Irregular Migration : A case study of Italy

One of the concerns of the current study is to analyse empirically and theoretically the economic and political causes of irregular migration to Italy in order to proceed with the critical estimation of the national, international and partly supranational migration policies. Since several theories will be applied during the study it will enable me to fully describe the phenomena of the irregular migration and modern enslavement of the irregular immigrants on Italian territory. I will disregard the fact that each theory is criticised on the grounds of being too concentrated on a few aspects of the phenomena and lacking the focus on all of its aspects due to the fact that the joint use of several theories provides a broader outlook. However, one crucial critique will be taken into closer consideration. Thus, the closer study of the phenomenon of modern slavery, strongly interconnected with the irregularity of migration, the duality of the Italian economy and the restrictive migration policies will bring together both the political and economic approaches to migration, whose split appears as the central critique for a great number of IR theories.12 In the normative part of the study I will focus on the critical analysis of the criminal status of the irregular immigrants assigned to them by the Italian migration policies and the Schengen Treaty of the EU in order to prove that instead of a criminal status, a victim status should be given to all immigrants, regardless of whether they were trafficked into Italian territory or crossed the border on their own free will. Additionally, in the normative part of the thesis I will compare and analyse scholars’ previous findings related to the possible amendments to the existing policies and propose my own conclusions and suggestions of how the laws, policies and governmental focuses “ought to be” changed.

States' Pursuit of Sovereignty in a Globalized Security Context: Controlling International Human Mobility

<p>The goal of this dissertation is to inquire into how states balance economic motivations and security concerns when pursuing sovereignty at borders. More precisely, the dissertation examines tradeoffs between interdependence sovereignty -control over transborder flows--and Westphalian sovereignty defined as exclusion of external actors from states' authoritative space. Focusing on control over cross-border human mobility as the issue area, I put forward the <italic>securitized interdependence framework</italic> as a theory that encompasses economic and security logics of policy-making. Because migration control rests at the nexus of economic/material and geopolitical/military dimensions of state security, it provides an ideal testing ground for observing the interaction of economic and security motives. The theoretical framework draws on the literature on complex interdependence and the logic of the trading state to postulate empirically verifiable propositions on migration control policies. </p><p>The central claim of the dissertation is that human mobility is conditionally securitized and that security logics are modulated by material/economic incentives. Facing informational asymmetries vis-à-vis transnational terrorists, states rely on migration and border control strategies to screen and deter non-state threats to security. However, economic interdependence--trade and capital ties--mitigates fears over transnational terrorism by reconfiguring state preferences, bolstering the relative salience of material concerns in policy-making, tempering perceptions of threat, and creating vested interests at the domestic level. </p><p>To test the theory I have collected and compiled data on i)visa restrictions for pairs of 207 X 207 directed dyads ii)visa rejection rates for European Union and/or Schengen member countries for the period 2003-2007, and iii)asylum recognition rates for 20 select OECD recipient states for the period 1980-2007. I then use this data to test the implications of the theory by distinguishing between economic/voluntary and political/involuntary migration. Additionally, I tease out the distinct effects of two different types of security concerns over transnational terrorism: a reputational effect that considers origin country citizens' involvement in terrorism incidents worldwide and a targeted/directed impact through which states take into account past experience as targets of terrorism. To illustrate the effect of economic interdependence, I analyze trade and capital flows separately and illustrate that both types of commercial ties facilitate liberalization of controls over human mobility through direct and indirect mechanisms. </p><p>I employ a variety of statistical techniques to study the effect of economic and security concerns including several cross-sectional time series techniques, structural break and recursive residual tests for temporal change, and maximum likelihood. Furthermore, I complement my quantitative empirical analysis with an in-depth process tracing approach that traces the evolution of Turkey's migration policies in the context of Turkey's post-1980 economic liberalization. The qualitative analysis makes use of primary and secondary resources obtained from archival field work in Ankara and Istanbul, Turkey.</p><p>The dissertation demonstrates that the impact of security concerns over transnational terrorism is contingent on the type of migration policy under consideration. In particular, policies of control over involuntary/political migration are guided by humanitarian and normative motives, limiting the effect of security concerns. Furthermore, the securitization of visa policies is strongest if recipient states are directly targeted by incidents of transnational terrorism perpetrated by origin country nationals. While states take into account incidents of global terrorism ---attacks against other country nationals or territories by origin country citizens-- this channel of impact is more modest. Additionally, empirical results show that economic interdependence effectively undercuts the effect of global terrorism, driving migration control policies towards liberalization. In sum, the dissertation demonstrates that ways in which states assert interdependence sovereignty exhibit temporal and cross-sectional variation as well as functional differentiation across types of border and migration control policies.</p> / Dissertation

Facing the mass emigration phenomenon, such questions are more and more often asked not only by journalists who attempt at drawing the attention of the society to this issue, but also by politicians and public characters. There are many ways of thinking about this issue. Those who have gained well being in foreign countries, enjoy the benefits of migration. However, others worry about the negative impact on the demographical and social situation, as well as the negative influence on labor market of the country in the future. Alongside with many sob stories and declared determination to get remedies immediately, is possible to hear another opinion, stating that it is a civil liberty - freedom to travel to obtain a wealth of opportunities. Nowadays migration movement is becoming a global issue. Experts are voicing their concerns about the threats of emigration. Therefore, it is interesting whether the government of Lithuania has any cure for mass emigration. The main objective of this paper is to analyze the processes of emigration in Lithuania. In conclusion, the object of the paper is the emigration movement in Lithuania. Labor Migration In Europe Within The Context Of Demographic Challenges

Today, it is a very crucial problem that many European countries are encountering demographic challenges stemming from the population decline and aging and according to many studies and future projections, this demographic trend will reach more critical levels for the next 50 years. The most prominent impact of this demographic situation will be on social security systems that the functioning and sustainability of pension and health care systems will be severely damaged with regard to the rapidly increasing number of elderly and the decline in number of young labor force resulting from the low births rates all over Europe. In this context, labor migration that received significant attention, has risen up to the agenda of Europe to serve as a policy option to mitigate the adverse consequences of demographic challenges. Taking its impetus from the mentioned demographic problem, this thesis aims to analyze the discussions over labor migration as a foreseen policy option to compensate the shortage of labor force in Europe. It also intents to bring relevant data and current debates together to generate a ground in order to open this critical issue to discussion and to elaborate the feasibility of labor migration need for Europe. In this regard, the thesis scrutinizes the reactions of European states regarding their reluctance to open their borders again for &ldquo / mass influx&rdquo / and examines briefly the other preferred and enforced policies that exclude migration option, such as aiming to increase fertility rates, ameliorate social security systems or encourage the native labor force participation. By taking all these into account, this thesis aspires to attract attention to this urgent problem and evaluates the labor migration need in Europe by presenting the relevant reactions and appraisals shaping the migration policies both at the nation state and EU level. Finally, this thesis attempts to contribute to the literature in terms of generating a base for further intensified discussions and studies which constitutes a significant need in the context of interaction between demography and migration in Europe.

The theoretical part presents the various international organizations dealing with the security situation in Europe and also the immigration policy of the Czech Republic and the Federal Republic of Germany. Immigration policy in Germany is included on the grounds that in 2015 it was Germany that has become a country facing the greatest influx of migrants, to the point where the number of registered asylum seekers in the local asylum system exceeded 1 million. Germany, unlike the Czech Republic, has long-term experience in the area of asylum and immigration policy. Moreover, it tries to approach the immigration in a positive way, among others in an effort to fill gaps in the labour market. Germany takes providing assistance to people fleeing war as a moral obligation, and urges other countries to show the same solidarity. As a member state of the European Union and other organizations, the Czech Republic must act according to the rules that international communities enforce, thereby it surrenders, to some extent, its sovereignty when taking the relevant decisions. The aim of present work was to determine threats posed by the acceptance of immigrants and to propose ways to minimize these threats. A secondary aim was to compare the system of refugee reception in the Czech Republic and abroad, particularly in the Land of Bavaria, Germany, that the migration wave in 2015 affected the most of all federal states. In order to obtain the documents necessary to achieve the objectives, we started working with the landlord of an accommodation facility intended for applicants of international protection, in Goldbach (Germany). There we tracked the asylum and integration process of accommodated refugees. To compare the approach in the Czech Republic, we chose the progress and development of the Czech project Generation 21 on the resettlement of Iraqi refugees into the country. Additional information was drawn through lectures and panel discussions with experts on this issue. All the data contributed to answering the research question: whether the strategy of the Czech Republic in terms of receiving refugees has any perspective. The chapter "Results" is devoted to the EU's efforts to create a new, more efficient mechanism that would respond more flexibly than the current system of migration and asylum policy in the EU. In May 2015, the EU submitted to its Member States the "European Programme for Migration", that among others proposed so much publicly discussed mechanism of relocation, resettlement, and hotspot system and return policy. In this case, the work evaluated the proposal, using statistical data obtained from the official databases of the EU, and also thanks to the contribution of Czech experts. In addition, this chapter presents statistical data describing the process of migration waves in 2015, which are interlaced with actual data obtained directly from selected immigrants. The first reference to the applicant for international protection in Germany were foreigners from Iraq and Ethiopia, who, a half a year later, were joined by nationals from Syria. The research at the site showed the real functioning of migration and asylum system. 30 % of all asylum applicants from across the EU headed to Germany. The priority of this country was particularly its asylum policy. The Czech Republic, as a transit country with a share of less than 1% of applicants, focused on the control of illegal migration. This position was one of the factors that led to the failure of the project Generation 21. In the course of the operation this project resettled 89 refugees from Iraq, more than half of whom then renounced the asylum in order to travel to Germany. It is the secondary movement of immigrants that is threatening the existence of the Schengen area and points out the unsatisfactory effectiveness of the mechanisms proposed by the EU.

Cette thèse porte sur les pratiques du droit des étrangers au Maroc. Par l’analyse de divers mécanismes de mobilisation du droit, tels qu’ils se déploient quotidiennement, son objectif est d’observer et de décrire, en contexte, les activités d’acteurs variés impliqués ou confrontés à un droit, des institutions et des procédures visant les étrangers. Ceci passe par une étude de l’activité judiciaire et administrative en la matière. Ceci passe aussi par une clarification de méthodes utilisées par les gens, professionnels ou profanes, dans leurs pratiques quotidiennes, impliquant de fait de prendre en compte les dimensions sociales et politiques du droit, des étrangers en particulier. En adoptant une démarche praxéologique, il s’agit de s’intéresser au droit en action en reconsidérant un ensemble de pratiques, méthodiques et ordonnées, pour en clarifier les modes endogènes de production et d’intelligibilité.Une première partie s’attache à présenter la démarche praxéologique, tout en apportant des éclairages sur un ensemble de phénomènes sociaux et politiques ancrés dans le contexte marocain contemporain. La seconde partie est consacrée à la description et à l’analyse de situations de rencontre de l’étranger avec l’administration et la justice, à partir d’une série d’épisodes permettant d’éclairer le déploiement pratique du droit en contexte. Une troisième partie s’attache aux méthodes de raisonnement, de compréhension, d’interprétation, qui permettent de mieux comprendre le droit des étrangers au Maroc, en accordant une attention particulière à l’analyse des catégorisations et aux jeux d’inférences. Its aim is to observe and describe, in context, the activities of diverse people who find themselves involved or faced with the law, institutions and procedures related to the presence of foreigners. The intention, however, is to analyze various mechanisms involved in the ordinary mobilization of law. This goes through the study of legal and administrative activities in this domain. The clarification of methods used by people, both professional and lay, in their daily practices includes de facto to take into consideration the social and political dimensions of the law, and in particular that related to foreigners. By adopting a praxiological perspective, the purpose is to deal with law in action and to revisit a set of practices, methodical and structurally organized, in order to better understand the endogenous methods of production and intelligibility of law.The first part seeks to present the praxiological approach while shedding light on several social and political phenomena in the contemporary Moroccan context. The second part is devoted to the description and the analysis of various situations in which people are involved and face administrative and judicial institutions. Through a series of episodes and in an empirically documented manner, it fleshes out the way in which the law practically and contextually operates. A third part focuses on methods of reasoning, of understanding and of interpreting, and in particular the working of categorizations and inferences, which are actively at play in the law regarding foreigners in Morocco.All the chapters provide an original treatment of processes and mechanisms of the grammar of law in action and bring out the relation between law and society, as well as the intrinsically political dimension of the law regarding foreigners.

The diploma thesis describes migration and migration policy development of the Czech and Slovak republic, as well as theoretical studies dealing with migration effects on the labour market and on public finance of the migrants' destination countries. The core of the diploma thesis is an analysis of the relationship between macroeconomic indicators of the analysed countries and their migration flows, analysed by the regression analysis. The regression analysis is followed by a specific quantification of a potential impact of migration flows increase on public finance of the analysed countries. The main contribution of this diploma thesis is that it points out the connection between fiscal policy, migration flows and public finance of analysed countries. The main data sources are the OECD (2014) and EUROSTAT (2014) database and the analysed period is the year 1998 to 2012. I have come to the conclusion that there is a linear relationship between the increase of the selected macroeconomic indicators and migration flows of the analysed countries in case of the Czech and Slovak republic. This increase has negative or positive impact on their public finance, depending on type of increased macroeconomic indicator.

1 Abstract After the Euromaidan revolution, Ukraine has faced an annexation of Crimea and the War of Donbas, with the subsequent economic crisis hurting the living standards of the population. It has led many to travel abroad, as economic migrants, to find better conditions for work and residence. Many Ukrainians started working in Poland and the Czech Republic, becoming the largest group of foreigners there. This dissertation examines the differences between Ukrainians working in those two countries after 2014. Initially, this research discovers theories of migration and integration indicators, identifying key topics to focus on. Those topics are migrants' networks, migration policies of host countries and two integration indicators (real estate participation and human capital). The results suggest that migrants' networks successfully enhance social and economic integration of migrants, with a language factor playing a crucial role. Furthermore, it is important to note social integration largely depends on the willingness to integrate, and it is not always the case. This dissertation shows that Polish migration policies treat Ukrainian economic migrants more favourably than Czech migration policies, providing special treatment and easier access to the labour markets. This study deals with the current demographic situation of the Russian Far East and tries to assess the main patterns of migration in the region. The work is structured in five chapters. The first chapter aims at defining the Russian Far East geographically and concentrates on the most important features of its economy. The second chapter is devoted to region's rapid depopulation since the beginning of 1990s. This part analyses the dominant demographic trends within the district and tries to describe the prevalent patterns of migration on its territory. The third chapter presents a brief historical overview of the colonization and resettlement policies towards the Russian Far East. The main goal of this part is to evaluate the overall effectivity of both tsarist Russia and the Soviet Union in their efforts to populate their easternmost periphery and secure the border with China. The fourth chapter deals with the problem of Chinese migration to the Russian Far East. The emphasis is put on the myth of China's "demographic expansion" and also on the question of possible benefits of drawing in more Chinese workforce in the foreseeable future.
