Development of a System Based Approach for Strategic Implementation of Occupational Health and Safety Practices in Health Care Organizations

This thesis aims at investigating the importance of effective implementation of health safety and hygiene legislations and practices in Health Care delivery systems. A new System Based Approach for Strategic Implementation of Occupational Health & Safety Practices is proposed in this thesis. The underlying principle of the approach is based on involvement and inputs from staff and management rather than by pre-specified requirements and objectives. Furthermore, the development process is a closed loop process that provides a mechanism for continuously evaluating system performance and monitoring activities that have considerable impact on health and safety practices. A case study was conducted in the medical laboratories of five major hospitals in the Emirate of Abu Dhabi. Data were collected through questionnaires, staff interviews, and reviewing laboratory safety reports compiled over a three years period. The main conclusions from this study are: 1. The proposed approach has proven to be useful in analyzing existing health and safety systems. The methodology and tools proved to be instrumental in defining inefficiencies and determining the status of the Health & Safety policies & practices in the selected medical laboratories. 2. Effective implementation of the proposed approach has shown improvements in productivity, operational cost, service quality, staff and management satisfaction. 3. The case study has demonstrated that a developing country such the UAE, with no previously existing Health & Safety legislation and little risk prevention culture, can rapidly and effectively introduce effective industry specific H&S by adopting an integrated systems based approach. 4. UAE has highly advanced and economically developing base, there is a general willingness at senior level within the UAE to achieve high levels of competence and standards in all industrial sectors. 5. CAP is a system based management tool which has been implemented globally, but only limited in the gulf region; CAP has been implemented by the author and colleges within Zayed Military Hospital between 2003-2007.

Challenges of implementing HIV voluntary counselling and testing (VCT) campaigns for higher education distance learning students : case study of UNISA-Sunnyside Regional Office

This study investigated the challenges faced by implementers of VCT campaigns for higher education distance learning students. Qualitative and explorative approaches, using a case study, were employed as the research methodology. It has been concluded that the administrative planning procedures of VCT campaigns were not properly followed, which resulted in the following difficulties: defining the roles and responsibilities of stakeholders, using limited resources, and the inability to reach all the students, in order to get them to actively participate in the campaigns. Lack of coordination of HIV and AIDS activities and the absence of monitoring and evaluation also impacted negatively on the success of VCT campaigns. This study recommends that VCT campaigns have a proper task team constituting of experts in VCT campaign operations, in order to strategically plan and coordinate all the campaigns' activities. The implementers should also monitor and evaluate these activities on a regular basis.

[pt] Destaca-se como um dos principais desafios da gestão de parques tecnológicos a criação de modelos e ferramentas de monitoramento e avaliação de desempenho, que considerem a diversidade de perfis estratégicos e de modelos de negócios desses ambientes de inovação. Na perspectiva de contribuir para o aprimoramento do processo de monitoramento e avaliação de desempenho de parques tecnológicos no Brasil e no exterior, o objetivo da dissertação é desenvolver e aplicar um modelo conceitual para o referido processo, baseado na abordagem de gestão adaptativa, que permita aos gestores definir indicadores e métricas em função de perfis estratégicos e modelos de negócios comuns a determinados agrupamentos de parques. A pesquisa pode ser considerada descritiva, metodológica e aplicada. A partir dos resultados da revisão bibliográfica e documental sobre os temas centrais da pesquisa, desenvolveu-se um modelo conceitual adaptativo para monitoramento e avaliação de desempenho de parques tecnológicos. Visando demonstrar a aplicabilidade desse modelo no contexto de diferentes parques tecnológicos no Brasil e explicitar seus diferenciais metodológicos em comparação a outros modelos reportados na literatura especializada, realizou-se um estudo empírico focalizando a fase de planejamento do modelo junto a 26 participantes do 1º Curso para Gestores de Parques e Ambientes de Inovação, oferecido pela Uni-Anprotec, em parceria com o Instituto Gênesis, da PUC-Rio, em 2016. Destacam-se como principais contribuições da pesquisa um modelo conceitual adaptativo para mensuração e avaliação de desempenho de parques tecnológicos e conjuntos de indicadores e métricas associados a diferentes tipos de parques. / [en] One of the main challenges of managing science and technology parks is the creation of models and tools for monitoring and evaluating their performance, which consider the diversity of strategic profiles and business models of these innovation environments. Aiming to contribute to the improvement of the process of monitoring and evaluating the performance of science and technological parks in Brazil and abroad, the objective of this dissertation is to develop and apply a conceptual model for this process, based on adaptive management approach, which allows managers to establish indicators and metrics according to strategic profiles and business models common to certain groupings of parks. This research can be considered descriptive, methodological and applied. Based on the results provided by the bibliographic and documentary review on the central themes of the research, a conceptual adaptive model for monitoring and evaluating the performance of technology parks was developed. Aiming to demonstrate the applicability of this model in the context of different science and technology parks in Brazil and to explain its methodological differentials compared to other models reported in the specialized literature, an empirical study, focusing on the planning phase of the model, was carried out during 2016 with 26 participants of the 1st Course for Managers of Parks and Environments of Innovation, offered by Uni-Anprotec in partnership with Instituto Gênesis. The main contributions of the research are a flexible model for measuring and evaluating the performance of technological parks and sets of indicators and metrics associated with different types of parks.

[pt] O objetivo da dissertação é propor indicadores e respectivas métricas para o monitoramento e avaliação da implementação no Brasil da regulamentação sobre recolhimento de alimentos e sua comunicação à Anvisa e aos consumidores. No contexto institucional no qual a pesquisa se insere, considera-se que esse esforço propiciará ao órgão regulador, bem como aos diversos atores envolvidos na implementação da regulamentação em foco, o ferramental adequado para o monitoramento do processo e avaliação de seus resultados. A pesquisa pode ser considerada aplicada, descritiva e metodológica. Quanto aos meios de investigação, a metodologia compreende: (i) pesquisa bibliográfica e documental; (ii) construção do modelo lógico da regulamentação em foco para fins da proposição de indicadores de M&A candidatos ; (iii) construção da matriz de indicadores de M&A candidatos e aplicação do método AHP para definição dos pesos dos critérios classificatórios; (iv) elaboração da ferramenta para seleção e classificação de indicadores de M&A; (v) realização de pré-teste da ferramenta; (vi) aplicação da ferramenta TOPSIS para hierarquizar os indicadores selecionados; (vii) discussão dos resultados e formulação das conclusões e recomendações. Destacam-se como resultados: a ferramenta de seleção e classificação de indicadores; e um conjunto consistente de indicadores de processo e de resultado, visando a efetiva implementação da regulamentação, a melhoria contínua desse processo e a comunicação do desempenho do órgão regulador neste campo da segurança alimentar. / [en] The objective of this dissertation is to propose a set of indicators and respective metrics for monitoring and evaluate the implementation of food recall regulation in Brazil. Within the institutional context in which the research is situated, it is assumed that this effort will provide the regulatory agency as well as the various actors involved in the implementation of the focused regulation, the proper tools for monitoring and evaluation regulatory results. This research can be considered applied, methodological and descriptive. The research methodology encompasses: (i) bibliographical and documental review; (ii) design of the logical model concerning food recall regulation for purposes of initial proposition of monitoring and evaluation indicators; iii) construction of M&A Indicators matrix and application of AHP method for definition of weights for classification criteria; (iii) construction of a tool for selection and classification of monitoring and evaluation indicators; (iv) pretest of the referred tool; (v) application of TOPSIS for final classification of selected indicators; (vi) formulation of conclusions and recommendations for entities involved and interested in an effective food recall regulation. The main results are highlighted as follows: a tool for selection and classification of indicators; and a consistent set of indicators proposed for monitoring and evaluating the implementation of food recall regulation from the perspective of continuous improvement of the whole process; and an effective communication of the regulatory body in food safety field.

SMEs' contributions include job creation, expanding the means of sustainable livelihoods and ensuring impartial distribution of wealth amongst citizens. This study evaluates monitoring and evaluation systems, policy and programmes of the Small Medium Enterprises Development Agency of Nigeria (SMEDAN) to develop and transform the informal sector of the economy. The main purpose of the establishment of SMEDAN is to facilitate the promotion and development of a structured and effective small and medium enterprises sector that will provide informal employment for unemployed, and enhance sustainable livelihood and economic development in Nigeria. Unemployment and increased poverty levels are key challenges to the government of Nigeria, which has resulted in socio-economic and political unrest across the nation. Against the background of high unemployment rate, especially amongst the youth and the deteriorating fortunes of small and medium businesses in Nigeria, questions can be asked in relation to current initiatives and policies to support SME sector.

Desenvolvimento de metodologias de avaliação e monitoramento do desgaste no par tribológico RISER/ENRIJECEDOR / Development of monitoring and evaluation methodologies of wear on tribological pair riser/bend stiffener

Conselho Nacional de Desenvolvimento Científico e Tecnológico / In this work, methodologies to evaluate the wear of flexible riser pipe and bend stiffener samples were developed. In order to achieve this goal, a three coordinate measuring machine (3CMM) was used to evaluate the wear rates of samples tested in in a large-scale tribometer. Additionally, the events that occur during the sliding wear of these samples were correlated with vibration signals from the tribometer structure. The first methodology was applied to estimate the linear wear of riser samples of the polyamide outer coating that was based on the thickness reduction during the test. The second methodology was designed to estimate the volumetric wear loss of the bendstiffener samples. To evaluate the thickness loss of the riser samples, the Calypso® software was used to define the alignment and to determine and execute the measurement strategy. In order to assess the bend-stiffener volume, the same software was used to define the system alignment. The Dimension Volume® software was used to define and to perform the measurement strategy. The sample volume was calculated using a specially designed program that was developed in Matlab®. In order to analyze the vibrations during the wear test, a routine of data acquisition, monitoring and storage of vibration signals in Labview® software was developed and implemented. The results showed that the developed methodology to quantify the riser thickness loss using a 3CMM is viable and efficient in measuring the wear process of this tribosystem. It was also found that the developed program using Matlab® was an effective tool to evaluate the volumetric losses of bend-stiffeners samples. The measurement strategy using a mesh spacing of 1 mm x 1 mm was considered the most adequate to estimate the volume of a bend-stiffener sample accurately and with the least possible amount of points. Furthermore, it was observed a vibration peak located at 16.71 Hz, that should be related to the wear process. / Neste trabalho foram desenvolvidas e aplicadas duas metodologias para quantificar o desgaste em amostras de risers e enrijecedores utilizando uma máquina de medir a três coordenadas (MM3C). Tais amostras foram testadas em um tribômetro capaz de realizar ensaios de desgaste por deslizamento em escala real. Adicionalmente, foram correlacionados os eventos que ocorrem durante o processo de desgaste destas amostras com as vibrações na estrutura do tribômetro. A primeira metodologia foi aplicada na estimativa do desgaste linear em amostras de risers, com base na variação de espessura, enquanto que a segunda foi destinada à estimativa do desgaste volumétrico em amostras de enrijecedores, tendo por base a perda de volume das mesmas. Para avaliar a perda de espessura nas amostras de riser foi utilizado o software Calypso® na definição do alinhamento e na determinação e execução da estratégia de medição. Já na avaliação do volume das amostras de enrijecedores, foi utilizado o mesmo software na definição do alinhamento. O software Dimension Volume® foi empregado na definição e execução da estratégia de medição, e, para calcular o volume destas amostras, foi elaborado e utilizado um programa em Matlab®. Com o intuito de analisar as vibrações durante o ensaio de desgaste, foi desenvolvida e implementada uma rotina de aquisição, monitoramento e salvamento dos sinais de vibrações no software Labview®. Os resultados obtidos permitiram concluir que a metodologia desenvolvida para quantificação da perda de espessura de risers usando uma MM3C é uma técnica viável e eficiente. Constatou-se, também, que o programa desenvolvido em Matlab® foi uma ferramenta eficaz na avaliação volumétrica das amostras de enrijecedores. A estratégia de medição com malha 1 mm x 1 mm foi considerada a mais adequada para estimar o volume de uma amostra de enrijecedor, com precisão e com a menor quantidade de pontos possível. Além disso, verificou-se que o pico da amplitude vibratória esteve localizado em 16,71 Hz, que deve estar relacionado ao processo de desgaste. / Mestre em Engenharia Mecânica

The Master 's thesis deals with the implementation of corporate social responsibility (CSR) in the supply chain. The theoretical part of this work demonstrates the importance of socially responsible behavior by the firm itself and its suppliers. It explains principles, development and benefits of this concept, as well as relevant standards and other approaches of national and international organizations. The practical part is focused on Metrostav a.s. The results of the analysis of the existing system of work with suppliers in comparison with the requirements of the standard SA 8000 revealed several recommendations for improving procedures to selection, evaluation, monitoring and management of suppliers in the investigated company. At the conclusion of the work designed system is verified in practice.

The impact of the government-wide monitoring and evaluation system on performance in the office of the premier, Limpopo Province, South Africa

Thesis (MPAM. (Public Administration)) -- University of Limpopo, 2021 / The study investigated the impact of Government-wide Monitoring and Evaluation System on the performance of government. Cloete (2009) postulates that in 2005, the Executive of the State approved the Government-wide M&E System (GWM&ES) as a broad framework to examine monitoring and evaluation of activities in all government departments with a view to guaranteeing effective executive decision-making in support of execution; advisory evidence-based resource apportionment; on-going policy development; as well as review. This study specifically investigated the impact of the Government-wide Monitoring and Evaluation System to enhance performance in the Office of the Premier in Limpopo provincial government. The common thread according to majority of the scholars and review reports on this system as shown in the literature review of this study is that government’s major challenge is that it is has become ineffective and, in the process, fails to attain the objectives it has set itself to achieve. This is largely on account of the absence of a clear-cut and coherent systematic mechanism that could enable the public sector to evaluate its performance and identify the factors which contribute to its service delivery outcomes and overall performance. In the same vein, the those charged with the responsibility to help assess the performance of government are unable to draw causal connections between the choice of policy priorities, the resourcing of those policy objectives, the programmes designed to implement them, the services delivered and their ultimate impact on communities. In this study the qualitative research methodology was adopted which was utilised to gather data. The findings of this research identified certain factors which undermine the impact of GWM&ES on government performance; the limitations to fully comprehend and integrate the system within the planning processes and above all implement the required institutional arrangements and/or mechanisms so that there is a visible impact and enhancement of the planning regime and service delivery capacity of the various institutions of the state. Although work has since begun in this regard, including the establishment of the Ministry of Planning, Monitoring and Evaluation in The Presidency, an inadequate institutional merger of the M&E and Planning branches in the Office of the Premier in Limpopo in particular, remains an impediment. Following the analysis of the data collected, of which was sufficient to suffice, the study concludes by proposing a set of measures to ensure that the Government-wide Monitoring and Evaluation System has the necessary impact towards enhancing the performance of the Office of the Premier, and by extension, the entire government because the system is not only limited to one institution of the state, but also integrative by design. These measures include, amongst others, that the Government-wide Monitoring and Evaluation System, as a system of systems, should be fully comprehended, adopted and implemented in government. This will inevitably produce the requisite results in terms of strengthening and improving evidence-based planning, policy development and budgeting, and thereby improve the performance of government, and in particular, the Office of the Premier in Limpopo. A replica study in other areas is further recommended to enhance the implementation of the system.
