Energieffektivisering av byggnad inom offentlig sektor : Fastighetsanalys av förskola / Making a building in the public sector more energy efficient : Analysis of a preschool building

Syftet med uppsatsen är att analysera och presentera renoveringsförslag med avsikt att minska energianvändningen i en fastighet med förskoleverksamhet. Arbetet har genomförts hos Tornberget fastighetsförvaltning AB, ett kommunalägt fastighetsbolag i Haninge kommun, som äger och förvaltar kommunens verksamhetsfastigheter.   Byggnaden som analyseras är förskolan Tamburinen. Tamburinen har en hög energianvändning jämfört med liknande förskolor i Tornbergets regi (se bilaga 2). Bara uppvärmingen av byggnaden uppgick till 196,4 kWh/m2 år 2013.   De rekommenderade renoveringsförslagen skall, förutom att minska energianvändningen, dessutom vara lönsamma ur ett ekonomiskt perspektiv. Förslagen har tagit hänsyn till byggnadsfysikaliska risker.   Renoveringsförslagen baseras på undersökningar av Tamburinen och Tornbergets erfarenheter från renoveringsarbeten på liknande byggnader.   Nedan listas, i fallande prioritetsordning, de åtgärder som rekommenderas att Tornberget genomför på Tamburinen.   Installation av nya fönsterglas med bättre isolerförmåga. Sänka luftläckagen vid entréerna. Isolering mot mark i grunden. Ombyggnation till varmt tak, tilläggsisolering av vindsbjälklag och yttertak. Tilläggsisolering av grundmur.     I rapporten presenteras åtgärdsförslagen med investeringskostnad och livscykelkostnadsanalys (LCC).   Åtgärderna sänker enligt författarnas beräkningar Tamburinens energianvändning med ca 105 800 kWh/år, vilket motsvarar en sänkning med 56,3 %. Investeringskostnaden för alla åtgärder uppgår till ca 1 370 700 kr, och återbetalningstiden är 18,7 år. / Tornberget is a real estate company that exercise real estate management on account of the municipality of Haninge. The purpose of this thesis is to analyze one of the buildings that Tornberget is managing to find ways of making the energy usage more efficient.   The building that is analyzed is a preschool building named Tamburinen. In 2013 the building used a lot of energy compared to similar buildings managed by Tornberget (see appendix 2). The heating system alone used 196.4 kWh/m2.   This thesis provides suggestions regarding refurbishments that makes the building more energy efficient while being economical. Risks related to building physics has also been taken into consideration.   Presented suggestions are based on examinations of the building and experiences within Tornberget from refurbishments on similar buildings.   The recommended refurbishments for Tornberget regarding Tamburinen are listed below in descending order of prioritization.   Installation of new glass in the windows with better insulation qualities. Reduction of the air leakage by the entrances. Insulation against the ground in the foundation. Making the roof a warm construction. Additional insulation in the attic and on the roof. Additional insulation on the foundation wall. An LCC-analysis and the investment costs for each suggestion is presented in the thesis. According to our calculations the presented suggestions would lower the annual energy usage of Tamburinen with approximately 105 800 kWh, which equals a reduction of 56.3 %. The investment required is approximately 1 370 700 SEK, and the pay-back time is 18.7 years.

公共工程為國家建設的基礎,其攸關人民生活品質並影響國家經濟發展。當今政府公共工程建設多以委外方式進行,然而對於公共工程績效之影響因素進行研究,將有助提供政府機關在招標時評選廠商之參考,以及在公共工程專案進行時,作為與專案經理溝通協調之依循。 依過去之研究多聚焦於控制層面,並認為提升技術方法將能帶來有效的管理,進而提高專案的績效。然除了控制管理之外,仍有許多關鍵外在因素影響公共工程專案的成敗;創新即是其中之一。而過去政府機關及營建專案管理者經常忽略創新的重要性,最終導致公共工程的失敗。因此探討創新對於公共工程專案的實益是有其必要性。 本研究最基本的目標在於調查創新實務作法之應用對於公共工程專案績效的影響;其中創新實務作法包含管理與服務創新、施工方法創新、建物功能創新、環保永續創新,而公共工程專案績效則表現在安全、品質、時程、成本以及業主滿意度。另一項研究目的則為探討公共工程專案類型(分為建物工程專案、基礎工程專案及工業工程專案),在創新實務作法之於公共工程專案績效的影響中,是否扮演干擾效果。 有關本研究問卷調查時間自2015年9月至同年11月,有效問卷共計168份,每一份問卷代表一個公共工程專案的執行與績效表現。另本研究再以實際案例-成功及失敗的個案,剖析此兩個相似案例在創新實務作法與公共工程專案績效表現之間的關聯性。研究結果顯示,創新實務作法之應用與公共工程專案的績效表現具有顯著正向的影響;且公共工程專案類型在兩者之間具有干擾效果,亦即是創新的影響程度會因公共工程的類型而有不同,其於建物工程專案與工業工程專案之應用上對於品質績效的正向關係較為明顯。最後依此分析結果提出未來研究及政策建議。 / Public construction projects are associated with the infrastructure of a nation. Developing public construction projects is also important for the economic development of a nation. Recently, most of public construction projects are outsourced. Research on factors influencing the success of public construction projects can assist government with selecting suitable partners and communicating with project managers. Most of the previous work has focused on project control problems, assuming that the better methods or techniques would lead to better management and thus the successful performance of projects. However, there are many factors outside the control of management which may lead to the success of a project. Innovation may be one of the major causes of public construction project success. However, many construction organizations ignore innovation leading to a poor public construction project performance. Thus, there is a need for exploration of the benefits of innovation on public construction project performance. Accordingly, the primary objective of this research was to investigate the effect of innovation practices (including management and service innovation, construction method innovation, facilities function innovation, and environmental protection and sustainability innovation) public construction project performance in terms of safety performance, quality performance, schedule performance, cost performance, and owner satisfaction. The second objective was to determine whether innovation practice on public construction project performance was moderated by project type (i.e., building, infrastructure, and industrial projects). The data were collected from September to November 2015. A total of 168 valid questionnaires were analyzed. Each questionnaire is representative of a public construction project. In addition, case studies were used to assess the relationships between innovation practice and public construction project performance. Accounts of two similar projects, one successful and one not, were used to investigate the associations. The results suggest that adoption of innovation practice has a positive effect on public construction project performance. The results also show that project type has a moderating effect on the relationship between adoption of innovation practice and public construction project performance. In other words, the relationship between adoption of innovation practice and public construction project performance depends on project type. This indicates that the association between adoption of innovation practice and quality performance is more strongly evident for industrial and building projects. Finally, the paper proposes directions for future research and recommendation for policy development according to the findings.

Esta dissertação trata do processo de planejamento urbano no Brasil e da institucionalização do planejamento urbano integrado no país e, principalmente, no Rio Grande do Sul. O objeto da pesquisa é a atuação do Serviço Federal de Habitação e Urbanismo, o SERFHAU, no estado. O órgão foi criado com o objetivo de conferir assistência técnica em questões ligadas ao planejamento urbano a estados e municípios brasileiros. O SERFHAU, durante seu período de existência, de 1964 a 1975, incentivou a abordagem de aspectos econômicos, físicos, sociais e institucionais do planejamento urbano e a integração dos planos nos níveis municipal, regional e federal. Apesar de a autarquia ter colaborado com a implementação da metodologia interdisciplinar na elaboração dos planos, sua atuação foi diferente nas diversas regiões do Brasil. No Rio Grande do Sul, ainda se desconhece quais ações e programas o SERFHAU apoiou e participou ou, mesmo, se foi protagonista na institucionalização do planejamento urbano integrado. Desta forma, a pergunta que norteou a realização da pesquisa foi: “Qual foi o papel que o SERFHAU desempenhou no Rio Grande do Sul?”. Para responder à questão, formulou-se a hipótese de que, no estado, já havia uma estrutura de planejamento urbano consolidada antes da criação do órgão e, por isso, o SERFHAU teria tido uma função solidificadora do planejamento urbano integrado. Para confirmar ou refutar a afirmação, resgatou-se a experiência da autarquia federal na região através de relatórios anuais divulgados pela Secretaria de Obras Públicas do Rio Grande do Sul, além de boletins publicados pelo próprio SERFHAU, bem como anais e programas de cursos e seminários promovidos por ele. A análise deste material auxiliou a esclarecer a efetiva atuação do SERFHAU junto às municipalidades gaúchas e à Secretaria de Obras Públicas e, portanto, sua participação no processo de planejamento urbano do Rio Grande do Sul. / This dissertation deals with the process of urban planning in Brazil and the institutionalization of comprehensive planning in the country and, particularly, in Rio Grande do Sul. The analysis of this material helped clarifying the effective role SERFHAU played in the state's municipalities and in the Secretariat of Public Construction and, therefore, its part in the process of urban planning in Rio Grande do Sul.

Therefore, this paper aims to analyze how the bidding and engineering work contracts refereeing legislation, within the Powers of Union, of States and Municipal district, contributes so that the solutions taken from designs do not get fully attended during the process of public construction ventures. Such a purpose, which initially required additional knowledge on public construction projects and design process, which was achieved with the execution of the literature review and the case studies, that in turn involved three public contracting companies and three contracted firms, as a way to get different perceptions of the same process. The evidence obtained from the contract bidding analysis, properly validated with answers from series of questions applied to contracting party and contracted, along with the literature review provided the conclusion of this work, as well as the creation of a proposal that aims to reduce the problems related to the accomplishment of the solutions taken from designs of public construction projects. / O atraso na conclusão de empreendimentos públicos de construção, freqüentemente paralisados, bem como a elevação dos custos inicialmente previstos, pode evidenciar a existência de problemas recorrentes de natureza técnica, financeira, política, administrativa ou jurídica originados mesmo antes das contratações. Nesse sentido, este trabalho tem por objetivo analisar como a legislação referente às licitações e contratos de obras e serviços de engenharia, no âmbito dos Poderes da União, dos Estados e dos Municípios, contribui para que soluções adotadas em projeto não sejam plenamente atendidas no processo de produção de empreendimentos públicos de construção (EPCs). Tal propósito, que inicialmente requereu conhecimentos adicionais sobre os empreendimentos públicos de construção e sobre o processo de projeto, foi alcançado com a realização da revisão bibliográfica e dos estudos de caso, que por sua vez envolveram, como forma de obter percepções diferentes de um mesmo processo, três entidades contratantes de EPCs e três empresas contratadas para tais obras e serviços. As evidências obtidas da análise de editais de licitações dos contratantes, devidamente validadas pelas respostas de questionários aplicados aos contratantes e contratados, juntamente com a revisão bibliográfica proporcionaram a conclusão deste trabalho e a elaboração de uma proposta que visa reduzir os problemas relacionados ao atendimento das soluções de projeto no processo de produção de EPCs.

Over the years, other approaches have emerged and been consolidated, evolving from market and customer?s needs. An example is the Six Sigma methodology. This study aims to examine the Six Sigma, ISO 9000 and PBQP-H methodologies, noting the common elements, differences, gaps and how the methods are complementary, so that with the ongoing work, proposed initiatives can be developed to improve the quality that enables its application in public construction. Still aiming to optimize the deployment of the proposed initiatives, it was performed an analysis of ISO 9001 and PBPQ-H certifications in Brazil and in the state of Rio Grande do Norte, with respect to the construction industry and a case study to identify the factors that influence the adoption of initiatives to improve quality, and check if the selected construction company is prepared to implement the proposed initiatives. This research is characterized as exploratory and applied, with literature review and a case study. The data collection instrument was a questionnaire and the statistical analysis used a multidimensional scaling method. The conclusion is that the methodologies are compatible and complementary, and their integration could potentialize the goals set. It was identified that the state of Rio Grande do Norte has a few number of certifications in construction. Nine initiatives are proposed for implementation at construction companies. In the case study it was found that the studied company would be able to implement the suggestions proposed and the requirement for certification by clients and funding institutions influence the adoption of quality improvement initiatives. The analysis of this material helped clarifying the effective role SERFHAU played in the state's municipalities and in the Secretariat of Public Construction and, therefore, its part in the process of urban planning in Rio Grande do Sul.

The purpose of this Master’s thesis is to propose a procedure for the management of small-scale public construction contracts for municipalities. The procedure is designed based on information obtained from an analysis of the development of the existence and quality of internal regulations, an analysis of the development of information openness and in particular, a questionnaire completed amongst the mayors of municipalities. The resulting procedure for the awarding of small-scale public construction contracts is divided into three categories according to the expected value of the public contract. For each category, the number of suppliers contacted, the address of the suppliers, the decision-making entity and the bid evaluation process are set out in such a way that small municipalities can use this procedure as an internal rule for small-scale public construction contracts.

This diploma thesis deals with a cost-benefit analysis of investments in road infrastructure. The thesis is divided into two parts. The theoretical part includes a description of the cost-benefit analysis procedure and a deeper description of evaluating investments in road and highway constructions. The practical part deals with the specific investment for the construction of highway. This involves applying information from the theoretical part to this specific investment and evaluating the economic efficiency, including risk analysis. The main indicator of the economic efficiency is the net present value.
