Previous issue date: 2012-02-29 / CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta tese trata da dinâmica da participação nos/dos Conselhos Municipais de Educação/CME’s: um no município de Castanhal no Estado do Pará, e; outro no Município de Novo Hamburgo no Estado do Rio Grande do Sul. A pesquisa que deu base a este relato orientou-se por uma perspectiva participante e, sua análise, se deu à moda comparada. No trabalho de campo foram realizadas, entrevistas semiestruturadas com o apoio de gravador de onde se produziu diário de campo bem como se reuniu um conjunto de fontes primárias, das quais destacam-se, os documentos dos CME’s e o conteúdo das entrevistas dos seus conselheiros. O total dos trinta depoimentos revelou o contexto da participação, o que se constituiu da identificação das individuais experiências de socialização, das vivências políticas e da atuação desses conselheiros nos CME’s, revelando a participação política como um fenômeno presidido por dinâmicas culturais resultantes de pretéritas experiências de socialização que tem moldurado as opções políticas do presente. No seu conjunto, este trabalho revelou que a cultura ou performance dos conselheiros nos seus respectivos CME’s, debitaria de suas experiências individuais de participação, tende a se constituir mais participativa na medida em que são mais recorrentes, o que significa dizer que quanto mais experiências políticas, conselheiros e seus próprios CME’s detém mais possibilidades de consolidação de participação. / This thesis deals with the dynamics of participation in the Municipal Councils of Education (CMEs, in Portuguese): one in the city of Castanhal, in the State of Pará, and another in the city of Novo Hamburgo, in the State of Rio Grande do Sul. The research in which this report was based was focused on a participant perspective and its analysis was made through a comparison methodology. In the field work, semi-structured interviews were carried out with the support of a voice recorder, from which the field diary was produced, as well as a set of primary sources, highlighting the CME documents and the content of interviews of their Counselors. The total of the thirty statements revealed the context of participation, which consisted of the identification of the individual experiences of socialization, of the political experiences and of the work of these Councilors in the CMEs, revealing the political participation as a phenomenon presided by cultural dynamics resulting from previous experiences that have shaped the political choices of the present. Taken together, this paper revealed that the culture or performance of Counselors in their respective CMEs depend on their individual experiences of participation, and it tends to become more participatory as they get more recurrent, which means that the more political experiences, Counselors and their own CMEs have more possibilities of consolidation of participation.

<p>The purpose of this dissertation is to map and analyze the spatial and temporal variation in women’s political representation at both the national and local level. In the dissertation it is argued that women’s political representation is the outcome of the interplay between structures, institutions and actors. The perspective is a comparative one, in which quantitative analyses and more qualitative case-studies complement each other. When analysing spatial variation a mainly quantitative approach is taken, while the case-study approach is applied to the temporal variation.</p><p>The first empirical chapter examines whether female representation in the lower houses of the world’s parliaments co-varies with other indicators of the political situation of women in order to ensure the validity of the analysis. In the second empirical chapter female representation in parliaments of the world during the post-war period is analyzed. In the third empirical chapter the focus narrows down to women’s political representation in Western Europe during the post-war period, where both the national and local level is analysed. The fourth empirical chapter consists of case studies of six countries. Sweden, Norway and the Netherlands feature high female representation; France, Greece and Ireland low female representation. In the fifth empirical chapter women’s political representation at the local level in Norway and Sweden is analysed during the post-war period. In the sixth empirical chapter the temporal variation in female representation in a number of Swedish municipalities is analysed, from the introduction of female suffrage in 1921 until 2002.</p><p>The result is that both structures, institutions and actors are necessary to explain the spatial and temporal variation in female representation. There is no direct link between structures and female representation. The structure does affect the actors and co-varies with the institutions, but successful actors as entrepreneurs might boost female representation. Actors are important. The increase in female representation cannot be seen as an automatic process taking care of itself. Conscious actors are necessary both to affect and to monitor the development. An unfavourable structural context might be compensated for by actors and institutions which favour female representation.</p>

However, indications are that, the current legal and institutional measures need to be strengthened to enable municipal council to exercise oversight of the budget execution. Literature review conducted in this study highlighted executive dominance, lack of technical capacity, lack of access to relevant information and partisan attitude as key factors constraining elected representatives in general from exercising oversight of budget execution. In addition, the review identified institutional and behavioural criteria as the normative framework within which to evaluate the effectiveness of the current legal and institutional measures for oversight of budget execution in South African municipalities.</p>

Previous issue date: 2008 / A participação configura-se em um campo de análise abrangente e em plena efervescência,
fazendo parte notadamente de pesquisas acadêmicas que tentam compreender os limites e as
possibilidades da participação cidadã em contextos democráticos. No Brasil as discussões
foram estimuladas a partir da Constituição Cidadã de 1988, que instituiu instrumentos de
controle social, a exemplo dos Conselhos Gestores de Políticas Públicas, em essência o lócus
da negociação e do conflito. Como sujeitos principais desses espaços encontram-se os
conselheiros, representantes das diversas categorias sociais e detentores de uma cultura
política nem sempre homogênea, mas que influencia fortemente o seu comportamento nessas
instâncias. A realização da pesquisa empírica desta dissertação teve por objetivo investigar,
através do método estudo de caso, o perfil da participação dos conselheiros nos conselhos
municipais de Camaçari (BA), mas especificamente no Conselho Municipal de Assistência
Social (CMAS) e no Conselho Municipal de Saúde (CMS). Primando por ter um caráter
quali-quantitativo, este trabalho teve por instrumentos de coleta de dados prioritários a
entrevista, um estudo de levantamento (survey) por meio de questionário e a análise das atas.
Dentre os resultados obtidos, conclui-se que o perfil da participação no CMAS e no CMS
compõe-se de conselheiros, em geral, com: elevado ativismo político; menor presença nas
reuniões para os representantes do governo e maior participação para as entidades e usuários
(CMAS) e governo (CMS); acesso mais democrático dos membros não-governamentais do
CMS; elevado grau de competência política subjetiva; e cuja falta de conhecimento técnico
e/ou falta de capacitação interna e/ou falta de comissões se constituem nos maiores limites ao

Valores pessoais na atuação em conselhos municipais: o caso dos CMAS de Minas GeraisALVES, Cleusimar Cardoso 25 July 2014 (has links)
Os Conselhos de Assistência Social são mecanismos de participação deliberativa, de controle social, arenas de negociação de propostas e ações que podem beneficiar muitas pessoas e de aprofundamento da democracia. Lidam com decisões e ações que afetam uma comunidade inteira, podendo contribuir para diminuir a desigualdade social de um município. O poder público junto à sociedade civil delibera, acompanha, avalia e propõe medidas para a gestão das políticas de assistência social nestes espaços. Diante disso, o papel dos conselheiros é determinante e entende-se que o conhecimento dos valores humanos que orientam a sua atuação pode-se constituir como uma importante ferramenta, podendo contribuir para a análise e reflexão sobre as prioridades axiológicas que orientam seus comportamentos nas atividades dos Conselhos, uma vez que tais valores se encontram entre as variáveis que influenciam no posicionamento adotado nestes espaços diante, por exemplo, de questões como participação social e gestão de recursos financeiros. Partindo dessas considerações, buscou-se com este estudo discutir os tipos motivacionais de valores humanos que são prioritários entre os Conselheiros de Assistência Social atuantes nos municípios do Estado de Minas Gerais. Para tal, utilizou-se a teoria de valores pessoais de Schwartz (2006), que descreve um conjunto de necessidades individuais, identificando dez tipos motivacionais de valores, que são: Poder, Realização, Hedonismo, Estimulação, Autodeterminação, Universalismo, Benevolência, Tradição,Conformidade e Segurança. A presente pesquisa exploratória e descritiva, com abordagem quantitativa, utilizou como instrumento de coleta de dados o Portrait Values Questionnaire- PQ-21 (LOMBARDI et al, 2010) e uma ficha sociodemográfica. A amostra probabilística foi composta por 204 representantes de Conselhos Municipais do Estado de Minas Gerais. Após a análise dos resultados, notou-se que os tipos motivacionais priorizados pelos pesquisados foram, nesta ordem, Benevolência, Universalismo e Autodeterminação, seguidos por Tradição, Segurança e Conformidade. Os dois primeiros, que integram a dimensão Autotranscendência, assumem juntos a primeira posição na hierarquia de prioridades dos respondentes, permitindo explicar o compromisso dos mesmos em se engajar em atividades em favor do desenvolvimento social e estão relacionados ao papel dos conselheiros nas atividades realizadas. Ainda, os valores de Tradição, Segurança e Conformidade apontam para uma tendência à preservação de práticas tradicionais, à resistência às mudanças e a aceitação e manutenção do status quo. Aliado a isso, a importância conferida aos valores de Autodeterminação se orientou mais no sentido de afirmação das próprias ideias em detrimento do posicionamento coletivo. Assim, de modo geral, observou-se que a hierarquia dos tipos motivacionais de valores que emergiu entre os conselheiros favorece a emissão de comportamentos que contribuem, em parte, para a exploração das potencialidades existentes nestes espaços, ao facilitar a efetivação dos objetivos dos CMAS e a realização do controle social democrático. Todavia, o conservadorismo observado pode comprometer a luta pelos direitos coletivos, pela justiça social e pela equidade nas participações e deliberações. Outras considerações, bem como limites e contribuições da pesquisa, são discutidos. / Social Assistance Councils are mechanisms of deliberative participation, of social control, negotiation places for propositions and actions in order to benefit many people and also to deepen democracy. They deal with decisions and actions that affect a whole community, being able to contribute to diminish the social inequality of a place. The public authority along with civil society considers, accompanies, evaluates, and presents measures for managing the social welfare policies in such segments. Based on that, the role of counselors is important and that discussion about the human values that guides their actions may constitute an important tool to analyze and reflect on the axiological priorities that guide their behavior in the Council activities, considering that such values are among the variables that influence the position chosen on those areas when dealing, for instance, with issues such as social participation and management of financial resources. Considering that, the main aim of the study was to discuss the motivational types of human values that are priority among the Social Assistance Councils acting in the State of Minas Gerais. Such proposal was supported by the theory of basic human values by Schwartz (2006) that describes a set of individual needs, identifying ten motivational types of values as follows: Power, Achievement, Hedonism, Stimulation, Self-direction, Universalism, Benevolence, Tradition, Conformity and Security. This exploratory and descriptive research, based on a quantitative approach, used as an instrument of data collection the Portrait Values Questionnaire - PQ-21 (LOMBARDI et al, 2010) and a social-demographic form. The probabilistic sample was composed of 204 representatives of the Municipal Councils from Minas Gerais State. The results showed that the motivational types of values’ hierarchy identified among the participantes of the study was: Benevolence, Universalism, and Self-direction, followed by Tradition, Security, and Conformity. The first two, which integrate the self-transcendence dimension, are in the first place when it comes to the respondents’ values priority, contributing to explain their commitment in getting engaged in activities favouring the social development and their roles in the activities accomplished. Also, Tradition, Security and Conformity values indicate a trend toward the preservation of traditional practices, resistance to change and acceptance and maintenance of the status quo. Along with that, the importance attributed to the values of Self-direction was supported towards affirmation of their own ideas despite the collective ones. Thus, in general, the motivational types of values’ hierarchy identified among the Counselors may contribute to explore the potentialities of the Social Assistance Councils and achieve the democratic social control. However, the conservatism observed may difficult the struggle for collective rights, social justice, participation and deliberation equity. Other considerations, such as limits and contributions of the study are discussed.

Health Unities) who agreed to answer the PCA Tool (Primary Care Assessment Tool).
The resulting data were compared with the analysis of the reports from the Municipal
Councils for Health of each city. Multivariate Analysis and PLS (Partial Least Square)
