Implantação da TV Sinal na Assembléia do ParanáAlves, Clicéia Aparecida 27 August 2012 (has links)
Resumo: O objetivo desta pesquisa é analisar a implantação da TV Sinal na Assembleia Legislativa do Estado do Paraná, além de identificar mudanças após a sua criação no comportamento dos parlamentares em plenário. Para tanto, foi realizado um levantamento comparativo de dados ao longo da 16ª Legislatura (2007-2010) sobre as atividades internas na Assembleia paranaense. Também foram realizadas entrevistas com profissionais que participaram do projeto de implantação do canal, diretores e ex-diretores da Casa. A conclusão geral é de que, além de dar mais transparência aos trabalhos dos deputados paranaenses, a TV Sinal, inaugurada em dezembro de 2007, estimulou o aumento no número de pronunciamentos em plenário, bem como a presença e participação dos deputados nas atividades legislativas. No entanto, no que se refere aos mecanismos para promover a participação da sociedade nas atividades legislativas, identificamos a necessidade de investimentos nesse aspecto que se encontra deficiente no modelo atual. Dessa forma, concluímos que a televisão legislativa paranaense se destaca pela ênfase na exposição da imagem dos parlamentares em detrimento da aproximação e participação da comunidade na discussão dos assuntos de interesse público.

Resumo: O pós-Guerra Fria possibilitou o surgimento – ainda em gestação – de uma nova configuração geopolítica mundial. O Brasil é um ator que procura ter um papel mais relevante nesta nova configuração. Neste sentido, esta dissertação investiga a perspectiva de uma possível liderança brasileira no processo de integração regional da América do Sul, tendo como objetivos (i) contextualizar a globalização, o mundo pós-Guerra Fria e como esta nova configuração possibilitou o aparecimento de lideranças políticas e blocos regionais; (ii) apresentar o histórico das relações exteriores do Brasil com a América do Sul e o “voltar-se” do país para a região, incluindo a criação da Unasul, da Unila e da Iniciativa para a Integração da Infraestrutura Regional Sulamericana (IIRSA) como iniciativas que tiveram a liderança brasileira nos seus processos de criação e que são, ao mesmo tempo, maneiras que o Brasil encontrou para vencer a resistência à sua liderança; (iii) discutir questões geopolítico-territoriais e de fronteira na região, pois percebemos que essas questões têm impacto na construção do processo de liderança regional brasileira, especificamente na reticência da aceitação da liderança brasileira pelos seus vizinhos; e (iv) discutir quais são as alternativas de liderança que são viáveis ao Brasil diante de seu déficit de hard-power e da resistência à sua liderança por parte dos países da região. Trata-se de uma pesquisa bibliográfica e documental, baseada em documentos da Unasul, Unila e IIRSA, e em autores como Burges, Deutsch, Hurrell, Malamud, Vizentini, entre outros. Verificamos que o Brasil busca construir sua liderança regional em vista de se dotar de um papel mais relevante na nova configuração mundial. Esta liderança é baseada sobretudo no soft-power, especialmente por meio da hegemonia consensual, visto que lhe falta os meios do
hard-power.

O termo priista refere-se ao Partido Revolucionário Institucional (PRI), que predominou no cenário político-cultural do país ao longo do mencionado recorte de tempo. Contudo, o mesmo não surgiu em 1946, como se pode concluir. Foi inaugurado, em 1929, como uma alternativa política ao caótico período pós-revolução, recebendo o seguinte nome: Partido Nacional Revolucionário (PNR, 1929-1938). Após a inauguração do PNR, sucedeu o firmamento do Maximato (1929-1936) e a escolha de presidentes pnristas até 1938. Neste ano, o então presidente Lázaro Cárdenas (1934-1940) realizou uma reforma no partido, pois julgava que o mesmo havia se distanciado dos anseios da Revolução Mexicana (1911-1920). A mudança acabou sendo estrutural e ideológica, deixando-o com uma roupagem mais radical. Isso resultou, inclusive, na alteração da sua nomenclatura, que passou a chamar-se Partido da Revolução Mexicana (PRM, 1938-1946). Mas, elegeu apenas um presidente, o Ávila Camacho (1940-1946). Afinal, em 1946, seu sucessor, Miguel Alemán (1946-1952), estabeleceu uma nova reforma, alegando que os ideais da revolução haviam sido cristalizados pelas instituições do Estado. It opened in 1929 as a alternative to the chaotic post-revolution period, obtaining the following name: National Revolutionary Party (PNR 1929-1938). The opening of PNR obeyed the firmament of Maximato (1929-1936) and the election of pnristas until 1938. This year, the President Lazaro Cardenas (1934-1940) started a reform in the party because it was growing apart of the main objectives of the Mexican Revolution (1911-1920). Previous issue date: 2014-06-05 / Uruguay, previously known as the “South American Switzerland”, adopted the tax haven
model. Nevertheless, with the Tax Reform (Law No. 18.083) passed in 2007, the country
abandoned this model. The question that this paper aims to answer is the reason for the
political decision taken by the country to stop being a tax haven. The hypothesis raised for
this investigation was subdivided in two planes. Externally, the scenario was one of version
to tax havens and the pressure exerted over them. Internally, the motive would be the difficulty of establishing compatibility between a leftist government and a tax haven model. It was exactly when a political party with this ideology came into power that the reform was
accomplished. This case study used documents as supporting data. The theory that erved as basis for this analysis is found on the work An Economic Theory of Democracy, by Anthony Downs and such theory was in part confirmed empirically. Regarding the ypothesis, and taking into consideration the international standpoint, an adverse nternational scenario served as confirmation of the country‟s decision. The same cannot be said about the internal scenario, in which the issue of ideology was not shown to be a determining factor for the decision which is the object of this study. / O Uruguai, antes conhecido como a “Suíça sul-americana”, adotava o modelo de paraíso fiscal. Não obstante, com a Reforma Tributária (Lei nº 18.083) aprovada em 2007, este modelo foi abandonado. A pergunta que este trabalho visa responder é sobre a motivação da decisão política uruguaia de deixar de ser um paraíso fiscal. A hipótese levantada se subdividiu em dois planos que teriam contribuído para a mudança institucional. Externamente, havia um cenário de grande aversão aos paraísos fiscais e pressão sobre os mesmos. Internamente, a motivação seria a difícil compatibilização entre um governo de esquerda e o modelo de paraíso fiscal. Foi justamente quando um partido com esta ideologia chegou ao poder que a reforma foi levada a cabo. O método utilizado é o estudo de caso e a fonte de dados empregada é a documental. Teoricamente, a presente pesquisa se ampara na obra Uma Teoria Econômica da Democracia, de Anthony Downs. A teoria utilizada parcialmente se confirmou empiricamente. Em relação à hipótese, no que se refere ao prisma internacional, houve a confirmação, com a influência de um cenário externo adverso. O mesmo não se pode dizer do prisma interno, no qual a questão da ideologia não se mostrou

[pt] Esta dissertação analisa os pressupostos político-
ideológicos, determinantes e
direção do terceiro setor no âmbito das políticas sociais
no contexto de
consolidação do neoliberalismo na Argentina. Para este fim
partimos da
caracterização das transformações que aconteceram na
década de 1990, a saber: a
reestruturação produtiva, a mundialização do capital e o
neoliberalismo. Esta
opção metodológica se baseia no pressuposto de que estes
processos se
configuram em determinantes do objeto estudado e,
portanto, é à luz desses
processos que ele pode ser compreendido. A pesquisa
realizada é de caráter
bibliográfico e documental. O material empírico que embasa
o objeto é por um
lado, a produção teórica referente ao terceiro setor
publicada fundamentalmente
na Argentina - e algumas contribuições brasileiras - e por
outro, documentos
oficiais de criação, divulgação, capacitação e avaliação
dos programas
selecionados para análise. Para dar conta de nosso objeto
abordamos os principais
eixos do debate do terceiro setor a partir da interlocução
com os principais
autores que trabalham o tema a fim de analisar o discurso
hegemônico que
fundamenta sua promoção na Argentina neoliberal. A análise
dos programas
sociais de promoção do terceiro setor foi realizada a
partir da reflexão em torno
de algumas categorias teóricas centrais, a saber: Estado-Sociedade, políticas
sociais, sociedade civil, cidadania e democracia. Os
resultados da pesquisa
revelam que a relevância do terceiro setor no âmbito das
políticas sociais no
contexto neoliberal na Argentina está inerentemente
articulada à contra-reforma
do Estado e à privatização dos serviços públicos.
Identificamos que um dos
pressupostos centrais que sustenta o discurso hegemônico
do terceiro setor se
refere ao questionamento do modelo de intervenção social
próprio do Estado de
Bem-estar. Conseqüentemente, legitima-se o desmonte deste
tipo de intervenção
estatal e seus princípios e direcionamento no âmbito da
política social, entendido
como direitos do cidadão e responsabilidade do Estado.
Desta forma, o discurso
do terceiro setor e os programas sociais analisados
compartilham os mesmos
pressupostos e são parte de uma estratégia ideo-política
comum de justificação do
desmantelamento do Estado de Bem-Estar, tornando-se um
elemento central na
difusão ideológica do projeto neoliberal. / [es] Esta tesis de maestría, analiza los presupuestos político-

de las políticas sociales
en Argentina. Para este fin, partimos de caracterizar las

objeto estudiamos los
principales ejes del debate del tercer sector a partir de

principales autores que trabajan el tema, a fin de
analizar el discurso hegemónico
que fundamenta su promoción en la Argentina neoliberal. El
análisis de los
programas sociales de promoción del tercer sector fue
realizado a partir de la
reflexión en torno a algunas categorías teóricas
centrales: Estado-Sociedad,
políticas sociales, sociedad civil, ciudadanía y
democracia. Los resultados de esta
investigación revelan que la relevancia adquirida por el
tercer sector en el
ámbito de las políticas públicas, en el contexto
neoliberal en Argentina, está
inherentemente articulada a la contra-reforma del Estado y
a la privatización de
los servicios públicos. Identificamos que uno de los
presupuestos centrales que
sustenta el discurso hegemónico del tercer sector se
refiere al cuestionamiento
del modelo de intervención propio del Estado de Bienestar.
Consecuentemente, se
legitima el desmonte de este tipo de intervención estatal
y sus principios y
dirección en el ámbito de la política social, entendido
como derecho del ciudadano
y responsabilidad del Estado. De esta forma, concluimos
que el discurso del
tercer sector y los programas sociales analizados
comparten los mismos
presupuestos y conforman una estrategia ideo-política
común de justificación del
desmantelamiento del Estado de Bienestar, configurándose
en un elemento central
en la difusión ideológica del proyecto neoliberal.

Os efeitos do Programa Minha Casa Minha Vida para a população de baixa renda em Marília-SP : a construção de uma ilusão /Dumont, Tiago Vieira Rodrigues. January 2015 (has links)
Orientador: Edemir de Carvalho / Resumo: A idéia central desta dissertação esta na compreensão de como a construção e produção da habitação compõe a trama urbana no Brasil. Através de uma perspectiva sociológica e do resgate histórico, buscamos evidenciar os efeitos e as limitações da recente política urbana brasileira e, mais especificamente, a política habitacional para a população de baixa renda, focada no Programa Minha Casa Minha Vida. Entende-se que esse Programa objetiva democratizar o acesso à moradia para as populações excluídas do mercado imobiliário, resultando num direito a cidade. Nossa hipótese é de que a atual política habitacional, por está articulada à política de emprego, se impõe de modo desarticulada da política urbana e em especial da política urbana municipal e dos Planos Diretores, acarretando prejuízos à população e à cidade. É tomando a cidade de Marília como um universo de investigação social, mais especificamente, a problematização da questão da habitação, com base no Programa Minha Casa, Minha Vida, que pretendemos demonstrar a importância que a habitação assume no país. A partir da problemática apresentada buscamos observar as lacunas na produção de uma política habitacional que estabelecem na prática da autoconstrução, autofinanciamento e favelização, as soluções para que população possa reparar o déficit de políticas habitacionais e urbanas no país, verificamos ainda, a adoção ou não de práticas clientelistas em diferentes governos. Esse processo é analisado ao longo de um percurso histórico, o que nos permite situar o viés econômico intrínseco à produção habitacional, assim como, de demonstrar como a promessa de avanços numéricos coabita com retrocessos, já que parte da população atendida pelo programa tem sido confinada em áreas que crescem de forma aleatória, deficiente ... Through a sociological perspective and the historic rescue, we seek to highlight the effects and limitations of recent urban policy brazilian and, more specifically, the housing policy for the low-income population, focused on Program My Home My Life. It is understood that this Program aimed at democratizing the access to housing for people excluded from the housing market, resulting in a right to the city. Our hypothesis is tha the current housing policy is articulated with employment policy, it is necessary to so disjointed urban policy and in particular the urban policy and municipal Plans of Directors, causing damage to the population and the city. Is taking the city of Marília as a universe of social research, more specifically, the problematization of the housing issue, on the basis of the Program My House, My Life, that we are to demonstrate the importance that the housing is in the country. From the problem presented nicer note the gaps in the production of a housing policy that establish the practice of install, self-financing and benefited areas, the solutions that people can repair the deficit of housing policy and urban in the country, we still, the adoption or not of clientelistic practices in different governments. Integration in times of crisis. Testing Neofunctional hypotheses: a political economy investigation of crisis-led integration.Nicoli, Francesco January 2017 (has links)
For more than 10 years, from the launch of the Single Currency to the global financial crisis, the process of deepening European integration stagnated, while emphasis was on widening the borders of the Union. In the wake of the Eurocrisis, however, two phenomena have captured the attention of political economists interested in European integration: the outstanding amount of new institutions, policies, and legislation which have been set in place to counter the crisis, and the rising popular rejection of the very concept of European unity. The old functionalist adage that “integration advances through crises” appears to be, prima facie, corroborated; nevertheless, the dynamics of (political) fragmentation seems to follow a similar pattern, as Postfunctionalists would expect. Two interrelated questions emerge: is the Eurocrisis a true functional crisis? Did the Eurocrisis trigger a new, “transformative” cycle of integration, embodied in its Postfunctional dynamics? In the attempt to address this research puzzle, this doctoral dissertation attempts to operationalize the research problem through six standalone papers clustered in two parts. In addition, Chapter 1 reconstructs the key elements of systemic functionalism, guiding the reader through the theoretical pillars of this work presenting its overall logic – questions, methodologies, and chapter connections. Part One of the dissertation (Chapters 1-4) deals with the fundamental question concerning the Neofunctional nature of the Eurocrisis, attempting to clarify to what extent the Eurocrisis can be really qualified as a “functional crisis”. Chapter 2 provides a comprehensive historical account of functional crises through the first 60 years of European Integration; Chapter 3 provides an econometric test of the endogenous nature of the Eurocrisis; Chapter 4 provides a qualitative assessment of the functional nature of the institutions introduced during the crisis. Part Two of the dissertation (Chapters 5-7) dives into the possible Postfunctional implications of the Eurocrisis, analyzing to what extent the crisis is contributing to create a mobilized European public sphere. In particular, Chapter 5 provides a theoretical analysis of how the crisis is changing the legitimacy of the EU; Chapter 6 provides an econometric assessment of the crisis’ impact on citizens’ preferences for further economic integration; finally, Chapter 7 provides an analysis of the crisis’ impact on the performance of extreme Eurosceptic parties.

The Political Economy of Agricultural Cooperatives in Bosnia and Herzegovina: Towards a Sustainable Rural Development ModelNuhanovic, Samira January 2015 (has links)
Agricultural cooperatives emerge as tools through which individual farmers meet their economic and social needs and they do so in a manner that allows them both to economize on costs and to disperse the risks associated with pursuing these needs individually. They are particularly useful for enhancing economic development of transition countries in which basic market economy infrastructure is either underdeveloped or is altogether missing. However, agricultural cooperatives do not always deliver the desired level of rural development. Although the literature sometimes takes this to mean that the model itself is defective, I argue to the contrary. In this thesis, I propose that it is the evolutionary path of cooperative idea, its implementation in reality and the way in which it interacts with its institutional surroundings that condition the ability of the model to perform. In other words, cooperative idea is not immune to its political and economic context but rather it is molded by it, and sometimes to the point that it no longer resembles its original substance. In line with that, the main objective of this thesis is to look into factors that either stimulate or discourage development and functioning of agricultural cooperatives in a context of post-socialist and post-conflict Bosnia and Herzegovina (BiH). In doing so, the thesis adopts a new institutionalist frame of analysis combining it with the insights from the economics of the third sector and the cooperative theory to highlight both the evolutionary nature of cooperative idea as well as its embeddedness in the socio-economic context. The research relied on quantitative and qualitative approaches and gathered data from field work and secondary sources. The main findings can be summarized in the following several points: both formal and informal institutions have shaped the way in which cooperatives are understood and utilized by farmers in BiH; cooperatives in post-socialist and post-conflict settings require legal clarity that not only sets them apart from other types of firms in the market but also from degenerated forms of cooperatives that exist to serve interests of few individuals rather than cooperative members and their communities; when judged by the standards that apply to cooperatives in economically advanced societies, it is safe to state that there are very few true cooperatives in BiH; given the structure of agricultural market and number of farmers, there is a lot of potential in utilizing the cooperative model for purposes of rural development. However, using cooperatives for development purposes requires a basic alignment between the features of institutional environment and cooperative organizational characteristics. If stimulated properly through positive policy changes, cooperatives can exhibit transformative potential that is best reflected in how they empower their patrons as well as contribute to the development of their communities.

Reassessing North-South Relations: An Examination of North-South Preferential Trade Agreements for Developing and Emerging EconomiesSahakyan, Davit January 2016 (has links)
The rapid proliferation of North-South preferential trade agreements (PTAs) during the last quarter century has had broad implications for developing and emerging economies. As a result of North-South power asymmetries and the aggressive trade policy that has been characterized as ‘competitive liberalization,’ it has been argued that these agreements have produced asymmetric results in favor of Northern countries. This thesis advances a novel approach in the assessment of North-South preferential trade relations that goes beyond the simplistic interpretation of North-South trade politics as a phenomenon largely dominated by North-South power asymmetries. By acknowledging that not all North-South PTAs have the same characteristics, this thesis divides North-South PTAs into two sequential categories: first-order, i.e., Southern countries’ first North-South PTAs and second-order, i.e., Southern countries’ subsequent North-South PTAs. The thesis argues that, while first-order North-South PTA negotiations can produce asymmetric outcomes in favor of Northern countries because they have the ability to exert discriminative pressure on Southern countries, second-order North-South PTA negotiations follow a different logic. Having secured preferential access to Northern markets through first-order PTAs, Southern countries become immune to competitive pressures and can themselves exert discriminative pressure on Northern countries during second-order negotiations. The thesis examines the North-South PTA negotiations of Mexico, Chile, Korea, Colombia, and Peru, five countries of the Global South that have been especially active in North-South preferential trade. Based on the author’s personal interviews with EU and US trade officials and primary and secondary sources, this thesis conducts process tracing to account for the process of the five Southern countries’ first-order and second-order North-South PTA negotiations and reveal the impact of first-order North-South PTAs on the bargaining powers of Southern countries in second-order negotiations and hence the outcomes of second-order agreements. The thesis concludes that, albeit to varying extents, first-order agreements improve the bargaining powers of Southern countries in second-order North-South trade negotiations.
