It is based in a theoretical referential which contemplates the themes, new public management, strategic management and Balanced Scorecard, focusing on applying the methodology in the public sector. This research is classified as descriptive and exploratory. According to the methods applied, it is a case study and, according to its approach, it is qualitative. The subjects of this research are members of the institution involved in the process of its strategic management. The data was collected by means of semi-structured interviews and document analysis, done by means of method content analysis. Concerning the goal of this research, it points out that the MPRN has not concluded the implantation cycle of Balanced Scorecard, furthermore, important flaws in the steps of organizational alingment have been identified, specially when it refers to communication policy, implementing incentive actions and focused training in developing competences. It yet reveals that the implantation of BSC has allowed the introduction of changes in the Institution dynamics to seek better results, however the MPRN has faced and has not adequately gotten over the same difficulties reported in various cases of BSC implantation in public organizations / A pesquisa teve por objetivo analisar o modelo de gest?o estrat?gica do MPRN a luz das diretrizes metodol?gicas apresentadas pelo Balanced Scorecard. Fundamentase em um referencial te?rico que contempla as tem?ticas, Nova Gest?o P?blica, Gest?o Estrat?gica e Balanced Scorecard com foco na aplica??o da metodologia no setor p?blico. Classifica-se como uma pesquisa descritiva e explorat?ria. Segundo os m?todos empregados ? um estudo de caso e quanto ? forma de abordagem ? qualitativa. Os sujeitos da pesquisa s?o integrantes da Institui??o envolvidos no processo de gest?o estrat?gica da Institui??o. Os dados foram coletados atrav?s de entrevista semiestruturadas e an?lise documental e a an?lise foi realizada por meio do m?todo de an?lise de conte?do. Em rela??o ao objetivo da pesquisa, o trabalho aponta que o MPRN n?o concluiu o ciclo de implanta??o do Balanced Scorecard, al?m disso, foram identificadas importantes falhas nas etapas de alinhamento organizacional, especialmente no que se refere ? pol?tica comunica??o, implanta??o de a??es de incentivos e treinamento com foco no desenvolvimento de compet?ncias. Uma análise dos serviços públicos eletrônicos sob a ótica dos gestores públicos e dos usuários / An analysis of electronic public services from the perspective of public managers and users.

O objetivo desta pesquisa foi avaliar a qualidade dos serviços públicos eletrônicos sob a ótica dos gestores públicos e dos usuários. Para realizar tal pesquisa foram realizadas entrevistas em profundidade com os gestores públicos da cidade de Ribeirão Preto e da cidade de Vinhedo. E também, foram aplicados questionários em sua forma on line para avaliar a satisfação dos usuários em relação ao site municipal (cidade de Ribeirão Preto) e o site estadual (site do Programa Poupatempo). Os resultados obtidos na pesquisa foram que os itens relacionados à facilidade de uso do site, oferecimento do que era esperado, fornecimento das informações com qualidade e o estímulo do site ao uso repetido foram os fatores melhor avaliados pelos usuários na cidade de Ribeirão Preto. E na cidade de Vinhedo, os itens que foram melhores avaliados foram: o fornecimento das informações com qualidade, o estímulo do site ao uso repetido e o oferecimento do que era esperado. Tais resultados implicam que apesar das diferenças existentes entre as cidades, os itens relacionados à satisfação dos usuários foram praticamente os mesmos. Logo, esta pesquisa contribuiu para auxiliar os gestores públicos municipais a nortear as suas ações para melhoria da qualidade dos serviços públicos oferecidos. A pesquisa revelou a necessidade de uma efetiva coordenação por parte de órgãos federais no sentido de facilitar o desenvolvimento dos serviços de governo eletrônico. Pesquisas futuras nesta área poderiam replicar o questionário e as entrevistas aplicadas visando corroborar os elementos identificados em outras esferas governamentais. / The objective of this research was to evaluate the quality of the electronics from the perspective of public managers and users of public services. To conduct such research indepth interviews were conducted with public officials of the city of Ribeirão Preto and the town of Vinhedo. Also, questionnaires were administered in form online to evaluate user satisfaction in relation to the municipal website (Ribeirão Preto) and state site (the site Poupatempo Program). The results obtained in the study were that items related to ease of use of the site, offering what was expected, provision of quality information and encouragement to the repeated use of the site were the best factors evaluated by the users in the city of Ribeirão Preto. And in the town of Vinhedo, items that were best were: the provision of quality information, the stimulus site to repeated use and delivery than expected. These results imply that despite the differences between the cities, the items related to user satisfaction were almost the same. Therefore, this research has contributed to assist the municipal administrators to govern its actions to improve the quality of public services. The survey revealed the need for effective coordination by federal agencies to facilitate the development of electronic government services. Future research in this area could replicate the questionnaire and the interviews applied aiming to corroborate the elements identified in other spheres of government.

The aim of this study has been to examine if an implementation of a One Stop Shop in the public sector and its IT-support can serve as a motor for business development. By examine the relation between the One Stop Shop and the public administrations we have tried to answer this question. The municipality that we have examined underwent a big change, seven years ago, when they implemented a One Stop Shop including a IT-support called Flexite. But despite these seven years and the fact that Flexite has changed approach from a Case Management System to a Support System for Business Development the municipality have not adapted to this change.

This thesis is a case study of changes within public administration. The purpose is to describe and discuss changes inspired by New Public Management within public administration. These changes will also be studied a bit further in order to find out whether they have been effected by any form of path dependency. In order to fulfil the purpose of the thesis I intend to formulate my main question as follows: • Does path dependency effect the possibility for changes within public administration? To be able to answer my main question and fulfil the purpose of the thesis I have chosen to study the county planning commission in Trollhättan. Here I have selected a few changes concerning the possibility to handle various permissions in an efficient way. To examine whether these changes have been effected by any path dependency, a number of interviews were undertaken with representatives from the administration of my case. After analysing these interviews the answer to my main question is, yes. The change process has all together been effected by path dependency, which has delayed the implementation and in some sense also worsened the possibility of in an effective way handling various permissions in the county commission.

Den privata poliisen : En kvalitativ studie över hur poliser i yttre tjänst påverkas av sitt yrke privat / The private police : – A qualitative study regarding how police officers are affected by their work in their personal life

This study aims to understand how police officers in Sweden are affected by their line of work in their personal life. The study is based on qualitative research where the empirical material has been gathered from interviews with Swedish police officers. A total of eight police officers have contributed to this study. The main theoretical concept used in this study is Göran Ahrnes notion of the “organizational centaur”. Alongside this concept, the essay also covers police culture and organizational concept. The results of this study reveal that several police officers find it hard to combine their line of work with their personal life. Not only does the occupation affect the police officers themselves, it also affects their family and acquaintances. Moreover, the results demonstrate how police officers relate to their profession in their spare time. Finally, the results of this study express how changes within the police organization has affected the work situation for many police officers in Sweden.

I skolreformernas kölvatten : Statligt kontrollbehov och synen på skolan som agent / The aftermath of the Swedish school reforms : Governmental need for monitoring and its view of schools as agents

This thesis examines the effects of the Swedish school reforms that took place in the early 1990’s. Theories such as Principal-Agent, Stewardship and Lipsky’s street-level bureaucracy are discussed as well as New Public Management (NPM). These reforms were heavily influenced by NPM, causing an increased level of street-level bureaucracy, and according to Principal-Agent theory some outcomes could have been predicted. The predictions that Principal-Agent theory argues is that the changes that took place could spark an increased level of distrust and desire to monitor Swedish schools. To measure these reactions this thesis examines both national surveys on citizens level of trust towards Swedish elementary schools as well as government expenses for monitoring. The findings of this thesis indicate a clear increase in degree of need for government monitoring yet no increase in the citizens distrust in the elementary schools. This discrepancy cannot however be explained by this thesis but are discussed whether it relies on which type of questions was used in the study. In a concluding discussion the thesis ponder about how increased monitoring affects teacher discretion and presents two possible scenarios for future studies.

The purpose of this essay is to investigate the policy proposal The right to Challenge (utmaningsrätt) and the political motivation that has been used to implement it, as well as the result of it. The focus is on a case study of the implementing in Örebro municipality. Moreover, a comparative study is done to investegate the differences and similarities between Örebro and other municipalities that have chosen to implement The right to Challenge. The main question in this essay is How did Örebro’s municipality implement it and what was the result? There is also four minor questions: How was The right to Challenge motivated and what hopes did the politicans have for it? What has The right to Challenge so far contributed with in Örebro municipality? What do the entreprenures think about their oppertunity to challenge the municipality? What similarities and differences exists between Örebro and other municipalities that have chosen to implement The right to Challenge? The results that are presented in this essay generate conclusions that the implementing of The right to Challenge was motivated with arguments that it will result in increased diversity, improved efficiency, and reduced costs. This has however not been the case since very few challenges have been submitted, most likely due to a lack of promotion. The similarities are many when the results in Örebro and the other municipalities are compared, the only outlayer is Uppsala. The divergence seems to be caused by the fact that Uppsala, in difference from the other municipalities, chose to hire a process manager specifically to help implement. The implementing of The right to Challenge is followed by many problems, both in how it is constructed and how it is executed. Tendences also show that The right to Challenge contains a symbolic value that is based on ideology.

Vårt offentliga etos : En studie av två kommunala bostadsbolag utifrån Demokrati- och Ekonomivärden

Abstract Den kommunala förvaltningen har de senaste decennierna varit föremål för omfattande reformer. Kommunallagen som är en ramlag, reglerar kommunernas organisation och ansvarsområden. Det innebär att kommuner tillåts i stor utsträckning fritt avgöra hur verksamheter och åtaganden ska organiseras. Kommunala aktiebolag, även kallade för hybridorganisationer är idag ett vanligt inslag i den kommunala organisationen. Forskning visar att införandet av New Public Management i offentligt förvaltning b.la. bidragit till en ökning av antalet kommunala aktiebolag. Organisationsformen innebär att betydelsefulla verksamheter positionerats mellan det offentliga och privata, vilket medför implikationer för granskning och ansvarsutkrävande. Vidare har forskningen även påvisat att NPM bidragit till att göra ekonomivärdena centrala i verksamheterna. Studien tar sin utgångspunkt från teorin om vårt offentliga etos, en uppsättning demokrati- och ekonomivärden som bör prägla varje offentlig anställd. Utvecklingen visar dock att ekonomivärdena i form av kostnadseffektivitet och produktivitet fått en mer framträdande roll i den offentliga förvaltningen, på bekostnad av demokrativärdena. Genom en enkätundersökning kommer tjänstepersoner i respektive bolag få möjlighet att besvara ett antal påståenden formulerade utifrån vårt offentliga etos. Parallellt med enkätundersökningen kommer ägardirektiv och bolagsordning för respektive bolag att vara föremål för en kvalitativ innehållsanalys. Bolagen som inkluderas i uppsatsen är verksamma i varsin kommun, den ena kommunen har oavbrutet varit borgerligt styrd sedan 1976 medan den andra kommunen varit socialistiskt styrd sedan 1976. Mot bakgrund av tidigare forskning innehåller uppsatsen en övergripande hypotes att; politiskt majoritet inte påverkar utfallet i resultatet. Resultatet av enkätundersökningen uppvisar en bredare enighet kring ekonomivärdena till skillnad mot demokrativärdena. Resultatet av innehållsanalysen är desto tydligare, den visar att demokrativärdena i båda bolagen är framträdande.

Policymaking in the Gulf Region: The Case of Privatization Policy in the State of Kuwait

The purpose of this research is to explore the policy processes in Kuwait by examining the recent privatization legislation, which has been adopted but not yet implemented. First, the research reports data from elite interviews, focus groups, and document reviews about policymaking, to illuminate the processes that lead up to the adoption of privatization. Limited data of this nature currently exist. Second, it is anticipated that findings reported in this study will be of theoretical relevance to scholars of comparative politics and particularly to privatization theorists. The research contributes to a better understanding of the differences in policymaking processes between consolidated democracies of Western countries and transitional democracies of Gulf countries, with a particular focus on Kuwait. Data analyzed depict Kuwait in its struggle to become part of an internationally diversified economy. While the government is still centralized in its operations, there is a push towards greater openness and inclusiveness in the political process. The research draws on the interpretivist and social constructivist paradigms, and employs the use of a phenomenological data analysis method. Ministers, directors of public agencies, and private sector executives were interviewed, as well as leaders of nonprofits and representatives of international organizations. Essentially, the study attempted to include all participants in the privatization policy development. The research shows that Kuwait’s economy is the least diversified in the Gulf region, with a great dependency on hydrocarbon revenues. Results indicate that fluctuating oil prices, economic stagnation, and declining citizen satisfaction, drove privatization discussions at different points in time. Although the privatization legislation was enacted in 2010 via Law 37, the government is still struggling with implementation across the public sector. Data analysis of the reasons behind the lack of implementation reveals that limitations in the legal framework, lack of private sector incentives, capacity issues, national workforce concerns, inadequate infrastructure, and the lack of evaluation and management criteria are drastically hindering the policy implementation process in Kuwait.
