperidade das empresas (ainda que dependente da política de incentivos fiscais). Apesar de distante do conceito idealizado na literatura, a comparação permite compreender as deficiências do modelo atual, servindo, possivelmente, para o direcionando de gestão e de políticas industriais preocupadas com um futuro socialmente mais justo e ambientalmente responsável ao mesmo tempo em que promove vantagens competitivas para as empresas associadas

The main task of the bypass road is the operation of the industrial zone, through which is achieved the relocation of a large part of the transit traffic from the city centre. The basic difference of compared variants is their location to the city, the solution developed by Linio Plan, s.r.o. passes through the industrial zone and the other variant passes outside this zone.

國家整體經濟發展向來與產業本身有著相互依存的關係,產業園區的設立更是被賦予經濟、政策上的特定目的。然而過去以計畫、政策為導向進行園區的設立已難以因應國際景氣波動及創新、知識型產業競爭衝擊,情勢是轉為考量產業根本及新興產業軸線的發展,由產業需求決定園區轉型、再生方向。 本研究一方面探究我國具備優勢性的產業聚落以產業群聚的角度著手,呈現出產業發展上最有效率的模式,另一方面是以典型探討的區域創新理論,反映區域網絡間創新效果以提高區域競爭力。針對兩層面的的正向能力評估目前國內各個產業園區其中的新興產業發展潛力,進而將產業適地適當的置入、整體的布局,作為促進地區新興產業發展啟動點,擴散至周遭的區域產業發展。 研究結果是得以將區域創新及產業群聚兩層面,轉化為實質架構體系做為衡量績效的評估模式,並可由編定工業區環域做為未來研擬產業發展分區的基礎。另外,在經評定下新興產業的高發展潛力地區仍是以六都所在之環域範圍,並劃分出策略核心發展區及主力發展區做為在有限的資源分配上可行的新興產業實質發展地區。 / A country’s overall economic development and its industries are interdependent; the establishment of industrial parks bears the specific goals of economy and policy. However, the establishment of an industrial park bases on plans and policies is getting more difficult to tackle the competition impacts of global economic fluctuation and innovation, knowledge industry. It’s about time to consider the basis of industry and emerging industrial developing axis, determining industrial park transformation and regeneration direction by industrial demand. There are two discussing aspects in this research, one of which is to investigate Taiwan’s advantaged industrial cluster, In terms of industrial cluster, the research tries to present the most efficient model of the industrial development; another discussion is about the classic discussion of regional innovation theory, through an overall discussion the research tries to reflect the innovative effect among regional networks so as to increase regional competitiveness. According to the positive ability of these two aspects, the research assess the developing potential of emerging industry existed in the current industrial parks in Taiwan so as to find the start of promoting local emerging industrial development and bring a comprehensive, proper industry in the local, extending the industrial development to its periphery. The result of this research is to turn the aspects of regional innovation and industrial cluster to a physical framework so that the evaluation model of performance measurement can be established; furthermore, an industrial surrounding area can be set up being a basis for planning industrial development segment in future. In addition, after the assessment, the emerging industries with high developing potential are mainly in the scope of surrounding areas of six municipalities, and due to an issue of limited resources distribution, the strategic essential development areas and the major development areas are divided becoming specific development areas of feasible emerging industries.

Industrial symbiosis is crucial to the formation of the eco-industrial parks. Several performance indicators have been proposed for measuring and monitoring the industrial symbiosis. The current focus of researches is on the proposal of these indicators, while it is still necessary to validate them, so they can become more robust and reliable. However, there is no specific validation methodology for this type of indicator. The central objective of this research was to develop a methodology specific for the analysis of industrial symbiosis indicators. The work resulted in a framework for the validation of industrial symbiosis indicators with the differential of combining the conceptual validation, based on the technical and theoretical information on the indicator, and the empirical validation, based on the analysis of the indicated behavior. The framework is composed of a set of activities and artifacts that support all validation steps, which includes a set of specific validation criteria for industrial symbiosis indicators, and a simulation model developed through the agent-based modeling technique, which is able to simulate all the industrial symbiosis indicators available in the literature, allowing the comparison between them. The specific validation criteria were verified through the judgment of experts in the validation of an indicator, the Industrial Symbiosis Indicator; and the simulation model was proposed and used for the comparison between all the indicators, being possible to identify their characteristics in different scenarios. By combining the two strategies, a validation instrument with significant progress in relation to the state of the art is reached; it can support researches in the proposal of new indicators. / A simbiose industrial é fundamental para a formação dos parques eco-industriais. Vários indicadores de desempenho têm sido propostos para sua medição e acompanhamento. O foco atual das pesquisas está na proposição desses indicadores e para que se tornem mais robustos e confiáveis faz-se necessário validá-los. Entretanto, não existe metodologia de validação específica para o caso desse tipo de indicador. O objetivo central dessa pesquisa foi desenvolver uma metodologia específica para analisar os indicadores de simbiose industrial. O trabalho resultou em um framework para a validação de indicadores de simbiose industrial cujo diferencial é a combinação da validação conceitual, baseada nas informações técnicas e teóricas sobre o indicador, com a validação empírica, baseada na análise do comportamento do indicador. O framework é composto por um conjunto de atividades e artefatos que apoiam as etapas de validação.
