However, the heterogeneity of Brazilian continental proportions asks the suitability and fit of public policies and institutions to respond to diverse local realities. This study was conducted from an exploratory case study that seeks to answer on the scope of the Councils as an arena for discussion, submitting demands and troubleshooting of the population living in the considered 'rural' spaces from Juruti, Amazonian city filled with specifics and challenges common to the region. Thus, although we observe the existence of groups, associations and similar spaces in communities to discuss the needs and address demands through the actions of engaged local leaders, what we see is that many unknown paths already institutionalized (as the Municipal Councils) to forward their demands. With a movement alien to legally constituted spaces, communities lose the opportunity to participate more actively in the agenda setting, and left out the mechanisms of social control and access to public resources. The realization of their demands becomes a bargaining chip instead of rights claimed that were satisfied, becomes achievements that lose symbolic role in organizational strengthening communities. In a rural Amazonian reality as Juruti, it seems important to discuss the so-called 'ground work', which implies extremely relevant variables to consider cost and travel time, plus the necessary regionalization of interests and demands. It is noticed also essential to re-discuss the parameters for the definition of 'rural' in the country, to include the various Brazils and enable diagnostics that facilitate special features such as Amazon to be reflected in public policies, in municipal management models and in suitable participatory spaces, which complete the communication with the local reality. / Parte do processo de descentralização iniciado no Brasil no fim da década de 1980, o movimento por uma maior permeabilidade do Estado resultou na definição de Conselhos Gestores de Políticas como peças centrais para as políticas sociais em todo o país. No entanto, a heterogeneidade brasileira de proporções continentais solicita a adequação e o ajuste de políticas públicas e instituições para responderem àsdiversas realidades locais. Este trabalho foi realizado a partir de um estudo de caso exploratório que busca responder sobre o alcance dos Conselhos como arena para discussão, encaminhamento de demandas e solução de problemas da população que habita o espaço considerado “rural” de Juruti, município amazônico repleto de especificidades e desafios comuns à região. Assim, apesar de observarmos a existência de grupos, associações e espaços similares nas comunidades para discutir necessidades e endereçar as demandas por meio da atuação engajada de lideranças locais de diversos perfis, o que se percebe é que muitos desconhecem caminhos já institucionalizados (como os Conselhos Municipais) para encaminhar suas demandas. Com um movimento alheio aos espaços legalmente constituídos, as comunidades perdem a oportunidade de participar mais ativamente da formação de agenda do município, além de ficarem de fora dos mecanismos de controle social e acesso a recursos públicos. A realização de suas demandas se transforma em moeda de troca em vez de direitos reivindicados satisfeitos, se transforma em conquistas que perdem o papel simbólico no fortalecimento organizativo das comunidades.Em uma realidade rural amazônica como Juruti, parece fundamental discutir o chamado “trabalho de base”, o que implica em considerar variáveis de extrema relevância de custo e tempo de deslocamento, além da necessária regionalização dos interesses e demandas. Percebe-se imprescindível também a rediscussão sobre os parâmetros para a definição do “rural” no país, de forma a incluir os diversos Brasis e viabilizar diagnósticos que possibilitem que particularidades como as amazônicas se reflitam em políticas públicas, em modelos de gestão municipal e em espaços participativos adequados, que dialoguem com o local.

No. of bitstreams: 1 Paula Fernanda Avanzia.pdf: 1355912 bytes, checksum: b842db81da783c35f9dba05ec75f1635 (MD5) Previous issue date: 2018-09-12 / Conselho Nacional de Pesquisa e Desenvolvimento Científico e Tecnológico - CNPq / This dissertation aims to analyze the role played by the Municipal Councils of the Rights of the Child and Adolescent in the administrative region of Ivaiporã-PR, seeking to understand the difficulties, limits and possibilities within its scope, with the purpose of identifying whether these spaces carry out their actions in accordance with the Integral Protection Doctrine established by the Statue of the Child and Adolescent and if, in fact, they can guarantee the rights of the public in question or if the action still finds limits to break with standards conservative, considering the cultural marks that historically permeates public spaces, arising from Brazilian socio historical formation. The study was carried out from a bibliographical review of materials to the thematic of the study for the construction of the theoretical reference. In order to approach the universe of the study with the Rights of the Child and Adolescent of the cities of Ivaiporã, Lunardelli and São João do Ivaí and the subjects of the research, three municipal councilors of each council, we use as instrument of data collection semi-structured interviews and participant observation at council meetings, as well as documentary research, analyzing the minutes of the last three council meetings. The result of the research revealed that despite the normative advances and the advanced legislation that we have, the council‟s action still finds limits to break with conservative and centralizing decision make standards, thus, they do not guarantee Integral Protection for children and adolescents. However, we note that there are structured and conjectural issues that reverberate in the councils and corroborate so that these spaces still encounter difficulties and challenges in the scope of their action, therefore the councils still lack investments / A presente dissertação tem como objetivo central realizar uma análise acerca do papel desempenhado pelos Conselhos Municipais dos Direitos da Criança e do Adolescente na região administrativa de Ivaiporã-PR, buscando compreender as dificuldades, os limites e as possibilidades no âmbito de sua atuação, com o propósito de identificar se esses espaços realizam suas ações em consonância com a Doutrina da Proteção Integral estabelecida pelo Estatuto da Criança e do Adolescente e se, de fato, conseguem garantir os direitos do público em questão ou se a atuação ainda encontra limites para romper com padrões conservadores, considerando as marcas culturais que historicamente perpassa os espaços públicos, decorrentes da própria formação sócio-histórica brasileira. O estudo foi realizado a partir de uma revisão bibliográfica de materiais relacionados com a temática do estudo para a construção do referencial teórico. Para a aproximação com o universo do estudo, os Conselhos Municipais dos Direitos da Criança e do Adolescente dos municípios de Ivaiporã, Lunardelli e São João do Ivaí e dos sujeitos da pesquisa, três conselheiros municipais de cada conselho, utilizamos como instrumento de coleta de dados entrevistas semiestruturadas e observação participante em reuniões dos conselhos, além de pesquisa documental, analisando as atas das três últimas reuniões dos conselhos. O resultado da pesquisa revelou que apesar dos avanços normativos e da avançada legislação que possuímos, a atuação dos conselhos ainda encontra limites para romper com padrões conservadores e centralizadores do poder de decisão, assim, não garantem Proteção Integral para as crianças e adolescentes. Todavia, constatamos que existem questões estruturais e conjunturais que reverberam nos conselhos e corroboram para que estes espaços ainda encontrem dificuldades e desafios no âmbito de sua atuação, portanto, os conselhos ainda carecem de investimentos

Deste modo, podem-se observar os impactos ocasionados pela instância de participação em uma instituição tradicional de representação política, de modo a aperfeiçoar o modelo de Gestão Social. A análise foi realizada à luz da teoria do reconhecimento, especificamente as ideias de Axel Honneth. Para tanto, foram aplicados questionários e realizadas entrevistas com conselheiros e vereadores do Município, assim como foram analisados documentos da Câmara. Observou-se que ambos os grupos mostram-se favoráveis ao diálogo entre as instâncias, apesar dos conflitos que ainda precisam ser vencidos. Vereadores têm assento nos conselhos, apesar de que a participação não acontece na prática. Concluiu-se que o reconhecimento não ocorre em sua integralidade, sendo uma luta em construção. / The purpose of this research was to analyze how members of municipal popular councils and municipal legislators from the city of Recife recognize the right that society has to participation in public administration and the right that legislators have to electoral representation. In this way, we can observe impacts caused by councils on a traditional political institution, in order to improve the model of Social Management. The analysis was based on recognition theory, particularly on the ideas of Axel Honneth. In order to achieve goals, questionnaires were administered, interviews were made and documents from Legislative Chamber were analyzed. It was observed that both groups have favorable opinion of the dialogue between authorities, despite conflicts that still must be overcome. Councils reserve seats to legislators, although participation does not occur in practice. We concluded that recognition does not occur entirely, it is an ongoing struggle.

In public governance can be seen as a tool to control the public administration and make it act in accordance with the interests of society. Nevertheless, an analysis of the literature points to factors that may hinder or inhibit the action of the Councils, which may result in the performance of different functions. Understanding the roles played in practice by Management Councils of Public Policy in Public Governance is the main goal of this work. Therefore, Municipal Councils of Tourism were objects of study. Semi-structured interviews were conducted with counselors in order to understand the roles played by these Councils, from the perspective of those directly involved in this process. Results identified characteristics of the roles democratic, symbolic, strategic and advisor, which are influenced by factors such as time of existence, members motivation and the current political and economic. The contribution of this work is to broaden the debate on the role of the Councils in search of a performance for development and in meeting the expectations of society. / No contexto brasileiro dos anos noventa, os Conselhos Gestores de Políticas se tornaram importante instrumento de democratização da Administração Pública, capazes de promover a participação e o envolvimento da sociedade na arena das políticas públicas. Na governança pública, podem ser vistos como ferramenta para controlar a gestão pública e fazê-la agir de acordo com os interesses da sociedade. Apesar disso, uma análise da literatura que trata deste tema aponta fatores que podem dificultar ou mesmo inibir a atuação dos Conselhos, o que pode acarretar no desempenho de distintas funções. Compreender os papéis exercidos na prática pelos Conselhos Gestores de Políticas na governança pública é o principal objetivo deste trabalho. Para tanto, Conselhos Municipais de Turismo foram objetos de estudo. Foram realizadas entrevistas semiestruturadas com os conselheiros, a fim de compreender os papéis desempenhados por estes Conselhos, sob a ótica dos atores diretamente envolvidos neste processo. Os resultados identificaram características dos papéis democrático, simbólico, estratégico e assessor, os quais são influenciados por fatores como o tempo de existência, a motivação dos membros e o momento político e econômico. A contribuição deste trabalho está em ampliar o debate sobre o papel dos Conselhos em busca de uma atuação em prol do desenvolvimento e no atendimento aos anseios da sociedade.

By effective action, we understand the one which includes the participation of civil society in the debates, proposals and preparation of decisions about public policies in the municipal area of child and adolescent and seeks the means to enforce the substance of the decision by the municipal government. On the one hand, the binding, by legal and constitutional commandment, determines the inclusion, in public budgets, of the deliberated public policies by the Councils. On the other hand, there is also the prediction of priority attendance of the infantojuvenil demands, which must be accomplished by the actions of the Council, and reflects in the imposing of the deliberations. However, the reality of the Councils has shown that the Government has not converted the decisions in municipal public policies, which, in the area of Children and Youth, must be priority. Based on the analysis of the records in the course of two terms, we corroborate the explanation, formulated as initial working hypothesis, backed the Council's own behavior: the more effective is the Council's action, the more the Government will comply with their deliberations, including them in the budget and turning them into public policy. / A pesquisa busca verificar a relação entre a ação efetiva dos Conselhos Gestores, como espaços de participação democrática, e as questões da vinculação e da prioridade por meio do Conselho Municipal dos Direitos das Crianças e dos Adolescentes, da Cidade de Toledo/PR, com base nas gestões 2007/2009 e 2009/2011. Por ação efetiva entendemos aquela que contempla a participação da sociedade civil nos debates, na proposição e na elaboração de decisões sobre políticas públicas municipais na área da criança e do adolescente e que busca os meios de fazer valer o teor do decidido junto ao Poder Público Municipal. De um lado, a vinculação, por mandamento constitucional e legal, determina a inclusão, nos orçamentos públicos, das políticas públicas deliberadas nos âmbitos dos Conselhos. Por outro lado, também há previsão de atendimento prioritário às demandas da população infantojuvenil, que deve ser realizado pelas ações do Conselho, o que reflete na impositividade das deliberações. Entretanto, a realidade dos Conselhos tem demonstrado que o Poder Público não tem convertido as deliberações em políticas públicas municipais, as quais, na seara da Infância e da Juventude, têm de ser prioritárias. Com base na análise das atas, no decorrer das duas gestões, corroboramos a explicação, formulada como hipótese inicial de trabalho, a este descompasso, lastreada no comportamento do próprio Conselho: quanto mais efetiva for a ação do Conselho, mais o Poder Público acatará suas deliberações, incluindo-as no orçamento e transformando-as em políticas públicas.
