This study sets out to examine whether the "new'' provincial governments in South
Africa are in practice functioning as "quasi-federal" power bases. The study starts with
an appraisal of the core constitutional concepts critical to provincial government as a
prelude to the enquiry into the practical status of the provincial governments.
An enquiry is made into the application of certain provisions of the interim Constitution
pertaining to provincial government. Thereafter certain provisions of the final
Constitution pertaining to provincial government are compared with the corresponding
provisions of the interim Constitution. The issue of provincial powers in practice and the
problems experienced by provincial governments are also dealt with. The study
concludes that provincial governments are currently not functioning as "quasi-federal"
power bases and that it is even doubtful whether that situation will present itself in the

Le diocèse de Toulouse, situé à cheval sur le Languedoc et le Gascogne, a subi d’importantes destructions durant les guerres de Religion. Un tiers des édifices religieux ont été détruits en 1596. Inséré dans une région où les protestants ont conquis de nombreuses villes, les Toulousains se sentent littéralement assiégés par le protestantisme, et cette appréhension renforce les ressorts d’une politique religieuse menée par l’archevêque, le puissant parlement de Toulouse et les laïcs. La Réforme catholique débute en 1590, au moment du concile provincial sous l’impulsion du cardinal de Joyeuse (1588-1605). Celui-ci, fortement empreint des idées borroméennes, en pose les cadres durables. Une visite systématique du diocèse est menée, des institutions nouvelles sont mises en place et les fondements du concile de Trente sont publiés par le biais des canons du concile provincial. Ses successeurs, malgré les longues périodes devacance du siège archiépiscopal, poursuivent la politique menée. On observe alors, grâce aux conférences ecclésiastiques notamment, un glissement des institutions, mises au service d’une meilleure connaissance des réalités religieuses et de la réforme des prêtres et des fidèles. Une campagne importante de reconstructions débute aussi de manière assez précoce dans le diocèse et constitue une des réussites les plus remarquables de la Réforme catholique,néanmoins avec une chronologie différenciée. Il en est de même pour la réforme des prêtres, dont nous étudierons les nombreux ressorts. La Réforme catholique implique de nombreux acteurs. Leur multiplicité est liée à la structure sociale de la ville de Toulouse, ville parlementaire par excellence. La politique religieuse connaît alors une articulation constante entre la Réforme catholique, comme réforme in capito et in membris et la Contre-Réforme, c’est-à-dire la volonté d’éradiquer toute présence du protestantisme. Cette politique, menée bien au-delà du cadre administratif du diocèse, constitue une grande réussite de la fin du XVIIe siècle. / The diocese of Toulouse, located in Languedoc and Gascony, suffered significant destruction during the Wars of Religion. One-third of the religious buildings were destroyed in 1596. Inserted in a region where protestants conquered many cities, the Tolosans felt literally besieged by Protestantism, and this anxiety helped to strenghten the religious policy, conducted by the archbishop, the powerful Parliament of Toulouse or the laymen. The Catholic Reformation began in 1590, with the Cardinal de Joyeuse (1588-1605) and his provincial Council. He was strongly influenced by Borromean ideas, and he imposed the Reformation sustainable frameworks. A visit of the diocese was conducted, new institutions were created, and the foundations of the Council of Trent were published through the canons of the provincial Council. His successors, espite long periods of vacancy of the archiepiscopal seat, continued this policy. Through ecclesiastical conferences, we can observe a mutation of the institutions, a better knowledge of religious realities and an important reform of the priests and the faithful. A significant campaign of reconstruction was also started quite early, and became one of the most remarkable successes of the Catholic Reformation. Nevertheless, the chronology is differentiated. We will also study many aspectsof the reform of the clergy. The Catholic Reformation involved many actors. Their diversity was related to the social structure of the city of Toulouse, parliamentary city par excellence. The religious policy was then a constant articulation between the Catholic Reformation as a reform in capito and in membris and the Counter-Reformation, that is to say the eradication of any Protestant. This policy, which was carried out well beyond the geographical boundaries of the diocese, was a success at the end of the 17th century.

Previous issue date: 2017-02-17 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / Based on the analysis of a diversified documentary corpus, which includes the Annals, Minutes and the Internal Regiment of the Provincial Legislative Assembly of Paraíba´s province, Reports of the Presidents of Provinces and newspapers from the 19th century, so, in this study we aimed to understand the performance of the provincial deputies from Paraíba in the Second Reign, specifically between 1855 and 1875, a period in which there was a reconfiguration of national politics. Departing from the presupposition that the Provincial Legislative Assemblies, created by the Additional Act (1834), were constituted as important spaces of power where its members could discuss and legislate about the most varied issues, thus, enjoying considerable autonomy and contributing for the Brazilian national state construction. Based on the concept of Political Cultures and Sociability Networks, we have analyzed the functioning of Provincial Legislative Assembly of Paraíba, ruled by a series of "rituals", and elaborate a prosopographic study of the provincial deputies who acted in the adopted temporal cut, especially those who graduated in Law by the Faculty of Olinda/Recife, where a considerable part obtained the diploma of superior course. Corroborating with the historiography, we identified that this type of formation was configured as one of the national political elite distinctions, since the majority of the provincial deputies that managed to reach the Chamber of Deputies were composed of bachelors in Law, as exemplified by the trajectories of paraiban politicians as Felizardo Toscano de Brito and Father Lindolfo Correia das Neves. In view of the relationship of provincial deputies and other agents of the political elite, such as provincial councilors and presidents, we also discussed municipalities and public instruction in Paraíba, issues which were often at the heart of the debates and that, being constituted as one of the fields of action of the provincial deputies, can be considered relevant spaces of autonomy. / A partir da análise de um corpus documental diversificado, que inclui os Anais, Atas e o Regimento Interno da Assembleia Legislativa Provincial da Paraíba, os Relatórios dos Presidentes de Província e jornais do século XIX, buscamos no presente estudo compreender a atuação dos deputados provinciais paraibanos no Segundo Reinado, mais especificamente entre 1855 e 1875, período em que houve uma reconfiguração da política nacional. Partimos do pressuposto de que as Assembleias Legislativas Provinciais, criadas pelo Ato Adicional (1834), constituíram-se como importantes espaços de poder nos quais seus membros puderem discutir e legislar sobre as mais variadas questões, usufruindo, desta forma, de uma considerável autonomia e contribuindo para a construção do Estado nacional brasileiro. Com base no conceito de Culturas Políticas e de Redes de Sociabilidade, analisamos o funcionamento da Assembleia Legislativa Provincial da Paraíba, que era regida por uma série de “rituais”, e elaboramos um estudo prosopográfico dos deputados provinciais que atuaram no recorte temporal adotado, sobretudo dos indivíduos formados em Direito pela Faculdade de Olinda/Recife, onde parte considerável obteve o diploma de curso superior. Corroborando com a historiografia, identificamos que este tipo de formação se configurou como um dos distintivos da elite política nacional, uma vez que a maior parte dos deputados provinciais paraibanos que conseguiu chegar à Câmara dos Deputados era composta por bacharéis em Direito, conforme exemplificam as trajetórias dos políticos paraibanos Felizardo Toscano de Brito e padre Lindolfo Correia das Neves. Tendo em vista a relação dos deputados provinciais e outros agentes da elite política, como os vereadores e os presidentes de província, discutimos também acerca das municipalidades e da instrução pública na Paraíba, assuntos que frequentemente se encontravam no cerne dos debates e que, ao se constituírem como um dos campos de atuação dos deputados provinciais, podem ser considerados relevantes espaços de autonomia.

This article explores the reasons behind the decision by the high clergy and the Crown to advocate a «self-support» policy for the parishes. For those powers, it was more convenient to allow parishes to raise their own revenues instead of finding new sources of income, which could erode tithe collections or put further pressure on the royal treasury, as suggested by some isolated voices during the fourth Mexican provincial council of 1771. However, the predominating trend was to induce the faithful to support their parishes. / El objetivo de este artículo es exponer los motivos del alto clero y de la Corona para reafirmar la política de lo que aquí llamo «auto-sustento» de los curatos. Para esos poderes era más conveniente que cada curato se autofinanciara a tener que buscar nuevas fuentes de ingreso, lo cual podía desembocar en un mayor reparto del diezmo o extraer recursos de la Real Hacienda, como plantearon algunas voces aisladas en el IV Concilio provincial mexicano de 1771. La tendencia fue, por el contrario, garantizar que los fieles sustentaran a cada parroquia.

It was attributed as its formation period and political acting the time interval between 1830 (when Josà Martiniano de Alencar arrived at the Deputies Chamber and began to write letters to various political powers of CearÃ) and 1837 (when he left the Presidency of Cearà province, reflection of the moderate party fall and the beginning of the conservator Regress). As sources of investigation, we have personal letters, newspapers, official correspondences, proclamations, laws, among other things. This work is organized on three aspects: the first is geared to understand the liberal moderate ideas and its bases, the second aims to show the meanders involved in the moderate party formation in the province and the third intends to comprehend the characteristics of Josà Martiniano de Alencar‟s provincial administration, the consolidation time of liberal moderate political project in CearÃ.

Ce travail porte sur la production de carreaux de céramique des ateliers de la ville de Tunis, dits Qallaline, du XVIIIe siècle et sur leur application dans l’architecture beylicale contemporaine. La première partie de ce volume contient l’étude monographique de cette production céramique et privilège la mise en contexte historique et spatiale avec la fixation d’une chronologie raisonnée, l’établissement d’une typologie systématique des modèles de carreaux, l’analyse iconographique des motifs déployés sur les revêtements céramiques, avec l’étude de l’origine des motifs employés et de leur évolution, et finalement la définition des influences subies par les ateliers tunisois. Aussi, il est question de sa distribution à l’intérieur de la Régence ottomane de Tunis et de son exportation vers les Régences voisines ainsi que l’usage et les pratiques associées à l’emploi des revêtements céramiques tunisois dans l’architecture contemporaine dans l’Afrique du Nord. La deuxième partie de ce volume contient un catalogue des modèles de carreaux et de panneaux céramiques qui propose une classification ouverte et qui ne se cantonne pas au descriptif pour aborder l’interprétation. L’étude et la description formelle de cette production céramique concluent avec la définition stylistique de Qallaline comme expression d’un art ottoman provincial. / This PhD deals with the production of ceramic tiles from XVIII th century Tunisian Qallaline workshops and its use in the Beylical architecture of the time. The first part consist of a monographic study of this ceramics production, which, in turns, enables us to contextualize it both historically and geographically by means of setting a contrasted chronology and establishing a systematic typology of the different tile models. It also includes an iconographic analysis of the patterns present in the ceramic panelling, together with the study of their origin and evolution. Then, we focus on the foreign influences affecting Tunisian workshops. Finally, the distribution of this ceramic panelling within the Ottoman Regency of Tunisia and in the surrounding Regencies, as well as the use and practices associated with such Tunisian panelling in Northern African architecture in the XVIIIth century are also studied. The second part contains a catalogue of the different tiles and tile panels. This catalogue offers an open classification, which means that it does not consider only the mere description of the items it contains when giving an interpretation. The formal description and the study of this ceramics production has enabled us to define Qallaline from a stylistic point of view as an expression of Ottoman provincial art.

D.Tech / No transformation is subtler, yet more explosive, than the mega shift from an industrial to an information society. In an industrial society, the strategic resource is capital whereas in an information society, the strategic resource is information. These mega trends are evident, to a greater or lesser degree, also in South Africa. At the same time, South Africa has to meet the challenges inherent in the transition to participatory democratic government. Crucial in both these global and local challenges is the management of information and public opinion. One of the primary role-players in achieving this is the public relations (PR) practitioner. Effective public relations depends in many ways on achieving the right balance between over-reacting and under-reacting to events in the environment, as they manifest, inter a/ia, in public opinion. The fundamental tool for achieving this balance in managing public opinion is information. This requires that information be utilised in a strategic way to manage the perceptions constituting public opinion. PR practitioners working in the field of political communication in South Africa need to contribute to the establishment of a framework of political communication based on full acceptance of the requirements of a participative democracy. This involves, inter alio, improving access to information and developing efficient two-way communication between decision-makers and stakeholders. The Free State Provincial Government Department of Finance, Expenditure and Economic Affairs identified the need to improve communication with its stakeholders. To achieve this, an appropriate communication strategy and supporting action plans had to be formulated. This communication strategy and action plans formed the point of departure of this study. Of particular importance for this study were the related principles of the systems management approach, the systemic approach to political communication and the two-way symmetric model of public relations. Both the systems management approach (from a public relations perspective) and the systemic approach (from a political communication perspective) emphasise the need to achieve equilibrium within the system by balancing communication input and output. The two-way symmetric model explains public relations as an attempt to adjust the socio-political environment to suit the political principal, as well as to help the political principal adjust to his/her environment. The PR practitioner plays a vital role in assisting his/her principal to achieve equilibrium and to adjust to the environment. A starting point in evaluating whether communication equilibrium has been attained is to evaluate the communication processes in political public relations. One method of evaluating these processes is by means of a communication audit. The main aim of this study was to develop an evaluative model for political public relations. The objectives of the study were to determine whether the Department, as a political communication system, was achieving communication equilibrium by balancing communication input from its stakeholders with appropriate communication output. The study further recommended steps to achieve communication equilibrium and devised a means of monitoring and evaluating progress with implementation. It resulted in the development of a model for the attainment of communication equilibrium in accordance with the demands of the two-way symmetrical model of public relations.
