In this context, is considered that challenges faced by municipalities reach even more complexity when they are inserted in metropolitan regions. This problematic grow worse through factors such as the excessive use of automobiles, as well as the lack of integrated planning and management that prioritize displacements by public transport and that establish balanced guidelines of land use and occupation. Therefore, is research uses indicator to analyze the dynamics of accessibility between municipalities of metropolitan regions. Based on the conceptual and theoretical deepening about the metropolitan context, accessibility and its principles, this work focused on the public transport systems. / Esta pesquisa se insere no contexto da importância da acessibilidade para o desenvolvimento das regiões metropolitanas. Considera-se que os desafios enfrentados pelos municípios atingem ainda maior complexidade quando estes estão inseridos em regiões metropolitanas. Contribuem para o agravamento desta problemática fatores como o uso excessivo de automóveis, bem como a falta de planejamentos e gestões integradas que priorizem deslocamentos por transporte público e que estabeleçam diretrizes equilibradas de uso e ocupação do solo. Sendo assim, esta pesquisa se utiliza de indicadores para analisar a dinâmica da acessibilidade entre municípios de RMs. Baseado no aprofundamento teórico conceitual sobre o contexto metropolitano, a acessibilidade e seus princípios, este trabalho teve como foco os sistemas de transporte público coletivo.

A presente dissertação de mestrado consiste em um estudo de caso das contratações das parcerias público-privadas (PPPs) das Linhas 4 e 6 de metrô em São Paulo. A partir do estudo indutivo realizado, buscou-se compreender como os instrumentos jurídicos são efetivamente utilizados para viabilizar o provimento de uma atividade de interesse público para a população; a evolução institucional ocorrida no processo de aprendizagem de utilização dessas ferramentas; e o papel desempenhado pelas empresas estatais nesse novo cenário. Para tanto, o texto constrói a evolução das formas de concessão de serviços públicos e situa no plano histórico o surgimento e a adoção das PPPs como indicativos de uma nova forma de atuação estatal na economia. O estudo de caso foi elaborado a partir de análise documental e construção de narrativas, por entrevistas semiestruturadas, dos atores envolvidos nos processos de contratação das Linhas 4 e 6. A observação empírica revelou que as empresas estatais cumprem um papel fundamental na criação de arranjos institucionais funcionais para a viabilização dos empreendimentos conjuntos, exercendo uma função coordenação público-privada e promovendo aprendizado institucional. Também observou-se que complexos arranjos contratuais são utilizados como forma de separar as obrigações contratuais de demandas políticas, insulando os direitos do concessionário de alterações posteriores. Isso ficou evidente, especialmente, no tocante à diferenciação entre tarifa política e tarifa contratual, às garantias de pagamento de contraprestação e aporte e ao sistema de pagamentos de tarifas. Os resultados obtidos a longo dessa pesquisa acrescem ao conjunto de estudos que apontam para a inadequação de medidas institucionais de tamanho único para o desenvolvimento (teoria das dotações institucionais). A experiência indica que as PPPs estudadas foram bem-sucedidas justamente porque foram construídas a partir de soluções e arranjos institucionais específicos ao contexto em que estavam inseridas, levando em consideração as limitações e as potencialidades do direito local. Desse modo, a pesquisa conclui pela existência de um modelo brasileiro de PPPs que envolve, necessariamente, intermediação de empresas estatais na construção de arranjos institucionais cooperativos entre os atores públicos e privados. / This thesis is the written product of a case study of São Paulos Metro Lines 4 and 6 public-private partnerships contracts. The objectives of this empirical study were to fully understand how: the legal tools are handled in order to provide a public service to the people; the institutional development in the process of learning the use of these tools; and the role played by state-owned enterprises in this new context. In order to do so, the text builds on the historical evolution of state concessions and the emergence of PPPs as indicators of a new way of State intervention in the economy. The case study was made using documental analysis and the building of narratives, through interviews with the main actors in the processes of contracting out the services of metro. The empirical observation revealed that state-owned enterprises play a significant role in the making of functional institutional arrangements necessary to the existence and function of joint enterprises, working as a coordinator of the public-private relationship and promoting institutional learning. Also, it was noted that complex contractual arrangements are used as a way of detaching contractual obligations from political demands, insulating concessionarys rights from ulterior changes. This was evidenced, specially, by the description of the contractual differentiation of tariffs (political vs contractual), also by the structure of the counterparts warrantees, and by the payment system that was created. The results from this research add to the growing literature that points out the inadequacy of one size fits all institutional changes in order to promote development. The reported experience indicates that the PPP contracts were well succeeded precisely because they were built on context-specific solution and institutional arrangements, that took into account the limitations and potentialities of the local legal system. In this sense, the research shows the existence of a Brazilian model of PPP contracts that involves, necessarily, the intermediation of state-owned enterprises in the formation of cooperative institutional arrangements between public and private actors.

Move! Bringing Urban Public Transportation towards Sustainability

Today’s societal development is not sustainable. The transportation sector has the potential role to be a tremendous lever for sustainability due to its central position in the societal structure as well as for the current unsustainable trends that occur in this system. Recommendations to public transportation providers were made by highlighting the main existing gaps between the current transportation system and an envisioned future transportation system that could exist in a sustainable society. To highlight these gaps, multiple perspectives were considered. These perspectives were enabled by e.g. User Journey Maps at the individual level and a holistic perspective over the broader urban transport system. The premise is that in order to increase use rates of public transportation, there is a need to better assess and address urban travellers' needs when commuting. For providers to have a strategic, stepwise approach and to be able to bring the public transportation system towards sustainability, the authors recommended that public transportation providers prioritize and implement future actions aligned with the three prioritization questions presented at the strategic level of the Framework for Strategic Sustainable Development and by defining a criterion that would emphasize that the users’ needs of importance highlighted in the study are fulfilled.

Optimerad lokalisering av stationer i hyrcykelsystem : En GIS-baserad multikriterieanalys över Gävle

De senaste årens krav på hållbarhet, har tillsammans med en önskan att göra städerna renare, tystare och mer tillgängliga, resulterat i att cykeln kommit att prioriteras inom samhällsplaneringen. I syfte att främja en hållbar stadsutveckling och uppmuntra fler människor att cykla har allt fler städer valt att upprätta hyrcykelsystem. En av dessa städer är Gävle som under våren 2016 genomför en pilotstudie för att undersöka möjligheten att införa ett regionalt hyrcykelsystem riktat till pendlare. Syftet med denna studie är därför att applicera en metod för att optimera lokaliseringen av cykelstationer i ett hyrcykelsystem i Gävle. För att uppnå detta har en GIS-baserad multikriterieanalys (MKA) upprättats. Multikriterieanalysen resulterade i att ett antal platser pekades ut som lämpliga för etablering av hyrcykelsstationer. Genom vidare analys och diskussion av resultatet prioriterades antalet platser ned ytterligare. Detta mynnade ut i en rekommendation över de två lämpligaste platserna i Gävle för etablering av hyrcykelstationer. Dessa platser är Södermalm och Rådhustorget. / The desire to make our cities cleaner, quieter and more accessible has given the bicycle a higher priority in urban planning in recent years. In order to promote sustainable urban development and encourage people to cycle an increasing number of cities have chosen to set up bike-share systems. During the spring of 2016 the city of Gävle is conducting a pilot study to examine the possibility of introducing a bike-share system. The purpose of this study is therefore to apply a method to optimize the location of bike stations in a bike-share system in Gävle. To achieve this, a GIS-based multi-criteria analysis (MCA) was established. The MCA resulted in a number of sites identified as suitable for the establishment of bike-share stations. Through further analysis and discussion the number of stations was prioritized even further. This resulted in a recommendation of the two most suitable locations for establishment of bike-share stations in Gävle. These places are Södermalm and Rådhustorget.

Kollektivtrafikknutpunkter i Göteborg ur ett genusperspektiv / Public transportation hubs in Gothenburg, Sweden, from a gender perspective

This paper will examine two public transportation hubs, as examples of public space, in Gothenburg, Sweden, from a gender perspective by investigate how gender equality is discussed in planning processes of hubs and to explore how hubs are used and perceived by men and women. The thesis has a qualitative and hermeneutic approach, with semi-structured interviews with key persons from the planning processes, and site observations and interviews with men and women using the hubs as the main data gathering methods. In the planning processes for the two cases the ambition was to create hubs that were welcoming for everyone, from a theoretical point of view this ambition could be dangerous from a gender perspective since a planning for everyone often leads to a planning for the man. In order to create hubs for everyone there was a focus for creating safety and increase accessibility for the disabled during the planning processes. The observations and the interviews on site shows that the hubs could be viewed as gender equal since the hubs were open to both men and women to use, but the hubs could also be viewed as not gender equal since women felt unsafe. The analysis shows that the social interaction on site is a crucial factor when defining a place as gender equal or not. The social interaction can be understood by gender contract. One conclusion is that there is a need for discussions about gender and its effect on experiences of public space, where gender contract is problematized. It will otherwise be hard to understand and change the interaction and the gender inequality will risk to consolidate.

Multimodal Transit and a New Civic Architecture

We live in an age defined by the automobile and its infrastructure. This paradigm of movement has shaped how we live our lives, and the urban frameworks we inhabit. Cars as a form of transportation damage the environment and engender unsustainable lifestyles. They also create anti-social spaces with the infrastructure they require, and therefore their success is inverse to that of the pedestrian experience. I seek to adapt this transit paradigm with a more flexible and resilient multimodal system. My work focuses on reinvigorating a rail line in central Massachusetts and designing a modular station system that can serve as a new kind of civic architecture. The station grows and shrinks between towns of different sizes, and over time. It slots into existing communities with little disruption, and is programmatically fluid and diverse, such that an array of stakeholders become invested in its success. It also presents as a new type of civic architecture; a building that represents a larger system, while also maintaining its place in local communities.

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. Given the substantial potential for time savings in that future year, recommendations are made to create the appropriate policy and infrastructure environment for the program.

Sustainable public transportation: quantifying the benefits of sustainable Bus Rapid Transit systems

Transportation in densely populated areas is becoming increasingly problematic. Congestion, air pollution, accident-related fatalities and time wasted in traffic are only a few of issues associated urban transportation. Personal transportation is expected to increase by 63% total, where car traffic is expected to increase by 67% and railway traffic – by 80% during the period from 2006 to 2050. With that kind of dynamic, reaching the currently set sustainability goals is impossible. This raises the need for introducing sustainable public transportation solutions. Defining sustainability in the context of public transportation and taking into account the case-specific differences that affect the definition is an important step in this process. Quantification and the use of calculation tools for sustainability impact assessment are important for discussing the subject in concretized terms. Public transportation involves a multitude of stakeholders that each have their own responsibility areas. Since public transportation systems are ultimately a collective effort, every stakeholder has to partake in this endeavor on their corresponding level of responsibility. Socioeconomic criteria are an integral part of sustainability impact analysis, since it puts technical transport-related calculations into a broader context that goes beyond the transport sector. This is a qualitative applied study of Scania’s efforts in developing calculation models to facilitate leading the dialogue by providing quantitative evidence during the early stages of their solution sales process. In this report, the methodology for sustainability impact assessment, traffic planning and socioeconomic calculations are studied and applied on the case of Scania, where a holistic calculation tool is developed for the company. Bus Rapid Transit systems have been proven to be effective, sustainable solutions of public transportation in several regions. The vehicle fleet is an important component within the BRT system, which is why calculation tools for analysis of sustainability impacts of BRT systems have high strategic significance for Scania. By providing quantitative evidence of the benefits of sustainable public transportation, the company is going to be able to gain additional market shares while simultaneously promoting sustainable urban public transportation. / Transport i tätbefolkade områden blir alltmer problematiskt. Trängsel, luftföroreningar, olycksrelaterade dödsfall och tid bortslösad i trafiken är bara några av de typiska problemen som medföljer modern stadstrafik. Personlig transporter förväntas öka med 63% totalt, där biltrafiken förväntas öka med 67% och järnvägstrafiken - med 80% under perioden från 2006 till 2050. Om den typen av dynamik fortsätter, är det omöjligt att nå de i dagsläget satta hållbarhetsmålen. Detta skapar ett behov av att införa hållbara kollektivtrafiklösningar. Att definiera hållbarhet inom kollektivtrafiksammanhanget med hänsyn till fallspecifika aspekter som påverkar definitionen är ett viktigt steg i denna process. Kvantifiering och användning av beräkningsverktyg för att göra hållbarhetsbedömningar är viktiga för att diskutera ämnet i konkretiserade termer. Transportsektorn involverar en mängd aktörer som var och en har sina egna ansvarsområden. Eftersom kollektivtrafiksystem i slutändan definieras av samtliga aktörernas kollektiva insats, är det upp till varje aktör att engagera sig i processen på deras motsvarande ansvarsnivå. Samhällsekonomiska kriterier är en viktig del av hållbarhetskonsekvensbeskrivning, eftersom det sätter tekniska transportrelaterade beräkningar i ett bredare sammanhang som sträcker sig utöver transportsektorn. Detta är en kvalitativ tillämpad studie av Scanias arbete inom utveckling av beräkningsmodeller som ska underlätta att föra dialogen genom att tillhandahålla kvantitativa bevis i ett tidigt skede i försäljningsprocessen av kollektivtrafiklösningar. I denna rapport, är metodiken för hållbarhetskonsekvensbeskrivning, trafikplanering och samhällskonomiska beräkningar studerad och tillämpad på fallet Scania, där ett helhetsberäkningsverktyg har utvecklats för företaget. Bus Rapid Transit-system har visat sig vara effektiva och hållbara lösningar för kollektivtrafiken i flera regioner. Fordonsparken är en viktig komponent i BRT-systemet, vilket är anledningen till att beräkningsverktyg för analys av hållbarhetseffekterna av BRT-system har hög strategisk betydelse för Scania. Genom att uttrycka fördelarna med hållbar kollektivtrafik i kvantifierade termer kommer företaget att kunna få ytterligare marknadsandelar och samtidigt främja hållbar storstadskollektivtrafik.

Budoucnost řízení tramvajového vlaku s přechodem na autonomní technologie / The Future of Tram Driving towards Autonomous Technology

The text of the diploma thesis focuses on autonomous tram transportation in the context of Prague. The goal of this work is to map out Prague tram transportation and autonomous technology and then suggest its implementation in future service. The outcomes will bet hen projected into the role of a tram driver. The theoretical part consists of historical synthesis of tram transportation and the role of drivers and conductors. It introduces the current state of autonomous technology research for road vehicles, which provide inspiration for tram technology and also current pilot projects of autonomous trams in the world. The practical part includes a prognostic research with professionals with focus on the future of prague trams in the context of autonomy. Another research included observation of interaction between citizens and trams in the field. The outcomes of the research are projected with the background of the theoretical part into a concept of process of autonomous trams implementation for Prague. This process is then reflected from the point of view of tram drivers.

Řešení nových zastávek MHD v oblasti ulic Kounicovy a Veveří v Brně / New public transport stations at Kounicova, Veveří area in Brno

The diploma thesis solves construction of new public transport stops and relocation of tramway tracks route which follows new traffic organization in the area of Veveří, Šumavská, Kounicova and Nerudova streets in the city Brno. The project aims for an improvement of the public transportation level of service and of the quality of pedestrian routes in the area. The focus also lies on adjusting of routes of the private motorised transport with the goal of traffic calming in the Veveří street, on including cycling infrastructure into the plan and finally the emphasis is put on the overall improvement of the value of the area through urban planning. Part of the project are to one side public transport stops and tramway tracks and to the other side a planning of a park, defining of an area for building public amenities and planning a new underground car park on Akademické square. At the same time, the preservation of green space and of the character of tree avenues with their expansion is taken into consideration.
