Observation of organic matters concentrations in agricultural runoff in the Red River Delta (Vietnam)Le, Nhu Da, Le, Thi Phuong Quynh, Duong, Thi Thuy 13 May 2020 (has links)
Due to utilization increase of chemical fertilizers and manures and of a large water volume for irrigation, agricultural runoff has significantly accelerated water pollution. The Red River locates in Vietnam where agriculture plays an important role in the country’s economy. This paper presented the observation results of organic matters concentrations in agricultural runoff from different plant fields (vegetable, flower and rice) in the Red River Delta in 2013 -2014. The results showed that DOC concentrations varied in a high range from 1.0 mg.L-1 to 37.1 mg.L-1, averaging 10.2 ± 6.2 mg.L-1 whereas POC concentrations varied from 0.5 to 4.5 mg.L-1, averaging 1.7 ± 0.7 mg.L-1 for a total 104 samples observed. TOC concentrations in water from the vegetable and flower fields (11.7 ± 7.3 mg.L-1 and 12.6 ± 6.0 mg.L-1 respectively) were higher than the one from the rice field (8.5 ± 6.6 mg.L-1). Lower organic matters concentrations were found in the rainy season than in the dry season due to dilution process. The results suggest the needs for regularly monitoring and efforts to control organic matter pollution from agricultural runoff in the Red River basin or other river basins in developing countries. / Do sử dụng phân bón và thể tích nước tưới lớn, canh tác nông nghiệp đã và đang góp phần đáng kể gây ô nhiễm nguồn nước. Sông Hồng nằm ở Việt Nam, nơi ngành nông nghiệp đóng vai trò quan trọng trong nền kinh tế. Bài báo trình bày kết quả quan trắc hàm lượng cacbon hữu cơ (TOC) bao gồm dạng hòa tan (DOC) và không tan (POC), trong nước chảy tràn từ đất canh tác (rau, hoa, lúa) ở đồng bằng sông Hồng năm 2013 -2014. Kết quả cho thấy DOC thay đổi rất rộng từ 1,0 mg.L-1 đến 37,1 mg.L-1, trung bình đạt 10,2 ± 6,2 mg.L-1 trong khi POC thay đổi từ 0,5 mg. L-1 đến 4,5 mg.L-1, trung bình đạt 1,7 ± 0,7 mg.L-1 đối với 104 mẫu nước. TOC từ trồng rau và hoa (11,7 ± 7,3 mg. L-1 và 12,6 ± 6,0 mg.L-1) cao hơn so với trồng lúa (8,5 ± 6,6 mg. L-1). Selective accrual and dynamics of proteinaceous compounds during pedogenesis: testing source and sink selection hypothesesMoon, Jinyoung 12 October 2015 (has links)
The emerging evidence of preferential accumulation and long residence time of proteinaceous compounds in soil are counter to the traditional view that their structure is readily broken down through microbial activity. The shift in thinking of their residence time is, however, heavily influenced by physical and chemical protections in soil, representing an important change for understanding global biogeochemical carbon and nitrogen cycling. We investigated the accumulation patterns of proteinogenic amino acids for a long term (thousands of years) related to their sources and sinks. We found clear patterns of change in the amino acids in a 4000 year-chronosequence adjacent to Lake Michigan, USA (Michigan chronosequence) and they were tightly related to the shifts in their biological sources, namely aboveground vegetative community (r2=0.66, p<0.0001) and belowground microbial community (r2=0.71, p<0.0001). Results also showed great variations of approximately 49% between seasons (summer and winter). Moreover, seasonal dynamic patterns (22% variations) of the amino acids in soil mineral associated fraction were rather counter to the conceptual view that it represents a slow soil organic pool with long residence times. The amino acids enriched in the mineral associated fraction, (e.g., positively charged, aromatic, and sulfur containing amino acids), tended to preferentially accumulate in whole soil pool during the 4000 years of ecosystem development. Their interaction with soil minerals, therefore, may play a critical role in the long-term sink and selective accumulation of proteinaceous compounds with some degree of the displacement. This was further confirmed by another chronosequence system near Haast River, New Zealand, which is geologically separated and climatically- and ecologically- different from the Michigan chronosequence. Common trends between two chronosequences suggested that either polar interactions or redox reactions may be relatively more important in the mineral interaction of amino acids than non-polar interactions. The consistency of results at two disparate locations in the southern and northern hemispheres is strong evidence that the processes of pedogenesis and ecosystem development are parsimonious and predictable. Our research demonstrated fundamental understanding of behavior of proteinaceous compounds at the molecular species level, and further provided their partitioning mechanisms associated with soil components. / Ph. La criminalité organisée constitue une préoccupation pour les pouvoirs publics français et haïtiens et sa répression pénale se situe au cœur des droits français et haïtien. Pour ce faire, les deux législateurs ont dû adapter leur législation pénale afin de doter l’institution judiciaire de nouveaux instruments répressifs permettant la détection et la répression des infractions de criminalité organisée. Celles-ci sont réprimées via une double approche répressive proactive et réactive. On remarque que le droit pénal de la criminalité organisée tant substantiel que formel opère un glissement du réactif vers le proactif. Il s’agit d’une logique répressive qui privilégie l’efficacité répressive sur le respect des principes fondamentaux. Le droit à un procès équitable s’y trouve alors malmené. Dans les deux droits, les personnes impliquées dans des infractions organisées sont sévèrement sanctionnées et la confiscation des avoirs criminels est utilisée à des fins préventives et répressives. Cette répression se fait dans le cadre d’une coopération policière et judiciaire efficace qui favorise l’émergence de nouveaux instruments de coopération provoquant ainsi la mutualisation et la régionalisation des normes destinées à la répression pénale de la criminalité organisée. Cette étude comparative montre qu’Haïti peut bénéficier de l’expertise judiciaire française fondée sur la spécialisation des acteurs judiciaires qui interviennent dans le procès pénal. / Organized crime is a major concern for the French and Haitian public forces and the related crime repression methods are at the core of the French and Haitian Criminal Law. In that sense, both legislators had to adapt their criminal legislation in order to provide the judicial system with new instruments of crime control to help detect and punish organized crime offenses. The latter are fought down via a double punishment approach that is proactive and reactive. We notice that the criminal law of organized crime, whether substantive or formal, slides from the reactive towards the proactive. It is a repressive logic that favours efficient repressive methods over the respect of fundamental principals. And therefore, the right of a fair trial is ill-used. In both Rights, the people involved in organized offences are severally sanctioned and the criminal assets are forfeited in order to apply preventive and repressive measures. This repression takes place within a cooperative efficient framework between the police and the judicial body and causes the emergence of new instruments of cooperation and the sharing and regionalization of the norms of criminal sanctions against organized crime. This comparative study shows that Haiti can benefit from the French judiciary expertise founded on the specialisation of the judiciary actors who participate in the criminal proceedings.

The Constitutional Court held that both articles are unconstitutional and ruled that these articles violate children's right to human dignity, privacy and the best interest of the child. The objective of this dissertation is to investigate whether children’s best interests are protected by law when they are involved in consensual sexual conduct. In order to answer this question, the historical background of legislation that regulated consensual sexual acts between children is analysed. Legislation that gives and protects children’s right to self-determination is examined. International instruments are also analysed. The High Court and the Constitutional Court judgements relating to children involved in consensual sexual conducts are discussed. The negative consequences of both these articles are discussed. Text in Afrikaans with summaries in Afrikaans and English / For many years divorce has been viewed exclusively as a legal problem that had to be addressed by the courts in our adversarial system of litigation. Divorce, however, also entails social problems which are not addressed in our legal system. It appears further that our adversarial legal system tends to heighten the conflicting interests of individual family members at divorce and to encourage animosity and irreconcilability.
In an attempt to ameliorate the harsh consequences of the adversarial legal system at divorce, two no-fault grounds for divorce were introduced to enable divorcing spouses to make the decision about the termination of their marriage themselves. This greater freedom that no-fault divorce afforded parties quickly led to a demand for a new system of dispute resolution at divorce. The Hoexter Commission consequently, recommended the establishment of a family court with a social component where mediation services are offered. In both Australia and New Zealand the introduction of no-fault divorce was attended by the establishment of family courts where mediation services are offered. In mediation the parties involved, with the assistance of an impartial third, may sort out and find solutions to all their divorce-related problems. It also appears that mediation has always played a prominent role in the resolution of family disputes in the indigenous communities of South Africa.
Owing to financial restrictions, South Africa is still without a family court. So far, only the Mediation in Certain Divorce Matters Act 24 of 1987 has emanated from the recommendations of the Hoexter Commission. This Act, which provides for the institution of enquiries by the office of the family advocate to determine the best interests of children at divorce, professes in its title to have introduced mediation as an alternative system of dispute resolution at divorce. From the contents of the Act it is apparent, however, that it provides for mediation only in a very limited sense. Consequently, it is necessary to amend this Act to make provision for real, comprehensive and accessible mediation services for the public in all family law disputes. This amendment could best be achieved by regulating existing private and community mediation services and integrating them into the formal legal process. / Egskeiding is baie jare lank as 'n regsprobleem beskou wat in ons adversatiewe stelsel van

egskeiding meegebring het, het spoedig 'n behoefte aan 'n nuwe stelsel van
dispuutbeslegting by egskeiding geskep. Die Hoexterkommissie het gevolglik aanbeveel
dat 'n gesinshof met 'n maatskaplike komponent ingestel word waarby onder andere
bemiddelingsdienste beskikbaar meet wees. In sowel Australie as Nieu-Seeland het die
invoering van skuldlose egskeiding inderdaad gepaardgegaan met die instelling van
gesinshowe waar bemiddelingsdienste beskikbaar is. In die bemiddelingsproses kan
mense self, maar met die bystand van 'n onpartydige derde, al hulle probleme by
egskeiding uitsorteer en oplos. Dit blyk verder dat bemiddeling nog altyd 'n prominente rol
by die beslegting van gesinsgeskille in inheemsregtelike gemeenskappe in Suid-Afrika
gespeel het.
Weens finansiele beperkings is Suid-Afrika nog steeds sonder 'n gesinshof. Al wat tot
dusver uit die Hoexterkommissie se aanbevelings voortgevloei het, is die Wet op
Bemiddeling in Sekere Egskeidingsaangeleenthede 24 van 1987 wat daarvoor voorsiening
maak dat die kantoor van die gesinsadvokaat by egskeiding ondersoeke na die beste
belange van kinders kan instel. Alhoewel die titel van die Wet voorgee om vir bemiddeling
as 'n alternatiewe stelsel van dispuutbeslegting by egskeidng voorsiening te maak, blyk dit
uit die inhoud van die Wet dat dit bloot vir 'n baie beperkte vorm van bemiddeling voorsiening maak. Dit is gevolglik nodig dat hierdie Wet gewysig word om by alle
familieregtelike kwessies vir ware, omvattende en toeganklike bemiddelingsdienste aan die
publiek voorsiening te maak. Die geskikste wyse waarop dit bewerkstellig kan word, is om
bestaande private en gemeenskapsbemiddelingsdienste te reguleer en in die formele

Firefighters providing emergency services to the public are involved with some of the most tragic aspects of the boundary between life and death, often in a context over which they have little or no control. The outcome of this may be that stress at work and at home are without doubt the reason that highly qualified and loyal firefighters give themselves over to alcohol or drug abuse, extramarital relationships and suicidal thoughts. The general aim of the research is to evaluate job and family stress amongst firefighters in the South African context, and to use the results in developing a developmental/counselling programme for firefighters and their families.
The research is quantitative and qualitative, consisting of a survey design and a phenomenological design. Three measuring instruments were used, namely the Biographical questionnaire, the Experience of Work and Life Circumstances questionnaire, and the Stress questionnaire. Task characteristics, organisational functioning, physical working conditions and job equipment, career and social matters, remuneration, fringe benefits and personnel policy were identified as causes of job stress originating within the work situation.
Interviews were conducted to determine how these firefighters experience job and family stress. Marital dysfunction and divorce, limited time with the family, problems with children, alcohol and drug abuse, lack of exercise, suicide, anger aimed at family members, physical and emotional exhaustion, lonely marital partners, unavailability to help the family when needed and depression were identified as causes of family stress arising outside the work situation.
The main recommendation is to implement a developmental/counselling job and family stress programme. The programme can be instituted to enhance the wellness and psychological health of firefighters and their families, or for counselling of firefighters and their families who are experiencing job and/or family stress. Il Trattato di Lisbona contiene la base giuridica per l’istituzione della Procura europea, tramite regolamento da adottare con il voto unanime in seno al Consiglio. Essa avrà il compito di «individuare, perseguire e rinviare a giudizio gli autori di reati che ledono gli interessi finanziari dell'Unione» (art. 86 TFUE). Il 17 luglio 2013 la Commissione ha adottato una proposta di regolamento a riguardo. Tuttavia, i negoziati fino ad ora condotti fanno ritenere che sarà difficile adottarlo all’unanimità, motivo per cui si è deciso di indagare il tema dalla prospettiva della cooperazione rafforzata.
L’obiettivo della tesi consiste nel dimostrare la concreta esistenza di un valore aggiunto dell’istituzione della Procura europea da parte di un numero ristretto di Stati rispetto all’abbandono di un tale progetto per assenza di unanimità. La tesi mira a dimostrare la sua fattibilità, costruendo un sistema capace di funzionare in un contesto d’integrazione diseguale.
L’elemento di novità consiste nella riscrittura della proposta di regolamento per adattarla al diverso contenuto (non più l’istituzione della Procura europea, ma l’attuazione di una cooperazione rafforzata ai fini di una tale istituzione) e nella predisposizione di modelli degli accordi disciplinanti la cooperazione tra gli Stati membri non partecipanti e l’organo di accusa europeo. / The Treaty of Lisbon contains the legal basis for the institution - by means of a regulation to be adopted by the Council acting unanimously - of the European Public Prosecutor’s Office (EPPO), which shall be «responsible for investigating, prosecuting and bringing to judgment the perpetrators of offences against the Union's financial interests» (art. 86 TFEU). In July 2013 the Commission adopted a proposal for a regulation on this matter. However, the ongoing negotiations lead to retain that it will be difficult to reach unanimity. This is the reason why this dissertation analyses the theme from the perspective of enhanced cooperation.
The purpose of this thesis consists in demonstrating the concrete existence of an added value deriving from the institution of the EPPO by only some States rather than neglecting this project. Thus, it aims at proving the feasibility of this project, by constructing a functioning system, even in a context of unequal integration.
The redrafting of the regulation in order to adapt it to the new object (the implementation of the enhanced cooperation for the institution of the EPPO) and the provision of the text of the agreements between non participating States and the EPPO constitute its originality.
