Vztahy Evropské unie vůči třetím zemím v oblasti vnější migrační politiky – příležitosti a rizika / External Migration Policy of the European Union in Relationships With Third World Countries - Opportunities and Risks

Diploma thesis focuses on migration policy in the European Union in the field of human migration flows from third world countries. The main aim of this thesis is to define global approach to theories of migration and analyze the development of external migration policies of The European Union since 1985 to the present when massive migration flows of people from third world countries hit Europe. Another aim is to evaluate consequences, opportunities and risks for destination countries which can be affected by the international migration. These chapters also introduce the legislative framework of migration policies in the European Union and they introduce security strategies and organizations that are involved in the management of migration flows to the European Union. Second part of this thesis analyses a massive migration flows to EU region after year 2011 and this part also identifies changes in migration policy as a response to this unexpected situation. Another aim is to confirm or disprove the hypotheses, whether migratory flows are the main driver in European population growth and whether there are any changes in the security issues across whole European region. The thesis follows the datasets from European Commission, Eurostat, Europol and from another organizations collecting information on key statistics in the EU. On the basis of the acquired data, the hypotheses about the existence of a correlation between the immigration, population growth and changes in the security field were confirmed.

The last part of this thesis analyses three judgements of the European Court of Justice, related to the immigration.

Municipal responses to national refugee settlement policies : A case study of two welcoming municipaleties in Sweden

This thesis investigates two Swedish municipalities that have vocalised a discontent with Sweden’s recent “Settlement Act,” arguing that they would like to receive more refugees than the national policy allows. Making it an interesting case of decision-making processes within governance studies. In the center of this thesis, public officials’ influence in the policy process of migration and refugee settlement is investigated, given that this focus has previously been neglected in studies concerning migration policy. As such, the primary purpose of this study is to describe and analyse how public officials potentially influence the policy process, alongside a secondary task of investigating how municipalities react towards a more restrictive national policy regarding refugee settlement and what governance arrangements this can lead to. The study uses a qualitative research method, drawing upon documents from the municipalities and twelve interviews with both public officials and politicians. The study finds that public officials influence the policy process within two dimensions of power: agenda-setting and decision-making. Furthermore, it is found that local governments react towards the more restrictive national policy with a localist approach, by formulating policies of their own, using “vertical venue shopping” to influence upper levels of government, and arguing that local problems need local solutions. Nonetheless, the thesis demonstrates that these attempts to influence upper levels of government do not succeed, with no signs of the national government changing its policy in response. Thus, it is argued that with specific regards to refugee settlement, it seems as though Swedish policy-making is becoming increasingly top-down, with limited opportunities for local governments to influence national policy.

Security Representations in Environmental Migration Policy : A Policy Analysis on Environmental Migration Policy in Central America from a Human and State Security Perspective

The main objective of this study is to analyse problem representations within national and multilateral policy concerning environmental migration in Central America. The study mainly focuses on Mexico and Costa Rica’s national legal frameworks regarding environmental migration but also draws on bilateral as well as multilateral agreements ratified by the countries. In a two-step analysis, the perspectives of human security and state security are used to identify key representations, followed by an application of Bacchi’s (2016) post-structural policy analysis tool ‘What is the problem represented to be?’, allowing for an understanding of environmental migration policy in a wider context. The results of the study show how human security characteristics are most prevalent within environmental migration policy, albeit acknowledging the implicit prevalence of state security characteristics. The study makes attributions to the understanding of the discourse and conceptualisation concerning environmental migration and recommends further studies on efficient interlinkages between human and state security-oriented policies.

Migration policy and its role in implementation of population development strategy of the Republic of Kazakhstan Abstract This work addresses the issues of migration policy and its role in population development of Kazakhstan. Migration and demographic development of the Republic of Kazakhstan had become prominent subjects of strategic policy under the new geopolitical reality and socio-economic development since the early 1990s. The intensive outflow of population during this period resulted in change of different quantitative as well as qualitative population characteristics. At the same time, the ethno-demographic disproportions maintained in the previous decades speeded up the "nation-building" process which was represented namely by policy on ethnic return migration. Thus, under these circumstances migration and demographic policies were placed among the priority issues of national security of the RK. In this contexts, the analysis presented in the submitted disseartion displays the effect of migration flows on demographic, socio- economic and ethnic composition of population. This thesis deals with binacional marriage. The aim was to determine how migration and integration policies of the Czech Republic constructs binational marriages and how this policy can affects the everyday life of these marriages. Binacional marriage mean in this work ,defined as the marriage of two heterosexual people, who is the citizen of Czech Republic and citizen of countries outside the European Union. The thesis contains theoretical part, which are primarily institutional and legislative framework of binational marriages and fake marriages. Another part is methodological content, ethics research, my positionality and actual implementation research. For research, I have chosen the method of semistructure interview. The part of research, is based on collected data from interviews with spouses binacional describe how these couples questioned by the government, especially at the first year of marriage, then what resistance to use and how to achieve recognition.Conclusion of this work summarizes the knowledge learned.

This dissertation analyses the system of internal passports as a central administrative instrument of controlling migration processes in the Soviet Union and post-Soviet Russia. Specifically, the study focuses on the topic of using the passport system, and the restrictions incorporated in this system, on the territory of Moscow. The aim of the study is two-fold. Firstly, it strives to identify, from a position of historical institutionalism, the factors which allowed Moscow, many years after the dissolution of the USSR, to control migration processes within its borders using distinctively "Soviet" methods, in clear violation of federal laws. On a different level of analysis, the dissertation focusses on the regulatory methods themselves: it examines the genesis and early evolution of the internal passport system and the mechanism of so-called propiska (registration), in the era of Stalinist industrialization, before turning to the process of the system's erosion and partial dismantling during the late Soviet and early post-Soviet years. Finally, the study aims to analyse the methods chosen for controlling migration in Moscow during the rule of mayor Yuri Luzhkov (1992-2010), and the way his policies affected the migration situation in Russia's capital.

The purpose of this essay is to explain the reasoning behind the European unions activation of the mass protection directive in 2022, how well these motivations apply to the migration crisis in 2015, and whether the theories poststructuralism, Marxist critical theory, and postcolonialism believe the differences legitimize the decision not to activate the directive in 2015. The method used is a discourse analysis based on operationalisation of the activation of the directive and the main ideas of each theory. The result indicates that the situation during 2015 did lack a few of the aspects taken into account in 2022. However, all three theories argue that these aspects could be evaluated and seen from different perspectives, and therefore did not necessarily legitimize the inaction of the EU in 2015.

Migration is a highly debated political subject in Sweden today. The refugee crisis in 2015 resulted in many people fleeing to the European countries where Sweden received a lot of migrants. Due to the crisis, many debates about migrants and integration have been raised in Sweden. Hence the purpose of this study is to examine how Sweden’s currently three biggest parties, the Social democrats, the Moderates and the Swedish democrats, portray migrants, is there “good” and “bad” migrants? This essay is a framing analysis applying Bacchi’s WPR approach and to enable the study we have applied Sara Ahmed’s theory about the abject migrant. Using the applied theory, we have been able to see different perspectives of how migrants are portrayed. According to our analysis based on the results, we can ascertain that the three parties portray “good” and “bad” migrants. The parties agree that the “good” migrant is the one who integrates into society, meanwhile the opinion about the “bad” migrant varies among the parties. By studying the party programs and different statements made by the parties themselves, we can state that some migrants are portrayed in a certain way. The results based on our study indicates a society dividing different people by ethnicity, according to our study there is a “us” and “them” union in the current society we live in.

This thesis deals with a topic of immigration policy of the European Union of the 21st century. One cannot write about this topic regardless of the migration wave and refugee crisis that has sparked the debate about EU's immigration policy function - and EU as a whole - in general. The aim of this thesis is to give a reader profound view on the topic of immigration policy of the EU in the context of the immigration crisis, to present reasons why is this happening as well as the consequences, and last but not least, to give an solution that could help EU to deal with crisis and its origins. The thesis handles with the attitudes and opinions of EU member states and the EU as a whole, discusses the evolution of EU immigration policy and its current state. In a part it is oriented on asylum policy as a part of immigration policy and the question of supra-nationalization of the EU's immigration policy. The last chapter offers following steps which the EU should take, and which lead to solving the crisis or at least alleviation.
