Virginia Commonwealth University, 2015 Major Director: Michael Schreffler, Associate Professor, Department of Art History The educational endeavor that the Jesuits – members of the religious order known as the Society of Jesus – carried out in Mexico in the course of the colonial period, when this territory belonged to the Viceroyalty of New Spain (sixteenth to nineteenth centuries), was exceptional. Even though this endeavor has been extensively studied, not much has been written about the edifices, and their significant artistic contents, that not only facilitated the endeavor, but also allowed it to thrive. With the aim of contributing to fill that gap in the scholarly literature, this study engages in an artistic and architectural examination of one among the dozens of school complexes that the Jesuits built and decorated in New Spanish territory: the College of Oaxaca. This establishment was the primary educational institution in one of the most prosperous cities of the viceroyalty, and it ranked third in importance among the colleges that the Jesuits founded in New Spain, representing a clear example of the process of spiritual, intellectual and material expansion that the Society of Jesus carried out in Spanish America. By locating, transcribing and interpreting primary sources (primarily inventories and commissions for works of art) that have not been noticed before or have remained unpublished, and by analyzing the material remains that have survived to this day, it has been possible to reveal that the former Jesuit complex – which today serves, simultaneously, as an apartment building, an indoor parking, a series of storefronts, and a church served by a community of Jesuits – once featured a significantly rich artistic and architectural program, the result of assimilating, but also of rejecting, local and Jesuit traditions. This program, unfortunately, has been progressively disappearing since the expulsion of the Jesuits from Oaxaca in 1767.

Accumulation du capital humain et employabilité : une mise en perspective empirique / Accumulation of human capital and employability : an empirical perspective

La relation entre capital humain et employabilité bien que clairement démontré d'un point de vue théorique n'est cependant pas toujours vérifiée de façon empirique. On peut ainsi constater un paradoxe de l’éducation dans les pays MENA où le taux de chômage augmente avec le diplôme et où les taux d'activité et plus particulièrement les taux d'activité des femmes sont faibles. Nous cherchons donc, à travers trois études empiriques, à mettre en évidence les éléments pouvant contrarier cette relation entre accumulation du capital humain et employabilité. Nous portons tout d'abord notre attention sur la Tunisie et le Maroc où le taux de chômage des diplômés du supérieur est particulièrement important. Nous menons dans un premier temps une analyse macroéconomique concernant ces pays avant de mener une analyse microéconomique en nous focalisant sur la région de Marrakech-Tensift-Al Haouz où nous analysons la relation entre le niveau d’éducation et l’accès à un emploi rémunéré. Notre seconde étude se positionne sur le marché du travail français où nous analysons l’accès à l’emploi ainsi que le différentiel salarial afin de déterminer si l’existence de « discriminations » peut contrarier la relation entre capital humain et employabilité. Enfin, notre troisième étude complète notre précédente approche concernant l’accès à l’emploi en prenant en compte des parcours scolaires des jeunes et plus seulement de plus haut diplôme obtenu. / The relationship between human capital and employability is clearly demonstrated by the review of the theoretical literature however, not always verified empirically. We can thus see a paradox of education in MENA countries where the unemployment rate increases with the degree and where participation rates and especially female activity rates are low. So we’re looking through three empirical studies to bring out the elements that can upset the relationship between accumulation of human capital and employability. First we bring your attention to Tunisia and Morocco where university graduates unemployment rate is particularly important. We lead initially macroeconomic analysis for these countries before leading a microeconomic analysis by focusing on the region of Marrakech-Tensift-Al Haouz where we analyze the relationship between the level of education and access to paid employment. Our second study is positioned on the French labor market where we analyze the access of employment and the wage differential to determine whether the existence of “discriminations” can upset the relationship between human capital and employability. The literature tries to justify affirmative action as a way to reduce inequalities of the past through the promotion of social justice. These measures allow the student to enter in the university, but they may not be sufficient to compensate the family background and educational inequality. For this, we used the performance of finishing students who entered the university through affirmative action (color, income, public school, two criteria and others) through the general test (75% considers the specific component and 25% of general education) of ENADE (Exame Nacional de Desempenho dos Estudantes). The year used for the analysis was 2012, which consists in a sample of 17 courses and over 466 thousand students. The empirical strategy used was the model of ordinary least squares and the method of decomposition of Oaxaca. The OLS allows measuring the effect of affirmative action on student?s performing, controlling the observable characteristics. Oaxaca estimates the differential of notes between the students who entered in Brazilian universities through affirmative action compared to students who entered without the necessity of the measure. The decompose looks for the different grades between observable variables (characteristics of students, educational institutions and the region) and unobservable (effort, dedication, motivation, etc.). The results show that the beneficiaries of the public school students of affirmative action have top notes to non-beneficiary students in all categories of IES analyzed. Color affirmative action beneficiaries and another kind of affirmative action have lower grades in public schools (federal and state) compared to non-beneficiary students, but in private universities the differential note is pro-quota students. Affirmative action of two criteria showed a higher result to beneficiaries? students in state and private public universities, while in federal public universities was better grades to students not beneficiaries. Finally, beneficiaries? students affirmative action possessed income lower notes to non-beneficiary students in all categories of analyzed IES. There is evidence showing that for some affirmative action (public school) graduates can compensate for previous inequalities in access to higher education. However, in the case of income measures are insufficient to reduce inequalities arising from their family and school background. / Esse trabalho busca contribuir para o debate sobre a diferen?a de desempenho de estudantes cotistas e n?o cotistas na participa??o da nota do sistema de ensino superior do Brasil. Identity and Community in Rural Higher Education: Creating New Pathways to Women's Leadership in Oaxaca, Mexico

The emergence of higher education opportunities in rural areas of Mexico such as throughout the state of Oaxaca has opened new opportunities for young women's professional development and new individual and community identities. I explore tensions between the collective imaginary of rural Mexico and rural women's emerging sense of independence and self-determination in light of higher education's expanding opportunities. Educational opportunities lead to community formation around commonality of experience in addition to ascribed community relationships and roles. I situate this analysis within the context of the Universidad Tecnológica de los Valles Centrales de Oaxaca (UT), a small university in San Pablo Huixtepec, Oaxaca, Mexico. Through interviews and participant observation, I answer the following questions: (1) How is rural women's identity produced through policy, geography, and social influences? (2) In what ways do college women experience change in terms of family relationships and professional trajectories? and (3) How do changes in rural women's collective identity through professional development contribute to social movements for gender equality? This thesis provides a broader examination of the implications of shifts in family trajectory for belonging and women's identity in Mexico, contributing to larger discussions regarding higher education in rural areas, women's experiences and interactions within institutions, and women's collectives as venues for societal transformation. In conclusion, I offer recommendations for educational policy that supports women's identity development, promotes gender equality, and encourages women's leadership.

Depositional and diagenetic processes in the formation of the Eocene Jackson Group bentonites, Gonzales County, Texas

Bentonite clays are exposed in Paleogene strata stretching over 650 km parallel to the Texas coastline. This study focuses on a white and blue and a yellow and brown commercial Ca-montmorillonite bentonite near the city of Gonzales, Gonzales county, Texas. The deposits have stratigraphic ages of Late Eocene (~36.7 - 32.7 Ma). The bentonites in these deposits have varying colors, purities and brightness affording them diverse industrial uses. The distribution and geologic character of the high purity white and blue bentonite suggests that the deposit represents an accumulation of volcanic ash in a secondary tidal channel during the ash-fall event. A low rate of terrigenous clastic sedimentation and rapid accumulation of fresh ash were critical to the formation of high purity clay. The lower purity yellow and brown bentonites appear to have a fluvial origin marked by higher rates of detrital sedimentation and episodic accumulation of clay and ash. The bentonite and associated strata were studied using optical microscopy, SEM, XRD and REE analyses to constrain their textural, mineralogic, and chemical character. vii Eocene pyroclastic volcanism is well documented from sources in southwestern North America, specifically in the Sierra Madre Occidental (Mexico), Trans-Pecos (Texas) and Mogollan-Datil (New Mexico) volcanic fields. Projected Eocene wind patterns support this region as a potential source for the Gonzales bentonites. A comparison of the trace and REE fingerprints of the white and blue bentonites and the yellow and brown bentonites with data available for Late Eocene volcanics in the North American Volcanic Database provides a couple of potential matches. The strongest potential match for the Late Eocene bentonite protolith is described as a sample of silicic tuff with an age range of 32.2 – 30.6 Ma, located in the southern Mexican state of Oaxaca. While the trace and REE match is strong, the tuff is somewhat young compared to the Jackson Group sediments. In addition, the sample location is due almost directly south of the Gonzales deposits, rather than the western location expected for a Gonzales bentonite source. The other potential matches are located in New Mexico, and the Mexican state of Chihuahua. These potential matches only have 6 REE available for comparison, and require further investigation. Many Paleogene volcanic units in southern North America are undocumented with regard to REE data or precise absolute ages. As additional geochemical analyses become available for a more extensive suite of Paleogene volcanic units, stronger matches with Gulf of Mexico Basin bentonites are expected to emerge. / text

“What Makes Children Different Is What Makes Them Better”: Teaching Mexican Children “English” to Foster Multilingual, Multiliteracies, and Intercultural Practices

This dissertation documents a critical-ethnographic-action-research (CEAR) project conducted in two elementary schools in Oaxaca, Mexico, with the collaboration of one language teacher educator and ten language student teachers. The two schools have a diverse student body composed of mestizo children and children from different Indigenous groups. The CEAR Project challenged historical and societal ideologies that position Indigenous children as deficient learners and their translanguaging and multiliteracies practices as inappropriate for schools. The CEAR Project was also a response to a world phenomenon that associates English with “development” and economic success and Indigenous and “minoritized” languages with backwardness marginalization. The CEAR Project’s purpose was to use the student teachers’ English language praxicum in order to: (a) develop elementary school teaching expertise, (b) co-construct affirming identities among all the participants, (c) foster multilingual, multiliteracies, and intercultural practices, and (d) dialogue with the children in order to change pejorative ideologies that regard certain languages, literacies, and cultures as better than others. The Transformative Multiliteracies Pedagogy developed by Cummins (in press) and critical pedagogies theory (Freire, 1970; Norton & Toohey, 2004) informed the CEAR Project and the data collected through classroom observations, semi-structured interviews, and children’s work samples. Using narrative, photos, and videos, this dissertation presents the migratory lives, the families, and the language and literacy practices of 50 children, and their views regarding the English language and Indigenous languages and peoples. It portrays the vivid critical moments and changes that occurred in the praxicum as the children became teachers and linguists. Through the construction of identity texts and the translanguaging and multiliteracies practices that the student teachers and the children engaged in, stories emerge that portray them as the intelligent, creative, and genuine individuals that they really are. This dissertation also documents how the children’s complex lives challenged constructs such as “family” and “Indigenous,” and the new Mexican educational policy that brings English into public elementary schools using a generic English software. It is concluded that every policy, theory, social construct, pedagogy, and curriculum should be challenged on a daily basis if we are truly to serve the ever-evolving diverse classrooms of today.

Thisfact occurs due the Constitutional Amendment number 19 , formulated that year, which has changed the article 39 of Brazilian Constitution. It allowed public entities to hire employees under CLT legislation. This situation lasted until 2007 when the Supreme Court of Brazil suspended such modification and so the original understanding of the Constitution was reestablished. This work intends to evaluate the wage differential between statutory and CLT employees by means of an econometric approach. Using a fixed effectsregression we have analyzed the impact of the labor regime upon public workers wages and using the Oaxaca-Blinder decomposition we quantified how much of such differential is due the labor regime and how much is due to the individual characteristics (education, tenure and others). There are evidences that CLT workers have in average wages R$ 310.00 lower than statutory. Controlling by occupation we also see a negative prize to CLT worker to all groups except by the High Skilled Workers that have a salary R$ 95.98 higher than the Statutory. Low Skilled Workers show the smallest differential (R$ 12.20) followed by Teachers and Researchers (R$ 85.27) and Technicians (R$ 97.11). The Oaxaca-Blinder decomposition shows that the largest part is not explained by endowments differences. The spending with wages and benefits to public employees is one of the main debates in the current scenario of fiscal adjustment facing the relevant increase of Public Debt in the last years. The Brazilian society has a perception that the Government has an excessive amount of workers and furthermore these onesreceive higher wages without a reasonable explanation when compared to similar occupations in private companies. At the end of 2017 the Brazilian Government presented an action plan to reduce the spending with wages and benefits of public employees. Among the proposals there were a decrease in the initial salary of public service and an increase in the public pension plan contribution. / Desde o ano de 1998 coexistem na Administração Direta, Autarquias e Fundações Públicas, funcionários públicos estatutários e 'celetistas'. Esta situação decorre da Emenda 19, a qual alterou o artigo 39 da Constituição e permitiu que estas entidades contratassem funcionários pela CLT. Essa situação perdurou até o ano de 2007, quando o Supremo Tribunal Federal (STF)suspendeu liminarmente (ADI 2135) a nova redação e dessa forma restaurou a situação original, válida atualmente. Este trabalho se propõe a medir a diferença no salário entre servidores públicos estatutários e celetistas por meio de uma abordagem econométrica. Utilizando uma regressão de efeitos fixos foi analisado o impacto do regime de trabalho sobre o salário dos servidores e por meio da decomposição de Oaxaca-Blinder estimou-se quanto desta diferença decorre do regime de trabalho e quanto se deve às características dos indivíduos de cada grupo (escolaridade, experiência e outros). Há indícios de que os celetistas recebem um salário R$ 310.00 menor do que seus pares estatutários. Controlando os efeitos de cada profissão há um diferencial negativo para todas os celetistas exceto para os profissionais de alta qualificação os quais possuem um salário R$ 95.98 maior do que os estatutários. Com relação aos outros grupos, os profissionais de baixa qualificação apresentam o menor diferencial de salários (R$ 12.20) seguido por professores e pesquisadores (R$ 85.27) e técnicos (R$ 97.11). Na decomposição do diferencial a maior parte não decorre de diferenças nas características dos indivíduos de cada grupo. O impacto dos salários e benefícios de funcionários públicos sobre as contas públicas é um dos principais pontos debatidos dentre as propostas que englobam o plano de ajuste fiscal do Governo Brasileiro. A percepção atual da sociedade é que além do governo contar com um contingente significativo de servidores públicos, estes recebem maiores salários quando comparados a trabalhadores em atividades semelhantes na iniciativa privada. Nesse contexto o governo federal apresentou no final de 2017 uma série de medidas para adequação dos gastos com folha de pagamento de servidores públicos, dentre elas a redução do salário inicial e elevação da contribuição previdenciária destes trabalhadores.

From Passive to Active Community Conservation: A Study of Forest Governance in a Region of the Sierra Norte of Oaxaca, Mexico

This thesis investigates how seven communities in a subregion of the Sierra Norte of Oaxaca are conserving high forest cover in the absence of national protected areas. To conduct this study I relied on archival research and the review of community documents, focus group interviews and land use transects to explore historical and current land use. I found that communities have conserved 88.34% of the subregion as forest cover, or 58,596 hectares out of a total territory of 66,264 hectares. Analysis suggests that the communities have undergone a historical transition from more passive conservation to more active, conscious conservation particularly in the last decade. This thesis further contends that communities deserve additional financial compensation for this active conservation of globally important forests for biodiversity conservation and that exercises in systematic conservation planning ignore the reality that existing biodiversity conservation in the subregion is associated with community ownership.

Discrimination in the German Labor Market : The migration crisis 2015 and its effect on discrimination

This paper analyzes how the explained and unexplained part of the Oaxaca-Blinder decomposition has changed due to a shift in attitudes towards immigrants in Germany. We use the migration crisis in 2015 as an exogenous source of variation in attitudes towards immigrants. As many studies analyze labor market discrimination, there are very few studies examining discrimination in the German labor market by conducting a natural experiment. In contrast to previous empirics, this paper sets out to explain and decompose the differences between immigrants and natives using a rather unique method. This paper is based on data from the European Social Survey (ESS) conducted in 2014 and 2016 and is analyzed using measures of public attitudes, the linear probability model, and the Oaxaca-Blinder decomposition. The results indicate that there are rather great differences in employment probabilities, human capital and family constellations between immigrants and natives. Measuring public attitudes, it is evident that there has been a general decline in positive attitudes towards immigrants post the migration crisis in 2015. Analyzing the Oaxaca-Blinder decomposition, it is evident that the unexplained (discriminatory) part of the decomposition has decreased which is referred to as a decrease in discrimination in the labor market. Even though that a general decline in positive attitudes towards immigrants is present, an increase in the unexplained part of the decomposition is not observed. As no correlation between public attitudes and the unexplained part of the decomposition is apparent, it is most likely that employers base their employment decision on the extent of information provided. This indicating that discrimination in the labor market most likely is due to statistical discrimination and not due to the preferences of the employer.
