Visuotinės kokybės vadybos elementų taikymas Lietuvos viešajame sektoriuje lyginant su kitomis Vakarų Europos šalimis pradėtas gana neseniai. Dėl viešojo sektoriaus veiklos specifiškumo šių elementų diegimas yra gana sudėtingas procesas, tačiau diegti inovacijas padedančias tobulinti veiklą, didinti efektyvumą bei gerinti vartotojų aptarnavimą neišvengiamai reikalauja nuolat kintantys klientų poreikiai. Siekiant nustatyti Visuotinės kokybės vadybos raidą, dabartinį išsivystymo lygį bei poveikį viešojo sektoriaus modernizavimui išanalizuota Lietuvos ir užsienio autorių literatūra, dokumentai ir kiti šaltiniai. Magistro darbe aptariama Visuotinės kokybės vadybos (toliau VKV) samprata, išskiriami principai ir jų taikymas viešajame sektoriuje, pateikiama Lietuvos savivaldos sistema ir VKV taikymo tendencijos šiose institucijose, analizuojamos Bendrojo vertinimo modelio, kuris yra vienas iš populiariausių VKV metodų, pritaikymo vietos savivaldos institucijose galimybės. Šiame darbe buvo siekiama išanalizuoti VKV diegimo galimybes Šiaulių rajono savivaldybėje, ypatingą dėmesį skiriant Bendrajam vertinimo modeliui. Tyrimas atliktas Šiaulių rajono savivaldybės administracijoje, darbuotojams pateikiant anketą, sudarytą remiantis BVM ir naudojant interviu. Tyrimo metu paaiškėjo, kad šioje institucijoje yra VKV elementų diegimo apraiškos, tačiau oficialiai nediegiamas nei vienas VKV metodas. Due to the specificity of public sector’s activities the installation of these elements is rather a complicated process; however, constantly increasing clients’ needs inevitably demand to install innovations that would help to develop activities, increase efficiency and improve consumers’ service. In order to determine the evolution, present level of development of GQM and its impact upon the modernization of public sector we have analysed the works of Lithuanian and foreign authors, documents and other sources. This master thesis describes the conception of GQM, in addition, principles of general quality management and their application in public sector are distinguished, Lithuanian self-government system and tendencies of application of GQM in these institutions are presented, opportunities of application places of general evaluation model, which is one of the most popular methods of GQM, in local self-government institutions are analysed. The aim of the thesis: to design the model of the consulting process of the preparation of development plans of municipalities and recommendations for the improvement of the advisory process of the preparation of development plans of municipalities. Tasks: 1. To carry out the theoretical analysis of the organisation of the development plan designing process and establish the main problems of practical designing as well as the defects of the organisation of this process; 2. To analyse the theoretical methods of consultation organisation and their place in the preparation of municipal development plans; 3. To carry out the analysis of the advisory process of the preparation of municipal development plans; 4. By employing a questionnaire survey, to find out the opinion of representatives from municipalities on the issues of consultations on the preparation of strategic development plans; 5. The aim of the thesis: to define a concept of direct people participation and find out a variety of it's forms, to measure local government's impact of direct citizenry participation level n municipalities of Lithuania, to identify the main problems of direct participation and suggest the solutions of the problems. The principal concepts and forms of direct participation are defined by analyzing gathered scientific literature, experience of foreign countries and the survey's data.

Didėjant urbanizacijos mastams, būtina akcentuoti darnų miestų vystymąsi. Dažniausiai literatūroje nagrinėjami ekologiško ir kompaktiško miestų modeliai. Analizė atskleidžia, jog pagrindiniai jų principai yra mišrios paskirties žemės naudojimas, išvystytas visuomeninis transportas bei dviračių takai, didelis tankumas, viešųjų erdvių prieinamumas, gamtos resursų išsaugojimas, ekonominis, socialinis ir ekologinis stabilumas. Baigiamajame darbe nagrinėjami šie du miestų modeliai, socialiniai veiksniai bei nurodoma monitoringo svarba planuojant miesto plėtros tendencijas. Elektrėnų savivaldybės pavyzdžiu išskiriami situacijos vertinimo indikatoriai, naudojami bendrajame savivaldybės plane. Baigiamajame darbe išanalizuoti pagrindiniai principai ir išskirti pagrindiniai subalansuotos plėtros įvertinimo kriterijai, bei nustatyta, kad galima išsami miesto subalansuotumo analizė kombinuojant išskirtus kriterijus. / With increasing the scale of urbanization, it is necessary to focus on sustainable development of the city. The ecological and compact models of the city are common issue in the literature. Main principles of these models are mixed land use, good quality of public transport and opportunity for bicycling, high density, access of public spaces, and conservation of natural resources, economical, ecological and social stability. There are distinguished indicators of state evaluation of Elektrenai municipality as an example. The article examines two urban models, social factors and the importance of monitoring in the urban planning process. In the article, basic principles are analyzed and main sustainable development evaluation criteria are emphasized.
