The impact of British military foreign postings on accompanying spouses

In this thesis I report an investigation into the psychological, emotional and social impact of British military foreign postings on accompanying spouses. I adopted an ethnographic methodology utilising a four phase mixed method approach consisting of one quantitative and three qualitative components. The thesis was based on research data collected in Phase 1 from a systematic review of British and US military research focusing on the experiences of accompanying spouses on overseas postings. Data from Phase 2 focused on the experiences from 34 British military spouses based in one location in southern Europe and were collected via individual interviews or focus groups. In Phase 3 data were collated via an online forum from 13 other British military spouses, who had experienced postings to alternative worldwide locations, rather than the single one identified in Phase 2. The final phase represented the study’s quantitative component, which further examined the findings from the previous qualitative phases through 136 responses to an online survey. The systematic review highlighted that the impact of a foreign posting could be detrimental to the military spouse’s well-being particularly if support resources were inadequate. Thematic analysis of data from Phases 2 and 3 corroborated the importance of support networks on international postings, but also identified the fundamental influence of individual differences and personal meaning-making of the military spouse. Ultimately, in Phase 4 multiple linear regression analysis determined that a person’s level of tough-mindedness, their self-efficacy and available instrumental support were all significant predictors of the perceived level of support provided by the British military. Overseas relocations are not beneficial for all military spouses. To have a greater understanding of this impact, it is necessary to examine and combine principles in the domains of sociology and psychology. The outcome of this then feeds into adjustment theories and contributes to the field of healthcare practice. Nonetheless, the military are in a constructive position to maximise the effectiveness of support resources alongside health professionals to provide the holistic support that military spouses may need. Specifically, regular informal checks from a healthcare professional or a support worker to assess the well-being of the military spouse could help early identification of any coping problems. This together with cross-cultural awareness training and a greater involvement of the military spouse throughout the relocation process could enhance their foreign posting experience.

Staff members supporting individuals with intellectual and developmental disabilities often provide the primary supervision and direct instruction to those served. These services are often provided in locations with limited resources and funding, especially within adult services. Supervisors in these settings must ensure necessary documentation and job responsibilities are completed in order to meet regulatory requirements and ensure appropriate care and treatment for individuals’ served. By providing simple and cost effective feedback, supervisors can ensure the staff members are meeting job expectations while ensuring the individuals’ served are having their needs met. This study implemented a reversal design in two separate program rooms within an adult day program to examine the effects of posted group feedback, posted group feedback paired with goal setting, as well as the effect of the placement of the postings in a conspicuous versus non conspicuous location with staff completion of required daily documentation. Results in both rooms indicated that posting group feedback alone did not have as much effect on staff performance unless paired with goal setting. The posting locations in each room also did not seem to have an effect on staff performance. / Applied Behavioral Analysis

Posting of Workers Directive reloaded

In view of levelling the playing field between foreign and local employers in the host country, the European Commission proposed in March 2016 to revise the Posting of Workers Directive (PWD) 96/71/EC. The amended PWD (EU) 2018/957, that was adopted mid-2018, introduces some significant changes in order to combat the shortcomings resulting from the original PWD, strengthening the importance of ensuring fair competition (between local and foreign employers) and improving the protection of workers. In a nutshell, the PWD aims at promoting the principle of equal pay for equal work in the same place, especially by extending the so-called hard nucleus of working conditions and introducing a provision for long-term postings. This new legislation will be implemented throughout the EU as of mid-2020. The following article aims to investigate the extent to which the changes demand national implementation from an Austrian point-of-view; the latter could serve as a guidance.

This essay describes coordination of the work environment on construction sites where many entrepreneurs share workplace. As employer, the entrepreneur has main responsibility for the workers safety on the construction site, the project supervisor is responsible for the work environment, and to coordinate the work environment a coordinator of the construction work environment is appointed. The purpose of this essay is to describe how the work environment is ensured on a shared workplace. In order to answer the essays questions I’ve used a juridical method to interpret the law. Current law and regulations has been studied, as well as the industry's rules and regulations. The juridical method is complemented by social science methodology by the use of an empirical survey consisting of interviews with a coordinator of the construction work environment, and subcontractors on a construction site. The questions of this essay concerns the project supervisor’s and the entrepreneur’s safety responsibilities of the working environment, and how they ensure their joint work environment. And also the requirements imposed on the entrepreneur’s coordination responsibilities, and if the working methods differ when the workers are posted. A construction site is a complicated workplace with many companies working side by side. Requirements for cooperation and consultation are the responsibility of all employers who have employees engaged on the same construction site. Entrepreneurs who post workers in Sweden have the same employer responsibilities as other entrepreneurs, and shall ensure the work environment of the posted worker. / Denna uppsats handlar om samordningen av arbetsmiljön på byggarbetsplatser där flera entreprenörer delar arbetsplats. Som arbetsgivare har en entreprenör huvudansvaret för de anställdas arbetsmiljö, på byggarbetsplatsen är det byggherren som ansvarar för arbetsmiljön, och för att samordna parternas arbetsmiljö utses en byggarbetsmiljösamordnare. Studiens syfte är att deskriptivt redogöra för hur arbetsmiljö säkerställs på en gemensam arbetsplats. För att besvara uppsatsens frågeställningar har juridisk metod använts genom att tolka gällande rätt. Förutom lag och förordningar har även böcker i ämnet använts, samt branschens regler och bestämmelser. Den juridiska metoden kompletteras med samhällsvetenskaplig metod genom att vidga studien med empiriskt material i form av intervjuer med en byggarbetsmiljösamordnare, samt ett urval underentreprenörer på en byggarbetsplats. Uppsatsens frågeställningar berör förhållandet mellan byggherrens och entreprenörers arbetsmiljöansvar och hur de arbetar för att säkerställa den gemensamma arbetsmiljön. Samt vilka krav som ställs på entreprenörers samordningsansvar och om arbetssättet skiljer sig om arbetstagarna är utstationerade. En byggarbetsplats är en komplicerad arbetsplats med många företag som arbetar sida vid sida. Krav på samarbete och samråd åligger alla de arbetsgivare som har arbetstagare sysselsatta på en byggarbetsplats. En entreprenör som utstationerar arbetstagare i Sverige har samma långtgående arbetsgivaransvar som andra entreprenörer, och ska säkerställa arbetsmiljön för den utstationerade arbetstagaren.

Estima-se o modelo para as seis regiÃes metropolitanas abordadas pela PME. Ademais, consideram-se dois mecanismos de determinaÃÃo dos salÃrios: salÃrio postado por firmas monopsonistas e atravÃs de uma barganha bilateral de Nash. Para estimar os modelos, utiliza-se o mÃtodo nÃo-paramÃtrico desenvolvido em Bontemps, Robin e van den Berg (2000). Encontra-se uma heterogeneidade relevante entre os parÃmetros estruturais estimados para as seis regiÃes metropolitanas. AlÃm disso, o modelo com determinaÃÃo de salÃrio via barganha apresenta resultados mais plausÃveis e nÃo rejeitados pelos dados. / The aim of this work is to estimate an equilibrium job search model with heterogeneity in productivities of firms using microdata from the Monthly Employment Survey (PME) collected in 2009. The model is estimated for the six metropolitan regions covered by the PME. Moreover, it is considered two mechanisms of wage determination: wage posting by monopsonistic firms and as a outcome of a Nash bilateral bargaining. To estimate the model, we use the non-parametric method developed by Bontemps, Robin and van den Berg (2000). There is a significant heterogeneity among the structural parameters estimated for the six metropolitan regions. Furthemore, the model with wage determination through bargaining show plausible results and not rejected by the data.

The thesis deals with the general problematic aspects of posting workers within the European Union in connection with the European Commission's proposal for a revision of Directive 96/71/EC and analyses the structure of selected discourse in the debate on the given proposal. Posting, in this thesis, is regarded as a specific manifestation of the phenomenon of deterritorialization, with an emphasis on posting workers to the Czech Republic. The phenomenon of deterritorialization is considered here in three basic forms: firstly, as the deterritorialization of the modern (European) state, secondly as the deterritorialization of its borders, and thirdly as the deterritorialization of labour. The thesis employs the method of critical discourse analysis and the discourse-historical approach developed by Ruth Wodak. It focuses on an analysis of the social, historical and political context of the issue of posting workers using selected theories dealing with the phenomenon of deterritorialization and posting workers in the EU. The main part of the thesis is an analysis of the reactions and discourse strategies of selected Czech stakeholders regarding the proposal for a revision of Directive 96/71/EC, in particular that of selected government representatives.
