Sobre o transporte público em Natal e região metropolitana / Over the public transportation at Natal and the metropolitan area

O sistema de transporte urbano é um setor essencial nas cidades. A queda da qualidade do transporte público urbano, do qual depende grande parte da população, implica diariamente na degradação da qualidade de vida nas cidades. Muitas cidades brasileiras enfrentam sérios problemas com o transporte urbano de passageiros, sobretudo nas áreas metropolitanas. Destacam-se como principais elementos dessa problemática: o uso massivo do carro, que provoca congestionamentos, poluição atmosférica e elevado número de acidentes; o transporte clandestino e a proliferação das lotações (vans e peruas), que desorganizam o transporte público por ônibus; e a má qualidade do transporte público de massa por falta de investimentos em infra-estrutura e tecnologias mais adequadas. Nesse contexto se insere o presente estudo do sistema de transporte de Natal e Região Metropolitana, que apresenta uma caracterização da situação existente, reflexões sobre o problema e proposições para a melhoria da eficiência e qualidade do transporte público no aglomerado, num enfoque em nível estratégico. O trabalho é fundamentado em estudos anteriormente desenvolvidos; opiniões de técnicos locais em transporte e urbanismo, obtidas em entrevistas pessoais; e conhecimento da autora acerca da situação, obtido no tempo em que atuou como profissional de transporte na cidade. O sistema de transporte público na cidade de Natal tem de ser visto como parta de uma concepção integrada de desenvolvimento urbano no âmbito metropolitano, com integração dos diversos modos públicos com o modo privado. / The system of transportation urban is an essential sector in the cities. The fall of the quality of the urban public transportation, on which depends great part on the population, implies directly in the degradation of the life quality in the cities. Many Brazilian cities face serious problems with the passengers\' urban transportation, over all in the metropolitan areas. They are distinguished as main elements of the following problematic: the huge use of the car, that provokes congestions, atmospheric pollution and a higher number of accidents; the clandestine transportation and the proliferation of the vans (vans), which disorganizes the public transportation by bus; and the bad quality of the mass public transportation due to poor investments in infrastructure and appropriated technology. It is showed in this context the present study of transportation system in Natal and in its Metropolitan Region, which presents a characterization of the existing situation, reflections about the problem and proposals for the improvement of the efficiency and quality of the public transportation carrier in the metropolitan area, with an approach in strategic level. The work is based on studies previously developed; local technicians opinions in public transportation and urbanism, gotten in personal interviews; and author knowledge concerning the situation, gotten in the time which she worked as a transport professional in the city. The system of Natal public transportation has to be seen as part of an integrated conception of urban development in the metropolitan scope, with integration in the several public modes with the private mode.

"The wheels that transformed the city: the historical development of public transportation systems in Shanghai, 1843-1937"

The city of Shanghai was transformed from a treaty port of around half a million people when the British first arrived after the end of the Opium War to become the most populous, prosperous, and cosmopolitan metropolis in China by the early 20th century. The development of public transportation systems contributed significantly to the urban expansion and growth of the city, as well as in reshaping the city's identity. This dissertation examined the impact of public transportation on the urban landscape of Shanghai by focusing on three major issues: "tradition versus modernity", state and society relations, and the relationship between technology and society. As a divided city governed by three separate political jurisdictions, Shanghai offered a unique perspective in understanding the roles public transportation and urban planning played in changing a city's layout. This dissertation addressed the specific differences in the development of urban infrastructure and its impact on population growth, mobility and accessibility, and economic prosperity of the British controlled International Settlement, the French Concession, and the Chinese city. The first half of the dissertation analyzed the roles in which "traditional" man-powered vehicles such as the wheelbarrow, sedan chair, horse-drawn carriage, and rickshaw played, before delving into the arrival of "modern" machine-powered vehicles such as automobiles, trams, trolleys, and buses in the early 20th century. Each form of transportation vehicle is discussed for its specific role, and the type of clientele it catered. This dissertation argued that man-powered vehicles and machine-powered vehicles did not necessarily compete with each other for passengers, as each type of vehicle served its specific purposes and clients. Public transportation; just like food, clothing, or housing is a form of material culture where one's socioeconomic or class status is revealed by the type of transport one chooses. Because the different types of vehicles did not directly compete with each other, they all saw significant increases in ridership. The 'tradition versus modernity" theme is aimed at addressing the bigger picture of "continuity and change", where Shanghai was transformed by foreign influences yet at the same time it still retained traditional Chinese characteristics to form a complex identity. The second half of the dissertation dealt with state and society relations, and the relationship of technology and society. The issue of public versus private responsibility is addressed with historical analysis of government orchestrated urban planning and the private sector providing the services to fulfill the people's needs and demands. In focusing on these two themes, this dissertation argued that technology has inherent political agenda attached to it, as government policies specifically created areas of the city which had better public transportation infrastructure, which led to these parts of the city being more commercially prosperous and vibrant than others. Routes, lines, and stops were designated with specific political purposes in mind, and public transportation accessibility contributed to the uneven economic developments across the city. The Greater Shanghai Project of 1927-1937 was a specific attempt by the Chinese government to create a new city center that could shift the population away from the foreign concessions into the Chinese territories. This dissertation argued that this campaign would not have been feasible even without the Japanese attack due to insufficient public funds. The findings in this dissertation will hopefully add to the scholarship on the history of Shanghai and the history of technology in China.

Efficient city logistics : Can travel patterns of goods and people be intertwined?

Optimizing city logistics is a topic of great importance for big cities today. Even though the environmental- and economical consequences of the increasing goods transportation fleet has been present for quite some time, actions from affected stakeholders has not been taken until just recently.  In this brief 9 week project the aim has been to,  from a design point-of-view, in this complex topic, give a suggestion and raise a discussion onto how goods transportation in cities can be made in the future.  The basic idea is to get the consignments as close to the consignees and their travel patterns as possible. Public transportation networks are an existing grid where people are moving around and can potentially be used for combined transport of goods and people. The outcome of this concept is focusing on light parcel delivery towards private consignees, due to the increasing e-commerce trend. By using small transporter vehicles connected to buses, light parcels can be distributed throughout a city and easily accessible for consignees at the bus stops.  The transporter vehicle developed through this project aims to conceptualize connectivity and integration between mobility and parcel delivery services, to ease the every day life of urban citizens as well as decrease the environmental- and economical impacts which the distribution vehicle-fleet of today entails.  The design of the transporter vehicle is an interpretation of how a autonomous distribution vehicle can look like in a future city environment where the integration of public-utility-vehicles is of greater importance.

In the field of city planning, a growing need exists for the integration of spatial development with transportation planning instruments. This study identifies issues related to the definition, evaluation and implementation of the integration of sustainable development and sustainable transportation within three types of municipalities. Significant issues that are explored include the various definitions of integration; the range of issues considered under notions of integration; the diverse perspectives on, and criticism of development and transportation integration analysis, as well as approaches to evaluating integration and transportation impacts on development. Furthermore, the study reports on the goals of each municipality, specifically with reference to sustainable public transportation decision-making; approaches to sustainable transportation, automobile dependency; land use; and finally, on sustainable transportation and development integration solutions. Approaches to spatial development used to focus on the organisation of land use issues, but this field is increasingly defined more broadly to include economic and social welfare, quality of human health/life and environmental integrity. From a sustainability perspective, a narrow definition of sustainable transportation tends to favour individual technological solutions, while a broader definition tends to favour more integrated solutions, including improved travel choices, economic incentives, institutional reforms, land use changes as well as technological innovation. Integration focuses on the teamwork required between the relevant departments as well as between levels or spheres of government, and often entails the implementation of nodal-corridor approaches. Sustainability planning may require changing the way people think about solutions to transportation problems in the future. The literature survey (Chapter 2) addresses a number of salient concepts, namely transportation and spatial development integration, public transportation and its orientated development, nodal-corridor development, as well as environmental and development relationships. Furthermore, an investigation into the legislative frameworks and policies is presented with emphasis on spatial development, transportation plans and node-and-corridors development (Chapter 3). This is followed in Chapter 4 by a report on an investigation into, and interviews held with representatives from the three municipalities (Hermanus local municipality, Cape Town metropolitan municipality and Eden district municipality) with reference to the integrated transportation plans (ITP) and spatial development frameworks (SDF) of these municipalities. This section reflects the opinions of relevant role-players regarding the central aspects of this study. Chapter 5 presents a summary of the study as well as a number of conclusions. Alternatives to smartphone applications for real-time information and technology usage among transit riders

Real-time information that informs transit riders about transit schedules, next bus or train arrivals, and service alerts, is becoming increasingly available, particularly through internet-enabled smartphone applications. However, the extent of communication technology usage amongst transit riders, specifically their access to mobile applications and alternative technologies that can provide real-time information, is largely unknown. Without this information, transit agencies are risking investing in an alternative technology that may not sufficiently supply real-time information to as many as possible riders. The purpose of this study is to identify the differences in individual technology accessibility and prioritize investing in real-time information application development that mirrors the unique characteristics of transit riders. This recognition and development will allow a wider availability of real-time information amongst transit riders. Paired with an investigation of cellular phone usage among transit riders and the general American population, an analysis of Saint Louis Metro’s Onboard Survey was performed. Cross tabulations and chi-squared tests were conducted to examine riders’ communication technology usage. Binary logit models were used to understand how, and whether, the ownership of smartphone applications is dependent on various demographic factors. These analyses identified specific demographic groups that would benefit from supplemental technology methods more conducive to their particular information accessibility. Results showed that communication technology usage has risen substantially in recent years but a portion of riders are still without access to smartphone applications. Specific demographic groups (e.g., riders over 40 years of age) were less likely to own smartphones, and these results indicate that computer-based websites and IVR are the best supplementary alternatives for those groups.

SPATIAL & TRANSPORTATION MISMATCH IN SWEDEN, 2015: EFFECTS OF MISMATCH & EASEMENT OF TRANSPORTATION IN ÖRNSKÖLDSVIK & SUNDSVALL (Master thesis by Oscar Uneklint, 2018). The paper firstly aims to investigate how spatial and transportation workplace-access influences employment outcomes in the cities and municipalities of Sundsvall & Örnsköldsvik, located at the coastal north of Sweden. Secondly, the paper aims to evaluate the performance of the local public transportation networks in easing the effects of mismatch. Sweden’s sparse population, lesser degree of segregation and egalitarian economic model questions the influence of spatial mismatch in Sweden, recent increase in immigration and inequalities gives urgency to such questions. Accuracy of investigation is improved by the availability of microlevel-data but may be improved further by additional instruments. Results confirm minor influence of spatial access and major influence of transportation access on employment outcomes in the study area, 2015. The minor effect of job-access is stronger at the neighborhood-level, than commuting-level. The local public transportation networks reveal core-periphery structures and visualizes the strengths, weaknesses and complementarity of each system. While Örnsköldsvik’s network is more equitable and interconnected, Sundsvall’s network is better serviced with fewer but more relevant stations resulting in different challenges for public transportation in easing employment mismatch and improving life chances. / SPATIAL & TRANSPORTATION MISMATCH IN SWEDEN, 2015: EFFECTS OF MISMATCH & EASEMENT OF TRANSPORTATION IN ÖRNSKÖLDSVIK & SUNDSVALL (Masteruppsats av Oscar Uneklint, 2018). Studien syftar för det första till att undersöka hur transportoberoende och transportberoende tillgänglighet till arbetsplatser påverkar anställningsutfall i Sundsvalls och Örnsköldsviks tätorter och kommuner, lokaliserade vid norra Sveriges kuststråk. Sveriges fåtaliga befolkning, mindre segregation och utjämnande ekonomiska modell ifrågasätter tillämpningen av rumslig missmatchning i Sverige. Samtidigt leder ökad immigration och tilltagande socioekonomiska skillnader till att förståelsen av dessa frågor brådskar. Resultatet bekräftar ett mindre inflytande av transportoberoende tillgänglighet och ett större inflytande av transportberoende tillgänglighet till arbetsplatser inom undersökningsområdet, 2015. Samtidigt är effekten av arbetstillgång större inom kvarteret än på pendelavstånd. Precisionen av både de skattade effekterna och hur de lindras förbättras av tillgången till individbaserade data, men effektskattningen försvagas av få instrument-variabler. För det andra syftar studien att utvärdera det kollektiva transportsystemet i de båda städerna för att lindra och utjämna de skattade tillgänglighetseffekterna. Resultatet bekräftar tydliga centrum-periferi strukturer i båda nätverken och visualiserar tillgänglighet, frekvens, styrka, funktion och komplementaritet i respektive buslinjenät.

Com o objetivo de discutir se os componentes do entorno educacional (com recorte nas áreas de transportes, trânsito, segurança e legislação trabalhista) afetam o dia-a-dia do estudante e se podem interferir na sua condição física, na sua motivação, no seu empenho e no seu desempenho discente foi realizada pesquisa quali-quantitativa junto a 340 estudantes do período noturno de três instituições privadas: uma localizada na cidade de São Paulo, outra na região de Campinas e, uma terceira, na região de Araçatuba. A pesquisa contemplou também, a realização de entrevistas junto a coordenadores de cursos e Coordenadoria de Análise e Planejamento da Secretaria de Segurança Pública do Estado de São Paulo. Os resultados mostram que há aspectos comuns no cotidiano dos estudantes pesquisados: elevado índice de estudantes-trabalhadores (86%), longo dia de trabalho, alimentação inadequada, condições desfavoráveis de trânsito e transportes, horário inadequado de saída do trabalho e atividades profissionais após o expediente, que comprometem a chegada do estudante na instituição de ensino, sua condição física, de estudo, em função de atrasos constantes, perda de aulas e provas. De acordo com os estudantes pesquisados, este dia-a-dia afeta suas atividades de sala de aula, de pesquisa, de aprendizagem e de socialização na instituição. Após as aulas, as restrições de transportes para a residência e a exposição do estudante à crescente violência social urbana, complementam o cenário diário. A pesquisa apontou também que, as políticas públicas e as diretrizes das instituições de ensino para os cursos noturnos ignoram as dificuldades deste entorno em suas normas, regulamentos... / The conduct of university courses at night in Brazil is significant, where this scheduling option is used by more that 60% of undergraduate students. In order to discuss if the surrounding education (issues in the areas of transportation, traffic, public safety and labor law) affects the student day-by-day and can influences the student’s physical and psychological state upon arrival for their studies, it was developed a quantitative and qualitative research conducted with 340 students who attend night classes at three private institutions located in São Paulo State (one in São Paulo city, other institution in a city placed in Campinas region and another one in a city located in Araçatuba neighborhood). Interviews were done with some courses coordinators from those institutions and representative of Safety Public Secretary from São Paulo State. The results show common challenges applicable to students researched: high incidence of students who work (86%), long workdays, inadequate diet, traffic and transportation difficulties, workdays ending at a late hour, and professional activities after the normal workday all negatively impact the student’s development considering late arrives, missing classes and exams. According to students researched this scenario affects learning activities in classes, researches in libraries, laboratories usage and social integration aspects too. After class, limited transportation and exposure to rising urban violence add to these challenges. The research points also that university guidelines surrounding classes conducted at night ignore this environment in the setting of rules, regulations and teaching strategies, creating a gap between “inside-the-wall” thinking at universities and the reality “outside-the-wall”. These towns stand out regionally by the intermediary role that they assume in the urban network in São Paulo, as well as their prominence in the trade and service sectors. There is also evidence, however, of historical negligence of the state regarding the provision of high quality public services. The new dynamics of the Brazilian economy, bringing new demands for productivity and versatility of workers, makes it imperative to improve the quality of public services directed to the expanded reproduction of the workforce and, among these, the public transportation. This work intends to study the uses of Information Technology, its application and results as subsidy for planning and management of public transportation of passangers, predominantly fulfilled by bus. The basic hypothesis of this work is that the technological resources available are not used or are used inadequately by the managers and operators of the public transportation. The work invastigates what is known by quality on public transportation in literature and how it is conceived by the agents envolved: costumers, operators, managers and the community in general. This works shows, still, the basic concepts of Intelligent Transportation Systems, and the details and analysis of applications on public transportation, in special those regarding resources in Information Technology. The details of a survey that aimed to identify which technological resources are used by the organ managers of public transportation, in many city in Brazil, and that should be able to turn in improvements of quality of the system, completed the work. The result of this survey indicated that, even though there is a range of technologies available, the use of this potential is very small, and contributes little for the improvements of quality of the public transportation. / Os sistemas de transportes públicos dispõem de modernas tecnologias capazes de melhorar o desempenho da operação, o conforto e a segurança dos usuários. Este trabalho pretende estudar o problema do uso da Tecnologia da Informação, sua aplicação, e seus resultados como subsídio para o gerenciamento e planejamento do transporte público de passageiros, predominantemente realizado por ônibus. A hipótese básica do presente trabalho é de que os recursos tecnológicos disponíveis não são utilizados, ou são utilizados inadequadamente, pelos gestores e operadores do transporte público. O trabalho investiga o que se entende por qualidade no transporte público na literatura, e como é percebida pelos agentes envolvidos: usuários, operadores, gestores e a comunidade em geral. O trabalho apresenta, ainda, os conceitos básicos dos Sistemas Inteligentes de Transportes, e os detalhamentos e análises das aplicações no transporte público, em especial os referentes aos recursos da Tecnologia da Informação. O detalhamento de uma pesquisa que visou identificar quais os recursos tecnológicos são utilizados pelos órgãos gestores do transporte público, em diversas cidades do Brasil, e que pudessem se traduzir em melhorias da qualidade do sistema, completaram o trabalho. O resultado da pesquisa indicou que, embora exista uma gama de tecnologias disponíveis, a utilização desse potencial é muito pequeno, e pouco contribuem para a melhoria da qualidade do transporte público.

This strong link appears as a result to the availability of services and trades that are installed in the traditional center, in addition to the existence of a significant number of residences there are installed. To the extent that these centers are saturated, due to the high number of vehicles, whether of the individual transport, collective transport, the accessibility is reducing and new centers are being formed. There is then the need to plan the transport network of medium-sized cities aiming to meet these changes of urban space. However, without the full knowledge of the urban space in the study, and without the lifting of the transport network, object of the study, it will be not possible to plan new guidelines for the network. This work, intended, from the new tools of urban planning, identify and compare the centrality obtained with the network public transportation existing, verifying some inconsistencies existing in the network. As tools, was applied the methodology for the identification of centralities proposed by Kneib (2014), which is based on the Delphi’s tool combined with spatial analysis; and subsequently centrality identified were analyzed in conjunction with the transport network, from the tools of Geographic Information Systems - GIS. The city in study was Annapolis, which is located in the state of Goiás. This city has, according to estimates of IBGE (2015) 366.491 in habitants, therefore classified as average city. As the result of investigations, emphasized that the centrality of identification is a process that has made it possible to establish in a city, other locals that resembled to the main center - and that attract many trips - which can contribute to identify and develop guidelines for improvement of network public transportation, due to the close relationship between transport and the use and occupation of the soil. / O espaço urbano de cidades de médio porte possui uma forte ligação com o seu centro tradicional e, portanto, existe uma tendência para que os sistemas de transporte façam suas viagens sempre convergentes aos centros. Esta forte ligação aparece em decorrência da disponibilidade dos serviços e comércios que se encontram instalados nos centro tradicionais, além da existência de um número significativo de residências que lá se encontram instaladas. A medida que estes centros ficam saturados, em razão do alto índice de veículos, seja do transporte individual, seja do transporte coletivo, a acessibilidade vai reduzindo e novos centros vão se formando. Verifica-se portanto a necessidade de planejar a rede de transporte de cidades de médio porte objetivando atender essas alterações do espaço urbano. Entretanto, sem o conhecimento pleno do espaço urbano em estudo, e sem o levantamento da rede de transporte, objeto do estudo, não será possível planejar novas diretrizes para a rede. Este trabalho, pretendeu, a partir de novas ferramenta de planejamento urbano, identificar e comparar as centralidades obtidas com a rede de transporte público coletivo existente, verificando assim algumas inconsistências existentes na rede. Como ferramentas, aplicou-se a metodologia de identificação de centralidades proposta por Kneib (2014), que baseia-se na ferramenta Delphi aliada à análise espacial; e posteriormente as centralidades identificadas foram analisadas em conjunto com a rede de transportes, a partir de ferramentas dos Sistemas de Informação Geográfica – SIG. A cidade em estudo foi Anápolis, localizada no estado de Goiás. Esta cidade possui, segundo estimativa do IBGE (2015) 366.491 habitantes, portanto classificada como cidade média. Como resultados das investigações, destacou-se que a identificação de centralidades é um processo que possibilitou estabelecer em uma cidade, outros locais que se assemelhassem ao centro principal - e que atraem muitas viagens - o que pode contribuir para identificar e potencializar diretrizes para melhoria da rede de transporte coletivo, devido à relação de proximidade entre transportes e uso e ocupação do solo.
