The integration of return migrants in their home country’s labour market: evidence from Lithuania / Grįžusių migrantų integracija kilmės šalies darbo rinkoje: Lietuvos atvejo analizė

Migration literature tends to focus on individual level factors, such as human capital acquired abroad, to explain the success of the integration of returnees while neglecting the importance of the environment in their home country. The dissertation offers a theoretical framework, which involves the factors of the home country’s labour market in explaining the integration of return migrants, while at the same time taking into account changes in the human capital of returnees while they were abroad. The empirical findings of the dissertation are based on three representative surveys carried out in late 2013 among three different audiences in Lithuania: 1) adult population (N=1930); 2) employers (N=1000), and 3) returnees (N=804). The research revealed that almost all return migrants have acquired valuable knowledge and skills while abroad that they expect to use in advancing their careers in Lithuania. Yet most of them underutilise their foreign experience after return. Moreover, they feel that their new knowledge and skills are undervalued in Lithuania. Indeed, the research proved that rather unfavourable attitude towards return migrants and their migration experience prevails in Lithuanian society and among employers. Returnee unfriendly environment leads not only to the loss of potential benefits of human capital but also to the unsuccessful reintegration of returnees and, eventually, to their repeat migration. Migrações, políticas públicas e federalismo : análise da política migratória brasileira a partir da abordagem dos arranjos institucionais

Programa de Pós-Graduação em Políticas Públicas, 2017. / O presente trabalho tem por objetivo analisar o arranjo institucional da política migratória brasileira, tanto na esfera federal quanto na municipal, a partir do estudo de caso dos municípios de Porto Alegre e São Paulo. A abordagem metodológica inclui examinar o arranjo em quatro eixos ¿ intersetorialidade, relações federativas, participação de atores não estatais e territorialidade ¿ nas três etapas do ciclo de políticas públicas ¿ formulação, implementação e monitoramento/avaliação, a partir da análise documental, normativa e de entrevistas com gestores públicos. O estudo de caso analisa as experiências locais dos dois municípios, pois representam uma inovação recente na política migratória brasileira, antes centralizada pelo governo federal. Procura-se avaliar o nível de descentralização da política promovido pelos governos municipais, quais os desafios encontrados, como o arranjo poderia ser incrementado do ponto de vista dos gestores responsáveis pelas políticas, e como incrementar o arranjo em termos de uma melhor governança da mobilidade humana e da ampliação da capacidade estatal de atuar sobre ela. Os resultados da pesquisa revelam que a Prefeitura de São Paulo avançou consideravelmente no sentido de maior institucionalização do tema no município, descentralizando competências e assumindo responsabilidades sobre sua população migrante, com relativa autonomia do governo federal. No caso de Porto Alegre, verificou-se um arranjo menos institucionalizado, com pouca capacidade técnica e financeira, menos autonomia frente aos governos estadual e federal, mas com grande ênfase na participação da sociedade civil. Em comum, há críticas dos municípios à falta de apoio federal e estadual, e de coordenação federativa da política migratória. Na análise do arranjo na esfera federal, avalia-se que, apesar da visão generalizada de que o Brasil não possui uma política migratória, o país tem seguido uma linha humanitária sobre as migrações internacionais, ainda que não formalizada. Contudo, a fragmentação institucional e as legislações contraditórias são grandes obstáculos à implementação de políticas para migrantes. Enfim, a iminente aprovação de uma nova lei de migrações e sua posterior regulamentação são oportunidades para a construção de um pacto federativo e uma política migratória nacional clara, aumentando a capacidade do Estado de organizar os fluxos migratórios e garantir os direitos da população migrante. / The present work aims at analyzing the institutional arrangement of Brazil migration policy, both at the federal and municipal levels, based on the case study of the municipalities of Porto Alegre and São Paulo. The methodological approach includes examining how the arrangement operates within four axes ¿ intersectionality, federative relations, non-state actors participation and territoriality ¿ in the three stages of the public policy cycle ¿ formulation, implementation and monitoring/evaluation ¿, based on documentary analysis, normativeness and interviews with public managers. The study focussed on local experiences developed by two municipalities, which represent recent innovation in Brazil migration policy, previously centralized by the federal government. The objectives were to assess the level of decentralization promoted by these municipal governments, to account for the challenges encountered in both experiences, to understand how the arrangement could be improved from the point of view of policy makers, and to draw conclusions on how the arrangements may achieve better governance of human mobility and expansion of the State's capacity to act upon it. The results of the survey reveal that the City Hall of São Paulo has advanced considerably in the sense of welcoming the subject into municipal institutions, decentralizing responsibilities and commiting to its migrant population, with relative autonomy from the federal government. In the case of Porto Alegre, although there was a less institutionalized arrangement, with poor technical and financial capacity, and less autonomy from the state and federal governments, the city has had stronger emphasis on the participation of civil society. In both cases, municipalities are critical of the lack of federal and state support, and of federative coordination of the migratory policy. The analysis of the arrangement at federal level shows that despite the generalized view that Brazil lacks migration policies, the country has followed a humanitarian approach on international migrations, even though it is not instituted. It is, therefore, evident that institutional fragmentation and contradictory legislation are major obstacles to the implementation of policies for migrants. The imminent approval of a new migration law and its subsequent regulation are opportunities for the construction of a federative pact and a clear national migration policy, increasing the capacity of the State to organize migratory flows and guarantee the rights of the migrant population.

Tendo isso em vista, primeiramente, delimitou-se o objeto de estudo, distinguindo os refugiados dos demais grupos de deslocamentos forçados, como migrantes, deslocados internos e apátridas. Também foram apontadas as causas que levam ao refúgio e as soluções implementadas para os refugiados. Em seguida, examinou-se a questão dos refugiados a partir de três grandes intervalos de tempo: o pós-Segunda Guerra Mundial, no decorrer dos anos 1943 a 1960; a grande descolonização afro-asiática e o final da Guerra Fria, durante os anos de 1960 a 1990; e o cenário pós-Guerra Fria dos anos 1990 até a atualidade. Com isso, apresentaram-se alguns fluxos de refugiados ocorridos em várias regiões do mundo, bem como as organizações criadas para proteger os refugiados e os instrumentos internacionais e regionais elaborados em matéria de refugiados, no período mencionado. The causes that lead to refuge were also pointed out, as well as the solutions adopted to refugees. After, the refugees¿ issue was examined by three great periods: the post Second World War, during 1943 to 1960; the African and Asiatic decolonization and the end of the Cold War, during 1960 to 1990; and the scenery of the post Cold War, from 1990 to nowadays. Thereby, some refugees¿ flows occurred in various regions of the world in the whole period were presented, as well as the organizations created to protect refugees and the international and regional instruments elaborated regarding refugees. The theme of this thesis is the Swedish immigration policy in the context of EU immigration policy. The aim of thesis is to analyze Swedish immigration and integration policies and identify their key characteristics. The theoretical part of the thesis deals with the definition of migration policy, basic concepts of migration and integration models. European immigration policy is built up on the theoretical basis from which comes out the setting of Swedish immigration policy. . The second chapter focuses on the integration of immigrants into the Swedish society and is divided into two parts. The first part deals with the development and setting of Swedish integration policy, the second part focuses on the integration of immigrants into the labour market. In the third chapter is the main focus on the problems and prospects of the Swedish migration policy. The three subchapters concentrate on the problems associated with the current European migration crisis, the international dimension of migration policy in Sweden and its priorities in this field and the last part attempts to evaluate the success of integration measures in Sweden.

The aim of this study is to examine how the political change in the migration policy has changed since the migration crisis in 2015. The premise to analyse this change will be how four political parties in Sweden; the Swedish Social Democratic Party, the Green Party, the Liberals and the Center Party, have expressed their political opinion about migration policy in two different parliamentary debates. The method for this study is a qualitative text analysis and with the help of this method, key concepts have been identified. Additionally, relevant information has been selected from the parliamentary debates and have been included in this study.The results of this study have been analysed by previous research and theories in order to reach a conclusion. The study concludes that the migration policy in Sweden has gone from being generous to being more coarse. Further, it is revealed that the Swedish Democrats entry to the Swedish Parliament was an external stimuli which probably was an underlying factor to the change in migration policy in Sweden.

This work discusses the role of non-government non-profit organisations in implementation of the integration policy in relation to migrants within the territory of the Capital City of Prague. The integration policy means both the integration policy of the Czech Republic and also the actual integration policy of the Capital City of Prague expressed in the Prague integration concept. The purpose of this work is to find out what role non-government non-profit organisations play during the process of implementation of this policy, their standing among other parties involved in the integration policy, and it also primarily focuses on the phenomenon of the implementation deficit arising during implementation of policies. The theoretical section describes Czech migration and integration policies, the Prague integration policy and the theoretical starting points on which this work is based. This paper studies the dynamics of the EU external migration policy by applying the external governance theory on the Global approach to migration (GAM) while exploring the nature of migration relations between the Union and the third countries. The Global approach to migration is based on the integration of migration issues (based on four thematic dimensions) in the EU external relations and on strengthening cooperation and dialogue with partner countries. The aim of the thesis is to clarify by the theory of external governance the relations between the EU and partner countries with which the EU cooperates in the management of migration flows. More specifically, the thesis focuses on mutual relations, which are reflected in cooperation on migration issues and answers the question whether GAM raised a qualitative change in relations between the EU and partner countries. Current crisis in Ukraine: the impact on Czech migration policy Bc. Tereza Jarolímová Abstract In November 2013 protests in response on cancelation of Association Agreements preparations between EU and Ukraine stand on the beginning of crisis, which resulted in annexation of Crimea by Russian Federation and in armed conflict at Eastern Ukraine. Those events led to a significant deterioration of security and socioeconomic conditions and influenced migration flows in Ukraine. In April 2015 there was 1 192 000 Internally Displaced Persons and more than 700 000 people fled Ukraine. This situation also affected Czech Republic that is common target of migration from this country. This thesis analyses the reaction of the Czech state institutions on Ukrainian crisis and its influence on migration flows. Migration policy is in this thesis divided in immigration policy, asylum policy, integration policy, external dimension of migration policy and crisis reaction. Author analyses budget changes, Government Resolutions and changes in state strategies concerning migration or security in connection with possible migration flow from Ukraine.
