從個人年金保險的消費行為探討企業年金中個人相對提撥 / A Study on Consumption Behavior of Annuity Insurance: Lessons for Employee's Contribution of Enterprise Annuity

民國94年7月1日開始施行的勞工退休金條例,是政府近年來對勞工退休規劃的重要施政政策,依據此條例規定,員工超過二百人以上的企業,多了企業年金保險的選項可供選擇。而依據第14條第三款規定,勞工得在其每月工資百分之六範圍內,自願另行提繳退休金。勞工自願提繳部份,得自當年度個人綜合所得稅總額中全數扣除。本研究開始之時適逢勞退新制實施之初,並無企業年金中個人相對提撥之實際資料,因此藉分析個人年金保險保戶之屬性及對年金保險消費型態之探討,推論企業年金中選擇自願提繳之個人因素,供各界參考。 本研究整理與回顧國內外相關之職業退休金制度,並探討OECD各國企業年金的運作方式,以及國內年金市場的結構與產品。在實証模型上,則利用線性迴歸模型(OLS),分析影響年金保險保額的原因,並利用間斷性機率模型Probit Model 探討影響傳統型年金保險或投資型年金保險的因素。 / The Labor Pension Act, one of the major policies for the labor retirement planning of the R.O.C. government, was officially put into practice on July 1st, 2005. Based on the regulation of the Act, companies with more than 200 employees will have the Annuity Insurance as alternatives. According to the Article 14 -3 of the Act, a worker may voluntarily contribute per month, up to 6% of his/her monthly wages to his/her pension fund account. The full amount of the voluntary pension contribution made by a worker may be deducted from the worker's taxable income in the year concerned. Therefore, this research intends to analysis between the attributions and consumption behaviors of the employees joining in the policy of the Annuity Insurance, and then generalizes the factors why the workers choose the voluntary pension contribution policy. In this research, I would compare the pension policies used in different countries, look into the ways that the OECD are running their Enterprise Annuity policies, and evaluate the various pension policies. By using the real diagnosis Model, I would use the OLS to analysis the influences over Annuity Insurance Insured value and then use the Probit Model to explore the influences over traditional Annuity Insurance and the Investment Annuity Insurance.

The aim of the paper is to analyze changes in the attitude of governments and major political actors towards seniors as a specific social group; their interests, quality of life, and projected dignity. The paper describes political ideologies, retirement systems, and pension plans. It aims to capture the perceptions of the life needs and human dignity of seniors that underscore major decisions, and to explain how these perceptions have changed in the past decade. How sensivitity to basic ethical principles has evolved and how these principles have been permeated by purpose-rational expectations (political influence, economic prosperity). The paper tries to describe the prospects of applying ethical principles in current political practice in relation to seniors and to addressing their needs.

現行公務人員退休制度之研究-公平及管理層面之分析 / Civil Servants’ Retirement System-An Equity and Management Perspectives

針對各國普遍面臨人口結構逐漸老化、退休人口增加問題,世界銀行曾提出應建立至少三層保障的養老制度之呼籲;而我國迄今尚未建構出一套全面性之老年經濟生活安全保障制度,現有退休制度係依國民職業身分作為區分基礎。近幾年政府財政日趨惡化,加以國內經濟景氣不佳,失業率節節升高,公務人員由於工作與薪資相對較為穩定,其退休給付亦較完備;因此,遂引起各界對公務人員退休給付及其條件之合理及公平性的諸多討論。而公務人員退撫基金管理良窳,除攸關公務人員退休權益,亦牽涉政府最後給付責任,在政府可用資源相對減少下,如何防範政治力介入,暨因應現有制度與管理上的若干缺失,避免未來發生嚴重財務危機,均為本研究之重點。 本研究採取文獻探討、比較研究法,並輔以德菲爾法(Delphi Method)、問卷調查等方法,就公平及管理角度檢視現行公務人員退休制度所存在之缺失及具體改進之道。研究結果發現大多數受訪者認為我國對老年經濟生活安全之保障,與個人從事職業別有很大關聯;除軍公教人員以外之其他職域與非工資勞動者的老年經濟生活保障普遍不足,故在制度比較上常衍生出差別性待遇公平性問題;而退撫基金經營決策又常有政治力介入,特別是政經情勢不穩定時,除非逐漸民營化,政府僅擔任監督者角色,否則既使修法明定政府干預、挪用基金等限制條文,只要仍維持現行制度精神,由政府管理,便很難防範政治力介入該基金之實際運作。 基此,本研究提出下述幾點建議:1.政府應致力提升其他職域(身分)人員之老年經濟生活安全保障;2.公務人員請領月退休金年齡條件應予以延後,並適度降低現行給付水準;3.研議增訂彈性退休規定,並研酌展期年金及減額年金之可行性;4.宜朝向「確定給付制」兼採「確定提撥制」混合制方向發展,並逐步提高「確定提撥制」比例及採個人退休金帳戶制;5.修法明確規範退撫基金提撥率之調整機制,以健全基金財務結構;6.宜逐步增加退撫基金國外投資配置比例;7.應研酌未達法定最低收益由國庫補足差額之規定,以免否對資產長期配置造成扭曲;8.對於有價證券之投資應改採市價法評價,以反映基金資產真實價值;9.加強退撫基金財務資訊公開,以利全體投保人之監督;10.現行基金管理與監理組織,可研酌精簡合併為一獨立專業監理機關。11.修法使退撫基金經營管理趨向私有化與自由化。 / To confront the ever growing ageing trend and consequent retirement tide, the World Bank has contended three pillars of old age security over the past few years. The ROC government, however, has not yet launched a national pension scheme to ensure the elderly economic security so far although the Plan has been worked out for some time. The country is currently adopting a retirement system based on people’s occupation. Civil servants all along enjoy relatively sound and stabilized retirement benefits even under the aggravating financial difficulties and the economy recession. Together with the increasing unemployment rate, this phenomenon has augmented a great deal of discussion with regard to its fairness. In addition, since the government has played significant role in terms of Pension Fund Management, how to prevent political intervention and avoid mismanagement particularly during economic crisis certainly deserve close scrutiny. In light of the aforementioned, this study, based on literature review, survey, and Delphi, focuses on the fairness and management perspectives of the existing pension system for civil servants. It is found that most interviewees agree that civil servants comparatively enjoy better retirement benefits than the rest of the population since the current pension system has been designed on occupational basis. It is further observed by the interviewees that political intervention does exist in terms of Pension Fund Management especially during economic recession. It is thus harbored that perhaps only through “privatization”, such intervention can come to its stop. The study, among other things, suggests the followings: 1.A national pension scheme covering all people is required. 2.Postponing the age of receiving annuity from the current 50 to a later age and reasonably cutting off some civil servants’ pension benefits need to be addressed. 3.Adding flexibility to current civil servants’ retirement system is worth pondering. 4.Working out a system blending together “defined benefit” and “defined contribution” in which the proportion of “defined contribution” should be gradually enlarged. Thoughts with regard to “individual account” should also be studied. 5.Adjusting the insurance fee for pension fund is necessary in order to ensure financial viability. 6.Bigger proportion of pension funds’ overseas investment should be allowed. 7.Investment in securities should be evaluated with market price to reflect the actual value of fund assets. 8.Pension funds management report should be released to the general public for supervision. 9.Professional pension fund supervision mechanism has to be established. 10.Law provisions as to privatize and liberalize the pension fund need to be worked out.

公部門職業選擇:以公共服務動機做為調節變項 / Choosing Public Sector as a Career:The Moderation Effect of Public Service Motivation

本研究主要探討考生或公共行政相關系所及一般大學高年級學生(大學三、四或研究生)在目前社會氛圍下,影響其報考公職意願之因素,經以公務人員工作保障、公務人員形象、公務人員年金改革方案接受程度等為自變項,公務門職業選擇意願為依變項,公共服務動機為調節變項,瞭解其報考公職的關鍵因素。本次以立意抽樣及便利抽驗方式並搭配網路等方式選取樣本。 研究發現公務人員的工作穩定仍是民眾報考公職的重要因素、公務人員的正面形象有助於提升報考意願以及瞭解年金改革方案甚至認同政府改革方向之考生,會提升其報考意願。經將公共服務動機及公務人員年金改革方案接受程度以其次構面分析,發現對制定國家公共政策有興趣、喜歡分享公共政策看法的人或因制定政策而使他人獲得利益而產生成就感者,則其公部門職業選擇意願越高;具有公共利益承諾高的受測者而言,即對制定公共政策有興趣者或喜歡與他人分享公共政策看法者,會增強其接受公務人員年金改革方案的程度;對認為職責優先於個人或願意承擔個人損失去幫助他人的人而言,在公務人員年金改革方案接受程度對公部門職業選擇意願造成影響之情形下,自我犧牲高者,更認同年金改革方案,反之不認同。 本研究認為相關單位在建立公務人員執業之形象上,可透過考試科目與職系說明書裡的工作內容做對照分析,考試制度除了筆試之外,可加入面試或心理測驗,以瞭解報考公職者之報考動機,有助於拔擢真正有意願從事公職服務或真正具有專業能力的人,並開辦與業務相關之專業訓練課程,提升公務人員業務能力,以營造公務人員專業形象。建議後續者針對公務人員年金改革對公部門職業選擇進行實務研究。 / This study mainly explores factors that influence potential public servants’ willingness to choose public services as their career with the current social ethos. Job security and quality of public work, image of public servants, and acceptance of the civil service retirement system reform are adopted as the independent variable. In addition, public service motivation (PSM) is hypothesized as a moderator variable between the previous independent variables and public career intention. Purposive and convenience sampling, along with the use of online survey, are conducted in this study to collect data. As a result, the study demonstrates that the stability of civil service remains the most important factor for the career choice. The positive image of public servants would help to improve the willingness to apply for public service. Also, people who understand or even agree with the public pension reform would increasingly attempt to work in the public sector. Through analyzing the PSM dimensions and the degree of acceptance of civil service retirement system reform, it is also found that those who are interested in formulating public policies or sharing their viewpoints would be more likely to choose public service as a career. Those who have the higher public interest commitment, interested in developing public policy or sharing with others, would enhance their acceptance of civil service retirement system reform program. For those taking the public precedence over the individuals, or those willing to take personal loss to help others, the higher the self-sacrifice, the higher degree of their acceptance to the public pension reform, and vice versa. The research results imply that the government could establish the career image of civil servants through the comparative analysis of national examination subjects and job contents. In addition to written examinations, the government could introduce face-to-face interviews or psychological tests to understand potential public servants’ PSM and select those who are actually willing to engage in public service or have professional competence. Moreover, proper training courses should be provided to help public servants enhance professional capacity and build professional image of civil servants. Future studies may aim for practical research on the influence of the civil service retirement system reform on the intention of choosing a public service career.

The most characteristic feature of the demographic development in the Czech Republic and other developed countries is population ageing. The aim of the thesis "The process and rate of disability among seniors" was to determine the extent to which disability interferes with the lives of the seniors and to map the development, progress and conditions of the pension system. After an introductory overview of basic concepts, a part of the thesis deals with a theoretical analysis of the European framework of social security of seniors and another part is concerned with the reform of disability pensions in the Czech Republic. The focus is also on the forms of care for disabled pensioners. The empirical part analyzes the areas related to the development of population structure, administrative agenda, overview of pensions according to the WHO diagnosis groups, total overview of disability pensions, the development of the structure of pensions, financing of pension administration, and the average age of retired people. The economic side is also included, where pensions are compared with average salary and also the economic activity of seniors.
