Informe para la sustentacion de expedientes: Petitorio Minero “Representaciones Casasi” – Código N° 01-02444-05 Arbitraje entre Luz del Sur y COES – Código N° N/A

El presente caso aborda la superposición total del petitorio minero “Representaciones Casasi” sobre la zona de amortiguamiento del área natural protegida “Parque Nacional Huascarán”; la cual genera, en el marco del procedimiento de titulación minera, la exigencia al peticionante -en virtud de la Ley de Áreas Naturales Protegidas- de obtener una opinión técnica favorable previa, emitida por el Servicio Nacional de Áreas Naturales Protegidas – SERNANP, para la continuación de dicho procedimiento. Concretamente, a raíz de la opinión desfavorable emitida por el SERNANP, el Consejo de Minería analiza la motivación de dicha opinión, la cual se fundamenta en que -con el otorgamiento del título de concesión minera- se estaría generando una afectación inminente al medio ambiente (a cuencas de agua, flora y fauna), así como al Parque Nacional Huascarán, que es clasificado como un área natural protegida de “Uso Indirecto”. Por otro lado, se evalúa si es oportuno la exigencia de contar con la opinión técnica favorable previa dentro del procedimiento ordinario minero, teniendo en cuenta la existencia del procedimiento de evaluación de impacto ambiental y lo establecido en el Reglamento de Procedimientos Mineros (la sola obtención del título de concesión minera no basta para realizar actividades in situ). / Trabajo de suficiencia profesional

Aplicación del ANP y el ARS a la evaluación participativa de la sostenibilidad del pastoreo en las áreas naturales protegidas. Caso de estudio: Parque nacional Cotopaxi.

[ES] Las áreas naturales protegidas del Ecuador enfrentan varias amenazas ambientales, de entre las cuales, el pastoreo es una de las más graves en varios Parques Nacionales (PN), incluyendo el Parque Nacional Cotopaxi (PNC). Desde la gestión de algunos parques nacionales se están proponiendo alternativas de acción para compaginar los objetivos de conservación ambiental de los PN con el pastoreo, al mismo tiempo que se promueve el desarrollo social y económico de los ganaderos del lugar y de otros actores sociales que dependen de los recursos naturales del PNC. En este contexto se enmarca la propuesta de esta tesis para la evaluación participativa de la sostenibilidad del pastoreo en los PN. Para elaborar la metodología de trabajo, que se aplica al PNC pero se propone extenderla a otros PN comparables, se han utilizado tres conocidas herramientas: el Análisis de Redes Sociales (ARS), el Análisis de Poder (AP) y el Proceso Analítico de Red (Analytic Network Process, ANP). El ARS fue aplicado para obtener la red social que modela el pastoreo en el PNC. Esta técnica permitió identificar hasta 169 actores relacionados con la sostenibilidad del pastoreo en el PNC. De estos, 39 pudieron ser entrevistados y el resto hubo que descartarlos por diversos motivos. El ARS permitió evaluar la importancia el intercambio de información sobre el pastoreo entre los diferentes actores, así como también sus vínculos y flujos de información. El AP fue desarrollado para completar la estimación de la importancia de los actores evaluados. Se analizaron los poderes visible, oculto e invisible para conocer el poder real de los actores. Esto permitirá elegir a los actores más influyentes para la participación en la evaluación de la sostenibilidad del pastoreo en el PNC. Y por otro lado, el AP permite estudiar qué pasaría si el poder de estos actores se incluyera en el modelo de evaluación participativa desarrollado con ANP. El ANP permite modelar un problema de evaluación como un problema de decisión, incluyendo las diversas variables o criterios que determinan la sostenibilidad del pastoreo. También permite incluir a los actores sociales en la evaluación de las alternativas de solución. En la metodología presentada, un panel de expertos en manejo de áreas naturales determinó el modelo de evaluación, esto es, la red de criterios de valoración y las alternativas de solución agrupadas en clústeres. Y un panel con los actores elegidos tras la aplicación del ARS y el AP evaluó la importancia de los criterios y la sostenibilidad de las alternativas. Los resultados de la investigación confirman que los actores sociales tienen diferentes intereses, sensibilidades y formas de comprender la sostenibilidad. Además se pudo identificar estos intereses y estimar su importancia. Gracias a la aplicación del modelo ANP, los actores que participaron comprenden mejor sus juicios y los de los otros actores. Así, una participación mejor fundada fue obtenida y el consenso, o al menos acuerdos generales, son más probables. También, se consiguió un mayor compromiso hacia el objetivo general de conservación del PNC, ya que el modelo de decisión facilita el diseño de alternativas de solución para disminuir el posible perjuicio para algunos actores, o para el ambiente. Finalmente, en relación a los resultados, para el caso de la sostenibilidad del pastoreo en el PNC, los principales criterios que deben ser tenidos en cuenta son: Contaminación atmosférica debido a la quema de pajonales, y Contaminación de aguas superficiales, y entre las estrategias para llevar a cabo un pastoreo más sostenible son: Desarrollo de alternativas productivas al pastoreo y Control de ingreso del ganado/Delimitación física del parque. / [CA] Les àrees naturals protegides de l'Equador, enfronten diverses amenaces ambientals, d'entre les quals, el pasturatge és una de les més greus en diversos Parcs Nacionals (PN), incloent el Parc Nacional Cotopaxi (PNC). Des de la gestió d'alguns parcs nacionals s'estan proposant alternatives d'acció per compaginar els objectius de conservació ambiental dels PN amb la pastura, al mateix temps que es promou el desenvolupament social i econòmic dels ramaders del lloc i d'altres actors socials que depenen dels recursos naturals del PNC. En aquest context s'emmarca la proposta d'aquesta tesi per a l'avaluació participativa de la sostenibilitat del pasturatge en els PN. Per elaborar la metodologia de treball, que s'aplica a l'PNC però es proposa estendre-la a altres PN comparables, s'han utilitzat tres cnocidas eines: de l'anàlisi de xarxes socials (ARS), l'Anàlisi de Poder (AP) i Procés Analític de Xarxa (Analytic Network Process, ANP). El ARS va ser aplicat per obtenir la xarxa social que modela el pasturatge en el PNC. Aquesta tècnica va permetre identificar fins a 169 actors relacionats amb la sotenibilitat del pasturatge en el PNC. D'aquests, 39 van poder ser entrevistats i la resta va caldre descartar-los per diversos motius. El ARS va permetre avaluar la importància dels actors per a la comunicaió sobre el pasturatge, així com també els seus vincles i fluxos d'informació. El AP va ser desenvolupat per completar l'estimació de la importància dels actors avaluats. Es van analitzar, els poders visible, ocult i invisible per conèixer el poder real dels actors. Això permetrà elegir els actors més influents per a la participació en l'avaluació de la sostenibilitat del pasturatge en el PNC. I d'altra banda, permet estudiar què passaria si el poder d'aquests actors s'inclogués en el model d'avaluació participativa desenvolupat amb ANP. El ANP permet modelar un problema d'avaluació com un problema de decisió, incloent les diverses variables o criteris que determinen la sostenibilitat del pasturatge, i incloure als actors socials en l'avaluació de les alternatives de solució. En la metodologia presentada, un panell d'experts en maneig d'àrees naturals va determinar el model d'avaluació, això és la xarxa de criteris de valoració i les alternatives de solució agrupades en clústers. I un panell amb els actors triats després de l'aplicació de l'ARS i el AP va avaluar la importància dels criteris i la sostenibilitat de les alternatives. Els resultats de la investigació confirmen que els actors socials tenen diferents interessos, sensibilitats i formes de comprendre la sostenibilitat. A més es va poder identificar aquests interessos i estimar la seva importància. Gràcies a l'aplicació del model ANP, els actors que van participar comprenen millor els seus interessos i els dels altres actors. Així, una participació millor fundada va ser obtinguda i el consens, o almenys acords generals, són més probables. També, s'aconsegueix un major compromís cap a l'objectiu general de conservació ja que el model de decisió facilita la millora del disseny d'alternatives de solució per disminuir el possible perjudici per a alguns actors, o per l'ambient. Finalment, en relació als resultats, per al cas de la sostenibilitat del pasturatge en el PNC, els principals criteris que s'han de tenir en compte són: Contaminació atmosfèrica causa de la crema de pastiales, i Contaminació d'aigües superficials. Entre les estratègies per dur a terme un pasturatge més sostenible són: Desenvolupament d'alternatives productives al pasturatge i Control d'ingrés de bestiar / Delimitació física del parc. / [EN] The natural protected areas of Ecuador face several environmental threats, among which grazing is one of the most serious in several National Parks (PN), including Cotopaxi National Park (PNC). From the management of some national parks, alternatives for action are being proposed to reconcile PN's environmental conservation objectives with grazing, while promoting the social and economic development of local livestock farmers and other social actors that depend of the PNC's natural resources. In this context, the proposal of this thesis for the participatory evaluation of the sustainability of grazing in NPs is framed. In order to elaborate the work methodology, which is applied to the PNC but is proposed to be extended to other comparable PNs, three tools have been used: Social Network Analysis (SNA), Power Analysis (AP) and Analytical Network Process (ANP). The ARS was applied to obtain the social network that models grazing in the PNC. This technique allowed the identification of up to 169 stakeholders related to the sustainability of grazing in the PNC. Of these, 39 could be interviewed and the rest had to be discarded for various reasons. The SNA allowed evaluating the importance of the actors for communication about grazing, as well as their links and flows of information. The AP was developed to complete the estimation of the importance of the actors evaluated. They visible, hidden and invisible powers were analyzed to know the real power of the actors. This will allow choosing the most influential actors for participation in the evaluation of the sustainability of grazing in the PNC. In addition, on the other hand, it allows studying what would happen if the power of these actors were included in the participatory evaluation model developed with ANP. The ANP can model an evaluation problem as a decision problem, including the various variables or criteria that determine the sustainability of grazing, and including social actors in the evaluation of alternative solutions. In the methodology presented, a panel of experts in natural area management determined the evaluation model, i.e. the network of valuation criteria and solution alternatives sorted in clusters. Following, a panel with the chosen actors after the application of the ARS and the AP evaluated the importance of the criteria and the sustainability of the alternatives. The research results confirm that social actors have different interests, sensitivities and ways of understanding sustainability. Furthermore, these interests could be identified and their importance assessed. Thanks to the application of the ANP model, the actors who participated understand better their interests and those of the other actors. Thus, a better founded participation was obtained and consensus, or at least general agreements, are more likely. Besides, a greater commitment towards the general objective of conservation is achieved since the decision model facilitates the improvement of the design of alternative solutions for reducing the possible harm to some actors, or to the environment. Finally, in relation to the results, in the case of sustainability of grazing in the PNC, the main criteria that should be taken into account are: Atmospheric pollution due to burning of grasslands, and Contamination of surface waters. Challenges faced by the Limpopo Heritage Resources Authority in the conservation of heritage resources, Limpopo Province, South Africa

Thesis (M.A. (Anthropology) -- University of Limpopo, 2021 / Heritage conservation is an enormous challenge in South Africa. Although the National Heritage Resources Act (No 25 of 1999) (NHRA) is amongst the best heritage legislation in the world, implementation has proved to be problematic. NHRA made provision for the establishment of the Limpopo Heritage Resources Authority (LIHRA), an institution of the provincial government responsible to coordinate heritage management in the Limpopo Province. Currently, LIHRA’s duties are either not clearly articulated, or it is not exercising its authority prudently. Consequently, heritage conservation in the Limpopo Province is limited. This study explored the challenges experienced by LIHRA in the conservation and management of heritage resources in the Limpopo Province. It examined LIHRA’s mandate and duties, legislation, budget, physical resources, personnel profile, social responsibility challenges, local politics, infrastructure, and external developmental threats. Furthermore, it investigated LIHRA’s intergovernmental relations and cooperation with other government bodies. The attitudes of heritage site managers and other staff towards conservation and their working conditions, as well as execution challenges, were also documented. Lastly, the study examined the local community’s awareness and expectations of the work being done by LIHRA, as well as the need to conserve and manage heritage resources. The study selected members of the LIHRA council and the seconded LIHRA officials from the Department of Sports, Arts and Culture (DSAC), executives of Limpopo Economic Development, Environment and Tourism (LEDET), the Department of Public Works (DPW) and the South African Police Services (SAPS), and heritage manager at the Dzata in the Vhembe District, as well as the custodian of the Tšate Provincial Heritage Site in the Greater Sekhukhune District of the Limpopo Province. Furthermore, local community members of Ha-Mandiwana in the Vhembe District and in the Tšate Greater Sekhukhune District were also designated. These participants were nominated because of their involvement and knowledge in heritage conservation. A semi-structured questionnaire was employed, and a thematic analysis method was used to analyse the data. v It has been established that LIHRA does not receive sufficient support from the provincial DSAC, even though the NHRA makes provision of the Member of the Executive Council (MEC) of DSAC to be accountable for it. LIHRA is not fully functional and is therefore unable to fulfil its mandate. This is due to a lack of adequate funds, staff, and physical (logistical) resources, such as vehicles. Therefore, most of its duties are performed by the South African Heritage Resources Agency (SAHRA) on their behalf. Instead, it has been assigned to only perform Section 34 of the NHRA, which deals with the conservation of historic buildings. LIHRA is unable to attend to site visits or to interact with heritage site managers. Therefore, to the managers/custodians, LIHRA exists only in name. Furthermore, it comes as no surprise that local communities near heritage sites are not even aware of LIHRA’s existence. However, the museum section of DSAC oversees provincial heritage sites with museums, which effectively means that provincial sites, which do not have museums are neglected by both LIHRA and DSAC. In conclusion, LIHRA’s existence is very important for the survival of heritage resources in the Limpopo Province; hence the MEC must be held accountable for its under-performance. It is recommended that the MEC must ensure that LIHRA is provided with the essential tools it needs to become fully functional, commencing with legislation and a competency assessment from SAHRA. LIHRA must strengthen ties with other government departments to simplify heritage conservation in the province. Heritage managers/custodians need to have a close relationship with LIHRA to ensure that sites do not lose their provincial heritage status. However, for that to happen, LIHRA needs to be more proactive. Information about LIHRA must be accessible to the public, as heritage conservation is the responsibility of everyone, not only LIHRA.

Natural Area Stewardship Volunteers: Motivations, Attitudes, Behaviors

To better understand the value of those who engage in environmental stewardship of natural areas, we studied volunteer steward's motivation to participate, their sustainable behaviors and attitudes toward stewardship-related constructs. Specifically, we designed and conducted a survey of volunteers who work as stewards in urban natural areas in Portland, Oregon. We hypothesize that as volunteer frequency increases: participants will be more motivated to participate for environmental reasons, volunteers will be more likely to feel a strong connection to the stewardship site, participants will be more likely to engage in public pro-environmental behaviors, and their level of environmental literacy will increase. Participants were sampled using a face-to-face survey methodology over the course of late winter and spring of 2012 during 18 different Portland Parks and Recreation sponsored stewardship events. We examined the motivations, attitudes and behaviors of the volunteers, and devised appropriate management implications for those organizing volunteer efforts. We equated a three-tiered typology of environmental literacy, based upon the frequency of volunteer participation, and analyzed our survey data using a principal component analysis, generalized linear models, and a qualitative coding analysis. The most frequent participants showed a higher likelihood of participation in public environmental behaviors, whereas participants at all frequency levels were also likely to participate in private environmental behaviors, such as removing invasive plants in one's yard. Volunteers across all frequencies of participation were motivated to engage in stewardship events by a desire to help the environment. By understanding volunteers' motivations and linked behaviors, park managers may gain insights about the recruitment, retention, and messaging of volunteers upon whom they may depend to achieve restoration goals. We recommend considering volunteers' motivations and benefits derived from participation in messaging to recruit and retain volunteers. Additionally, park managers should take advantage of educational opportunities linked to stewardship events, such as training programs and chances for volunteer mentorship.

Turismo experiencial integrado al turismo de naturaleza realizado en las áreas naturales protegidas / Experiential tourism integrated with nature tourism in natural protected areas

Como problema de investigación se identificó que se desconoce la integración del turismo experiencial al turismo de naturaleza realizado en las áreas naturales protegidas (ANP), en donde se muestra una falta de innovación; y como vacío teórico, la escasa literatura académica sobre la implementación del enfoque del turismo experiencial en ANP. Debido a ello, se propuso explicar la integración del turismo experiencial al turismo de naturaleza realizado en las ANP. Para ello, se ha empleado la revisión bibliográfica que sintetiza la información hallada en artículos del sector turístico y del marketing. Así mismo, el enfoque metodológico empleado es el integrador, ya que recopila datos en temas de investigación emergentes. Dos hallazgos principales, dentro de la sección de revisión de literatura son que el perfil del turista de naturaleza y experiencial comparten una visión de sostenibilidad para no generar impactos negativos cuando visitan un atractivo turístico. Asimismo, se halló que todas las evidencias de la integración del turismo experiencial en destinos de naturaleza realizan acciones de cuidado del entorno natural dentro de sus circuitos turísticos para crear en el turista un vínculo con el medio ambiente. Por último, una línea de trabajo que resultaría útil es analizar la aplicación del turismo experiencial en ANP del Perú como parques nacionales, ya que estos presentan un potencial turístico capaz de adaptarse a esta nueva tipología y captar el mercado que esta genera para así mejorar el flujo de turistas y por ende la recaudación de ingresos del ANP. / As a research problem, it was identified that the integration of experiential tourism to nature tourism in natural protected areas (NPA) is unknown, showing a lack of innovation; and as a theoretical gap, the lack of academic literature on the implementation of the experiential tourism approach in NPA. Because of this, this study proposed to explain the integration of experiential tourism into nature tourism in NPA. For this purpose, a literature review has been used to synthesize the information found in articles from the tourism and marketing sectors. Likewise, the methodological approach used is integrative, as it gathers data on emerging research topics. Two main findings within the literature review section, are that the profile of nature and experiential tourists share a vision of sustainability in order not to generate negative impacts when visiting a tourist attraction. Likewise, it was found that all the evidence of the integration of experiential tourism in nature destinations carry out actions to care for the natural environment within their tourist circuits to create in the tourist a link with the environment. Finally, one line of work that would be useful is to analyze the application of experiential tourism in Peruvian NPA such as national parks, since these have a tourism potential capable of adapting to this new typology and capturing the market that it generates to improve the flow of tourists and therefore the revenue collection of the NPA. / Trabajo de investigación

A case study of community-based natural resource management in Manavhela community in Limpopo Province, South Africa

The theoretical and empirical framework of this study demonstrates the following: firstly, the success of a CBNRM programme relies heavily on the involvement of the communities; secondly, the targeted government policies enable the facilitation of CBNRM in various parts of Southern Africa; thirdly, the involvement of institutions that includes donors, government institutions, academic practitioners, NGOs and the private sector, is crucial; fourthly, capital, in the form of natural, physical, human and financial capital, is necessary in the planning, implementation and management of the projects; and fifthly, CBNRM projects include varied ecotourism products based on the natural capital availability. In this study, a qualitative research approach was followed, where the sample population included the Manavhela reserve management, the workers, and community representatives. Findings of the study provide insights into the way in which the CBNRM programme was implemented in the Manavhela community, detailing the challenges and/or successes that have been faced in the management of the programme. Some insights are also penned on the attitudes of the community towards resource conservation. The conclusion is that the Manavhela community remains aloof regarding the implementation and management of the nature reserve. This is contrary to the CBNRM model, which postulates that the community must be at the centre of the implementation and management of conversation programmes. / Environmental Sciences / M. Sc. A área urbana e as áreas naturais da Região Metropolitana de São Paulo: de compartimentos fisiográficos a categorias geográficas / The urban area and natural areas of the Metropolitan Region of São Paulo: from physiographic subdivisions to geographic categories

O objetivo desta pesquisa foi investigar a relação entre a urbanização e os terrenos sedimentares e cristalinos na Região Metropolitana de São Paulo (RMSP). Para isso se intentou identificar uma área de caráter urbano e demais áreas de caráter natural. A primeira devendo ser aquela que abriga toda ou grande parte de uma forma espacial, a mancha urbana, ocorrendo sobre a maior parte dos terrenos sedimentares e cristalinos associados (de aplainamento generalizado). Já as segundas seriam as caracterizadas pelo predomínio do cinturão verde que envolve a mancha urbana, ocorrendo sobre os terrenos cristalinos não associados aos sedimentares, que não possuem aplainamento generalizado, nem abrigam pacotes sedimentares que poderiam facilitar a urbanização nos mesmos. Outro objetivo foi demonstrar que tal organização é reproduzida por ações de cunho espacial, estabelecimento e proposições de unidades espaciais ao longo do tempo. Identificada e demonstrada tal organização, intentou-se também utilizar a mesma para sugerir a divisão da RMSP em setores com diferentes prioridades para a conservação do cinturão verde. Para isso se articulou o Método Regional de Richard Hartshorne (1978), que propõe uma relação entre a Geografia Idiográfica e Nomotética, com a utilização de amostras espaciais localizadas no Município de São Paulo, bem representativas de toda a transição e diferenciação entre ambiente associado à mancha urbana e ao cinturão verde. Em cada amostra se realizou integrações espaciais específicas, da comparação das mesmas identificou-se um parâmetro associado à ocorrência da mancha urbana, e o mesmo foi associado à delimitação e configuração espacial da organização espacial pretendida. A cota 800 m correspondeu a esse parâmetro, dessa forma, as terras baixas de significância regional foram associadas à área urbana e as altas às áreas naturais. Demonstrouse que ações de cunho espacial, o eixo Leste-Oeste de expansão urbana induzida pelo poder público desde a década de 1970, bem como as unidades de proteção ambiental de diversas categorias de conservação presentes na RMSP, reproduzem tal organização espacial, a corroborando, podendo-se ainda identificar aquelas que concordaram com a mesma e poderiam ser justificadas na lógica da sociedade e não só na científica ou ambiental. Tal análise permitiu a identificação de uma organização espacial complementar que associa a expansão urbana a tipos climáticos e justifica socialmente a presença de grande parte das unidades de proteção ambiental localizadas em área de caráter urbano na RMSP. Baseado em tal conhecimento se sugeriu setores desde os mais vulneráveis à conservação do cinturão verde, aqueles constituídos de unidades de proteção ambiental dadas em área de caráter urbano, aos com vulnerabilidade menor, de unidades de proteção ambiental dadas em área de caráter natural. Foram sugeridos também os mais adequados e em que se prognostica a intensa expansão urbana e aqueles em que podem ser estabelecidos parques urbanos metropolitanos, ambos cumprem o papel de atender as necessidades da metrópole e amenizar a ocupação dos setores que devem ter conservação prioritária. Concluiu-se que na RMSP a organização espacial vislumbrada só não é válida para os trechos de escarpa das Serras do Mar e de Paranapiacaba e que a realidade pode ser abordada sob o ponto de vista da área das formas espaciais, sendo que a partir desse tipo de análise é possível sugerir setores espaciais que visem contribuir ao planejamento de determinados territórios, seja sob o foco ambiental ou social. / The goal of this research was to investigate the relationship between the urbanization and the sedimentary and crystalline lands in the Metropolitan Region of São Paulo (MRSP). In order to achieve this, two types of areas were identified: an area with urban character, and areas with natural character. The first is the one which contains all or most of a specific spatial shape, the metropolitan area, occurring in the majority of the sedimentary and associated crystalline lands (with widespread planning). The latter are characterized by the predominance of the greenbelt, which surrounds the metropolitan area, occurring on the crystalline lands not associated to the sedimentary ones. The greenbelt areas neither have widespread planning, nor contain sedimentary lands that could facilitate their urbanization. Another goal was to demonstrate that such organization is reproduced through actions of spatial character, which are here understood as the establishment and proposition of spatial units over time. Once such organization was identified and demonstrated, it was used as a base to propose the division of the MRSP in sectors with different priorities for the greenbelt conservation. In order to do so, the Regional Method of Richard Hartshorne (1978), that proposes a relationship between the Idiographic and Nomothetic Geography, was articulated. This approach involved the utilization of spatial samples located in the City of São Paulo, well representative of all the transition and differentiation between environments associated to the metropolitan area and to the greenbelt. In every sample, specific spatial integrations were performed, and from their comparison it was identified a parameter associated to the occurrence of the metropolitan area. This parameter was associated to the delimitation and configuration of the intended spatial organization. The elevation of 800 meters corresponded to this parameter, thus, the lowlands with regional significance were associated to the urban area, and the higher ones to the natural areas. It was demonstrated that actions of spatial nature, the east-west axis of urban expansion induced by the government since the 1970s, as well as the environmental protection units of several categories of conservation located in the MRSP, reproduce such spatial organization, and corroborate it. It was also possible to identify actions which agreed with this spatial organization and might be justified in the societys logic, and not only in the scientific or environmental logic. Such analysis allowed the identification of a complementary spatial organization that associates the urban expansion to climatic types and socially justifies the presence of a great part of the environmental protection units located in the urban area in MRSP. Based in such knowledge, it were suggested sectors ranging from the most vulnerable ones for the greenbelt conservation, which are constituted of environmental protection units situated in the area with urban character, to the less vulnerable ones, with environmental protection units situated in the areas with natural character. It was also suggested the most suitable sectors in which it is prognosticated the intense urban expansion, and those in which metropolitan parks can be established. Both of them fulfill the role of answering the needs of the metropolis and mitigate the occupation of sectors that must have priority conservation. It was concluded that in MRSP the spatial organization glimpsed is not valid only for the escarpment areas of Serra do Mar and Paranapiacaba, and that the reality can be approached from the point of view of the area of the spatial shapes. From this type of analysis its possible to suggest spatial sectors that aim to contribute to the territorial planning,under the environmental or social focus.

A área urbana e as áreas naturais da Região Metropolitana de São Paulo: de compartimentos fisiográficos a categorias geográficas / The urban area and natural areas of the Metropolitan Region of São Paulo: from physiographic subdivisions to geographic categories

O objetivo desta pesquisa foi investigar a relação entre a urbanização e os terrenos sedimentares e cristalinos na Região Metropolitana de São Paulo (RMSP). Para isso se intentou identificar uma área de caráter urbano e demais áreas de caráter natural. A primeira devendo ser aquela que abriga toda ou grande parte de uma forma espacial, a mancha urbana, ocorrendo sobre a maior parte dos terrenos sedimentares e cristalinos associados (de aplainamento generalizado). Já as segundas seriam as caracterizadas pelo predomínio do cinturão verde que envolve a mancha urbana, ocorrendo sobre os terrenos cristalinos não associados aos sedimentares, que não possuem aplainamento generalizado, nem abrigam pacotes sedimentares que poderiam facilitar a urbanização nos mesmos. Outro objetivo foi demonstrar que tal organização é reproduzida por ações de cunho espacial, estabelecimento e proposições de unidades espaciais ao longo do tempo. Identificada e demonstrada tal organização, intentou-se também utilizar a mesma para sugerir a divisão da RMSP em setores com diferentes prioridades para a conservação do cinturão verde. Para isso se articulou o Método Regional de Richard Hartshorne (1978), que propõe uma relação entre a Geografia Idiográfica e Nomotética, com a utilização de amostras espaciais localizadas no Município de São Paulo, bem representativas de toda a transição e diferenciação entre ambiente associado à mancha urbana e ao cinturão verde. Em cada amostra se realizou integrações espaciais específicas, da comparação das mesmas identificou-se um parâmetro associado à ocorrência da mancha urbana, e o mesmo foi associado à delimitação e configuração espacial da organização espacial pretendida. A cota 800 m correspondeu a esse parâmetro, dessa forma, as terras baixas de significância regional foram associadas à área urbana e as altas às áreas naturais. Demonstrouse que ações de cunho espacial, o eixo Leste-Oeste de expansão urbana induzida pelo poder público desde a década de 1970, bem como as unidades de proteção ambiental de diversas categorias de conservação presentes na RMSP, reproduzem tal organização espacial, a corroborando, podendo-se ainda identificar aquelas que concordaram com a mesma e poderiam ser justificadas na lógica da sociedade e não só na científica ou ambiental. Tal análise permitiu a identificação de uma organização espacial complementar que associa a expansão urbana a tipos climáticos e justifica socialmente a presença de grande parte das unidades de proteção ambiental localizadas em área de caráter urbano na RMSP. Baseado em tal conhecimento se sugeriu setores desde os mais vulneráveis à conservação do cinturão verde, aqueles constituídos de unidades de proteção ambiental dadas em área de caráter urbano, aos com vulnerabilidade menor, de unidades de proteção ambiental dadas em área de caráter natural. Foram sugeridos também os mais adequados e em que se prognostica a intensa expansão urbana e aqueles em que podem ser estabelecidos parques urbanos metropolitanos, ambos cumprem o papel de atender as necessidades da metrópole e amenizar a ocupação dos setores que devem ter conservação prioritária. The aim of this work is to demonstrate the potential geomorphological tourist left bank of lake Salto Osorio - San Jorge d'Oeste (PR). For both, there has been a map with information regarding the use of the relief as a potential tourist, pointing to the respective sectors and activities with potencial to be developed in the area in question. Characterized by the presence of three geomorphological units, the study area had 11 points with a potential for the practice of tourism. Beyond the contemplation of geomorphological landscapes, areas of top and intermediate levels showed potential for the practice of sports such as hiking, mountain biking and horseback riding in addition to the lifebuoy, with potential activity to be practiced both in industry and in intermediate levels of lake. This sector, in turn, presented beyond the contemplation of landscapes and geomorphic mountain bike, the potential for practical activities such as climbing, abseiling, fishing, sailing, boating and other nautical sports. / A expansão do turismo, nas últimas décadas, e a crescente demanda por atividades relacionadas ao meio natural tornou a geomorfologia uma importante ferramenta no desenvolvimento da atividade turística, tanto como subsídio no planejamento de atividades, como enquanto recurso turístico. O objetivo deste trabalho é demonstrar as potencialidades geomorfológicas turísticas da margem esquerda do lago Salto Osório São Jorge d Oeste (PR). Para tanto, gerou-se documentos cartográficos com informações referentes ao uso das formas de relevo enquanto potencial turístico, apontando os setores e as respectivas atividades com potencial para serem desenvolvidas na área em questão. Caracterizada pela presença de três unidades geomorfológicas, a área de estudo apresentou 11 pontos com potencial para a prática da atividade turística. Além da contemplação das paisagens geomorfológicas, as áreas de topo e os patamares intermediários apresentaram potencial para a prática de modalidades como caminhadas, mountain bike e cavalgada, além do bóia-cross, atividade com potencial para ser praticada tanto nos patamares intermediários quanto no setor do lago. Este setor, por sua vez, apresentou, além da contemplação das paisagens geomorfológicas e mountain bike, potencial para a prática de atividades como escalada, rapel, pesca esportiva, barco à vela, canoagem, bem como outras modalidades de esportes náuticos.
