A Study on the Application of Regional Innovative Systems of the Southeast Asia to the Practice in Greater Kaohsiung Area

Economic growth has virtually dropped to depression era levels in recent years as the domestic economy was and is still being impacted by severe competition in the international market. With the competition in the markets of most industries, how can we deal with the different stressful challenges to gain a dominant position in regard to competitiveness? There are numerous factors preventing many domestic traditional industries from being transformed, such as: the lack of innovative technical knowledge and competence, the limited necessary funds for manpower and equipment, the restriction of our government¡¦s subsidy clauses, etc. Accordingly, industry holders still keep and run their existing traditional industries, thereby raising obstacles to the promotion of the regional innovative system. The key point to solve the problem is to raise the knowledge technology level for the regional industry clusters. How can our government¡¦s policy help to assist the related industries to form the clusters and practice regional balanced development? The goal is to raise innovation in the necessary technologies; only then can an enterprise¡¦s business be sustained. According to the above, industry clusters constitute an important key to promote industrial development. The regional innovative system emphasizes the reactions and flow among organizations, including government, academia, research organizations, intermediaries, the financial market, the information network, etc. The thriving growth in the domestic economy relies much on the strengthening of innovation policies regarding urban areas. This research will discuss Chinese, Japanese and Korean governments¡¦ achievements in regard to the policies concerning regional innovations and management. The aims of the discussion include the following: 1. Investigating these 3 governments¡¦ successful cases of their innovation policies and strategies of industry clusters, in order to offer the greater Kaohsiung area a reference for practicing an innovative system; 2. Applying the results of the successful cases as suggestions for domestic traditional industries; and 3. Through integrated comparisons and analysis, substantial suggestions and measures for future development are proposed for the interaction between industry and academia, the enforcement of the administrative management regulations of the central and regional governments, the clustering strategies, etc. In addition, new energy, new materials and high technology industries are advised as a direction for the overall industrial development in the greater Kaohsiung area. Finally, the issues of industrial pollution of the environment, increasing the employment opportunities, and the cross-region and cross-nation innovative interactions are also explored.

Then focus the impact of organic industry cluster at the development of local economy in Taiwan¡¦s country and what the successful factors need! Furthermore, goes through Porter¡¦s five forces¡¦ framework to discuss the competitive environment structure of organic industry, the competive impacts, and how a keen competion the firm needs to face and adopt the strategic position, business model, and the analysis of a lasting competitive advantage. The organic products, green house, and renewable energy are closely linked to human¡¦s life day-to-day, example: the secure of food provisions, the quality of life, the protection of ecological environment, and the recycling of clean resource of energy. Organic farming is the best solution for agriculture, a firm or producer can integrate the green house and renewable enerbey for the value¡Vadded. Mix agriculture, tourism, ecological agriculture, rural development to launch a new combination. The main green house and residential combined effect has assembled relief countryside villas, greenhouse management rooms, cottages, second-generation insulation activities room, storage, and so on. Such a small house and greenhouse and organic factory farms planted with engaging in infrastructure, ecology and the expansion of tourism can be achieved all-round exchange of urban and rural areas so that people in some cities in the rural area with second homes and high-tech. Taiwan¡¦s organic industry need to implement the differential strategy of high technology toward an environment protection concept with the competitive advantage in sophisticated strategy, specializated strategy, and produce in factory automation that can enhance the productivity, the economies of scale, and the quality of product, also need to target the product at high-tech, high-knowledge, and professional produce to gain the benefit of high pricing sale.

Kista Science City har länge varit känt som Sveriges Silicon Valley, ett område fyllt med techjättar och ICT-företag, men under den senaste tiden har detta försvunnit. Idag präglas området av en hög vakansgrad med en stor del kontorsfastigheter, vilket tillsammans med en dålig upplevd trygghet har resulterat i begränsad aktivitet på kvällar och helger. Trots detta finns det hopp för Kista Science City och många fastighetsbolag ser möjligheter att göra om området med olika insatser. Syftet med studien är att konkretisera vilka faktorer som har lett till att området ser ut som det gör idag och vilka åtgärder som kan användas för att göra Kista Science City mer levande. Detta har gjorts med hjälp av en kvalitativ studie med nio intervjuer av relevanta fastighetsägare och hyresgäster inblandade i området.  Det flera anledningar till varför Kista Science City har bristande aktivitet, bland annat de unika krav som varje hyresgäst har, den slutna natur som finns i området, och den upplevda tryggheten. Däremot har det identifierats flera åtgärder som kan användas för att göra Kista Science City ett attraktivt stadsområde igen och skapa en levande miljö. Detta kan göras genom att exempelvis attrahera nya stora internationella aktörer eller att öppna upp för flera coworkingytor. Huvudrekommendationen är att göra området till en blandstad, där man integrerar mat och restaurangliv, företag, bostäder och sociala ytor. Dessa åtgärder måste även planeras hållbart för att undvika ett övermodigt beteendemönster som fastighetsbolag. Potentiell vidareforskning är att kolla på de potentiella ekonomiska och sociala fördelarna med att göra området attraktivt och kolla på hur arbetandet med social hållbarhet kan hjälpa företag vinstmaximera. Ytterligare vidareforskning kan vara vilka åtgärder som kan göras på enskilda byggnader för att göra de attraktiva. / Kista Science City has long been known as Sweden’s Silicon Valley, an area filled with tech giants and ICT companies. However, in recent time, this narrative has faded away. Today, the area is filled with office buildings experiencing a high vacancy rate, and coupled with a bad perception safety, it has resulted in limited activity during evenings and weekends. Despite this there is hope for Kista Science City and many real estate companies sees possibilities to make the area attractive again with different contributions. The purpose of the study is to concretize what factors have led to Kista Science City to be what it is today and what contributions that can be taken to make it more vibrant again. This has been done through a qualitative study with 9 interviews with relevant property owners and guests who are involved in Kista Science City. There are severeal reasons to why Kista Science City has a lack of activity, these can be the unique requests that each individual tenant has, the lack of attractivity, the secluded nature the area pocesses and the perceived sense of security. However, serveral different measures have been identified that can maka Kista Science City an attractive city district again and create a vibrant environment. This can be done by, for example, attracting new major internation players or opening more coworking areas, but the key recommendation is to transform the area to a mixed-use neighborhood, where you integreate food and restaurant life, companies, housing and social spaces. These measures must also be planned sustainably to avoid an overly speculative behavior by real estate companies. Potential areas for further research include examining the potential economic and social benefits of revitalizing the area and exploring how integrating social sustainability efforts can assist businesses in maximizing profits. Additional research could investigate the measures that can be implemented on individual buildings to make them attractive.

台灣運輸製造業群聚版圖變遷分析 / The analysis of cluster map change of transportation manufacturing industry in Taiwan

近年來以電子資訊產業掛帥的台灣,傳統產業似乎成了被遺忘一個部分。但透過許多相關產業的調查資料顯示,部分傳統產業在全球化的競爭底下,依舊可在台灣立足,汽車業與船舶業就是其中的代表。由產業群聚的觀點來看,產業與其關聯產業在空間中的關係為何,產業是否集中於某些特定的空間單元,皆為值得討論的課題。 為對汽車業及船舶業進行分析,本研究透過產業關聯分析以及地理資訊系統之熱點分析(hot spot analysis),並結合工商普查資料、產業關聯表、生產者投入係數,進行空間集中指標的計算,從時間序列的變化,瞭解不同時間點運輸製造業的主要關聯產業之差異及其群聚版圖的變遷,並且進一步探討運輸製造業產業群聚之水平連結在空間臨接上所產生之差異。 研究結果顯示在1981年至2001年間,汽車業與船舶業在既有的空間單元中保持穩定的成長,僅北部區域的汽車業集中重心由台北移至桃園,此種情況即代表產業群聚的區位惰性。此外,船舶業在空間單元中有集中於鋼鐵業以及港口周邊的情況;汽車業與其主要關聯產業則都集中在桃園新竹一帶。 / In recent years, Taiwan taking electronics and information industries as main development, the traditional industry seems to become a part forgotten. But show through the survey materials of a lot of relevant industries, some traditional industries that under the competition of globalization, can still base on Taiwan, the automobile industry and shipping industry are representatives among them. In the view point of industry clusters, what are the spatial relationship between industry and its related industries, whether the industry concentrates on some specific space units, all in order to worth discussing. In order to analysis the automobile industry and shipping industry, this research passes the industry linkage analysis, hot spot analysis of geographic information system, and combine the industry, commerce and service census, input-output table, input coefficients table at producers' prices, to make the calculation of spatial concentration index, and from the view point of time series, to find out the difference of main related industries, the change of cluster map, and further more, to discuss the spatial relationship between industry and its main related industries. The result of study shows between 1981 and 2001, the automobile industry and shipping industry keeps steady growth with in the space unit that has already had, only the automobile industry of the northern area concentrates center on being transferred from Taipei to Taoyuan, this kind of situation represents the inert of location of industry clusters. In addition, shipping industry centre in nears the steel industry and port; the automobile industry and its main related industries are mostly concentrated in Taoyuan and Hsinchu.

A Study of Industry Cluster and End-game Strategy of Taiwanese Tuna Longline Fishery

Tuna longline fishery produces the highest output among Taiwanese far sea fisheries. In 2007, it created NT$31.7 billion of sales, 1/3 of Taiwanese fisheries. In 2005, ICCAT identified Taiwanese tuna longliners because of their excessive catches and laundering activities in bigeye tuna. The identification by ICCAT initiated dramatic change of Taiwanese tuna longline fishery. This study described the characters of Taiwanese tuna longline fishery, compared catches of 4 major tuna longline countries: Taiwan, Japan, South Korea and China in 2004. The result showed that Taiwanese tuna longliners got the highest catches. In addition, Taiwanese boat owners owned and operated longliners in other flags. The huge fishing capacity which owned by Taiwanese boat owners became a threat to tuna resources. This study first analyzed the attributes of diamond of national advantage that help Taiwanese tuna longline fishery prospect in Cianjhen Fishing Port, Kaohsiung City, and how it enjoyed the benefit of industry cluster. This part depicted success of the past. Facing the global over capacity of fishing vessels and shrinkage of tuna resources, Taiwanese tuna fishery can not indulge in glory of past. Instead, disadvantage of competition condition highlighted importance of end-game strategy which help boat owners make their decision of continuation or divestment of their business. The decline of an industry derives from the weakness of itself. This study emphasizes organization change and innovation, which must be rooted from respect to the precious tuna resources, then apply fishery science to improve fishing efficiency and proper use of manpower from different nations.

各國的產業群聚發展久已,隨著知識經濟時代的來臨,企業的真正價值取決於無形智慧資本之累積,故如何透過產業群聚資源帶動其智慧資本表現,進而創造價值,已成群聚內企業的重要課題。 本研究採用個案研究法,以位於我國新竹科學工業園區內的一家公司為研究對象,探討企業智慧資本受產業群聚影響之具體項目,及企業如何管理與蓄積,進而,連結策略性智慧資本,說明產業群聚如何透過智慧資本以協助企業策略執行。得出結論如下: 一、個案公司受產業群聚影響之智慧資本項目共有27項,主要分佈在人力、關係及流程資本。 二、個案公司針對前述項目設有13項管理制度,加強對產業群聚資源之利用。 三、部份產業群聚資源能直接透過策略性智慧資本對個案公司策略之執行產生貢獻,其他部份則透過支援策略性智慧資本之創造或累積,對個案公司策略產生間接影響。顯示產業群聚能提供公司發展上所需之策略性資源。

本研究主要是以產業群聚、跨界網絡與研發創新觀點,分析廣東省清遠再生銅產業所形塑出之產業群聚現象。在台灣與清遠地區產業制度變遷的發展過程中,跨界與在地網絡的連結不但對清遠地區在地產業內的權力結構產生衝擊,更因此激勵在地事業機構間對研發創新的渴望。 研究結果發現:清遠再生銅產業之群聚現象,除了可歸於中國中央與地方政府的強制規劃外,台灣事業機構提供廢貨源、資訊、技術、經營管理理念與資金於當地,是促進當地產業群聚的重要推手。隨群聚內的事業體系間的相互提攜與擴溢,間接促使產業內結構得以調整,而使在地企業得以改造,更激發出產業升級、研發創新與當地居民向心力的凝聚。跨界網絡融入清遠在地網絡後,因外部知識的潛在價值,更有利於在地事業機構本身的吸收。而台灣與清遠地區事業廢棄物產業的研發創新的出發點是各自獨立的體系,但隨台灣事業機構於清遠地區取得專利後,亦會藉由知識分享或透過支付權利金模式回饋與台灣境內公司,因此台灣與清遠地區事業廢棄物產業在研發創新的道路上漸漸從分壘的平行線轉向分享的交叉線上。 / This study analyzes the industry cluster established by the recycled copper industry in Qingyuan, Guangdong, primarily from the perspective of industry clusters, trans-border networks, and R&D innovation. During the development process of the industrial system transition on Taiwan and Qingyuan Area , connections between trans-border and local networks not only had an impact on domestic industry power structures in Qingyuan Area, but also stimulated a desire for R&D innovation within local enterprises organizations. The results of the study indicate that in addition to attributing the clustering of the recycled copper industry to mandatory plans by the central and local governments in China, Taiwan enterprises provide waste sources, information, technology, management philosophy and funds, is an important promoter to promote local in industry cluster , mutual support and expansion among the industry cluster enterprises systems indirectly prompted internal industry adjustments, resulting in the restructuring of local enterprises, which further inspired industry upgrading, innovation, and cohesiveness among local residents. As trans-border networks gradually blended into Qingyuan Area domestic networks, the potential value from external knowledge was more readily available for local enterprises to absorb. While the starting points of R&D innovation arose from individual systems on Taiwan and Qingyuan Area, benefits could be reaped by enterprises in Taiwan through shared knowledge or paid royalties when trans-border enterprises acquired patents in Qingyuan Area. Therefore, on the road to R&D innovation, industries on Taiwan and Qingyuan Area transformed from following separate, parallel routes to sharing a single route.
