Towards the effective implementation of the expanded public works programme in South African municipalities : a case study of the City of Tshwane Metropolitan Municipality

The Extended Public Works Programme (EPWP) is a government programme targeted at unemployed individuals. Public entities at the national, provincial and municipal level implement the EPWP. The City of Tshwane Metropolitan Municipality (CTMM) is one of the entities implementing the EPWP at the local level. This study investigated the implementation of the EPWP within the CTMM with a view to understand the current implementation approach. The CTMM has been unable to achieve their EPWP annual targets since 2009. The CTMM experienced the lack of attaining targets mainly in relation to persons with disabilities (2%), and indigents (50%). Other challenges include the lack of training EPWP participants in specialized skills; the unsustainable nature of the EPWP projects; and un-approval of the draft EPWP policy. This study proposes interventions with regard to the coordination of the EPWP, improved monitoring of projects, training, indigent criteria, and approval of the EPWP policy within the CTMM. / Development Studies / M.A. (Development Studies)

Out of the classroom closet: why only some gay and lesbian teachers are out

Canada and British Columbia have legislation in place to protect gays and lesbians from discrimination based on their sexual orientation. A growing number of BC school districts have policy protecting gays and lesbians. However, some gay and lesbian teachers still hide their sexual orientation. Organizational theory recognizes that formal rules do not define the organization. In-depth interviews with 13 gay and lesbian teachers indicate that they would rather not maintain their classroom closets; but that they needed to know that they would be safe coming out. The methodology followed the tradition of narrative inquiry by collecting stories. Initial recruitment was through email, print, and word-of-mouth advertising. An on-line form was used to filter prospective participants to include urban, rural, Muslim, Catholic, closeted, and politically active participants. The great silence with respect to gays and lesbians in the workforce, paired with a history of negative messages needs to be offset by the frequent and ubiquitous dissemination of positive messages.

The liability of trade unions for conduct of their members during industrial action

South Africa has been experiencing a number of violent strikes by trade unions in recent times. The issue is not only to hold unions liable for damage caused during strikes, but also to reduce the number of violent strikes. This study investigates if victims of such violence can hold trade unions liable for the violent acts committed by their members during industrial action. The Labour Relations Act, 66 of 1995 (LRA) makes provision for the dismissal of employees who commit misconduct during an unprotected strike. It also provides the remedy of an interdict and a claim for just and equitable compensation which can be made against the union, during an unprotected strike. It is further possible to hold the union together with its members liable for damages in terms of the Regulation of Gatherings Act, 205 of 1993 (RGA). The study argues that a strike or conduct in furtherance of a strike that becomes violent could lose protection and the trade union should consequently be held liable, in terms of the LRA and/ or the RGA, for damages caused by its members. This study investigates the position in Canada, Botswana and Australia to determine if there could be any other basis upon which to hold trade union liable for the conduct of its members. The study recommends that the common law doctrine of vicarious liability should be developed by the courts to allow trade unions to be held liable for damages caused by members during violent industrial action. Policy considerations and changing economic conditions and the nature of strikes in the Republic favours the expansion of the doctrine of vicarious liability to trade union member relationship. / Mercantile Law / LL. Text in Afrikaans / Coronary artery disease (CAD) is a life-threatening disease. When heart patients in the treatment of their disease, due to certain subjugating discourses practised by the biomedical model or biomedicine, are treated in a way that contributes to their anxiety and they feel themselves marginalised by society, then CAD becomes even more threatening. The narrative-pastoral approach of this study aims to treat heart patients in a way that has a calming effect on them that could assist them to deal with their heart disease more efficiently. This study shows how a heart patient's illness stories can be centralised by means of narrative therapy and how a pastoral and ethical attitude of love and respect can produce a climate that's conducive to better health and well-being. I indicate how my methodology of participatory action research succeeds in making the heart patients active participants to the research project. Their active participation indicates that meaning is not created on their behalf in therapy; rather, they are responsible for the process of richer construction of meaning. I describe how the participants socially co-constructed alternative and richer descriptions of their illness. Futhermore, I point out how their richer descriptions of illness contribute to perceptible and measurable results that are of value to the heart patients. / Koronere hartvatsiekte (KHS) is 'n lewensbedreigende siekte. Disarmament, demobilization, rehabilitation and reintegration of Rwandan child soldiers

This study investigates the situation of Rwandan youth ex-combatants in the Democratic Republic of Congo (DRC). Specifically, the study examines how and why young people become involved in conflicts as fighters, how the conflict impacts upon them, and how the Disarmament, Demobilization, Rehabilitation and Reintegration programs set up by international aid agencies attempted to address the youth's special needs as they relate to reintegration in their home communities. By employing qualitative semi-structured interviews and group discussions with demobilized ex-combatant youth and other stakeholders in northern Rwanda, the study examines how the Western model and assumption of childhood and child soldiering has so far dictated the approaches of international aid agencies in response to the needs of young people in armed conflicts. The study challenges some of the assumptions and argues for a more representative and focussed approach that emphasizes on the socio-cultural context of the ex-combatants. The research shows how and why some youth voluntarily join armed groups. It also highlights the resilience of the youth in the midst of conflict and their ability to rebuild their lives. The findings of the research have some implications for the way the international aid agencies conceptualize and provide assistance to the young people affected by armed conflicts. It challenges the assumption held by the aid agencies regarding the exclusive emphases on victimization and trauma counselling, and refocuses on the need to rebuild the youth's resilience and coping strategies. / Sociology / MA (Sociology)

Correlación entre conocimientos sobre consecuencias de la obesidad y grado de actividad física en universitarios

Introducción. El objetivo del presente estudio es determinar si existe correlación entre los conocimientos sobre las consecuencias de la obesidad y el grado de actividad física de las personas. Métodos. Se realizó un estudio transversal analítico durante los años 2013 y 2014. Participaron 215 alumnos de pregrado seleccionados por conveniencia no relacionados a carreras del campo de la salud en una universidad de Lima, Perú. Se evaluó el grado de actividad física utilizando el International Physical Activity Questionnaire (IPAQ) y el nivel de conocimientos sobre consecuencias de la obesidad utilizando la escala Obesity Risk Knowledge-10 (ORK-10). También, se consignó las fuentes de información de donde obtuvieron el conocimiento para responder dicho cuestionario. Resultados. La mediana de edad fue 20 (rango intercuartílico=4) y 63% eran mujeres. De acuerdo al IPAQ, 53,9% realizaban actividad física alta, 35,4%, moderada y 10,7%, leve. Se encontró una correlación muy baja (rs=0,06) entre el puntaje del ORK-10 y la cantidad de equivalentes metabólicos/minuto consumidos por semana, pero no era significativa (p=0,38). Las personas informadas por medios de comunicación y por personal de salud obtuvieron mayores puntajes en el ORK- 10 que quienes se informaron por otras vías (p<0,05). Conclusiones. La correlación entre los conocimientos sobre consecuencias de la obesidad y el grado de actividad física es muy baja. Es necesario utilizar enfoques multidisciplinarios que incluyan todos los determinantes de la realización de actividad física para poder lograr cambios en la conducta de la población.

Communicative strategies used by witnesses of the Leon and Phumaphi Commissions of Enquiry in Lesotho

Text in English with summaries in English, South Sotho and Xhosa / Bibliography: leaves 196-215 / This study explored the communicative strategies which were used by participants who were called in as witnesses before the Leon Commission and the Phumaphi Commission of Enquiry in Lesotho in 1998 and 2015 respectively. The study specifically looked into the types of communicative strategies employed, their linguistic realisations and their conversational effectiveness in providing required information to the commissions. It further compared the use of strategies by participants in both commissions. Data for this study was obtained from twenty-six audio recordings of twenty-six witnesses. The study established that participants used twelve types of communicative strategies which are classified under the following groups based on their functional characteristics: conversational category which includes strategies such as code-switching, fillers, vague language and circumlocution; a grammatical category that comprises personal pronouns, direct speech, passive voice and questioning; a sociocultural category that covers strategies such as figurative language, indirect communication, direct refusal and indirect criticism. The study established that communicative strategies such as code-switching, fillers, personal pronouns, and direct quoting were conversationally effective as participants strategically employed them to succinctly express themselves. However, strategies with concealing attributes such as those found under a sociocultural category and those under the grammatical category (passive voice and questioning) were considered conversationally ineffective as they withheld required information from the commissioners.
