Neste sentido, elencaram-se como objetivos espec?ficos: caracterizar a conviv?ncia entre adolescentes em priva??o de liberdade e seus familiares, a partir das pr?ticas e rotinas do sistema socioeducativo; analisar a articula??o entre as equipes profissionais que atuam no campo da socioeduca??o, visando o atendimento e fortalecimento das fam?lias dos adolescentes; investigar como as fam?lias avaliam a operacionaliza??o do processo de socioeduca??o no qual os adolescentes s?o atendidos. M?todo: Para alcan?ar os objetivos propostos, a coleta de dados ocorreu em etapas complementares: a primeira fase se deu a partir de visitas ?s unidades socioeducativas de priva??o de liberdade do RN, e di?logos com profissionais que atuam na socioeduca??o. Posteriormente, foi realizada etapa de pesquisa-a??o, a partir da inser??o da pesquisadora no projeto de extens?o ?Familiares e a luta pela efetividade do Sistema Nacional de Atendimento Socioeducativo?, que objetivou fortalecer o acompanhamento da socioeduca??o dos adolescentes por seus familiares, e teve como metodologia rodas de conversa e oficinas tem?ticas. Por fim, foram realizadas a leitura e an?lise das refer?ncias ? fam?lia no Plano de Atendimento Individual (PIA) de quinze adolescentes, os quais os familiares participaram da etapa de roda de conversa. As informa??es coletadas foram registradas em di?rios de campo. Esta pesquisa foi orientada pelo referencial te?rico marxiano, que parte da compreens?o do envolvimento dos adolescentes com atos infracionais como desdobramento e express?o da ?quest?o social?. A partir deste referencial te?rico, ? poss?vel problematizar a vis?o predominante na sociedade capitalista dos adolescentes em conflito com a lei como sujeitos que devem ser tratados pela via da repress?o e segrega??o, bem como a fragilidade das pol?ticas sociais, tanto na execu??o das pr?prias medidas socioeducativas, como na articula??o da rede de servi?os para a prote??o do adolescente e o fortalecimento de sua fam?lia. Resultados: quanto ao funcionamento do sistema socioeducativo do RN, de modo geral, p?de-se observar um quadro de espa?os f?sicos insalubres e pr?ticas institucionais violadoras de direitos humanos, ociosidade e falta de acesso aos direitos sociais, e de criminaliza??o e institucionaliza??o dos jovens pobres e suas fam?lias. No que diz respeito ? conviv?ncia familiar, percebeu-se grande dist?ncia entre os princ?pios e diretrizes preconizados pelo SINASE, acerca da conviv?ncia e fortalecimento familiar, e as pr?ticas cotidianas da socioeduca??o no RN: foram observadas graves viola??es, que comprometem a conviv?ncia entre os adolescentes e seus familiares, como a dist?ncia entre as unidades socioeducativas de priva??o de liberdade e os munic?pios onde residem as fam?lias; aus?ncia, irregularidade e condi??es prec?rias na realiza??o das visitas pelos familiares; n?o exist?ncia de visitas ?ntimas; a??es restritas e desarticuladas para o cuidado e fortalecimento com os familiares dos adolescentes, que em sua maioria vivem em condi??es de pobreza ou extrema pobreza. Por fim, foram encontrados processos de culpabiliza??o e uma s?rie de puni??es ? fam?lia, que incluem pr?ticas como a revista ?ntima vexat?ria, al?m de uma s?rie de viol?ncias e omiss?es de cuidados que adoecem os familiares e fragilizam os v?nculos entre os adolescentes e suas fam?lias. / This master thesis has the main goal investigate how families are inserted in the socioeducational process of teenagers who are undergoing social measures of liberty deprivation. The specific objectives are: to characterize the family?s living together of adolescents deprived of their freedom and their families, from the actions and routines of the socio-educational system; to assess the professional working links in the context of socio-education, in order to care and strengthening families of the adolescents; to investigate how families evaluate the operation of socio-educational process in which adolescents are met. Method: to achieve the proposed objectives, data collection occurred in complementary steps: the first phase took place from visits to socioeducational units of liberty deprivation of RN, and dialogues with professionals working in socio-education. Subsequently, action research stage was carried out, from the insertion of the researcher in the extension project Family and the struggle for the effectiveness of the National Socio Service System, that aimed to strengthen monitoring the adolescents socio-education by their families, and had as methodology the conversation circles and thematic workshops. Lastly, were performed reading and analysis of the references to the family in the Individual Care Plans (PIAs) for adolescents. The information gathered was recorded in field diaries and subjected to thematic content analysis. This research was guided by the Marxist theoretical framework, structured on the understanding of the involvement of adolescents with illegal acts as a development and expression of the social question. From this theoretical framework, the prevailing view in the capitalist society of adolescents in conflict with the law as individuals who are treated by means of repression and segregation and the weakness of social policies is questioned, both in the execution of their own socioeducational measures as the articulation of network services for adolescent protection and strengthening your family. Results: in relation to the operation of the socioeducational system in RN in general, it was observed a state of unhealthy physical spaces and institutional practices that violate human rights, idleness and lack of access to social rights, and criminalization and institutionalization of poor young people and their families. With regard to family?s living together, it was noticed great distance between principles and guidelines recommended by the SINASE, about acquaintanceship and family strengthening, and every day practices of socio-education in RN: serious violations were observed that undermine the family?s living together, as the distance between the socio-educational units of deprivation of liberty and the cities where families live; absence, irregularity and poor conditions in carrying out the family visits; lack of conjugal visits; restricted and unarticulated actions for the care and strengthening of the families of adolescents, most of whom live in poverty or extreme poverty. Finally, it was found a number of blamefully and punishments to the family, including practices such as inward inspection (visual inspection while naked and squant), plus a series of violence and omissions care that sick family members and weaken the links between adolescents and their families.

Este pode ser fator explicativo, tangenciando o construto capital social, para que o territ?rio apresente condi??es de vida e melhores n?veis de desenvolvimento que os outros dois aqui abordados. / This study aims to systematize elements for territorial development analyzing attributes of social capital present in the territories of Rio Grande do Norte. Unlike other studies about the subject, it is not intended to measure the stock of social capital, but rather to reveal the phenomenon of social organization and its implications, considering territories examined are already made around social capital structures. Case study were used as strategy research because it is enables to understand holistic features and significant events within the context of real life. For this research were selected representatives of public and social institutions involved in territorial collegiate specifically those of the governing core, selected from the more effective involvement of discretion in structure, functioning and meetings. The three territories have similar realities, are products of a public policy that is based on common criteria and present interdependence between categories of analysis of social capital. The presence or absence of any relationship - link, bridge or connection - influences the performance of territorial policy, affecting the social organization and fostering processes of access to information. In the cases at hand, despite the similarity of the general conditions of structure and function, the Apodi has qualities superior to the other. The presence of Dom Helder Camara project that articulates, in parallel to the Territory of Citizenship, the same actors of public policy with social mobilization capacity and effectiveness of actions, is able to encourage different development processes at Apodi. This can be explanatory factor, the tangent construct social capital, so that the territory present living conditions and better levels of development than the other two addressed here.

A an?lise se deu no contexto em que os governos estaduais reagem ao abandono da linha desenvolvimentista da esfera federal, na d?cada de 1980, incorporando a??es caracter?sticas do chamado desenvolvimento regional end?geno e dotando os agentes locais de maior responsabilidade no processo de desenvolvimento. Justifica a necessidade da an?lise o seguinte cen?rio: os governos estaduais do nordeste brasileiro utilizam parte relevante de seus recursos para financiar a instala??o e amplia??o de empresas via incentivos fiscais, com vistas ? gera??o de renda e emprego, na espera de um aumento no produto e de uma mudan?a positiva no dinamismo econ?mico. Al?m disso, p?e-se em quest?o o fato de tais pol?ticas receberem tamanha import?ncia das administra??es estaduais para o objetivo de lograr o desenvolvimento regional. Coube apurar, portanto, o conte?do das a??es eleitas pelos governos estaduais para analisar o alcance dessas pol?ticas tanto no padr?o de crescimento, na transforma??o do setor industrial e no desenvolvimento da regi?o em aten??o ?s mudan?as nas estruturas produtivas estaduais. O trabalho considerou que, apesar da contribui??o das pol?ticas analisadas ao crescimento econ?mico, os estados subnacionais s?o incapazes de suprir a aus?ncia de ag?ncias de desenvolvimento estruturadas no ?mbito federal. / This research aimed to analyze the main government efforts to promote economic development in the Northeast, from 1985 to 2010, under the view that growth is crucial for increasing industrialization process and allows for more significant growth patterns. The analysis was the context in which state governments react to the abandonment of developmental line the federal level, in the 1980s, incorporating features of the actions called endogenous regional development and providing local players with greater responsibility in the development process. Justifies the need to analyze the following scenario: state governments in northeastern Brazil using relevant part of its resources to finance the installation and expansion of companies through tax incentives, with a view to generating income and employment, whilst waiting for an increase in output and a positive change in economic dynamism. In addition, it puts in question the fact that these policies receive such importance of state administrations for the purpose of achieving regional development. It was left to consider, therefore, the contents of the shares elected by state governments to examine the scope of these policies both in the pattern of growth, the transformation of the industrial sector and the development of the region attention to changes in state production structures. Due to limitations on the availability of data and time to carry out research, we were elected three states for the study: Rio Grande do Norte, Cear? and Maranh?o. The study found that, despite the contribution of policies analyzed to economic growth, sub-national states are unable to compensate for the lack of development agencies structured at the federal level.

Trata-se de um Programa em que estudantes oriundos do ensino m?dio p?blico ou que foram bolsistas integrais em escolas particulares recebem bolsas de estudo em Institui??es de Ensino Superior (IES) privadas, que recebem incentivos fiscais em tributos federais. Como referencial de an?lise, utilizou-se o Advocacy Coalition Framework (ACF), quadro de refer?ncia desenvolvido por Sabatier e Jenkins-Smith (1993) que concebe o processo de formula??o das pol?ticas p?blicas como sendo fruto da competi??o entre grupos de atores, chamados de coaliz?es, que est?o envolvidos ou interessados em uma determinada quest?o de pol?tica p?blica. Os atores se aglutinam em coaliz?es a partir de cren?as, valores, posturas t?cnicas e posi??es sobre quest?es operacionais da pol?tica p?blica e agem coordenadamente para defender seus interesses, interferindo no processo de formula??o daquelas pol?ticas. Em rela??o aos aspectos metodol?gicos, trata-se de uma pesquisa qualitativa que utilizou: estrutura narrativa para apresentar o desenvolvimento da educa??o superior brasileira e o Prouni, a partir da an?lise de documentos oficiais, notas taquigr?ficas de audi?ncias p?blicas no Congresso e entrevistas com servidores que atuaram no Minist?rio da Educa??o (MEC) ? ?poca da formula??o do programa (consultores legislativos da C?mara e do Senado, al?m do ex-deputado relator do Projeto de Lei 3.582/2004, que deu origem ao Prouni). Como resultados, foram identificadas duas coaliz?es: a estatista, que se posicionou contr?ria ao programa; e a privatista, que defendia sua formula??o. Os embates, que ocorreram, sobretudo, no Congresso Nacional, evidenciaram as estrat?gias para operacionalizar as cren?as. As duas coaliz?es utilizaram fortemente as informa??es t?cnicas e a mobiliza??o por meio da milit?ncia (mobilizate troops). Entretanto, a coaliz?o privatista atuou mais fortemente nesse caso e foi capaz de transformar suas cren?as em estrat?gias de a??o mais eficazes. A configura??o final do Prouni foi ben?fica para as IES privadas e evidenciou uma mudan?a nas pol?ticas p?blicas ligadas ? educa??o superior, uma vez que o apoio governamental, por meio de isen??es fiscais, antes concedidos somente a IES sem fins lucrativos, passou a ser extensivo tamb?m ?s IES com finalidade lucrativas. / This thesis aims to analyze how the performance of the coalitions affected the formulation process of the Programa Universidade para Todos ? Prouni. This is a program in which students from public high school, or who have been integral stock in private colleges and universities receive scholarships in private institutions, which receive tax incentives in federal taxes. As analytical framework, was used the advocacy coalition framework (ACF) framework developed by Sabatier and Jenkins-Smith (1993) that conceives the process of formulation of policies as a result of competition between groups of actors called coalitions, which are involved or interested in an issue of public policy. The actors coalesce into coalitions from beliefs, values, technical postures and positions on operational matters of public policy and act coordinately to defend their interests, interfering in the formulation of policies. With regard to methodological aspects, it is a qualitative study that used a narrative structure to present the development of Brazilian higher education and Prouni, analyzing official documents, shorthand notes of public congressional hearings and interviews with servers who worked in Ministry of Education (Brazil) time of program formulation, legislative counsel of the brazilian congress, plus the former deputy rapporteur of the Bill 3.582 / 2004, which led to Prouni. Two coalitions were identified: statist, which stood contrary to the program, and privatized, which defended its formulation. The clashes, which occurred mainly in Congress, highlight the strategies to operationalize beliefs. The two coalitions heavily used technical information and mobilization, through militancy (mobilizate troops). However, privatizing coalition acted more strongly in this case and was able to turn their beliefs into more effective action strategies. The final configuration of the Prouni was beneficial for private institutions, and showed a change in public policies related to higher education, since government support through tax breaks, before granted only to non-profit IES, became extensive also the IES with lucrative purpose.

A discuss?o te?rica reuniu os soci?logos J?rgen Habermas e John Thompson, entre outros, os quais lan?am ideias sobre a rela??o da imprensa com o espa?o p?blico. O recorte compreende de 1950, ano de funda??o do peri?dico, a 1970, no contexto do AI-5. Esse per?odo assinalou a consolida??o do referido ve?culo de comunica??o na conjuntura do populismo de Alu?zio Alves, bem como sua articula??o com as mudan?as pol?ticas antes e depois do golpe militar de 1964. A publicidade do crime ? buscada como uma constru??o hist?rica, envolvendo procedimentos jornal?sticos, sujeitos e espa?os. A publicidade compreende quest?es comerciais e pol?ticas quando determinados acontecimentos s?o transformados em um evento p?blico. Nesse sentido, o foco desta pesquisa ? a publicidade em sua dimens?o pol?tica. Quanto ? metodologia, trata-se de um estudo emp?rico, de ordem documental e de base qualitativa, com abordagem descritiva e interpretativista, conforme a historiadora T?nia de Luca. O corpus de an?lise foi composto de notas, manchetes, not?cias, reportagens, propagandas comerciais, textos imag?ticos, entre outros g?neros. Os cap?tulos re?nem o estudo sobre as constru??es e transforma??es do jornalismo populista; a publicidade do crime em tempos democr?ticos; al?m de o golpe militar de 1964 e as transforma??es da publicidade do crime. Os resultados da an?lise revelam que a Tribuna do Norte, embora tenha adotado modelos mais liberais da imprensa norte-americana, permaneceu, durante esse recorte, contemporizando com padr?es conservadores e autorit?rios dos velhos impressos potiguares. Quanto ? pr?tica pol?tica, apesar dos interesses mercadol?gicos diversos, foi elemento importante na trajet?ria desse jornalismo amb?guo, inclusive influenciando, de maneira significativa, as confec??es da not?cia de crime. / The study aims to analyze the crime of the advertising process in the post-World War II period in Brazil, considering the Tribuna do Norte newspaper as one of the main vectors of this production in the public sphere of Rio Grande do Norte. The theoretical discussion is based on sociologists J?rgen Habermas and John Thompson, among others, that bring ideas about the relationship between the press and the public space. Our research in the journal is during the period from 1950, the year of the creation of this press, to 1970, in the context of AI-5 law. This period is considered the consolidation of this periodic in the populist context of Alu?zio Alves, as well as the articulation with political changes after and before military coup in 1964. The publicity of crime is showed as a historical building, involving journalistic procedures, subjects and spaces. The publicity is related to commercial and political questions when some facts turned into a public event. In this sense, this research focuses on the publicity in its political dimensions. Related to the methodology, it is an empirical and qualitative study, based on literature, with a descriptive and interpretative approach, according to historian T?nia de Luca. The corpus of analyze is composed by notes, titles, news, reports, advertisements, image texts, among another textual genres. The chapters present a study about the building and changes of the populist journalism; the publicity of crime in democratic times; besides the military coup in 1964 and the changes of publicity of crime. The results of analyzes show that Tribuna do Norte, although has adopted more liberal pattern from North American presses, during the analyzed period has yet conservative and authoritative patterns from old potiguar presses. In this period, the political practice, in spite of diverse commercial interests, was an important element in the trajectory of this ambiguous journalism that has influencing, in a significant way, the production of news of crime.

In this perspective the present objective work to analyze of that it forms if configures the tourist activity in the agricultural space of the Rio Grande do Norte, which the challenges and perspectives faced for the development of this activity. On the basis of this approach searched to argue on the deep transformations that the rural space comes suffering, with insertions of activities not-agriculturists, alternative for the effect of the economic reorganization, as well as on the public politics come back toward the Rural Tourism and an analysis concerning the activities of Rural Tourism that the Rio Grande do Norte comes developing and as this if it presents. As it arrives in port theoretical, we use the Concept of Territory, according to Saints, this if it makes pertinent in the conflicting analyses of the agricultural space for inside to embody of its conceptual picture the territorial dynamics substantiated by the relations politics, economic, social and cultural, where in them it made possible one better analysis in this process. As methodology bibliographical survey was used, in periodic, digital books, documents and interviews in some governmental spheres. The Great River of the North was evidenced that, signals for the development of the agricultural Tourism, therefore the state if presents with a gamma of potentialities, identified and developed some already being through some projects, however if it makes necessary a bigger involvement of all the spheres, considered basic so that this activity can be consolidated as plus a tourist segment in the RN.

In this perspective the present objective this paper, to analyze the dynamics of the territory, in view of the application and effectivetion of public politics, as the PRONAF and the direct purchase, destined the familiar agriculture of the town of Vera Cruz. O presente trabalho ? um estudo sobre a articula??o entre a atua??o dos psic?logos nos CERESTs e o campo te?rico-pol?tico da Sa?de do Trabalhador. Para tanto, foi realizado um question?rio on line com psic?logos que atuam nos CERESTs, em que obteve-se 48 respostas. Al?m de identificar tais limites, tamb?m aponta estrat?gias de a??o para uma atua??o mais alinhada com o campo, algumas propostas pelos profissionais. / The field of Worker ?s Health is not present, or appears briefly, in the academic education of the Brazilian psychologist. However, it is observed on the one hand, as a result of the expansion of Psychology courses, the increasing supply of professionals that act not only in the Occupational field as in many others. On the other hand, a demand (from companies, the State and even from workers in unions) that psifields respond to the impacts of work (and the absence of it, in the case of unemployment) on mental health. The field of Worker ?s Health was introduced as public policy in Brazil with the Federal Constitution of 1988, and in 2002, the Worker ?s Health Reference Centres (CEREST in Portuguese) become the core policy, considered "dissemination poles". The psychologist acts in those reference units since their formation and we understand the importance of investigating its performance. This work is a study about the work of psychologists in CERESTs and the theoretical-political field of Worker ?s Health. Thus, an online questionnaire was made with psychologists working in CERESTs, where we obtained 48 replies. The analysis is divide into four topics: (1) data and profile of the psychologist, (2) activities of the psychologist in CEREST, (3) service and policy scenario and (4) action strategies. The study showed the limits present, from the academic education to everyday practice, and made possible to understand the difficulties in putting in practice the proposals on Worker ?s Health given the conditions imposed by a neoliberal agenda, rather than related to the commitment or not from the professional. In addition to identifying such limits, also points out action strategies for a performance more aligned with the field, some proposed by the professionals themselves.

Por?m, ainda encontramos grande n?mero de adolescentes que permaneceram sob a responsabilidade do Estado durante muito tempo e com a chegada ? maioridade s?o ?desligados? dos servi?os de acolhimento. ? diante dessa realidade que o estudo tem o objetivo central de analisar o processo de desligamento e as perspectivas vivenciadas pelos adolescentes acolhidos no Programa Aldeias Infantis SOS de Natal diante dos marcos legais dos direitos da crian?a e do adolescente. / The legal normative for children and adolescents have caused institutional paradigm shifts, especially in meeting the guidelines brought by the Child and Adolescent (ECA-1990) and the Organic Law of Social Assistance (LOAS -1993), which require the exceptionality and tentativeness in childcare and adolescents in institutions. These measures require the implementation of policies supporting the family with the state to provide attribution to the same minimum conditions to beable to exercise their parental responsibilities. However, we still find a large number of adolescents who remain under the responsibility of the state for a long time and with their coming of age are "off" of care services. The study had the objective of analyzing the shutdown process of this reality, the experienced and the future perspectives of adolescents received at the SOS Children's Villages Program in the city of Natal, the legal rights of children and adolescents and the intervention of the Institution preparation for shutdown. The research was conducted through a literature review, documentary, photographic, field diary and focus groups conducted between March and April 2012, with eight (8) adolescents aged 15-18 years of age received at the Institution, reference to the quantitative-qualitative approach, trying to analyze the mediations that stand between the subject and the social context. The results indicate that the long-time host prevents them to know their life story and identity, but also produces the breaking of emotional bonds with their families. The shutdown process of the institution is based on the development of individual skills, citizenship, education and technical / vocational. The study highlights that it is difficult to insert teenagers in the labor market due to the precariousness of basic educational and vocational institution in which few have access. There has been also a lack of critical awareness of adolescents experienced in relation to the context and the role of the state. Some study data let conclude that the Corporate Hospitality Services are far from achieving the goals which they propose to, as what relates to the future of children and adolescents and those particular form objectives, that do not compete them, but rather the state. Even if we comply with what dictates the Statute of Children and Adolescents in reporting to their right to shelter, it is hardly thinkable if we consider that ties with their families of origin are in general lost.

Observou-se, por fim, o posicionamento dos tribunais superiores acerca da tem?tica abordada / In this thesis, we will analyze how the oil industry operates in the development. Therefore, we will use the concept of sustainable development, in order not to separate three elements: social development, economic growth and the respect for the environment. Based on this concept of development, we have adopted the public policies to guarantee citizens the right to the development and to the social and fundamental rights, as provided in the Federal Constitution. From this, we used the royalties from the exploitation of pre-salt layer as the financing of these policies, so, will be studied how the oil royalties can ensure the sustainable development, adopting as path, the public policies. Another important concept for this study is the intergenerational justice, which theme under consideration involves the pre-salt royalties, finite natural resource which must be used with awareness and respect for future generations. In this direction, the study is justified by the fact that the oil industry, in particular the pre-salt, generate enormous wealth for Brazil, and in contradiction, there are huge social and regional inequalities. With this in mind, we seek to use that wealth to minimize these inequalities and ensure better living conditions to all the population of the country, not just the population of the states where there are the oil. Also in this sense, we have adopted the principle of cooperative federalism. The Federal Law 9.478 / 97 deals with the purposes of national energy policy for the use of energy sources and has as one of its goals to promote national development. The objective of this research is to analyze how the oil royalties can contribute to the national development and to this goal, we will use the royalties from the pre-salt exploration. These policies are intended to improve the living conditions of the population as a whole and to minimize social inequalities at the national level, therefore, a strategic planning of public actions involving sustainable development and to abide by the people's needs is required, improving the quality of their lives. It also analyzes how the control of these policies should be done so that the resources intended for them to be applied fairly. Thus, we analyze that the population itself should be responsible for this, since it is the most interested For this to occur, we suggest changing the purely representative democracy with the implementation of participatory democracy. In other words, the civil society should get engage in the country's development process, which we call active citizenship, through direct participation in the preparation, implementation and monitoring of public policies and national development projects. For the construction and structuring of this study, we used the theoretical-deductive method of approach, from which a specific literature search was conducted.
