In the Wilderness: Federal Labor in Opposition

This thesis is a study of the federal Australian Labor Party (ALP) in Opposition. It seeks to identify the various factors that shape the political direction of the party when it is out of office by examining three important periods of Labor Opposition. It is argued in the first period (1967-72) that the main factor in the party’s move to the left was the radicalisation that occurred in Australian (and global) politics. Labor in Opposition is potentially more subject to influence by extra-parliamentary forces such as trade unions and social movements. This was true for this period in the case of the reinvigorated trade union movement and the Anti-Vietnam War Movement, whose policy impacts on the ALP under Gough Whitlam are examined in detail. While every one of the party's policies cannot be attributed to the tumult of the period, it is argued that Labor's Program embodied the mood for social change. The second period (1975-83) records a much different experience. After Labor's Dismissal from office in November 1975, the enduring conclusion drawn by the party was that it had failed in government as economic managers, and that in future it would need to embrace responsible economic management and to jettison programmatic-style reform. This conclusion was accepted and argued by both federal leaders during this time, Gough Whitlam (1975-77) and Bill Hayden (1977-83). The thesis argues that the key reason for Labor's abandonment of reformist politics was the dramatic shift in the economic context wrought by the collapse of the post-war boom in 1974, which undermined the economic basis of the Program. The degree to which 'economic responsibility' governed Labor's approach to policy-making is highlighted through case studies of uranium mining and the Prices-Incomes Accord. The final period of Opposition (1996-2001) commences with the party’s landslide defeat at the 1996 Federal Election. Under the leadership of Kim Beazley, the party continued in the pro-free market policy tradition of Labor Prime Ministers Bob Hawke and Paul Keating. In conjunction with this, it employed a 'small-target' strategy that pitched its electoral success on community anger towards the government, rather than any alternative policies of the Opposition. The free-market policy continuity is set in the context of the ideological effects of the fall of the Berlin Wall in 1989 and the collapse of the Soviet Bloc, in the aftermath of which all political players accepted that there was no real alternative to the market. Furthermore, the overall state of the Australian and world economies was not conducive to a return to 'tax and spend' policies. The party’s bipartisanship on globalisation and economic rationalism effectively robbed it of an alternative political approach to that of the Coalition. Thus, in a sense it was hemmed into the 'small-target' strategy. The thesis concludes by comparing and contrasting the three periods, and assigning weight to the various factors that shape Labor in Opposition.

Politicizing Europe : Patterns of party-based opposition to European integration

European integration was for a long time perceived as an elite-driven project that received public acceptance through what was coined as the permissive consensus. With the expansion of the domain of community actions and capacities, and the turmoil in the ratification processes following changes of the treaties, an increased public contestation over European integration can be observed. European integration now covers policy areas that are more prone to political debate and polarization. The weak public support for the EU has not been matched by electoral support for Eurosceptic parties. Hence, this mismatch increases the political opportunity structures for political entrepreneurs wishing to profit from the public dissent regarding the integration process. This study focuses on the conditions under which European integration is politicized, where politicization refers more specifically to party-politicization. Political parties that oppose the EU and their electoral fortunes are used as a proxy for the politicization of European integration. It is a comparative study over time (1984-2009) and space (14 member states) which assesses the conditional power of a number of enabling and constraining institutional factors that influence the variation in number of Eurosceptic parties, success of those parties, and the success of single-issue Eurosceptic parties over time and space. The analysis demonstrates the importance of the party system features and the use of referendum over European integration for the emergence of party-based Euroscepticism. It also places special emphasis on the combination of factors and their impact on the outcome. The study relates the findings to the democratic credentials of the European Union, with special reference to the role of opposition and representation.

This essay examines commitment and abandonment structured as two binary opposites informing For Whom the Bell Tolls. The intention behind this structuring is to highlight Hemingway’s message of the novel, set forth by the epigraph by Donne; everyone is part of mankind and every death diminishes everyone equally. The consistent structuring of characters can be seen by the fact that everyone who is committed, loyal and honest is punished while the reverse is true for people who abandon, desert and betray. The one exception to this is Pilar who, because of the role as a liberated woman given to her by Hemingway, is not included in this general categorization.

Wind Energy Opposition in Vermont: Perspectives on the State's Energy Future

Due to its high levels of concern and awareness of environmental issues, rural character, and sparse population, Vermont would at first glance appear to possess the ideal recipe to become a national leader in renewable energy development. Renewable initiatives have focused primarily on wind energy, as over a dozen wind farms have been proposed in the last few years across the state. However, in spite of the widely held belief in Vermont’s wind energy future, its proponents have run into vehement opposition at every proposed site, often successfully impeding the planned developments. This report develops a wide-level framework of the motivations of and complaints presented by wind opposition groups around the state, followed by an analysis of opposition strategies commonly employed. These are contrasted with the tactics used by wind developers and their supporters to remediate or overcome this opposition. Next, this essay will offer a view of the state and local institutional settings in which these battles take place, and finally conclude with a brief analysis of various alternatives to utility-scale wind, offering suggestions for wind’s role in the future of energy in Vermont.

Cette thèse de doctorat a pour objectif général d'évaluer l'efficacité d'interventions de remédiation cognitive auprès d'enfants qui présentent des difficultés d'adaptation, plus spécifiquement un trouble oppositionnel avec provocation (TOP) ou un trouble déficitaire de l'attention/hyperactivité (TDAH). La remédiation cognitive, développée à partir d'études sur la plasticité cérébrale, est en fait une méthode d'intervention qui a pour objectif principal d'améliorer les fonctions cognitives déficitaires au sein d'une population clinique. L'hypothèse sous-tendant la remédiation cognitive est que les déficits cognitifs affectent la capacité des personnes à fonctionner adéquatement dans la vie de tous les jours et que cette intervention peut améliorer leur sort (Medalia & Lim, 2004). Bien que cette stratégie d'intervention soit utilisée depuis plusieurs années auprès de diverses populations cliniques (traumatisés cranio-cérébral, victimes d'accidents vasculo-cérébral, schizophrènes, personnes âgées), elle a fait l'objet de peu d'investigations auprès d'une clientèle d'enfants présentant des difficultés d'adaptation. En particulier, aucune étude n'a à ce jour permis d'évaluer l'efficacité de la remédiation cognitive comme stratégie d'intervention auprès d'enfants présentant un TOP. Quelques études se sont en revanche intéressées à l'utilisation de la remédiation cognitive comme stratégie d'intervention auprès d'enfants avec un TDAH. Toutefois, les études qui s'intéressent à l'apport d'entraînements cognitifs spécifiques sur une fonction cognitive déficitaire et à la généralisation de tels entraînements sur des fonctions cognitives secondaires demeurent peu nombreuses. De plus, à notre connaissance, aucune étude n'a comparé l'efficacité d'un programme de remédiation cognitive axé sur le déficit cognitif primaire selon le modèle explicatif du TDAH de Barkley (1997), soit l'inhibition, à un second programme de remédiation cognitive axé sur la mémoire de travail (déficit cognitif secondaire selon le modèle de Barkley). La première étude proposée s'intéresse donc à l'utilisation de la remédiation cognitive comme stratégie d'intervention auprès d'une clientèle d'enfants présentant un TOP. L'objectif principal de cette étude est d'évaluer l'efficacité de programmes de remédiation cognitive visant le développement des habiletés d'inhibition ou le développement des habiletés de mémoire de travail quant à l'amélioration du fonctionnement cognitif et de l'autorégulation du comportement, auprès d'enfants avec un TOP. Afin de vérifier cet objectif, le rendement des enfants recevant l'un ou l'autre des programmes de remédiation cognitive et le rendement des enfants d'un groupe de comparaison ne recevant aucune intervention sont comparés. Les résultats montrent une amélioration du rendement à des mesures secondaires d'inhibition et de résolution de problèmes, pour les enfants ayant bénéficié du programme mémoire de travail seulement. Sur le plan comportemental, des améliorations sont également rapportées par les enseignants en ce qui concerne les comportements de bris de règles, d'inattention et d'hyperactivité-impulsivité, toujours pour les enfants ayant reçu le programme mémoire de travail. Aucun effet d'intervention n'est observé par les enfants ayant reçu le programme inhibition. Dans leur ensemble, ces résultats tendent donc à appuyer l'utilité d'un programme de remédiation cognitive visant le développement des habiletés de mémoire de travail avec une population d'enfants présentant un TOP. La seconde étude proposée a, quant à elle, pour objectif de vérifier l'impact de deux programmes de remédiation cognitive axés spécifiquement sur deux fonctions exécutives déficitaires dans le TDAH, soit l'inhibition et la mémoire de travail, sur (1) les fonctions attentionnelles et exécutives (attention soutenue, inhibition, résolution de problèmes et mémoire de travail) et (2) l'autorégulation du comportement. Pour ce faire, le rendement des groupes d'enfants recevant un programme de remédiation cognitive (groupe mémoire de travail et groupe inhibition) et le rendement d'un groupe d'enfants en liste d'attente sont comparés. Les résultats obtenus montrent uniquement une amélioration des capacités de mémoire de travail non-verbale directement entraînées et une diminution des comportements d'inattention rapportée par les parents seulement pour les enfants ayant bénéficié du programme mémoire de travail, ce qui constitue un effet limité de l'intervention. Pour expliquer ces résultats, deux hypothèses sont avancées et discutées, soit l'intensité de l'intervention et la motivation de l'enfant. En conclusion, les résultats obtenus par ces études supportent l'idée que la remédiation cognitive peut s'avérer une stratégie d'intervention intéressante pour certains enfants. Toutefois, les conditions dans lesquelles l'intervention se tient doivent être favorables et il demeure nécessaire de bien documenter ces conditions à l'aide de devis expérimentaux.
