The qualitative and quantitative research has based on information and internal data of the company, in the period of 2009 until 2014. It has verified the goals, performance indicators and processes implemented, intending to adjust them to the requirements of the Solid Waste Nacional Policy (PNRS). Finally, it was discussed the adopted model in implementing the Reverse Logistic Center, including the relationship with business partners, governance and results achieved. This model and its concept has spread for many other operations of the company and nowadays, is recognized a reference of operational excellence in managing reverse chains / Este estudo tem como objetivos analisar o modelo de logística reversa de uma empresa do setor de telecomunicações e a relação com a sua cadeia de suprimentos; bem como a adequação do seu modelo operacional e processos-chave, para ganho de eficiência e equilíbrio financeiro na cadeia reversa. A pesquisa, de natureza qualitativa e quantitativa, foi realizada utilizando informações e dados internos da empresa, no período de 2009 a 2014. Verificou-se metas, indicadores de desempenho e processos implementados, em adequação às exigências da Política Nacional de Resíduos Sólidos, e em busca do equilíbrio financeiro da operação. Finalmente, discutiu-se o modelo adotado na implantação da Central de Logística Reversa, contemplando a relação com parceiros de negócio, governança e a evolução dos resultados. Este modelo foi ampliado para outros negócios e, atualmente, essa empresa é considerada uma referência em excelência operacional na gestão de cadeias reversas

A parceria público-privada no saneamento básico brasileiro: uma proposta para o desenvolvimento do setor / The public-private partnership in the brazilian basic sanitation: a proposal for the development of the sector

Atualmente, no Brasil, a atenção ao setor de saneamento básico tornou-se uma questão de saúde pública e ambiental. A evolução dos indicadores recentes mostra que o nível de cobertura se encontra em patamares aquém do necessário frente a uma elevada demanda, decorrente do crescimento populacional e de um histórico insuficiente de atendimento no país. Esse setor enfrenta dificuldades na captação de recursos para investimentos por parte das empresas públicas, pois estas se encontram submetidas a regras fiscais tais como limites de endividamento, contingenciamento de crédito e metas de superávit. Além disso, registram uma baixa geração de excedentes, ineficiência operacional e ingerência política. O avanço da iniciativa privada ocorreu de forma tímida no setor, decorrente do caráter fortemente social do mesmo e da ausência de diretrizes que definam suas políticas. Com a introdução de novo marco regulatório estabelecido por meio da Lei no 11.445/2007, surge um ambiente institucional com menos incerteza para atuação de investimentos privados. Diante das preocupações com processos de privatização, como, por exemplo, trade-off custo/qualidade com o qual a empresa privada pode se deparar, constatou-se, por meio de estimação de dados em cross section, via Mínimos Quadrados Ordinários, os tipos de prestadores que tiveram melhor desempenho nos indicadores que compõe as funções-objetivo de cada empresa enunciadas pela literatura do setor. Os resultados indicaram que a participação da iniciativa privada foi positiva para o setor na medida em que apresentou menores perdas de distribuição e de faturamento, maiores índices de produtividade, investimento e qualidade dos serviços. Portanto, pode-se sugerir que as parcerias entre setor público e privado são alternativas viáveis para acelerar o cumprimento das metas de universalização dos serviços. / Currently, in Brazil, the attention to basic sanitation sector has become a matter of public health and environmental concerns. The evolution of the recent researches states that the level of coverage is not enough to fulfill the high demand due to population growth and a history of inadequate investments in the country. This sector is facing difficulties in raising funds by public enterprises, as these are subject to tax rules such as limits on debt, curtailment of credit and surplus targets. In addition, they have had low generation of profit, operational inefficiency and political interference. The private enterprise investments in the sector have not being significant due to its evident social character and the lack of guidelines that define their policies. With the introduction of new regulatory framework established by the Law number 11.445/2007, an institutional environment have being created with less uncertainty for the private investments. In face of the concerns about the privatization processes, for instance the cost-quality trade-off which a private company may have to deal with, it was found through cross section data estimation via OLS (Ordinary Least Squares) the supplier types that had better performance on the indicators that comprise the objective functions of each company listed in the literature of the sector. The results indicated that the participation of the private capital was positive for the sector as it showed lower losses on sales and distribution, higher rates of productivity, investment and quality of services. Therefore, it can be suggested that partnerships between public and private sectors are viable alternatives to accelerate the achievement of the targets of a universalized service.

O presente estudo tem o objetivo de analisar as práticas de gestão hospitalar no Hospital Universitário Antonio Pedro (HUAP), no sentido de identificar oportunidades de aprimoramento em seus processos administrativos, bem como os fatores críticos responsáveis, refletindo sobre a maneira como tais fatores estão inter-relacionados. Sob a perspectiva metodológica, o estudo apoia-se em uma vertente teórica, baseada na coleta de dados secundários através do levantamento bibliométrico do acervo técnico-científico referente à gestão hospitalar, relevantes para subsidiar a pesquisa empírica proposta para ser realizada junto a atores-chave do HUAP. Já em termos empíricos foram realizadas entrevistas semiestruturadas com as lideranças funcionais tanto administrativas, quanto de assistência. Os resultados obtidos evidenciam lacunas nas interfaces de trabalho, sobretudo na relação entre as equipes médica e a administrativa, o que impacta sobre o faturamento da organização. Além disso, observaram-se hiatos na definição de processos, o que compromete algumas atividades, tanto na esfera assistencial quanto administrativa, gerando conflitos entre profissionais e impactando no atendimento aos pacientes. Uma vez evidenciados os fatores críticos, elaborou-se um mapa conceitual, que apresenta o processo gerencial do HUAP como um sistema composto pelos referidos fatores, bem como a forma como estão conectados, facilitando a observação das relações de causalidade entre estes. / The complexity of hospital management, together with a scenario of scarcity of financial resources, compromises the activities performed in public university hospitals. This study aims to analyze the hospital management practices at the Hospital Universitário Antonio Pedro (HUAP), to identify opportunities for improvement in their administrative processes, as well as those responsible for critical factors, reflecting on how these factors are interrelated. Under the methodological perspective, the study relies on a theoretical, based on secondary data collection through the bibliometric survey of technical and scientific evidence related to hospital management, relevant to support the empirical proposed research to be conducted with key players of HUAP. In the empirical study were carried out semi-structured interviews with the managers of the institution. The results show flaws in the work interfaces, especially in the relationship between medical staff and administrative, which has a direct impact on revenues of the organization. In addition, there were shortcomings in the definition of processes, which undertakes some activities, both in care as administrative, generating differences between professionals and impacting on patient care. Once the critical factors were evidenced, a conceptual map was elaborated, presenting the HUAP management process as a system composed of these factors, as well as the way in which they are connected, facilitating the observation of the causal relationships between them.

The tanker maket follows a world tendency on the hiring price of charter. It makes the process of costs reducing through the optimization of fuel and diesel or/and through the performance?s control of time, velocity and operational disponibility a mandatory factor. The control of the consume of fuel and diesel is a way to reduce the discounts on the ships earns. Optimal Grid Connected Inverter Sizing for Different Climatic Zones

Grid connected inverter requires accurate and appropriate sizing which depends on the temperature, inverter operating efficiency, performance ratio, annual system yield and solar radiation characteristics. The aim of this study was to design and size for optimum sizing factor for grid connected inverter. The main component to be considered in any photovoltaic grid connected system is the inverter since the output depends on the inverter sizing ratio, therefore optimal sizing factor was designed by considering factors that affects inverter sizing such as temperature, irradiance and the location. Large and small systems of 50 kW and 5 kW respectively were considered to determine grid connected inverter sizing factors for different climates in Kenya, Sweden, and India using PVsyst simulation. Two different inverter brands of SMA and ABB with 20 kW and 25 kW rating for large system and 4.6 kW, 4 kW inverters for small system. PVsyst simulation result showed that different locations with different orientation angles, the optimum sizing varies hence affects the annual performance of the system. Photovoltaic system inverters are sized based on the rated power of the installed system and this can be achieved when the inverter size is either almost matching or not. In this case the study presents the optimal sizing factor for grid connected inverter for Mandera in Kenya, Norrköping in Sweden and Kerala in India. The determination was done through the use of designing, assessing and analyzing of the relationship between the sizing factor with performance ratio, operational efficiency and annual hourly energy yield. The unique weather profile in Kerala and in Mandera favors the adoption of solar energy technology in the location. Solar radiation for one year was used as a baseline input and the result reveals that Mandera receives yearly radiation of 2.1 MWh/m² while Kerala and Norrköping receives 2 MWh/m² and 1.1 MWh/m² respectively. Design simulation using PVsyst tool made it possible for the determination of the optimal sizing factor for the grid connected system. Considerations such as the losses and the variations within the specific location was done and a graph showing the relationship between the sizing factor in relation to the operational inverter efficiency as well as energy yield and performance ratio was later on compared to see the behavior of the sizing factor. The study concludes that operational efficiency, performance ratio and energy yield affects the array optimum sizing ratio. For the three locations, inverters (SMA and ABB) shows different variations because optimal sizing ratio depends on the location and irradiation. The results reveal that Mandera has an optimal grid connected inverter sizing of the range from 1.1 to 1.4 while in Kerala it has from 1.2 to 1.4 and Norrköping has the range from 1.1 to 1.3. Optimal sizing of grid connected inverters depends on the energy yield and the location therefore the inverter mismatch voltage and its rating values have to be considered while determining the optimal sizing factor. The 25 kW inverters in all the locations had better efficiency and sizing factor and this proves that sizing the photovoltaic inverter will give better performance and efficiency.

Pirmojoje darbo dalyje ištirtas įmonių ekonominės veiklos efektyvumo vertinimas teoriniu aspektu, nurodyta jo reikšmė šiuolaikinėje konkurencinėje verslo aplinkoje bei atskleista ekonominės – finansinės analizės svarba ir indėlis, vertinant įmonių veiklos efektyvumą. Antroje darbo dalyje pateikiama įmonių ekonominės veiklos efektyvumo vertinimo metodika, nagrinėjami santykiniai finansiniai rodikliai ir nurodoma, kokią informaciją kiekvienas iš šių rodiklių suteikia veiklos efektyvumo vertinimą atliekančiam subjektui. Trečiojoje darbo dalyje atliktas trijų pavyzdinių įmonių ekonominės veiklos efektyvumo vertinimas, atrinkti ir apskaičiuoti svarbiausieji absoliutiniai ir santykiniai rodikliai bei pateiktos jų interpretacijos bei nustatyta, kuri įmonė savo veiklą vykdė efektyviausiai tiriamuoju periodu. / There was analyzed business economic operational efficiency assessment process in the Master’s work, as well as was formed economic operational efficiency evaluation indicator system, which enables any manager or any other person interested in the firm's activities independently assess company's performance. In the first part of this work was investigated corporate economic operational efficiency evaluation of a theoretical point of view, indicated the significance in today's competitive business environment and also there was disclosed the importance and contribution of the economic - financial analysis in the assessment of corporate performance. In the second part of the Master’s work there was presented companies’ economic operational efficiency assessment methodology, were analyzed relative financial indicators and specified what information to each of these parameters gives for a person who performs economic operational efficiency evaluation process. In the third part of this work was performed three exemplary companies’ economic operational efficiency evaluation, there were selected and calculated absolute and most important relative indicators and have been submitted their interpretations and was found out which company was the most effective in the analyzed period.

新北市特色小學經營效率之研究:資料包絡分析法的應用 / Operational efficiency of featured elementary schools in New Taipei City: application of data envelopment analysis

本研究旨在探討新北市特色小學之經營效率,本研究使用資料包絡分析法對於新北市47 所特色小學的經營效率進行分析,投入指標與產出指標係來自文獻探討及專家審題後取得。投入指標包括師生比、職生比、用人經費與資本門經費四項投入項;在產出指標的選取上,本研究選用遊學人次、參訪人次、特色學校課程與活動時數與媒體報導次數四項產出項。本研究期望描繪出最真實的新北市特色小學經營成果現況,並了解新北市特色小學在各投入指標與產出指標之績效變化。此外,本研究運用Mann-Whitney 檢定,探討新北市特色小學依背景變項分類為偏遠小學及一般小學後的經營差異。 本研究之五項重要實證結果如下: 一、新北市特色小學中有17所總技術效率屬相對有效率 在99學年度新北市特色小學資料中,在研究樣本的47所小學中,共有17所學校在效率值上達到相對有效率境界。 二、新北市特色小學總體經營無效率同時受規模因素、技術因素影響 以資料包絡分析法所定義的兩大效率來源論之,新北市特色小學總體經營無效率,同時受於「規模因素」與「技術因素」影響。 三、職生比為影響經營績效的關鍵因子 在投入變項中,「職生比」的敏感度最高,為影響經營效率之關鍵因子。 四、特色學校對於每一個產出項都應重視 在產出變項中,「媒體報導次數」的敏感度最高,為影響經營效率之關鍵因子,但其他三項產出指標對於效率值影響也很大。 五、一般學校與偏遠學校經營表現無明顯差異 在99學年度新北市特色小學經營效率分析中,可發現一般學校與偏遠學校在經營表現尚無明顯差異之處。 最後依上述研究結論,提出具體建議,以作為新北市特色小學、新北市教育局及教育行政機關參考運用。 / The purpose of this study is to explore the operational efficiency of featured elementary schools in New Taipei City. Data envelopment analysis (DEA) was conducted to analyze the operational efficiency of 47 featured elementary schools in New Taipei City. The input indicators and output indicators were obtained from literature review and expert review. The four input indicators were teacher-student ratio, staff-student ratio, human resources budget, and capital budget; the four output indicators were study tour person/times, visitor person/times, specialty school courses and activity hours, and media report instances. The findings can be used to accurately depict the operational conditions of featured elementary schools in New Taipei City, and understand the performance changes in input indicators and output indicators of these schools. In addition, Mann-Whitney test was conducted to examine operational differences of featured elementary schools in New Taipei City, as classified according to background variables into remote elementary schools and general elementary schools. The five important empirical results are described as follows: 1. The total technical efficiency of 17 featured elementary schools in New Taipei City is relative efficiency. The data on featured elementary schools in New Taipei City for 2010 academic year, suggest that among the 47 elementary schools in the research sample, 17 schools reached relative efficiency. 2. The overall operational inefficiency rate of featured elementary schools in New Taipei City is simultaneously affected by size factors and technical factors. According to the two main sources of efficiency as defined by DEA, the overall operational inefficiency rate of featured elementary schools in New Taipei City are simultaneously affected by “size factors” and “technical factors.” 3. Staff-student ratio is a key factor that influences operational performance. Among input variables, “staff-student ratio” has the highest sensitivity, and is the key factor that influences operational efficiency. 4. Specialty schools should emphasize each output indicator. Among output variables, “media report instances” has the highest sensitivity, and is the key factor that influences operational efficiency, but the other three output indicators also have major influence on the efficiency value. 5. There are no significant differences between the operational performance of general schools and remote schools. The analysis of operational efficiency of featured elementary schools in New Taipei City for 2010 academic year found that, it is possible to find that there are no significant differences between general schools and remote schools in terms of operational performance. Finally, suggestions are proposed based on the above research conclusions, to serve as a reference for featured elementary schools in New Taipei City, Bureau of Education in New Taipei City, as well as educational administrative authorities.

A dissertação tem como objetivo analisar o caso da Gestão de OPME (Órteses, Próteses e Materiais Especiais) em uma empresa operadora de planos de saúde (UNIMED RS), no contexto das condições sistêmicas e setoriais de competitividade e das escolhas estratégicas da empresa. Utilizando conceitos e esquemas analíticos de economia da estratégia, a dissertação procura mostrar como a gestão de OPME é importante para equacionar o trade-off entre custo e diferenciação, dada as escolhas estratégicas que caracterizam o posicionamento competitivo da UNIMED, no âmbito do setor de operadoras de planos de saúde e com as limitações impostas pelo agente regulador setorial. Os avanços na área de materiais médicos são impressionantes. A velocidade com que são lançados no mercado os novos materiais cirúrgicos (Órteses, Próteses e Materiais Especiais, OPME) é um reflexo da facilidade com que se tem acesso à informação nos dias de hoje. Estes materiais, são materiais de elevado custo, existem dúvidas quanto a sua efetividade e segurança para os beneficiários/pacientes e que acarretam um aumento geométrico dos custos das operadoras de planos de saúde que, devido ao controle rigoroso, governamental, não conseguem repassar esses custos aos seus beneficiários. O Sistema Unimed, identificando a necessidade de um processo estruturado que avalie a incorporação de novas tecnologias na área da saúde, e com o objetivo de manter o status da instituição como empresa que oferta aos seus beneficiários a melhor tecnologia médica disponível, criou a sua Câmara Técnica de Medicina Baseada em Evidências. Nesse contexto, este estudo aborda a experiência do Sistema Unimed com essa gestão e absorção de novas tecnologias. / The objective of the dissertation is to analyze the administration of OPME (Ortheses, Prostheses and Special Materials) in a health care company (UNIMED RS), in the context of the systemic and sectorial conditions of competitiveness and of the strategic choices of the company. Using concepts and analytic outlines of the economy of the strategy, the dissertation seeks to show how important the administration of the OPME is for the trade-off between cost and differentiation, given the strategic choices that characterize the competitive positioning of UNIMED in the ambit of the section of Health Plans and with limitations imposed by the sectorial regulator agent. The progress in the area of medical materials is impressive. The speed that the new surgical materials (Ortheses, Protheses and Special Materials) are introduced in the market is a reflex of the easiness to access information nowadays. These materials are materials of high cost, and there is still doubt about the effectiveness and safety of these materials for the patients, besides there is a geometric increase of the costs of the Health Plans and due to the rigorous governmental control these costs cannot be passed to the beneficiaries. The Unimed System, aware of the need for a structured process that evaluates the incorporation of new technologies in the area of health, and with the objective to maintain its status as an institution that offers its beneficiaries the best medical technology available, created its own Technical Chamber of Medicine Based on Evidences. In this context, this study approaches Unimed's experience in this administration and the absorption of new technologies.

A dissertação tem como objetivo analisar o caso da Gestão de OPME (Órteses, Próteses e Materiais Especiais) em uma empresa operadora de planos de saúde (UNIMED RS), no contexto das condições sistêmicas e setoriais de competitividade e das escolhas estratégicas da empresa. Utilizando conceitos e esquemas analíticos de economia da estratégia, a dissertação procura mostrar como a gestão de OPME é importante para equacionar o trade-off entre custo e diferenciação, dada as escolhas estratégicas que caracterizam o posicionamento competitivo da UNIMED, no âmbito do setor de operadoras de planos de saúde e com as limitações impostas pelo agente regulador setorial. Os avanços na área de materiais médicos são impressionantes. A velocidade com que são lançados no mercado os novos materiais cirúrgicos (Órteses, Próteses e Materiais Especiais, OPME) é um reflexo da facilidade com que se tem acesso à informação nos dias de hoje. Estes materiais, são materiais de elevado custo, existem dúvidas quanto a sua efetividade e segurança para os beneficiários/pacientes e que acarretam um aumento geométrico dos custos das operadoras de planos de saúde que, devido ao controle rigoroso, governamental, não conseguem repassar esses custos aos seus beneficiários. O Sistema Unimed, identificando a necessidade de um processo estruturado que avalie a incorporação de novas tecnologias na área da saúde, e com o objetivo de manter o status da instituição como empresa que oferta aos seus beneficiários a melhor tecnologia médica disponível, criou a sua Câmara Técnica de Medicina Baseada em Evidências. Nesse contexto, este estudo aborda a experiência do Sistema Unimed com essa gestão e absorção de novas tecnologias. / The objective of the dissertation is to analyze the administration of OPME (Ortheses, Prostheses and Special Materials) in a health care company (UNIMED RS), in the context of the systemic and sectorial conditions of competitiveness and of the strategic choices of the company. Using concepts and analytic outlines of the economy of the strategy, the dissertation seeks to show how important the administration of the OPME is for the trade-off between cost and differentiation, given the strategic choices that characterize the competitive positioning of UNIMED in the ambit of the section of Health Plans and with limitations imposed by the sectorial regulator agent. The progress in the area of medical materials is impressive. The speed that the new surgical materials (Ortheses, Protheses and Special Materials) are introduced in the market is a reflex of the easiness to access information nowadays. These materials are materials of high cost, and there is still doubt about the effectiveness and safety of these materials for the patients, besides there is a geometric increase of the costs of the Health Plans and due to the rigorous governmental control these costs cannot be passed to the beneficiaries. The Unimed System, aware of the need for a structured process that evaluates the incorporation of new technologies in the area of health, and with the objective to maintain its status as an institution that offers its beneficiaries the best medical technology available, created its own Technical Chamber of Medicine Based on Evidences. In this context, this study approaches Unimed's experience in this administration and the absorption of new technologies.

A parceria público-privada no saneamento básico brasileiro: uma proposta para o desenvolvimento do setor / The public-private partnership in the brazilian basic sanitation: a proposal for the development of the sector

Atualmente, no Brasil, a atenção ao setor de saneamento básico tornou-se uma questão de saúde pública e ambiental. A evolução dos indicadores recentes mostra que o nível de cobertura se encontra em patamares aquém do necessário frente a uma elevada demanda, decorrente do crescimento populacional e de um histórico insuficiente de atendimento no país. Esse setor enfrenta dificuldades na captação de recursos para investimentos por parte das empresas públicas, pois estas se encontram submetidas a regras fiscais tais como limites de endividamento, contingenciamento de crédito e metas de superávit. Além disso, registram uma baixa geração de excedentes, ineficiência operacional e ingerência política. O avanço da iniciativa privada ocorreu de forma tímida no setor, decorrente do caráter fortemente social do mesmo e da ausência de diretrizes que definam suas políticas. Com a introdução de novo marco regulatório estabelecido por meio da Lei no 11.445/2007, surge um ambiente institucional com menos incerteza para atuação de investimentos privados. Diante das preocupações com processos de privatização, como, por exemplo, trade-off custo/qualidade com o qual a empresa privada pode se deparar, constatou-se, por meio de estimação de dados em cross section, via Mínimos Quadrados Ordinários, os tipos de prestadores que tiveram melhor desempenho nos indicadores que compõe as funções-objetivo de cada empresa enunciadas pela literatura do setor. Os resultados indicaram que a participação da iniciativa privada foi positiva para o setor na medida em que apresentou menores perdas de distribuição e de faturamento, maiores índices de produtividade, investimento e qualidade dos serviços. Portanto, pode-se sugerir que as parcerias entre setor público e privado são alternativas viáveis para acelerar o cumprimento das metas de universalização dos serviços. / Currently, in Brazil, the attention to basic sanitation sector has become a matter of public health and environmental concerns. The evolution of the recent researches states that the level of coverage is not enough to fulfill the high demand due to population growth and a history of inadequate investments in the country. This sector is facing difficulties in raising funds by public enterprises, as these are subject to tax rules such as limits on debt, curtailment of credit and surplus targets. In addition, they have had low generation of profit, operational inefficiency and political interference. The private enterprise investments in the sector have not being significant due to its evident social character and the lack of guidelines that define their policies. With the introduction of new regulatory framework established by the Law number 11.445/2007, an institutional environment have being created with less uncertainty for the private investments. In face of the concerns about the privatization processes, for instance the cost-quality trade-off which a private company may have to deal with, it was found through cross section data estimation via OLS (Ordinary Least Squares) the supplier types that had better performance on the indicators that comprise the objective functions of each company listed in the literature of the sector. The results indicated that the participation of the private capital was positive for the sector as it showed lower losses on sales and distribution, higher rates of productivity, investment and quality of services. Therefore, it can be suggested that partnerships between public and private sectors are viable alternatives to accelerate the achievement of the targets of a universalized service.
