Examining the Six-Party Talks Process on North Korea: Dynamic Interactions among the Principal States

This doctoral thesis aims to provide a comprehensive and historical analysis of foreign policy behaviour of the principal states involved in nuclear talks on North Korea known as the Six-Party Talks (SPT). Despite the failure in achieving a primary objective of denuclearizing North Korea, the SPT were believed to provide interesting and informative cases to investigate dynamic interactions among states engaged in security talks with different motives and interests. For a holistic approach to foreign policy analysis, the thesis adopts a newly introduced theoretical framework called Interactionist Role Theory (IRT) which integrates the levels of analysis from individuals to international system by incorporating the concept of ‘roles’. Based on IRT, the thesis examines what drove the concerned states’ foreign policy shifts; what kinds of discrepancies the states experienced between or among competing roles (role conflicts); how successful their deliberate policy implementations were (role-makings); and what structural effects their foreign policy decisions had on the overall Six-Party Talks process. The thesis findings support the IRT premise that it is critical to understand a state’s perceived ideal roles to accurately identify the state’s motives for actions regarding particular foreign policy issues. The prevalence of inter-role conflicts at the time of states’ role-makings evinces that the SPT as social constraints did exert competing role expectations that challenged the member states’ role conceptions. Above all, the sequential analysis of the SPT process clearly shows the mutual influence between the member states (agents) and the SPT (social structure), which implies successful multilateral negotiations require reciprocal relations among participating states where all parties’ desired roles (role conceptions) are mutually verified and affirmed. The thesis is deemed to give insightful messages to conventional foreign policy readings that predominantly view the nuclear drama in the Northeast Asia region from a binary focus of US-DPRK mutual deterrence. / The full text has been embargoed.

Объектом исследования является общественная безопасность региона в условиях общества риска. Предмет исследования – управление социально-демографической безопасностью региона в условиях общества риска. Цель работы заключается в изучении социально-демографической безопасности региона в контексте общественной безопасности в условиях общества риска, оценке состояния социально-демографический безопасности и разработке рекомендаций, направленных на совершенствование системы управления социально-демографической безопасностью в Свердловской области. В работе раскрыта сущность риск-ориентированного подхода в управлении общественной безопасностью через призму теории общества риска, проведен анализ нормативно-правового регулирования социально-демографической и общественной безопасности; с помощью метода анализа статистических данных и экспертного интервью был составлен перечень угроз социально-демографической безопасности региона; проведена оценка социально-демографического положения Свердловской области; проанализирована система управления региональной общественной безопасностью; идентифицированы основные угрозы социально-демографический безопасности региона; составлен перечень критериев социально-демографической безопасности в системе общественной безопасности; предложен проект по созданию Межведомственного совета по обеспечению социально-демографической безопасности Свердловской области. / The object of the research is the public safety of the region under the conditions of a risk society. The subject of the research is the management of the socio-demographic security of the region in a risk society. The purpose of the work is to study the socio-demographic security of the region in the context of public security in a society at risk, assess the state of socio-demographic security and develop recommendations aimed at improving the management system of socio-demographic security in the Sverdlovsk region. The paper reveals the essence of the risk-oriented approach in public security management through the prism of the theory of risk society, analyzes the legal regulation of socio-demographic and public security; using the method of analysis of statistical data and expert interviews, a list of threats to the socio-demographic security of the region was compiled; an assessment of the socio-demographic situation of the Sverdlovsk region was carried out; analyzed the management system of regional public security; identified the main threats to the socio-demographic security of the region; compiled a list of criteria for social and demographic security in the public security system; a project was proposed for the creation of an Interdepartmental Council for ensuring the social and demographic security of the Sverdlovsk region.

Security concerns: Nigeria's peacekeeping efforts in Liberia and Sierra Leone, 1990-1999

The essence of this thesis is to explore the role of Nigeria, West Africa's hegemon, in the intervention efforts by the Economic Community of West African states (ECOWAS) through its Cease-fire Monitoring Group (ECOMOG) in both Liberia (1990-1997) and Sierra Leone (1993-2000). While the thesis has sought to understand the leading role played by Nigeria in first establishing the ECOWAS and being the primus motor for its functions, I have also attempted to analyse the rationalities for the transformation of ECOWAS from a purely economic integrative scheme to a security organisation. While the economic agendas for ECOWAS have not changed, the argument in this thesis is that security related issues and realities have taken precedence over the original economistic agendas. One of the thesis' major arguments is that the nature of results attained in both Liberia and Sierra Leone are different because of (a) the leadership role of Nigeria and (b) the nature of international responses and contributions to the resolution of these conflicts. In the thesis, I argue that in the Liberian case, Nigeria took a more domineering leadership role albeit tinged with the characteristics of the actions of a benevolent hegemon. Here, Nigeria through different processes either through leadership, consensus-seeking processes and dialogue managed to get other ECOWAS states to coalesce around its leadership. However, in Sierra Leone, Nigeria's leadership role was not permitted to unfold. The resultant effect was the shift from NIFAG to ECOMOG and eventually "rekindling hatred" of these troops as UN troops. This thesis has pointed to the utility of sub-regional organisations in resolving conflicts and demonstrates the need for further study. / Political Science / DLITT ET PHIL (INT POL)

The expansion of these groups throughout the region, and its accountability for the growth of violence in big cities have been prompting the adoption of not only domestic measures, but also international ones, which consequently involves both Central American authorities and institutions from other countries, such as the United States. Based on this finding, it is questioned, in this research, what the interest of the United States is in combating street gangs out of its borders, considering that this is commonly seen as a public security problem concerning the state in which territory such groups operate. Through the hypothetical-deductive method, and by the consultation with official reports and other American governmental sources besides the specific literature on gangs in the Northern Triangle and on the recent history and current context of the region , at least four hypothesis are tested, which refer to the United States possible perception that the gangs I) are (or are willing to be) tied to groups seen as terrorists; II) have a significant participation on the international illicit drug trade, even in collaboration with great cartels of the region; III) are transnational organized crime groups, capable of coordinating crimes on American soil with their peers established there; and that IV) the violence concerning gangs in El Salvador, Guatemala and Honduras feeds migratory fluxes (including the migration of mareros and pandilleros) from these countries towards the United States, something which would not be desired by the latter. Discussions on new and newest wars, in the context of the expansion of the International Security Studies, are adopted as the theoretical framework, especially in reference to the performance of states in the combat of non-traditional threats / Maras e pandillas são termos usualmente empregados em El Salvador, Guatemala e Honduras que, juntos, compõem o chamado Triângulo Norte da América Central em referência a gangues de rua, cujos membros são tradicionalmente jovens (e, em sua maioria, do sexo masculino) e compartilham de uma identidade comum, o que pode incluir desde o uso de formas de comunicação e expressão cultural específicas (entre gírias, gestos corporais, tatuagens, grafites em muros e ritmos musicais) até a aplicação de rigorosas normas de conduta. A expansão desses grupos pela região e sua responsabilização pela escalada da violência nas grandes cidades têm incitado a adoção de medidas não só domésticas, mas, também, internacionais, envolvendo, por conseguinte, tanto autoridades centro-americanas como instituições de outros países, como os Estados Unidos. Com base nessa constatação, questiona-se, nesta pesquisa, qual é o interesse dos Estados Unidos em atuar no combate a gangues de rua fora de suas fronteiras, considerando que isso é comumente visto como um problema de segurança pública do Estado em cujo território tais grupos operam. Através do método hipotético-dedutivo e a partir da consulta a relatórios oficiais e outras fontes do governo estadunidense além da literatura específica sobre as gangues no Triângulo Norte e sobre a história recente e contexto atual da região , testam-se ao menos quatro hipóteses, que se referem à possível percepção dos Estados Unidos de que as gangues I) têm ou almejam ter vínculos com grupos tidos como terroristas; II) atuam de forma expressiva no tráfico internacional de drogas, inclusive em cooperação com grandes cartéis da região; III) são grupos transnacionais do crime organizado, capazes de coordenar delitos em solo estadunidense com seus pares lá estabelecidos; e que IV) a violência concernente às gangues em El Salvador, Guatemala e Honduras fomenta fluxos migratórios (inclusive de mareros e pandilleros) desses países em direção aos Estados Unidos, algo indesejado pelos últimos. Certains avaient avancée majeure dans l'intégration, comme l'Union européenne. Mais le point est qu'il avancé plus d'efforts ont eu un programme de sécurité et de coopération en matière de défense, et économique. Cette recherche vise à comprendre comment les arrangements de coopération dans les équipements aéronautiques de la défense peuvent influencer l'intégration régionale et de tirer des conclusions applicables à Unasur. Nous commençons donc à la question de savoir comment les différents modèles de coopération dans le développement de l'impact des avions militaires sur le processus d'intégration régionale? Nous croyons que la coopération dans le développement des équipements des avions militaires, de la création d'une chaîne d'approvisionnement régionalisé a la capacité de contribuer à une meilleure relation entre les membres de l'UNASUR, surmonter les obstacles et les visions déformées qui entravent le processus d'intégration régionale. Pour cela, la recherche sera structurée autour de la politique comparée, appuyée par d'autres théories actuelles des relations internationales. Dans ce cas, nous allons examiner les leçons qui peuvent être tirées de l'élaboration de programmes européens, avec les combattants F-104 et Panavia Tornado. Vous thèse sera structuré en quatre chapitres: d'abord sur la question de la coopération de la défense, à la fois l'aspect conceptuel et théorique, que le biais pratique, avec le débat sur le régionalisme. Après, dans la deuxième partie, avec une analyse de l'industrie de l'aviation et de sa réflexion en tant que puissance dans le système international. Dans la troisième partie, nous analysons les programmes F-104 et Tornado et contribué au processus d'intégration en Europe. Enfin, dans la quatrième partie, je discute comment les leçons des programmes analysés dans le chapitre 3, peuvent être appliquées dans le cas de l'UNASUR, mettant l'accent sur l'ingérence des pouvoirs et des points de vue extérieurs sur la coopération entre les membres du bloc. / No cenário internacional do pós Segunda Guerra Mundial, surgiram vários esforços de cooperação e integração regional em todo o mundo. Esta pesquisa tem como objetivo, compreender como os arranjos cooperativos em material aeronáutico de defesa podem influenciar na integração regional e extrair inferências aplicáveis à Unasul. Logo, partimos da pergunta de, como diferentes modelos de cooperação no desenvolvimento de aeronaves militares impactam no processo de integração regional? We believe that cooperation in the development of military aircraft equipment, from the creation of a regionalized supply chain has the ability to contribute to a better relationship between the members of UNASUR, overcoming barriers and distorted views that hinder the process of regional integration. For this, the research will be structured around the Comparative Politics, supported by other current theories of International Relations. In this case, we will examine the lessons that can be learned from the development of European programs, with the F-104 and Panavia Tornado fighters. You thesis will be structured in four chapters: first on the issue of defense cooperation, both the conceptual and theoretical aspect, as the practical bias, with the debate on regionalism. Following, in part two, with an analysis of the aviation industry and its reflection as power in the international system. In part three, we analyze the F-104 programs and Tornado and contributed to the process of integration in Europe. Pensamos que a cooperação no desenvolvimento de material aeronáutico militar, a partir da criação de uma cadeia produtiva regionalizada tem a capacidade de contribuir para uma melhor relação entre os membros da UNASUL, superando os entraves e visões distorcidas que dificultam o processo de integração regional. Para isso, a pesquisa se estruturará entorno da Política Comparada, apoiado por outras correntes teóricas das Relações Internacionais. No caso, iremos analisar as lições que podem ser aprendidas com o desenvolvimento dos programas europeus, com os caças F-104 e Panavia Tornado. Está tese se estruturará em quatro capítulos: inicialmente sobre a questão da cooperação em defesa, tanto pelo aspecto conceitual e teórico, como pelo viés pratico, com o debate sobre regionalismo. Seguindo, na parte dois, com uma analise da indústria aeronáutica e do seu reflexo como poder no sistema internacional. Na parte três, analiso os programas F-104 e Tornado e como contribuíram no processo de integração na Europa. Finalizando, na parte quatro, debato como as lições dos programas analisados no capitulo 3, podem ser aplicados no caso da Unasul, ressaltando a interferência de potencias externas e as visões sobre cooperação entre os membros do bloco. / Post international scenario Second World War, there were several efforts of regional cooperation and integration in the world. Some had major advance in integration, such as the European Union. But the point is that it advanced more efforts had a security agenda and cooperation in defense, and economic. This research aims to understand how cooperative arrangements in defense aircraft equipment can influence regional integration and draw inferences applicable to Unasur. So we start with the question of how different models of cooperation in the development of military aircraft impact on the regional integration process? We believe that cooperation in the development of military aircraft equipment, from the creation of a regionalized supply chain has the ability to contribute to a better relationship between the members of UNASUR, overcoming barriers and distorted views that hinder the process of regional integration. For this, the research will be structured around the Comparative Politics, supported by other current theories of International Relations. In this case, we will examine the lessons that can be learned from the development of European programs, with the F-104 and Panavia Tornado fighters. You thesis will be structured in four chapters: first on the issue of defense cooperation, both the conceptual and theoretical aspect, as the practical bias, with the debate on regionalism. Following, in part two, with an analysis of the aviation industry and its reflection as power in the international system. In part three, we analyze the F-104 programs and Tornado and contributed to the process of integration in Europe. Finally, in part four, I discuss how the lessons of the programs analyzed in Chapter 3, can be applied in the case of UNASUR, emphasizing the interference of external powers and views on cooperation between members of the bloc.

La crédibilité de la Commaunauté Economique des Etats d'Afrique de l'Ouest (CEDEAO) dans sa quête de la paix et de la sécurité / The credibility of Economic Community of West African States in its search of peace and security

La Communauté Economique des Etats d’Afrique de l’Ouest est une organisation internationale qui s’est très tôt impliquée dans le maintien de la paix et de la sécurité. Elle a entrepris des interventions militaires dans certains Etats ouest-africains, comme le Libéria, la Sierra Léone, la Guinée Bissau, dans les années 1990. A partir de 1999, la CEDEAO a procédé à une réorientation stratégique en matière de sécurité. Celle-ci s’est manifestée par l’adoption d’un nouveau mécanisme de sécurité visant à placer l’individu au cœur des préoccupations sécuritaires. Le nouvel objectif de la CEDEAO est de réaliser la sécurité humaine au profit des citoyens ouest-africains. Il se trouve que la réalisation de la sécurité humaine nécessite des moyens économiques et financiers, or les Etats ouest-africains sont parmi les plus pauvres du monde. Aussi, depuis l’adoption du nouveau mécanisme de sécurité, la CEDEAO rencontre de plus en plus de difficultés à concrétiser les nobles recommandations et principes contenus dans son ordonnancement juridique, dans un contexte marqué par l’accroissement des menaces militaires contemporaines et des menaces non militaires.Après plus de 30 ans d’expériences dans le processus d’intégration, n’est t-il pas désormais évident que la réussite de l’organisation dans le maintien de la paix et de la sécurité est intimement liée au progrès accompli dans l’intégration économique ? La faiblesse des perspectives économiques des Etats de la CEDEAO n’appelle-t-elle pas à modifier la stratégie d’intégration de la CEDEAO ? L’adoption du fédéralisme à l’échelle ouest-africaine ne peut-elle pas constituer une voie salvatrice pour la CEDEAO ? / The Economic Community of West Africa is an international organization that was involved very early in the peacekeeping and security. It undertook military intervention in some West African states, like Liberia, Sierra Leone, and Guinea Bissau. In 1999, ECOWAS has made a strategic shift in security. This was manifested by the adoption of a new security mechanism to place the human at the heart of security concerns. The new objective of ECOWAS is to achieve human security for the citizens of West Africa. It turns out that the realization of human security requires economic and financial means, or the West African states are among the poorest in the world. Also, since the adoption of the new security mechanism, ECOWAS meeting more and more difficult to achieve the noble principles and recommendations contained in its legal system, in a context of increased of contemporary military and non military threats. After over 30 years of experience in the integration process, is there not now clear that the success of the organization in peacekeeping and security is closely linked to progress in the economic integration? The weak economic outlook states of ECOWAS calls does not change the strategy of integration of ECOWAS? The adoptions of federalism across West Africa cannot it be a way of salvation for ECOWAS?

Vliv dekomkratizace na Tchaj-wanu na čínsko-tchajwanské vztahy a na prospekt sjednocení celé Číny / The influence of the Taiwan's democratization on the cross-strait relations and on the prospect for completion of the Chinese unification

In my master thesis I analyze the influence of Taiwan's democratization on Cross- Strait relations. The thesis is structurally divided into three main periods: the pre- democratization period, democratization period and the period since the first power alternation in Taiwan. The first chapter analyzes the emergence of the Cross-Strait issue, the period of the Japanese colonization, the Post-Second World War Period, the Chinese Civil War and Cold War period until second half 80s. It points out the main external and internal factors, which influenced the Cross- Strait relations development and also the development of both Chinese states. The subject of the second chapter is the Taiwan's democratization and its internal and external leverage. Based on A. Przeworski's Theory of Games I am comparing the Taiwan's democratization to the Tiananmen incident. At the end of the second chapter I am comparing political system and regime of both Chinese states and I am pointing out salience of Taiwan for China. The final chapter examines the period of the first power alternation in Taiwan and how it influenced the Cross- Strait relations. It analyzes the issue of Taiwanese identity and sovereignty.
