Možnosti poskytování služeb veřejné správy pomocí metodiky ITIL / Possibilities of providing services of Public Administration using ITIL best practices

This thesis aims to answer a question whether it is possible to provide public administration as a service and how can ITIL be used. The thesis is divided into three parts. In the first part of the thesis the theory of management is broken down, the basic concepts are explained and a brief history of the development of public administration in the Czech Republic to the present as well as briefly introducing the expected developments in the near future. The second part of the thesis explains the ITIL framework as the de facto standard for IT management. This Includes the life cycle services, starting with the requirements of customer service through service strategy, service design, service transition, service operation and the ending stages of continuous service improvement. Third section introduces the concept of PAIL as an analogy to the ITIL methodology. Removing the "IT" from "ITIL" makes an "IL", an infrastructure library of good practice, where we find instructions on how to provide, generally, any form of infrastructure services. The essence of this methodology, it the "IL", featuring the specifics of public administration "PA", thus arises as the methodology "PAIL", a " public administration infrastructure library". The design of PAIL takes into account the differences between public administration and providing IT services, however the two methodologies are based on the same principles of service management. As an example of possible implementation in public administration PAIL shows the applicability of the methodology on the example of a single point of contact for the public administration called the "Public Service Desk".

Achieving Lean Software Development : Implementation of Agile and Lean Practices in a Manufacturing-Oriented Organization

The study reveals improvement areas in terms of lead time and quality in a traditionalsoftware development process of a large manufacturing-oriented organization, andidentifies four obstacles to the application of a Lean software development frameworkin order to achieve such improvements. The data from interviews are matched tofour predefined categories. These categories are evaluated using value streammapping and a framework of seven common improvement areas in softwaredevelopment. A large project and task tracking system indicate that lead time is a realproblem in the process. The most significant improvement area is wait time forchange approval meetings. A second prominent improvement area is the large amountof approval handshakes. At least a few of these handshakes are always approved, thusadding unnecessary lead time to the process. The four most imminent obstacles in adopting lean software development areidentified through estimating the efficiency of two in-house derivations of Scrum andKanban. The first obstacle is deep vertical but narrow horizontal expertise amongdevelopers. With some systems, there’s only one developer who knows how tomaintain the product. This makes it impossible to work as a team which is animperative principle of lean. A second obstacle is how the teams are arrangedorganizationally. They have a functional setup over three departments and threemanagers, which to some extent create a silo mentality, rendering cooperationdifficult. A third obstacle is how the teams are arranged geographically. Split over twolocations, manufacturing and headquarters, they have different customers, objectivesand a plain unfamiliarity with another that has reduced the will and opportunity tocommunicate and coordinate. A fourth obstacle is the inherent conflict between theprescriptive activities of ITIL, optimized for IT operational services,  and theadaptability of agile methodologies, optimized for rapid change and empiricaldecisions. ITIL fulfills a sometimes uncalled for need to get all changes approvedthrough several layers of management. The study concludes that Lean software development is in conflict with manytraditional values of a manufacturing organization. Although lean may be prevalent inother parts of the organization, this does not necessarily include the IT function. ITstill seems to have hard time grasping the lean concepts of flow, waste and value.

Comment la répartition des rôles et tâches influence l'efficacité du support et des opérations informatiques

Cette recherche porte sur les facteurs d'influence de l'efficacité des opérations et du support TI. Plus précisément nous cherchons à connaître l'impact de la répartition des rôles et des tâches sur l'efficacité. En identifiant ces facteurs, il serait possible d'aider de futures recherches ou projets afin de modéliser une situation organisationnelle optimale. Plusieurs référentiels connus ont tenté de généraliser les meilleures pratiques dans ce domaine, mais ce sujet reste largement sous-exploité par le milieu académique. Nous avons donc tenté de percer le mystère des facteurs d'influence et de comprendre si la répartition de rôles et des tâches a un impact important sur l'efficacité. En second lieu, plusieurs autres variables ont été ajoutées à l'analyse telles que la maturité, la performance, les outils, les compétences et la situation professionnelle. C'est à l'aide des référentiels existants (ITIL, COBIT, MOF, etc.) que la revue de littérature a permis d'établir les variables entourant la question principale de cette recherche. Les facteurs d'influence retenus pour cette recherche ont alors été utilisés afin de construire un questionnaire permettant de faire la lumière sur les interrelations existantes dans le secteur professionnel montréalais. Une fois les données collectées, plusieurs méthodes d'analyse statistique ont été utilisées afin de trouver toutes relations existantes parmi ces variables. Les résultats sont quand même intéressants, même s'ils démontrent que la répartition des rôles et des tâches semble avoir une faible influence sur l'efficacité. On explique en partie cette situation à l'aide des variables concernant l'expertise requise afin d'exécuter les tâches spécifiques aux opérations et support TI. Le résultat final semble sensiblement le même, peu importe qui est responsable de ces tâches. Ce même constat s'applique autant aux tâches bien maîtrisées que celles moins connues par les professionnels du secteur. Strategic Business and IT Alignment : Addressing Assessment and Governance

Strategic business and IT alignment assessment is growing in importance. Different assessment methods have been used to try to pursue the complexity of this dynamic and evolutionary alignment. Despite the fact that alignment is a real problem and a challenge of utmost importance, no consensus can be found on what alignment really is, how it should be measured in the organization in practice, or what measures should be taken to maintain and improve it. Consequently, the key question about how to assess and accomplish (define, identify, measure, maintain and improve) the strategic business and IT alignment is still a great unanswered challenge for many enterprises. In this thesis work, three main research questions were formulated: how can the validity and reliability of an alignment assessment method be improved, what are the dominant topics in the area of alignment, and how to facilitate the analysis of the business and IT governance alignment based on business process simulation and balanced scorecard methods. This is a composite thesis work that includes an introduction and six papers (paper A-F). The main contributions and results of this thesis are described in published and included technical papers. In papers A and B an alternative organization-wide approach and metamodel for assessing strategic business and IT alignment are proposed. Two case studies were performed applying the proposed approach. In paper C, a prioritized diagram of the most widely accepted strategic alignment model, with the purpose of categorizing the most important topics in the research area of strategic business and IT alignment is presented. One of the relevant topics that were identified is governance. In papers D, E and F, there are presented a business process simulation approach and a balanced scorecard method in order to facilitate the assessment of the business and IT governance alignment. An illustrative example of the simulation approach is presented in an appendix of this thesis. This research work aims to improve the decision-making process for business and IT managers at different levels in an enterprise by means of increasing the level of understanding and knowledge as well as by enhancing existing models and methods, for evaluating strategic business and IT alignment. / <p>QC 20101110</p>

Magistriniame darbe nagrinėjamas pakartotinis informacijos ir žinių panaudojimas IT pagalbos tarnybose. Trumpai apžvelgti svarbiausi tokio tipo organizacijų veiklos principai, kurie standartizuojami taikant ITIL metodologiją. Darbo tikslas – sukurti IT trikčių registravimo sistemą, kuri panaudodama sukauptą informaciją apie praeityje įvykusias IT triktis spręstų dabartines problemas. Siekiant šio tikslo pasirinkta taikyti neraiškiąją logiką ir atveju paremtą samprotavimą. Darbe pateikiama neraiškiosios logikos ir atveju paremto samprotavimo teorinė apžvalga ir praktinės pritaikymo galimybės, apžvelgiamos intelektualios IT trikčių registravimo sistemos. Atlikus tyrimą ir įvertinus anksčiau sukurtas intelektualias IT trikčių registravimo sistemas, formuojamas naujosios modelis. Nauja sistema, pritaikiusi atveju paremtą samprotavimą ir neraiškiąją logiką, pateikia galimus IT trikčių sprendimus jos naudotojui, tai yra IT pagalbos tarnybos darbuotojui. Sistema yra nepriklausoma nuo kalbos, nes atskirų atvejų paieška vykdoma taikant neraiškiąją logiką. Darbą sudaro 4 dalys: įvadas, IT organizacijos pagal ITIL samprata, teorinė neraiškiosios logikos ir atveju paremto samprotavimo apžvalga, praktinis neraiškiosios logikos pritaikymas IT trikčių registravime bei išvados ir siūlymai, literatūros sąrašas. Darbo apimtis – 75 p. teksto be priedų, 26 iliustr., 5 lent., 60 bibliografiniai šaltiniai. Atskirai pridedami darbo priedai. / The final Master thesis analyses the reuse of information and knowledge in IT helpdesk organizations. Briefly are discussed most important activities of such companies, that are standardized according ITIL. The main goal of the Master thesis is development of IT help-desk ticketing tool, which would reuse past information and knowledge in order to resolve current problems. Adaptation of fuzzy logic and case based reasoning is chosen to accomplish this goal. The second part of work contains theoretical information about fuzzy logic and cased based reasoning, practical application of these sciences; also discusses intelligent IT help-desk incident ticketing systems. After the research of scientific articles about intelligent IT help-desk systems and application of fuzzy logic and case based reasoning, the new model of IT trouble tickets system is created. The new system suggests possible solutions of an IT incident. The solution is found among previous incidents using fuzzy logic. Volume of the thesis – 75 p. of text without appendices, 26 figures, 5 tables, 60 bibliographic sources.

O impacto das práticas ITIL na flexibilidade organizacional - evidências empíricas em uma empresa multinacional de TI

To achieve this objective, some theoretical studies on bureaucracy, organization flexibility, control, IT governance and ITIL were done, as a form to better understand the research problem. For analysis effect a set of eleven ITIL process was considered in this research ¿ service desk, incident management, problem management, change management, configuration management, release management, service level management, availability management, capacity management, continuity management and finally IT financial services management ¿ grouped in its two core areas ¿ service support and service delivery. Then a scale was constructed and validated, on the basis of theoretical models developed by Volberda (1997), Tenório (2002) and Golden and Powell (1999), to measure the flexibility related to each process comprising the ITIL core. The dimensions adopted to measure flexibility were: organization design task, managerial task, IT impact on work force, HR management, efficiency impact, sensitivity, versatility and robustness. The instrument used in research was a semi-structured interview, which was divided in two parts. The data collection was performed with ten interviewed people from an IT multinational company, based on convenience, some were managers and there were users, some were ITIL certified and others not. The statistic tests of t student and Wilcoxon non-parametric were adopted. The result of the research indicated that the ITIL service support area, for possessing greater operational focus, presents flexibility trend. The opposite was found for the service delivery area, which has greater tactical focus. The results also suggest that the change management discipline was the one that contributed for the most flexibility inside the company, followed by incident management discipline and the service desk function. / O presente trabalho tem como objetivo principal a identificação e análise do impacto das práticas ITIL na flexibilidade organizacional de uma empresa multinacional de TI, sendo a pesquisa de natureza quali-quantitativa e exploratória. Para atingir este objetivo, foram feitos estudos teóricos das temáticas burocracia, flexibilidade organizacional, controle organizacional, governança em TI e ITIL, de forma a se obter um melhor entendimento do problema de pesquisa. Para efeito de análise foi considerado nesta pesquisa um conjunto de onze processos do ITIL ¿ service desk, gerência de incidentes, gerência de problemas, gerência de mudanças, gerência de configuração, gerência de release, gerência de nível de serviço, gerência de disponibilidade, gerência de capacidade, gerência de continuidade e, por fim, gerência financeira de serviços de TI - agrupados nas suas duas áreas centrais ¿ service support e service delivery. Na seqüência foi construída e validada, com base em modelos teóricos desenvolvidos por Volberda (1997), Tenório (2002) e Golden e Powell (1999), uma escala destinada a medir o potencial de flexibilidade relacionado a cada um dos processos centrais do ITIL. As dimensões adotadas para medir a flexibilidade foram: planejamento organizacional, ação gerencial, impacto da TI na força de trabalho, gestão de RH, impacto na eficiência, sensibilidade, versatilidade e por fim robustez. O instrumento de pesquisa utilizado foi entrevista semi-estruturada. A coleta de dados foi realizada com dez entrevistados de uma empresa multinacional de TI, sob conveniência, distribuídos entre gerentes e não-gerentes, certificados e não certificados nas práticas do ITIL. Foram adotados os testes estatísticos t student e não paramétrico de Wilcoxon. O resultado da pesquisa indicou que a área de service support do ITIL, por possuir maior foco operacional, apresenta tendência à flexibilidade. O oposto foi encontrado para a área de service delivery, que possui maior foco tático. Os resultados sugerem ainda que a disciplina gerência de mudanças é a que mais contribuiu para a flexibilidade na empresa, seguida da disciplina gerência de incidentes e da função service.

The thesis focuses on research of IT process weakness. In theoretical part are described basic terms and also frameworks or best practise of process maturity rating. Selected practice ITIL and COBIT are then used for rating in practical part. For this purpose is choosen one of process which is outsourced by external contractor. Rating is made using free accessible tools, which are offered by selected practice and which offer rating process. Result is established according to consultation with people involved in project and their rating using mentioned tools.

An Exploratory Study on the Relationship between Software Management and IT Service Management

Aims and Objectives: Information Technology (IT) service management has gained importance in the recent years. A service is a means of delivering value to the customers by facilitating outcomes, which customers want to achieve without ownership of the specific costs and risks. As IT services’ efficient execution revolves around its implementation through software management, the need for understanding the relationship between IT service management and software management has become crucial. The aim of this thesis is to explore this relationship. Methodology: We designed this thesis study as an exploratory study. First, a systematic literature review was conducted to explore the role of software engineering in IT service management and the interconnection between them. Then, we performed a case study at Telenor Sweden AB by conducting interviews in order to further investigate the intersecting elements between ITIL v3 Framework, which is an international standard for IT service management and software engineering considering ISO/IEC 12207 standard on software processes. Results: The outcome of this thesis is a mapping between IT service management and software engineering considering ISO/IEC 12207 for software engineering processes and ITIL V3 Framework for IT service management. These mappings have been recommended to use by the case company to incorporate ‘in-house’ software models in line with ITIL V3 Framework implementation. Conclusion: Though ITIL V3 framework gives in depth guidelines for IT Service Management, it does not give sufficient details for managing applications that constitute IT Services. As ITIL V3 is a framework, it is flexible to accommodate the software engineering processes defined in ISO/IEC 12207 standard. Though we brought three-way relationship between ITIL V3, ISO/IEC 12207 and case company’s software process models, it is found out that replacing existing models with ISO/IEC 12207 shall be difficult as it would be two new standards for the employees. The in house software process models are already inspired from standards. In this thesis, we provide a mapping between ITIL V3 and inhouse models of the case company to support the implementation of ITIL V3 for managing software applications to realize IT Services. / The thesis gives mapping between ITIL V3 Framework and ISO/IEC 12207 Software Engineering processes to incorporate them in integrated Service Management and Software Management / +46762509249
