Bakalauro baigiamajame darbe nagrinėjama Lietuvos Respublikos savivaldybių komunikacija Lietuvoje ir pasaulyje populiariausiame socialiniame tinkle „Facebook“. Savivaldybė šio tyrimo rėmuose traktuojama kaip teritoriškai determinuota bendruomenė ir kaip vietos valdžios organas. Ataskaitoje pristatomo tyrimo problema išreiškiama klausimais „Kokia yra viešojo administravimo institucijų komunikacijos socialiniuose tinkluose specifika? Kokia yra Lietuvos Respublikos savivaldybių komunikacijos socialiniame tinkle „Facebook“ bendroji situacija, turinys, struktūra?“. Teorinėje darbo dalyje atskleidžiama socialinių medijų ir socialinių tinklų specifika, viešojo administravimo institucijų komunikacijos socialiniuose tinkluose tikslai. Daromi apibendrinimai, kad: viešojo administravimo institucijų komunikacija socialiniuose tinkluose turėtų būti paprasta ir aiški; pranešimai turėtų būti orientuoti į lakoniškumą, patrauklumą (vaizdais ir žodžiais), optimalų dažnumą; jeigu savivaldybė per soc. tinklus sugebėtų pati apimti didelę auditoriją, ji turėtų tinkamą įrankį įvaizdžio vadybai. Empiriniame tyrime taikytas kiekybinės-kokybinės turinio analizės metodas. Tam sukurtas tyrimo instrumentas, skirtas fiksuoti komunikacijos dažnumą, naudojamas priemones, nagrinėjamas temas. Municipality in this research is handled as a territorially determined unit as well as a local government‘s body. The scientific problem of the thesis is expressed with these questions: „What is the particularity of communication on social networking sites in public administration institutions? What are general situation, content, structure of Lithuania‘s municipalities communication on Facebook?“. Theoretical part of the thesis reveals particularity of social media and social networking sites; reveals public administration institutions goals of communication on social networking sites. Summing-up that: public administration institutions communication on social networking sites should be plain and simple; posts should be oriented to laconism, attraction (visual and verbal), optimal frequency; if municipality itself were able to cover large audience on social networking sites, it would have suitable image management tool. These thesis focus on one of the most problematic fields of the governance of local authorities – the control system of local governments‘ and the most important figure in this system – the municipality controller‘s institution. This work aims to analyse the municipality controller‘s instituttion and to present an in depth and systematic analysis of it‘s legal regulation and institutional development, problems and topicalities, concerning the controller‘s practise and functions. Another aspect of this research - is to describe the international and the EU standards, related to the external and internal audit, and to give examples of the experience of other European countries in the field of the municipality control.

The thesis describes the concept of municipality institutional structure. Historical development of local government, problems and urgent issues of local government after Ruling of the Constitutional Court of the Republic of Lithuania of 24 December 2002 after which many substantial changes have taken place in the local government structure, one very significant of them being separation of representation and executive institutions and delimitation of their functions, are discussed in this thesis. A summary of changing of institutional structure of Lithuanian municipalities during 1990-2006 is provided, three principal models applied during that period are shortly described and analyzed. New provisions of Law on Local Self-Government and Law on Public Service are compared. Analyzed problems in local government are related with status of director of administration, mayor, member of municipality board, establishment of municipality institutions and enterprises, right of the public servants to work in another positions. Procedure of direct elections of mayor, internal organizational structure of municipalities and other legal aspects of organization of their activity are analyzed, and some problems of legal regulation of activity of these institutions are overviewed. Magistro darbe tiriama elninių žvėrių populiacijos Jurbarko rajono savivaldybės teritorijoje. Darbo objektas – Jurbarko rajono savivaldybės teritorijos miškų elniniai žvėrys. Darbo tikslas – Įvertinti Jurbarko rajono savivaldybės teritorijojos elninių žvėrių populiacijų gausos ir tankio dinamiką, kokybę pagal ragus ir sumedžiojimo dinamiką. Darbo metodai – Žvėrių gausos ir sumedžiojimo duomenys paimti iš Aplinkos ministerijos oficialių ataskaitų. Elninių žvėrių vertinimo pagal atrankos grupes metodas. Leidinių, literatūros šaltinių analizės metodas, lyginamosios analizės metodas. Darbo rezultatai – Tyrimo metu nustatyta elninių žvėrių popukiacijos dinamika. Nuo 2008 iki 2011 metų briedžių populiacija padidėjo 32%, taurių elnių – 32%, stirnų – 29%. Visų trijų elninių žvėrių lyčių santykis atitinka mėsinės krypties medžioklės ūkio organizavimo principus. Briedžių populiacija nesudaro mažiausio leistino tankio, todėl medžioklė draudžiama, tauriųjų elnių populiacija viršija ekologinį tankį, todėl tikslinga jų gausą reguliuoti intensyviau, kad nebūtų padaryta didelė žala miškų ir žemės ūkiui, stirnų populiačija artėja prie ekologinio tankio ribos, todėl tikslinga gausą reguliuoti intensyviau. Per praėjusius keturis medžioklės sezonus sumedžiota santykinai daugiau atrankinių tauriųjų elnių patinų, o atrankinių stirninų sumedžiojimas padidėjo net 41%, nei prieš 10 metų. Tauriųjų elnių daugiausiai buvo sumedžiota 5–8 ragais, rugsėjo mėnesį, o stirninų daugiausiai buvo sumedžiota 3–5... Object of work– Deer animals of Jurbarkas district municipality forests. Aim of work– To evaluate dynamic of deer (Cervidae) populations abundance and density in Jurbarkas district municipality forests, quality by horns and entrapment’s dynamic. Research methods– Information of deer abundance and entrapment is collected from official reports of the Ministry of Environment. Deer animals‘ evulation method by selection groups. Publications, literature sources‘ analysis method, comparative analysis method. Results– It was found dynamic of deer animals populations. Population of moose raised by 32 %, red deer – 32 %, roe – 29 % since 2008 until 2011 years. Ratio of all three deer animals sex matches principles of meat hunting organization. Moose hunting is forbidden because of low population. Population of red deer exceeds ecological density so there is necessary to control more intensive to avoid damage in husbandry and forestry. Population of roes is near to the limit of ecological density so there is necessary to control more intensive. There were hunted more selective red deer males. Entrapment of roebucks was increased even by 41% during 10 years. Much of red deers were hunted with 5-8 horns in Septembers. Most of hunted roebucks had 3-5 horns and entrapment is almost identic every month of hunting season.

Ši tema aktuali, nes savivaldybė yra viena svarbiausių viešojo sektoriaus dalių, kurios veikla daro poveikį vietos gyventojams. Darbo problema - ar Druskininkų savivaldybės atstovai pakankamai komunikuoja su vietos gyventojais, ar strateginiai planai rengiami ir įgyvendinami kokybiškai, o jų rezultatai naudą vietos gyventojams? Strategic planning and the influence of communication on the results of activity is evaluated. This topic is actual as municipality is one of the most important parts of public sector, and its activities directly influence local inhabitants. The problem of the Paper is to determine whether the members of Druskininkai Municipality communicate enough with local people and if strategic plans are prepared and implemented qualitatively, thus giving benefit to local people. The aim of the Paper – to survey the activity of Druskininkai Municipality in the aspect of strategic planning and communication with local people and to evaluate the acquired results. Efektyvi nevyriausybinių jaunimo organizacijų veikla yra pilietinės visuomenės pagrindas ir vienas iš svarbiausių ramsčių, užtikrinančių demokratinės visuomenės išlikimą ateityje. Todėl šio darbo tikslas yra ištirti nevyriausybinių jaunimo organizacijų bendradarbiavimo su Lietuvos savivaldybėmis specifiką per Kauno miesto savivaldybės atvejo analizę. Pirmajame darbo skyriuje nagrinėjama „užsakovo (principalo) - vykdytojo“ teorija ir jos formavimosi principai. Taip pat analizuojamas teorijos pritaikymas valstybinių institucijų ir nevyriausybinių organizacijų bendradarbiavime. Antrajame skyriuje analizuojamos nevyriausybinių organizacijų (NVO) samprata. Jame pateikiami pagrindiniai NVO bruožai ir nagrinėjami jų teisinio statuso aspektai. Trečiajame darbo skyriuje analizuojamas nevyriausybinių organizacijų ir valdžios institucijų bendradarbiavimas. Therefore, the aim of this work is to explore a particularity of cooperation between the non-governmental youth organizations and municipalities in Lithuania through the case study of Kaunas City Municipality. The first chapter examines the “Customer (Principal) – Executor” theory and its principles of formation. It also analyzes the use of the theory in the cooperation between the non-governmental organizations and the state institutions. The second section examines the concept of non-governmental organizations (NGOs). The main features of NGOs and the aspects of their legal status are provided in this section. The third section examines the cooperation between NGOs and the governmental institutions. Summary Subject of this paper is workplace of employee of municipal department of economy. Main product of this paper is informational system (IS) intended for long term control of property of municipality and is related to preparation of documents concerning use of that property. Analysis and specifications concerning informational needs of municipal department of economy has been carried out. Similar systems (Sistema “BIUDŽETAS”, “Turtas”, “DEBETAS”, “ForFUND/Gov”) and methods of creating IS (creation of IS using cycle of existence of “waterfall”, method of prothotypes, JAD method, creating of IS using means of CASE) were analysed.
