Polisanmälningar i grundskolan / Police-Reported School Violence in Sweden

This thesis is about police reports concerning school violence in Sweden involving children below the age of criminal responsibility. Police reports about incidents caused by pupils in Swedish compulsory schools have increased since at least the 1980s. In research on violent, threatening and insulting acts among children in schools, incidence and causes are often studied in terms of bullying and degrading treatment. Criminological studies on children's violent acts, in schools, is mainly based on information on children aged 15 and over. Research on why police reports are filed about younger children in compulsory schools is limited. The aim of this thesis is to describe and analyse school-related police reports, in relation to children’s unwanted actions in compulsory schools with the goal of understanding the intentionality in every day practice. The empirical material consists of four studies of which three have been conducted using qualitative methods through analysing legal documents, using content analysis of texts in school-related police reports and interviews with Principals. The fourth study has been carried out with statistical analysis of school-related police reports. The results of the studies are presented in four papers. This thesis takes the approach from modern sociology which is used both as perspectives and theory. The perspectives concern modernity, social control and cultural sensitivity. The theoretical framework is based on theory of systems and lifeworld. The concluding analysis shows local differences in the assessments on which action will be reported to the police. It is mainly Principals who make reports to the police but also parents. Principals’ police reports are based on social commitment and early intervention and parents report concern about repeated school bullying of their children. Despite diverse local practices certain patterns appear. Boys in the 13-14 years age group are the ones most often seen as perpetrators in the police reports. Two particularly prominent patterns become visible at the school level. Most police reports are related to schools with low grades and to so-called resource schools. This indicates that the unwanted actions of disadvantaged children are more often reported to the police than the actions of other children. The filing of police reports can be understood as a result of difficulties among adults to reach common understanding on how children’s problems should be handled in school systems everyday practice.

FundaÃÃo Cearense de Apoio ao Desenvolvimento Cientifico e TecnolÃgico / Nossa pesquisa està fundamentada em princÃpios metodolÃgicos do Interacionismo Sociodiscursivo e nas bases teÃricas da LinguÃstica de Texto, fazendo interface com a LinguÃstica Aplicada. Tem como objetivo fundamental identificar, na tarefa de revisÃo de texto, em sala de aula, em que medida o docente explora aspectos formais do gÃnero e da sequÃncia textual prototÃpica como recursos sociocognitivos e linguageiros, utilizados para fins de interaÃÃo. Para desenvolver a investigaÃÃo em torno do objeto de estudo â revisÃo de textos do gÃnero notÃcia policial narrativa atravÃs da intervenÃÃo docente â, fez-se necessÃrio o uso de trÃs instrumentos: QuestionÃrio de Testagem, Ficha de AvaliaÃÃo e Texto dos Alunos. Assim sendo, oito sujeitos docentes investigados e mais oito auxiliares â alunos do Curso de Letras da UFC â, que cumpriam o estÃgio de docÃncia na escola, submeteram-se basicamente a quatro atividades: 1) testagem sobre o conhecimento que detinham do objeto de estudo; 2) planejamento da regÃncia de classe; 3) acompanhamento sistemÃtico, tendo em vista o desempenho docente; 4) avaliaÃÃo, considerando-se o que fora planejado e o que fora posto em execuÃÃo. Os sujeitos discentes â oito alunos de escola do ensino mÃdio, um para cada docente â vivenciaram a produÃÃo de textos do gÃnero notÃcia policial narrativa, submetendo-o a duas revisÃes. Como categoria de anÃlise do trabalho dos sujeitos com o gÃnero notÃcia policial narrativa, considerou-se, em sentido mais amplo, os aspectos pragmÃticos, textuais e linguÃsticos de superfÃcie. Os procedimentos metodolÃgicos adotados para se levar a efeito a anÃlise tiveram por base: 1) a relaÃÃo que os gÃneros travam com o mundo social e com a realidade; 2) a arquitetura interna do gÃnero e da sequÃncia textual e o papel que aà exercem os elementos da lÃngua; 3) o funcionamento das operaÃÃes psicolÃgicas e comportamentais que envolvem a produÃÃo dos gÃneros. Considerando-se a trajetÃria da pesquisa norteada pelos parÃmetros do contexto e do texto, sintetizamos os resultados atravÃs dos dados que confirmam nossa hipÃtese bÃsica, mesclada de dados das demais: quanto mais os docentes orientaram sobre a organizaÃÃo de um gÃnero textual e da estruturaÃÃo de sua sequÃncia prototÃpica, bem como sobre os aspectos pragmÃticos/enunciativos convencionados para o uso desse gÃnero, mais eles interferiram, efetivamente, nos processos de escrita, em particular no processo de revisÃo dos textos de seus alunos. Os textos, por sua vez, refletiram o trabalho docente. / Our research is based on methodological principles of Socio-discursive Interactionism and on theoretical bases of Text Linguistics, making interfacing with Applied Linguistics. It fundamentally aims to identity, in the task of text revision, in the classroom, the extent to which the teacher explores formal aspects of genre and prototypical textual sequence as sociocognitive and language resources, utilized for interaction purposes. In order to develop investigation around the study object â revision of texts of narrative police news genre through the teacher intervention â, it was necessary to use three tools: testing questionnaire, Assessment Form and Studentsâ Texts. So eight faculty subjects investigated and eight more assistants â UFC Course of Arts students â, who were completing teacher training in a school, submitted themselves to four activity, basically: 1) testing on the preconceived knowledge of the study object; 2) planning on class conducting; 3) systematic follow-up, having in mind the teacher performance; 4) assessment, considering what had been planned and put into practice. The student subjects â eight high school students, one for each teacher â experienced the production of texts of narrative police news genre, submitting themselves to two revisions. As analysis category of the subjectsâ work on the narrative police news genre, it was taken into account, in a broader sense, the aspects of the pragmatic, textual, and surface linguistics. The methodological procedures adopted for an effective analysis had as a basis: 1) the relation which the genres have with the social world and with the reality; 2) the intern architecture of genre and of the textual sequence and the role which the language elements perform in this architecture; 3) the functioning of the psychological and behavioral operations which involves the genre productions. Considering the trajectory of the research oriented by parameters of the context and text, we synthesized the results through the data which confirm our basic hypothesis, mingled with data of other hypotheses: the more the faculty oriented about the organization of a textual genre and of the structuring of its prototype sequence, as well as about the pragmatic/enunciative aspects conventionalized for the use of this genre the more they effectively interfered in the writing process, particularly in the revising process of their students texts. Syftet med denna undersökning var att ta reda på kuratorers uppfattning om vilka faktorer som är avgörande för huruvida kvinnor som blivit utsatta för våldtäkt polisanmäler händelsen eller inte. Resultatet baseras på fem kvalitativa intervjuer med kuratorer som arbetar inom hälso- och sjukvård och som i sitt arbete möter kvinnor som blivit utsatta för våldtäkt. Vid tolkning av empirin har inspiration från hermeneutiken och dess idéer tillämpats. Undersökningens resultat har analyserats i förhållande till generell systemteori och ekologisk systemteori och vidare har de faktorer som kunnat urskiljas delats in i mikro- meso och makronivå. Undersökningens resultat visar att det utifrån kuratorernas uppfattning inte går att urskilja några specifika avgörande faktorer för om kvinnor polisanmäler våldtäkt eller inte. Det är snarare ett flertal bidragande faktorer som påverkar kvinnan på olika sätt i det som i slutänden är hennes val. Vidare framkom av resultatet fler faktorer till att inte polisanmäla än till att polisanmäla, vilket tillsammans med det stora mörkertalet som föreligger gällande våldtäkt kan tolkas som att den självklara normen i Sverige om att brott ska polisanmälas inte tycks gälla när det avser våldtäktsbrott. / The aim of this study was to examine counselors working in health care facilities and their perception of the factors that determine whether or not women exposed to rape police report the incident. The result is based on five qualitative interviews with counselors who in their work meet female rape survivors. Throughout our research process we have been inspired by the hermeneutic method. The analysis was based upon the general system theory and the ecological system theory. The factors we found for reporting rape were divided into micro- meso and macro level. The result of this study shows that it is not possible to distinguish specific factors for if female rape survivors report the rape to the police or not. It is rather a multiple number of contributive factors that affect the women in different ways. In the end it is the woman who makes the final decision whether she will report the rape or not, but never without being affected by her closest surroundings. Furthermore the result shows more factors not to report to the police than doing so, this result along with the verified estimated number of unknown cases in terms of rape can be interpreted as meaning that the obvious norm in Sweden that a crime is supposed to be reported to the police is not given when it comes to reporting rape.

Bråk eller brott? Polisanmälningar mot barn i grundskolan

This study explores attitudes of the professions that are involved in the process when children in primary school are reported to the police. The empirical material is based on interviews performed with police officers, social workers, a school counselor and a teacher. We applied two theories in our result and analysis. One sociological theory concerning the occurrence of deviant behaviour, and another one regarding collaboration between different professions. Our result and analysis indicates that one of the main reasons for a flawed collaboration relates to an imbalance in the power relations of the involved collaborateurs, where some of them become more dominant than others. A well functioning interprofessional collaboration seems to be characterized by the achievement of balance in these power relations, with well established channels of communication. There also appears to be a lack of knowledge of what the long term effects of reporting children to the police potentially can be. Another observation is that these police reports frequently seem to be based on people's personal feelings and convictions in the absence of sufficient guidelines being available to schools.In our discussion we raise, among other things, the question of how the increase of children's legal rights seems to correlate with an increased expectation of obligations. This way of thinking makes it possible for children to be considered solely responsible for their actions, as opposed to being victims of their social circumstances.

Ovisshetens praktik : En kvalitativ studie av socialsekreterares överväganden att polisanmäla fysisk misshandel av barn

Syftet med denna studie är att undersöka socialsekreterares överväganden inför ett beslut om huruvida en polisanmälan bör göras vid misstanke om fysisk misshandel av barn och vilken betydelse barnperspektivet får i övervägandet. Socialsekreterare ställs dagligen inför svåra bedömningar och beslut som påverkar familjer på ett eller annat sätt. Enligt Socialstyrelsens vägledning är det för socialtjänsten en möjlighet men ingen skyldighet att polisanmäla fysisk misshandel av barn. Bedömningen läggs på socialtjänsten att utifrån varje enskilt fall göra en professionell bedömning om en polisanmälan bör göras. Detta övervägande om att göra en polisanmälan vid fysisk misshandel av barn har undersökts genom en kvalitativ studie i form av semistrukturerade intervjuer med fem socialsekreterare. För att få ett bredare perspektiv kom respondenterna från olika delar av landet samt olika stora kommuner. Den teoretiska referensram som valts i denna studie är Eileen Munro´s modell om effektivt arbete med skydd av barn. Denna belyser de problematiska ställningstaganden som det sociala arbetets praktik innebär. Studien kommer fram till att det är en komplex sammansättning avvägningar som ligger till grund för hur huruvida socialsekreteraren väljer att polisanmäla en misstänkt barnmisshandel eller inte. Personliga värderingar och erfarenheter påverkar socialsekreterarens syn på misshandelns karaktär och allvar. Barnperspektivet skiljer sig mellan socialsekreterare som genom egna erfarenheter och tolkningar skapar ett perspektiv på vad som kan anses vara bäst för barnet. Den straffrättsliga logiken ställs mot den sociala utrednings- och behandlingslogiken som bromsas upp av förundersökningssekretessen. Relationen mellan socialtjänsten och familjen är betydande för övervägandets utgång. Det är viktigt att behålla en god relation till familjen vilket kan bli problematiskt eftersom vad som är bäst för barnet inte alltid överensstämmer med föräldrarnas åsikter. Barnet rättigheter hamnar ofta i konflikt med föräldrarnas rättigheter. Intuition även kallad magkänsla fyller en funktion i övervägandet men anses inte legitim att grunda ett övervägande på. Samtidigt är det den som indikerar att något är fel och som driver socialsekreterarens vilja att samla mer information. / The aim of this study is to investigate the social secretary´s consideration before a decision on whether a police report should be made in cases of suspected physical abuse of children and the importance of the child´s perspective in this consideration. Social workers are daily confronted with difficult judgments and decisions that affect families in one way or another. According to the Swedish social board it is for social services a possibility but no obligation to make a police report of physical abuse of children. The social services shall from each individual case make a professional assessment if a police report should be made or not. This consideration about making a police report about a physical abuse of children has been investigated by a qualitative study in the form of semi-structured interviews with five social workers. To get a broader perspective the respondents came from different parts of the country and various sized municipalities. The theoretical framework adopted in this study is Eileen Munro's model for effective child protection. This highlights the problematic positions as social work means in practice. The study concludes that there is a complex composition of considerations that underpin how whether the social worker chooses to make a police report of a suspected child abuse or not. Personal values and experiences affect social secretary's views on the nature and seriousness of the abuse. The meaning of the child's perspective differs between the social workers that through ones own experiences and interpretations create a perspective on what can be considered best for the child. The legal logic is set against the logic of social investigation and processing that is slowed down by the confidentiality of judicial investigations. The alliance between social services and the family are important for the considerations outcome. It is important to maintain a good relationship with the family, which can be problematic because what is best for the child is not always consistent with their parent’s opinions. The child’s rights are often put in conflict with the rights of parents. Intuition or, so called gut feeling fulfil a function in consideration but is not seen as legitimate to base a consideration of. At the same time it indicates that something is wrong and the intuition is what drives the social secretary's desire to gather more information.

"Det finns inget facit" - Socialtjänstens överväganden gällande att upprätta polisanmälan vid våld mot barn

The aim of this study was to examine how professionals within Swedish child and youth department of social services reason regarding the establishment of a police report when they suspect that children have been exposed to violence. The aim of this study was also to examine if the professionals' experience that an established police report tends to influence their ongoing social investigations in any way. A thematic analysis was conducted based on six qualitative semi structured interviews with professionals working within the child and youth department of social services from two different workplaces. The empirical data was analyzed in relation to previous research regarding the topic of the study and selected theories. The theories that formed the basis for the analysis were Lipsky’s Street-Level Bureaucracy and Normative ethics in terms of Consequence ethics, Duty-based ethics and Situational ethics which are derived from various philosophers. The results of the study show that the professionals when they consider whether a police report should be filed or not reason about several different factors, making their assessments complex and difficult to describe in generalized terms. Some factors described as influencing their assessments are the degree of clarity in the received information, the severity of the suspected violence and the child's age and ability to tell about what they have experienced. The professionals also reason about possible consequences a police report may result in, in both positive and negative sense, which also influence their assessments. When making these assessments the professionals possess a relatively high degree of discretion using mainly consequence ethics and situational ethics. Further the result show that the ongoing social investigations are significantly affected by an established police report. The impact consists of difficulties in establishing a good alliance with the family and having to deal with the parents’ trauma. The social investigation is also affected by the parallel ongoing police process, because of the existing confidentiality during the preliminary police investigation.

Terminologia jurídico-policial : proposta de elaboração de um glossário eletrônico

Esta tese tem como objetivo geral elaborar a base de um protótipo de glossário eletrônico jurídico-policial. Para tanto, propõe os seguintes objetivos específicos: identificar os usuários do glossário e suas especificidades; estabelecer uma metodologia para identificação, coleta, seleção e validação dos termos jurídico-policiais utilizados nos Boletins de Ocorrência (BOs); estabelecer as características macro e microestruturais do glossário, com base na aplicabilidade da ferramenta nos sistemas informatizados de dados policiais. A criação do glossário se justifica pela necessidade de registrar e organizar a terminologia jurídico-policial, que até o momento não foi estudada, em razão da estigmatização da atividade-fim da Polícia, que alija a linguagem jurídico-policial das demais linguagens jurídicas. O trabalho se sustenta na Teoria Comunicativa da Terminologia (TCT), nos procedimentos propostos pela Linguística de Corpus e nos pressupostos da Terminografia. Para a proposição do protótipo de glossário, foi fundamental estabelecer o perfil do usuário, entendido como especialista (formação jurídica) e semi-especialista (formação diversa), uma vez que o pré-requisito para ingresso ao cargo de Escrivão e Inspetor de Polícia é a formação em qualquer curso superior. A competência jurídica é importante para o bom desempenho das funções policiais. Também definiu-se a função da obra: subsidiar a compreensão dos termos jurídico-policiais e a produçāo do texto do BO. Nesse direcionamento, e considerando a metodologia do trabalho terminográfico, propõe a macroestrutura e a microestrutura da obra. A coleta e a seleçāo dos candidatos a termo da macroestrutura ocorre a partir de três fontes: todas as seis formas de designação do partícipe que comete o ato delituoso no sistema de registro de ocorrências, (suspeito, acusado, indiciado, conduzido, autor, infrator); termos que ocorrem nos dez textos-base, e termos de quatorze textos que tratam de sete modi operandi do crime de roubo. Estes últimos textos foram escolhidos aleatoriamente no corpus de 70.980 históricos de BO registrados entre 2008 e 2010 pela Polícia Civil do Estado do Rio Grande do Sul (PC/RS). Uma vez selecionados, os candidatos a termo sāo validados pela inserção no mapa-domínio jurídico-policial, que contém três termos genéricos: fato, local, partes. Por sua vez, a microestrutura está constituída por uma ficha terminológica com os seguintes campos: domínio (esfera jurídica de emprego mais frequente), definição, outras denominações (que contempla as variantes), co-texto (que apresenta o co-texto em que o termo é usado), informação gramatical e nota de uso. De posse de todas essas informações, construiu-se uma base de dados com as fichas terminológicas e implementou-se um glossário eletrônico. Sua hospedagem ocorre em ambiente de teste, para posterior inserção na rede intranet da PC/RS. A base de dados do glossário contempla, além dos termos, um guia do usuário que descreve as funcionalidades da obra, e também um espaço para sugestões de inclusão de termos por parte do consulente. Com este percurso, acredita-se que os objetivos propostos nesta tese foram devidamente alcançados. / The general objective of this thesis is the development of the basis for a prototype of an electronic glossary of legal police terms. To this end, the following specific objectives were defined: the identification of the glossary users and their specificities; the establishment of a methodology for recognizing collecting, selecting, and validating legal police terms used in police reports; the definition of the macro and and micro structural characteristics of the glossary aiming its in computerized police data systems. The creation of the glossary is justified by the need to register and organize the legal police terminology up to now not yet studied due to the stigmatization of the police end-activity that excludes the legal police language from other legal languages. The work is grounded on the Communicative Theory of Terminology (CTT), on the theoretical methodological presuppositions of Corpus Linguistics and on the principles of Terminography. It was fundamental to the glossary prototype proposal the definition of the user profile understood as specialist (individual with a law degree) or semispecialist (individual with any other degree). The prerequisite to apply for the functions of Police Scribe and Police Inspector is to have any higher education degree. Legal competence is important for the performance of the police functions. The purpose of the glossary was also defined: to assist legal police terminology comprehension and police report production. To this end and considering terminographical work methodology, the macro and micro-structures of the glossary were defined. The collection and selection of term candidates start from three sources: all six denominations of the participant of the wrongful act (suspect, accused, indicted, offender, author, infractor) given in the police report registration system; the terms occurring in fourteen basic texts dealing with seven modi operandi of robbery. These latter texts were randomly selected from a corpus of 70,980 police reports of the Police Department of Rio Grande do Sul (PD/RS). Once selected the term candidates were validated by their insertion in the legal police concept map containing three generic terms: fact, local, parts. The glossary microstructure comprehends the terminology records with the following fields: domain (legal area of most frequent use), definition, other denominations (variant forms of terms); grammatical information and usage notes. From the information gathered, the database was structured and the electronic glossary implemented and hosted in test environment in the intranet web of the PD/RS. Besides the terms, the database provides a user guide describing the work functionalities and gives opportunity for the user to suggest new terms to be included. Thus it is believed that the objectives of this thesis were achieved.

En polisanmälan i grundskolan - för barnets bästa? : En kvalitativ studie om skolkuratorers perspektiv och erfarenheter

Det pågår idag inom skolans vardagspraktik en tillämpning av polisanmälningar av barn under 15 år. Syftet med denna studie var att undersöka skolkuratorers perspektiv på polisanmälningar i grundskolan, för att kunna beskriva och förstå vilken roll de har vid bedömningen. Syftet var också att undersöka om skolkuratorerna anser att en polisanmälan är förenlig med principen om barnets bästa och om de tror att en polisanmälan påverkar barnet. Vi har utfört en kvalitativ studie i form av semistrukturerade intervjuer med åtta skolkuratorer inom såväl kommunala- som friskolor i Stockholms län. Materialet från intervjuerna har analyserats med hjälp av professionsteori, stämplingsteori och vald litteratur. Resultatet visar att skolkuratorerna ser polisanmälningar av barn som ett komplext fenomen och de har en ambivalent hållning till tillämpningen. Skolkuratorernas erfarenhet är att polisanmälningar kan påverka barnet både positivt och negativt. Positiva erfarenheter lyfts i form av att ett barns oönskade beteende kan upphöra. Negativa erfarenheter beskrivs vara att det polisanmälda barnet kan få en stämpel som avvikare, vilket i förlängningen kan leda till negativa konsekvenser för barnet. Vidare visar resultatet att principen om barnets bästa, enligt skolkuratorerna, är att barn ska nå kunskapsmålen i skolan. Skolkuratorerna tycks inte ha reflekterat över huruvida skolrelaterade polisanmälningar är förenliga med principen om barnets bästa. Majoriteten har dock en negativ inställning till polisanmälningar av barn i grundskolan och menar att det finns andra, bättre, sätt att arbeta med barns oönskade handlingar. Trots att skolkuratorerna ger uttryck för att polisanmälningar kan påverka barnet negativt, visar studien att de sällan är delaktiga när det fattas ett beslut om att polisanmäla ett barn.Socionomer har genom sin profession ett uppdrag att företräda barn i utsatta situationer och bör därmed vara bärare av barnet bästa. Att skolkuratorer inte deltar i bedömningen och således inte företräder barnet anses problematiskt. Det framkommer att skolkuratorerna ser till sin funktion och är lojal skolorganisationen snarare än att se till sitt uppdrag som socionom. Avslutningsvis visar resultatet på att det behövs mer kunskap om såväl skolkuratorns roll, som fenomenet polisanmälningar i grundskolan och vilka konsekvenser dessa får för barn. / Today it is common for Swedish compulsory schools to write police reports about incidents caused by pupils below the age of criminal responsibility.  The purpose of this study was to examine school counselors perspective on police reports in compulsory schools, in order to describe and understand the role they play in assessing. Another purpose was to examine whether the school counselors believe that a police report is consistent with the principle of the best interests of the child and if they believe that a police report affects the child. The study is based on qualitative semi-structured interviews with eight school counselors in both municipal and independent schools in Stockholm county. The material from the interviews has been analyzed using professional theory, labeling theory and selected literature. The result shows that school counselors see police reports of children as a complex phenomenon and that they have an ambivalent attitude towards the application. The school counselors’ experience is that police reports can affect the child both positively and negatively. Positive experiences are described as a child's unwanted behavior can come to an end. Negative experiences are described as the fact that the police-reported child can get a label as an outlier, which in the long run can lead to negative consequences for the child. Furthermore, the result shows that the principle of the best interests of the child, according to the school counselors, is that children reach the knowledge goals in school. School counselors does not seem to have reflected on whether school-related police notifications are consistent with the principle of the best interests of the child. The majority, however, have a negative attitude towards police reports towards children in compulsory schools and mean that there are other, better ways to work with children's unwanted actions. Despite the fact that the school counselors express that police reports may adversely affect the child, the study shows that they are rarely involved when a decision is made to report a child to the police.  Through his profession, social workers have an assignment to represent children in vulnerable situations and should therefore carrier for the best interests of the child. The fact that school counselors do not participate in the assessment and thus do not represent the child is considered problematic. It appears that the school counselors look at their function and are loyal to the school organization rather than to attend to their assignment as social workers. Finally, the result shows that more knowledge is needed about the role of the school counselor, as well as the phenomenon of police reports toward children in compulsory schools and what their consequences are for the children.

Terminologia jurídico-policial : proposta de elaboração de um glossário eletrônico

Esta tese tem como objetivo geral elaborar a base de um protótipo de glossário eletrônico jurídico-policial. Para tanto, propõe os seguintes objetivos específicos: identificar os usuários do glossário e suas especificidades; estabelecer uma metodologia para identificação, coleta, seleção e validação dos termos jurídico-policiais utilizados nos Boletins de Ocorrência (BOs); estabelecer as características macro e microestruturais do glossário, com base na aplicabilidade da ferramenta nos sistemas informatizados de dados policiais. A criação do glossário se justifica pela necessidade de registrar e organizar a terminologia jurídico-policial, que até o momento não foi estudada, em razão da estigmatização da atividade-fim da Polícia, que alija a linguagem jurídico-policial das demais linguagens jurídicas. O trabalho se sustenta na Teoria Comunicativa da Terminologia (TCT), nos procedimentos propostos pela Linguística de Corpus e nos pressupostos da Terminografia. Para a proposição do protótipo de glossário, foi fundamental estabelecer o perfil do usuário, entendido como especialista (formação jurídica) e semi-especialista (formação diversa), uma vez que o pré-requisito para ingresso ao cargo de Escrivão e Inspetor de Polícia é a formação em qualquer curso superior. A competência jurídica é importante para o bom desempenho das funções policiais. Também definiu-se a função da obra: subsidiar a compreensão dos termos jurídico-policiais e a produçāo do texto do BO. Nesse direcionamento, e considerando a metodologia do trabalho terminográfico, propõe a macroestrutura e a microestrutura da obra. A coleta e a seleçāo dos candidatos a termo da macroestrutura ocorre a partir de três fontes: todas as seis formas de designação do partícipe que comete o ato delituoso no sistema de registro de ocorrências, (suspeito, acusado, indiciado, conduzido, autor, infrator); termos que ocorrem nos dez textos-base, e termos de quatorze textos que tratam de sete modi operandi do crime de roubo. Estes últimos textos foram escolhidos aleatoriamente no corpus de 70.980 históricos de BO registrados entre 2008 e 2010 pela Polícia Civil do Estado do Rio Grande do Sul (PC/RS). Uma vez selecionados, os candidatos a termo sāo validados pela inserção no mapa-domínio jurídico-policial, que contém três termos genéricos: fato, local, partes. Por sua vez, a microestrutura está constituída por uma ficha terminológica com os seguintes campos: domínio (esfera jurídica de emprego mais frequente), definição, outras denominações (que contempla as variantes), co-texto (que apresenta o co-texto em que o termo é usado), informação gramatical e nota de uso. De posse de todas essas informações, construiu-se uma base de dados com as fichas terminológicas e implementou-se um glossário eletrônico. Sua hospedagem ocorre em ambiente de teste, para posterior inserção na rede intranet da PC/RS.
