Notification Oriented Paradigm as a Green Technology : Development of a Simulated Sensor Correlation Application with NOP C++ Framework 4.0 and Comparing Green Aspects with usual OOP Languages

The most commonly used programming languages for modern software development usually belong to either the Imperative Paradigm (IP) or Declarative Paradigm (DP). These paradigms often come with drawbacks like code coupling and structural and/or temporal redundancy. The Notification Oriented Paradigm (NOP) comes as a new approach for software development that works based on small, smart, and reactive notifiable entities. That is how NOP facilitates software development to achieve several features like responsiveness by avoiding code redundancy and distributiveness by allowing code decoupling. This research focused on examining some of NOP green potentials in a simulated sensor correlation application, in smart city-like, by comparing the performance of a NOP Implementation with other common and popular object-oriented programming languages. The NOP implementation is the so-called NOP C++ Framework 4.0, which is the current state of the technics in this domain. In order to explore the NOP C++ Framework 4.0, an air quality monitoring system prototype was developed considering the presence of air quality sensors in three different locations of a supposed smart city. Beyond the prototype implemented in NOP C++ framework 4.0, it was as well implemented in C++ and Java programming languages in order to compare them. The aim is to evaluate the performance of the NOP state of technics, which will help to identify the green potentials of NOP and also its applicability in a smart city context. Two air quality datasets collected from real-time sensors located in two different cities of different countries were used to evaluate the performance of the applications. The performance analysis shows that the NOP application outperformed the other two for both datasets in terms of execution time, memory usage, and energy consumption. Future works should consider the prototypical NOP programming language, the so-called NOP state of the art, that has better performance than the NOP C++ Framework 4.0 because its compiler generates low-level-like code.

Rätt till utbildning för papperslösa barn

1 juli år 2013 trädde en ny skollag i kraft i Sverige. Den nya lagen ger papperslösa barn i Sverige rätt till utbildning. Detta gäller både om barnet har fått avslag av Migrationsverket på sin uppehållstillståndsansökan och om barnet lever gömt och inte sökt uppehållstillstånd. Idag har papperslösa barn rätt till utbildning men detta innebär inte att dessa barn har en skolplikt, utan det avgör barnet själv eller familjen till det papperslösa barnet om rätten ska nyttjas. Denna valfrihet leder till att flera papperslösa barn inte utnyttjar sin rätt till utbildning. Det finns flera orsaker till detta som exempelvis att många papperslösa familjer inte känner till den nya skollagen och att polisen de facto har rätt att omhänderta en papperslös elev från skolan. Då det inte existerar någon garanti för att den papperslösa elevens trygghet i skolan väljer många papperslösa familjer bort denna rättighet på grund av rädslan att barnet skall bli omhändertaget av polisen. I samband med detta har vi identifierat olika dilemman för lärare, dilemman som uppstår vid en sammanstötning mellan lärares yrkesetik och lärares lagstadgade plikter såsom anmälningsplikt. I Sverige har lärare en skyldighet att anmäla, om de misstänker eller får kännedom om att ett barn far illa skall de meddela socialtjänsten. Denna anmälningsplikt orsakar ett stort dilemma för lärare då konsekvensen av en anmälning kan bli förödande för den enskilde papperslösa eleven och dennes familj. För att få en klarare bild av lärarnas dilemman utförde vi intervjuer med olika lärare på Skånska skolor. Vid intervjutillfällena fick vi förklarat för oss att dilemmat med anmälningsplikten och skyddande av papperslösa elever är någonting som lärare fruktar. Utifrån Barnkonventionen, lärares yrkesetik, tystnadsplikt samt specifik skolsekretess kan lärare skydda den enskilde papperslösa eleven. Dock så finns rädslan kvar bland lärarna om vad som händer om en specifik situation leder till att socialtjänsten måste kontaktas. Resultatet av analysen ger en bild av att lärares yrkesetik inte är så stark som andra yrkesetiker, således kan lärare stå upp mot andra myndigheter och neka deras begäran om tillträdde på skolan. / July 1 2013 a new law entered into force in Sweden. The new Education Act gives undocumented children in Sweden right to education. This is regardless whether the child has been rejected by the Migration Board on their residence permit application and shall be rejected or if the child lives in hiding and has not applied for a residence permit. Today, undocumented children's right to education does not mean that undocumented children have a school attendance, this determines the child himself or the family of the undocumented child´s the right to be utilized. This choice leads too many undocumented children do not exercise their right to education. There are several reasons for this, such that many undocumented families are not aware of the new Education Act, but also that the police actually have the right to seize an undocumented student from school. Then there exists no guarantee that the undocumented student's safety at school, many undocumented families declines this right because of the fear of being found and cared for by the police. In connection with this issue, we have identified various dilemmas for teachers, dilemmas that arise when there is a clash between teachers' professional ethics' and teachers' statutory obligations such as notification requirements to authority. In Sweden, teachers have an obligation to notify if they suspect or become aware that a child is being abused to social services. This notification requirement causes a big dilemma for teachers as the consequence of a notification can be devastating for the individual undocumented student and their family. To get a view of the teacher's dilemmas, we conducted interviews with teachers from Skåne. In the interviews we got told by teachers that the dilemma with the notification requirements and protection of undocumented students is something that teachers fear. Thanks to the Convention of Children´s Rights, teachers' professional ethics, teacher´s obligation to observe silence and confidentiality that exists at the school, teachers can protect the individual undocumented student. However, there are fears remain in the teachers about what happens if it comes to the situation where a claim must be made to social services. The results of the analysis gave us that the teachers' professional ethics is not as strong as other professional ethics so that teachers can stand up to other authorities and deny their request for the entry of the school.

An evaluation of the effectiveness of training in syndromic management of sexually transmitted diseases

This study is about evaluating the effectiveness of training in syndromic management ofSTDs. The purpose of this study was to fmd out to what extent the STD training programme had been implemented. A stratified sample of twenty-two primary health care clinics in the Port Shepstone region was used. Twenty-two professional nurses rendering STD management in the clinics were observed. Data-gathering was done through a clinic inventory obtained by interviewing the sister-incharge, observation of professional nurses providing treatment to STD patients, interviews with professional nurses to assess their knowledge of the syndromic approach, and exit interviews with patients treated at the clinic. The fmdings suggest that certain areas in the STD training need to be emphasized, such as vaginal speculum and bi-manual examinations. It is recommended that certain negative aspects which hinder effective STD management, like staff shortages and lack of equipment be given attention. / Health Studies / M.A. (Health Studies)

The right to confidentiality in the context of HIV/AIDS

The purpose of this study is to investigate the right to confidentiality in the context of HIV/AIDS through an interdisciplinary lens. This study indicates that whilst confidentiality is important and should be preserved in order to protect persons living with HIV/AIDS against stigmatisation, discrimination and victimisation, this should be balanced by other equally important interests, such as the protection of public health and individual third parties who may be affected by the intentional or negligent infection of others with HIV. As the consideration of the legal issues relating to confidentiality and privacy cannot be divorced from the social context in which HIV/AIDS plays out in South African communities, the study will examine, amongst others, the victimisation, discrimination and stigmatisation experienced by persons living with HIV/AIDS, followed by a critical exploration of the present legal and ethical framework governing privacy and confidentiality, including medical confidentiality, as well as the duty to disclose a positive HIV-status, in the context of HIV/AIDS. Possible limitations on the right to privacy in this context are also examined, which include, amongst others, a consideration of making HIV/AIDS notifiable diseases in South Africa. The study suggests that it is imperative that legal interventions aimed at curbing the spread of HIV will need to be mindful of the unique social, cultural and economic forces that impact on the duty to disclose a positive HIV-status to partners and other affected third parties. Insights gained from philosophical theories relating to Africanism, individualism, communitarianism and utilitarianism are valuable tools in facilitating a clearer understanding of relevant social and cultural factors that keep South African society locked in the present stalemate with regard to the disclosure of HIV status. / Public, Constitutional, & International law / LLD

Die Überlebenswahrscheinlichkeit der Unfallopfer nach Straßenverkehrsunfällen hängt von der Zeitspanne vom Unfall bis zur ersten suffizienten Hilfeleistung (therapiefreies Intervall) sowie von der Qualität der Erstversorgung ab. Das therapiefreie Intervall kann durch automatische Notrufsysteme (ACN) und suffiziente Laienhilfe verkürzt werden. In dieser Dissertation werden (1) Modelle zur Prognose der Verletzungsschwere von Fahrzeuginsassen für den Einsatz in erweiterten automatischen Notrufsystemen (AACN) entwickelt und (2) Anforderungen an Telemedizinsysteme zur Unterstützung von Laien bei der Durchführung von Erste-Hilfe-Maßnahmen untersucht. (1) Die Prognose der Verletzungsschwere ist für eine optimale Disposition der Rettungsmittel erforderlich. Auf der Basis der amerikanischen Unfalldatenbank NASS/ CDS und der deutschen Unfalldatenbank GIDAS werden Prognosemodelle mit multivariaten inferenzstatistischen Verfahren (decision tree, logistic regression) entwickelt, die Bedeutung einzelner Eingangsgrößen untersucht und die Leistungsfähigkeit der Modelle überprüft. Die Leistungsfähigkeit beider statistischen Verfahren stellt sich in ROC-Analysen als vergleichbar heraus. Mit den Prognosemodellen kann eine Dispositionsempfehlung erstellt werden, die heutigen Dispositionsentscheidungen auf der Grundlage eines Telefongesprächs mit dem Unfallmelder qualitativ entspricht. (2) Zur Entwicklung eines Telemedizinsystems für die Laienunterstützung wird untersucht, ob die telemedizinische Anleitung von Laien bei der Durchführung von Erste-Hilfe-Maßnahmen zu einer Erhöhung der Hilfsbereitschaft führt und welche Anforderungen ein Telemedizinsystem erfüllen muss. Dazu werden die am häufigsten indizierten Erste-Hilfe-Maßnahmen nach Verkehrsunfällen durch Auswertung der GIDAS-Datenbank identifiziert, der Stand der heutigen Laienhilfe analysiert, die erforderlichen Funktionen eines Telemedizinsystems abgeleitet und der Einfluss einer verbesserten Laienhilfe auf die Überlebenswahrscheinlichkeit bestimmt. / The probability of survival of motor vehicle accident victims depends on two factors: the time interval between the accident and the initial provision of appropriate first-aid (therapy-free interval), and the quality of the first-aid treatment. The therapy-free interval can be shortened significantly by automatic crash notification systems (ACN) and by adequate bystander first aid. In this thesis, (1) models are developed for predicting the severity of injury of vehicle occupants for use in advanced automatic crash notification systems (AACN) and (2) requirements of telemedical bystander support systems are examined. (1) The prediction of the severity of injury is needed for optimal disposition of rescue services. Therefore, prediction models are developed on the basis of the American accident database NASS/ CDS and its German counterpart, GIDAS, using multivariate inference statistical procedures (decision tree, logistic regression). In addition, the importance of individual parameters and the efficiency of these models are investigated. The performance of the two statistical procedures proves to be equal by using the ROC analyses. The prediction models allow for recommendations of rescue services that correspond in quality to contemporary dispatching decisions for rescue services on the basis of a telephone call between the individual reporting the accident and a dispatcher. (2) Concerning the development of a telemedical bystander support system, the paper examines whether the availability of telemedical guidance leads to an increase in bystander willingness to provide first aid. In order to evaluate the requirements of a telemedical system, the most frequently indicated first-aid measures after traffic accidents are identified by evaluating the GIDAS database. Furthermore, the status of assistance currently offered by bystanders is analyzed, the necessary functions of a telemedical system are scrutinized, and the influence of improved bystander assistance on the probability of accident victims’ survival is determined.

Due to the low investment in urban planning and disaster forecast, the public sector response time of cities, state and federation is longer than the expected by the population that need to live with tragedy imminent risk. Financial resources restriction of small cities together with low investment in ICT solutions to improve the quality of the services delivered to the population. However, the financial impact after tragedy is significant. Considering the expenses increase with disasters impacts and the disaster planning financial investment resources restriction context, the use of open standards in network components (sensors, hubs, proxies, database systems), with cloud data processing, allows solution design and implementation to leverage the natural disasters management planning in small cities with effectiveness and cost significantly lower than the currently available solutions. This study deals with the proposition and implementation of a flood risk management system, allowing its integration with sensor networks with to assist risk analysts in identifying and warning floods, enabling notification service through mobile devices of the interested community. Discours et politique du répertoire public de délinquants sexuels : la « Loi de Megan » au New Jersey

Le 29 juillet 1994, Megan Kanka, une jeune fille de sept ans de la municipalité de Hamilton au New Jersey, est enlevée, agressée sexuellement et tuée par ce qui se révélera être son voisin d’en face, Jesse Timmendequas. À l’époque, l’assaillant de Megan avait déjà fait l’objet de deux condamnations pour agression sexuelle. Suite à cette tragédie, les parents de Megan luttèrent pour la création d’une loi qui révélerait automatiquement au public l’identité et le lieu de résidence des délinquants sexuels. Moins de trois mois plus tard, la « Loi de Megan » était ratifiée. Ainsi un répertoire étatique centralisé de délinquants sexuels en partie disponible au public fut créé. Notre étude se centre sur ce cas et tente de comprendre comment une construction particulière de la délinquance sexuelle comme problème social mena à la réponse pénale spécifique qu’était la Loi de Megan. Pour ce faire, nous analysons les discours et argumentaires politiques en lien avec l’affaire. Huit entretiens avec différents acteurs impliqués dans le débat politique menant à la création de la loi de Megan furent effectués. Une analyse de plus de 150 articles de journaux et de quelques projets et textes de lois fut également effectuée. Nos résultats soulignent d’abord le rôle primordial qu’avait le contexte sociopolitique autant sur la construction du problème social de la délinquance sexuelle que sur la solution qui lui était liée. L’analyse du cas nous indique également que la dyade problème-solution s’élabora en conjonction, dans un cadre temporel uniforme, dont les seules étapes détectables sont celles du narratif de la mort de Megan et de l’élaboration concrète de la loi. En d’autres mots, la mort de Megan ne constituait qu’un point focal qui permit à des acteurs de mettre en pratique des concepts déjà largement partagés. L’étude conclue en liant le contexte sociopolitique du Canada à celui retrouvé dans notre étude de cas et suggère qu’une construction similaire de la délinquance sexuelle comme problème peut facilement être envisageable chez nous. Si personne ne souhaite l’occurrence d’une situation comparable à celle vécue par Megan Kanka et sa famille, cet élément nous apparaît comme étant celui qui propulserait réellement cette construction sur la place publique, à condition bien évidemment qu’une personne ou un groupe de personnes en fassent une question à débattre. / On July 29th 1994, Megan Kanka, a 7 year old girl from Hamilton Township in New Jersey, is kidnapped, sexually molested and killed by what will prove to be the Kanka’ front door neighbor, Jesse Timmendequas. At the time, Megan’s assailant had already been twice convicted of sex crimes. Following this tragedy, Megan’s parents fought to obtain a law that would notify the public on the identity as well as the residency of sex offenders. Less than three months later, "Megan’s Law" was ratified. A state-wide sex offender registry was thus created, for which public notification was partly available. Our study focuses on this case, as we try to understand how the construction of sexual offending as a social problem led to the specific penal response that was Megan’s Law. To accomplish this, we analyzed the political discourse and arguments inherent to the case. Eight interviews with different political actors involved in the political debate leading to the implementation of Megan’s Law were conducted. Over 150 newspaper articles and some pieces of legislation were also analyzed. Our results highlight the essential role that the sociopolitical context had on the construction of sex offending as a social problem as well as the solution to which it was linked. Analysis of this case also indicates that the problem-solution dyad was constructed in conjunction, in a uniform time frame, for which the only detectable stages were those of the narrative concerning the death of Megan and the actual development of the law. In other words, Megan’s death was only a focal point that allowed certain political actors to turn into action already widely shared concepts. The study concludes by linking Canada’s sociopolitical context to the one found in our case study, and suggests that a similar construction of the sex offender problem can easily be considered. Though nobody wishes for the occurence of an event comparable to that experienced by Megan Kanka and her family, this element appears to us as one that would propel this construction to a public arena, provided of course that a person or a group of people make the issue the topic of a public debate.
