Participação política no Conselho Municipal de Assistência Social de Franca/SP : desafios e perspectivas /

Entre elas, destaca-se a participação - visando o respeito às diferenças e às características sócio-territoriais locais. Essa participação engloba a transferência de poder de decisão, recursos, autonomia administrativa, entre outros. A participação da população, por meio de organizações representativas é fundamental na formulação das políticas de controle das ações, em todos os níveis. Os espaços privilegiados nos quais deve se efetivar essa participação são os Conselhos. Nesses espaços devem estar representados os usuários, as entidades, organizações de Assistência Social e os trabalhadores da área, eleitos em fóruns próprios. A efetivação deste sistema participativo do SUAS representa um desafio para todos, incluindo os Conselheiros do Conselho Municipal de Assistência Social de Franca/SP. Pretendemos, com esta pesquisa, investigar os desafios enfrentados pelos Conselheiros do Conselho Municipal de Assistência Social de Franca/SP no processo participação dos usuários na perspectiva da efetivação do Sistema Único de Assistência Social, compreendendo que a participação da população está diretamente relacionada com o contexto social, político, econômico, sem desconsiderar as especificidades que permeiam cada território, sua cultura; política; relações de poder; demandas sociais, entre outras / Abstract: The new National Policy of Social Assistance organizes Social Assistance according to the guidelines based on the Federal Constitution of 1988 and in the Organic Law of Social Assistance (OLSA), through the Single System of Social Assistance (SSSA). Among them is the participation - aimed at compliance with the differences and the socioeconomic characteristics local. Such participation involves the transfer of decision-making power, resources, administrative autonomy, among others. The participation of the people, by means of the representative organizations is fundamental in the formulation of policies for the control of the shares, at all levels. Privileged spaces in which must be accomplished this participation are the Councils. In These spaces should be represented the users, entities, organizations, Social Assistance and the workers of the area, elected in forums. O presente trabalho analisa a realidade da prática dos assistentes sociais nos serviços de saúde da Aeronáutica/RJ, tendo como referência o projeto ético - político profissional do Serviço Social expresso no Código de Ética do Assistente Social, na Lei n 8.662/1993 que regulamenta a profissão, bem como nas Diretrizes Curriculares da ABEPSS. O interesse em realizar este estudo em um espaço profissional, pouco debatido no meio acadêmico, define-se pela necessidade de uma investigação teórica que possibilite analisar, revelar e divulgar um segmento da categoria, muitas vezes desconhecido e estranho ao conjunto dos profissionais do Serviço Social. Entendemos que este estudo apresenta um caráter predominantemente exploratório. Para uma melhor compreensão do universo militar da Aeronáutica, tornou-se imprescindível, captarmos na realidade concreta, os limites e as possibilidades do movimento do real na sua historicidade. Para tanto, tivemos como alicerce o referencial teórico marxista crítico-dialético que possibilita ir para além da aparência dos fatos. É certo que uma instituição cujo funcionamento se aproxima do modelo de instituição fechada e conservadora, fundamentada nos princípios da hierarquia e da disciplina, sinalize, a priori, uma inviabilidade real de um projeto profissional emancipatório. Ao realizarmos uma análise dos depoimentos das assistentes sociais entrevistadas, buscamos considerar a cotidianidade da prática profissional, que revela presenças e ausências, aponta problemas imediatos desvela/oculta, caminhando do particular para o universal. Este estudo teve com lócus de investigação os Hospitais da Aeronáutica do Rio de Janeiro: HAAF, HCA e HFAG. Tem-se nesses espaços, uma atuação desafiante para aqueles profissionais que buscam romper com práticas burocráticas e conservadoras e que visam fortalecer práticas democráticas e coletivas de atendimento às demandas no contexto institucional. / This paper examines the reality of practice of social workers in the health services of the Air / RJ, with reference to the ethical-political project of professional social services, expressed in the Code of Professional Ethics, the Law which regulates the profession, and as guidelines for curriculum ABEPSS. The interest in performing this study in professional areas, little discussed in academic circles, defined by the need for theoretical research that enables analyze, develop and disseminate a segment of the class, often unknown and alien to all those working in Social Service. We believe that this study presents a predominantly exploratory nature. For a better understanding of the universe's military Air Force, it is essential to receive "in reality, the limits and possibilities of the real movement of its historicity. To this end, we had the foundation to the theoretical critical-Marxist dialectic that allows to go beyond the appearance of facts. It is true that an institution whose function is close to the model institution "closed", positivist and conservative, based on the principles of hierarchy and discipline, signal, a priori, an impossibility of a real professional emancipatory project. When we conduct an analysis of the statements of social workers interviewed, we tried to consider the everyday professional practice, which reveals presence and absence points to the immediate problems reveals / hides, moving from the particular to the universal. This study aimed to research the locus of the Air Force Hospital in Rio de Janeiro: HAAF, HCA and HFAG. Hodnocení pracovních podmínek zaměstnanci sociálních služeb pro seniory / Working Conditions of the Staff in Social Centres for Seniors

With life expactancy continuing to rise, more and more clients of social services are seniors. The quality od the care provided is closely associated with professional and pleasant staff attitude to clients. Senior social care is a highly demanding job for all workers taking care of clients´ well-being. This thesis is focused on working conditions in senior services facilities and their impact on staff job performance which affects directly clients´ perception of the care. The study was carried out in various facilities of the Pilsen region provided social services to seniors, e.g. senior homes, daily stationaries, day care centers, personal assistance, social welfare institutions, assisted living, rehabilitation facilities, residential long-term care, emergency assistance, social therapeutic activities for seniors and disabled and weekly stationaries. The work is aimed at identification of the moments which significantly affect working conditions. It studies which of them are accepted positively and which make job performance more difficult or even impossible to complete. To collect the data of the survey, the questionnaires were used. While 180 questionnnaires were distributed, only 134 of them were given back which means 74% return rate. The questions were focused on differences of working conditions between residence and field social workers, and the impact of further education and changes resulted from introducing quality standards for social care. The findings of the study will help identify and gradually improve working conditions of social care staff.

O exercício profissional do assistente social na política de educação em Aracaju/SE : um estudo de demandas e respostas sócio-profissionais

This study aimed to analyze the demands and responses socio- professional social worker in the area of education, in the city of Aracaju / SE. The object of study was the exercise professional in the way you expressed in this policy. Guided the dialectical method , research has owned exploratory and descriptive character, with qualitative and qualitative approach and used as instruments to literature and forms applied to fourteen (14) Social workers who work in education policy in Aracaju / SE at various levels education. Chapter I approached the discussion of education as social policy, to further relate it as a field of action for social assistance, conducting a raid on the constitution and configuration of social policy more broadly, in their relations with the capitalist mode of production especially in times of crisis, dialoguing with the demands and contradictions that it takes today. Chapter II addressed the determinants of the professional practice of social workers in general, inspiring its special education. Conducted a historical review of the appearance and functionality of the social work profession, showing changes in their requests, responses and characteristics as well as the demands and debates that circumscribes today, as part of its professional design. Have chapter III consisted of exposure and analysis of collected data, the light of the theoretical trajectory of the previous chapters, showing the following results: the socio- institutional context does not offer too many limitations on the exercise of professional social workers in education, in the opinion most professionals, despite the challenges, the practice of social workers is in accordance with the provisions of the basic laws of the profession and the educational area, the demands required by the institution to the social worker in school relate mostly to the warranty/expansion access and permanence beyond the implementation of programs and institutional projects, and also relevant way those intended for the adjustment of conduct; professional responses are well diversified, with the majority related to direct care and guidance to users and social assistance actions and socio; despite the difficulties, the articulation of theoretical and methodological dimensions, technical-operative and ethical-political can be materialized . / O estudo em questão teve como alicerce analisar as demandas e respostas socioprofissionais do assistente social na área de educação, no município de Aracaju/SE. Seu objeto de estudo consistiu sobre o exercício profissional na forma como se expressa em tal política. Pautada no método dialético, esta pesquisa possui caráter exploratório e descritivo, com abordagem quali-quantitativa, e utiliza como procedimentos metodológicos não só a revisão bibliográfica como a aplicação de formulários com 14 (quatorze) assistentes sociais que trabalham na política de educação em Aracaju/SE em diversos níveis de ensino. O capítulo I aborda o debate da educação enquanto política social, para posteriormente relacioná-la ao campo de atuação do assistente social, realizando uma incursão sobre a constituição e configurações da política social de forma mais abrangente, em suas relações com o modo de produção capitalista, principalmente nos contextos de crise, dialogando com as demandas e contradições que a mesma assume na atualidade. O capítulo II trata dos determinantes do exercício profissional do assistente social, de maneira geral, suscitando suas particularidades na educação. Realiza-se nesta etapa textual um resgate histórico do surgimento e funcionalidade da profissão de assistente social, mostrando as alterações nas suas requisições, características e respostas, bem como as demandas e debates que o circunscrevem na atualidade, no âmbito do seu projeto profissional. Já o capítulo III constitui-se da exposição e análise dos dados coletados, à luz do percurso teórico dos capítulos anteriores, mostrando como resultado as seguintes situações: o contexto socioinstitucional não oferece muitos limites ao exercício profissional do assistente social na educação, na opinião da maioria das profissionais; não obstante os desafios, a prática do assistente social está de acordo com o que preceituam as legislações básicas da profissão e da área educacional; as demandas requeridas pela instituição ao assistente social na escola relacionam-se, majoritariamente, à garantia/ampliação do acesso e da permanência, além da execução de programas e projetos institucionais e, de forma também relevante, àquelas voltadas ao ajustamento de condutas; as respostas profissionais são bem diversificadas, sendo a maioria relacionada com atendimento e orientação direta aos usuários e ações socioassistenciais e socioeducativas; apesar das dificuldades, a articulação das dimensões teórico-metodológica, técnico-operativa e ético-política consegue ser materializada.

O propósito considerado para a realização deste estudo foi o de verificar, a partir da compreensão das atuais características do mundo do trabalho contemporâneo e do trabalho do assistente social, como a precarização do trabalho se configura no exercício de suas atividades na política de assistência social. Nesse sentido, diante da análise acerca das transformações no mundo do trabalho e seus rebatimentos sobre a prática dos assistentes sociais, percebe-se que a discussão comumente fica restrita às manifestações mais evidentes do processo de precarização, como por exemplo: as condições para o exercício, a desregulamentação dos direitos dos trabalhadores, as fragilidades nos vínculos, a precariedade salarial, negligenciando as discussões relativas à saúde destes profissionais. Para a operacionalização da análise, optou-se pela pesquisa qualitativa, a partir de pesquisa bibliográfica, utilizando-se ainda entrevista semiestruturada, orientada por um roteiro indicativo das questões a serem feitas aos profissionais. A pesquisa foi realizada in loco, comdoze profissionais que atuam nos serviços de assistência social do município de Picos, que conta com 02 CRAS (Morada do Sol e Parque de Exposição), 01 CREAS e 01 Secretaria de Assistência Social, situados na zona urbana da cidade.O critério de inclusão utilizado foi o mesmo: possuir vínculo empregatício em umas das instituições pesquisadas, podendo ser este efetivo ou temporário. A partir dos dados coletados na pesquisa, identificou-se que há um expressivo avanço da precarização do trabalho do assistente social nesta política, corroborado pela fragilidade dos vínculos empregatícios, considerando que a forma de inserção predominante deste profissional junto a esta política se dá via indicação ou processo seletivo por tempo determinado. O estudo também demonstrou que em relação ao exercício deste trabalho, há uma acentuada situação de desgaste mental surgido a partir das demandas encontradas nos ambientes de trabalho, além da pressão e do assédio para o cumprimento de prazos. Os profissionais ainda apontaram que a insegurança, a insatisfação com o exercício das atividades e a falta de condições para exercê-las são elementos que interferem em sua saúde. / This thesis aims to analyze the conditions and labor relations of social workers that make up the ITS network in the city of Picos-PI, verifying the implications of this for the health professionals. The purpose considered for this study was to determine, from the understanding of the current characteristics of the contemporary world of work and the work of the social worker, as the precariousness of work is set in the exercise of their activities in social welfare policy. In this sense, on the analysis regarding the changes in the working world and their repercussions on the practice of social workers, it is clear that the discussion often is restricted the most obvious manifestations of the casualization process, such as: the conditions for the exercise , deregulation of workers' rights, the weaknesses in links, wage precariousness, neglecting the discussions on the health of these professionals. For its implementation, we chose the qualitative research, from literature, still using up semi-structured interviews, guided by an indicative roadmap of questions to ask the professionals. The survey was conducted on-site, with twelve professionals working in social care Peaks municipality services, which has 02 CRAS (Sunhome and Exhibition Park), 01 CREAS and 01 Department of Social Services, located in the urban area city. The inclusion criterion was the same have employment in one of the institutions surveyed, this may be permanent or temporary. From the data collected in the survey, it was identified that there is a significant advancement of the precariousness of the social worker working in this policy, supported by the weakness of employment relationships, whereas the predominant form of insertion of this professional with this policy is given via display or selection process for a specified time. The study also showed that in relation to the exercise of this work, there is a marked state of mental stress arising from the demands found in the workplace, as well as pressure and harassment for meeting deadlines. Professionals also pointed out that the uncertainty, dissatisfaction with the performance of activities and the lack of conditions to exercise them are elements that interfere with their health.

M.A. / Social Work is a multifaceted profession. One of the many tasks that a social worker must perform is to give evidence in a court of law as an expert witness. The Criminal Procedure Act, Act 51 of 1977, has been amended in respect of the child as witness. This Act now also makes provision for a social worker to act as intermediary to facilitate in criminal procedures where children, being exposed to substantial trauma and stress, are witnesses. The courts have started to implement this amendment and social workers are being requested to act as intermediaries in criminal proceedings. The social workers at the Child and Family Welfare Society Kempton Park, amongst others, were requested on several occasions to act as intermediaries without knowledge of the task to be performed. Due to a lack of knowledge and resources only the necessary report was submitted to the court requesting the appointment of an intermediary. Probation officers from the Department of Welfare were then requested to appear in court as intermediaries as they had the necessary knowledge and training. This research attempts to highlight what a social worker as intermediary, in criminal proceedings where children are witnesses, should do. The researcher had a preference to the qualitative methodology, as it appeals to the researcher's practical nature and the nature of the issue to be investigated as it is basic-explorative in nature. The legal position of the sexually abused child as witness in criminal proceedings is assessed in order to determine the consequences from several points of view. Criticism and obstacles in this regard and the procedures of operation, as included in the Report from the Law Commission with specific reference to the social worker as intermediary, are highlighted.

M.A. / A research study is undertaken with the aim of establishing what the attitudes and perceptions of supervisors and supervisees are regarding the rendering of cultural-sensitive supervision in social work. The aim of the study is to provide supervisors in social work with recommendations regarding the rendering of cultural-sensitive supervision. The amalgamation of organisations rendering social services has brought about multi-cultural and cross-cultural supervisional relationships that could be potentially problematic. The research process followed is the process identified by Mindel and McDonald in Grinnell (1993). The research process is initiated with a literature study on the concepts of supervision and cultural diversity. The research is limited to the Gauteng area and the study did not take place on a large scale due to the qualitative design utilised. An in-depth study is mader rather than a statistical analysis. Data collection takes place by means of semi-structured interviews with social work supervisors and self-administered questionnaires, completed by both supervisors and supervisees. The target group of the study is supervisors and supervisees employed by organisations which already render cross-cultural services. Results of the study indicate that supervisors and supervises generally don't experience problems in the rendering and receiving of cultural-sensitive supervision. Cultural sensitivity is perceived as being the acceptance of cultural factors such as background and values, as well as having a working knowledge of the cultural background, values attitudes etc. of the supervisees. Communication barriers seem to be the problem experienced by the majority of the participants of the study. It is recommended that supervisors receive further training in cultural-sensitive supervision and that cultural-sensitive supervision needs to focus on cultural values rather than biographical aspects such as race. Anthropology included in social work training, could address the need to enhance the knowledge base of social workers and supervisors, to the benefit of supervisor-supervisees relationships and thus the client system. Results and conclusions drawn from this study can not be generalised to the broader population of social workers and supervisors. Further research is needed to determine whether the perceptions and attitudes established in this study are the general perceptions and attitudes of social workers in South Africa.

The study was conducted to determine the current status and employment needs for therapeutic recreation personnel in selected agencies in the state of Texas. The study provided the first definitive information on therapeutic recreation manpower needs on a state-wide basis. The study determined the status of therapeutic recreation personnel and assisted in identifying projected training needs in the state of Texas. A survey was mailed to 114 Texas Department of Mental Health and Mental Retardation and parks and recreation agencies. Information was requested concerning General Agency Information, Recreation Services, Current Employment, Current Therapeutic Recreation Personnel, Projected Employment and Bilingual Employees and Client information.

Professionella samtal med barn i utsatta situationer : En kvalitativ studie om barnsammtal utifrån socialsekreterarens perspektiv

Studiens syfte är att studera socialsekreterares upplevelser av barnsamtal inom ramen för arbetet inom den sociala barnavården. Med detta innefattas att undersöka vilka centrala faktorer som socialarbetaren upplever är gemensamma i professionella barnsamtal, hur samtalen utformas och genomförs samt vilka hinder och möjligheter som kan uppkomma. Studiens empiriska material har införskaffats genom sex semistrukturerade intervjuer med socialsekreterare. Studien grundar sig på en kvalitativ metod. Studiens teoretiska referensram baseras på Haldor Øvreeide (2010), Ann-Christin Cederborg (2000) samt Greta Marie Skau (2007) och kommer att användas för att analysera studiens empiri. Resultatet visar att det finns centrala faktorer som har en betydande roll i professionella barnsamtal, en faktor var samtalets omständigheter samt skapa en relation. Studiens resultat visar också på att socialsekreteraren använder olika metoder som exempelvis tejping och verktyg som bland annat dockor i genomförandet av barnsamtal. Resultatet identifierar hinder och möjligheter i samtal med barn, ett hinder som lyftes fram av socialsekreterarna var situationer där barnet inte ville delta. En möjlighet är att en bra samtalsmiljö ger mer utförlig information om barnets situation utifrån barnets perspektiv. Vidare diskuteras studiens resultat med utgångspunkt från tidigare forskning samt studiens teoretiska referensram, vilket bekräftar i stor utsträckning det som socialsekreterarna framhävde för studiens resultat. / The purpose of the study is to study social workers' experiences of communicating with children within the frame of child protection work. This includes the key factors that social workers experience in professional communication with children, how the conversations are designed and implemented, as well as the obstacles and opportunities that may arise in communication with children. The study is based on a qualitative approach, as the purpose of the study is to investigate the social worker's own experience and experiences of communication with children ´s. The empirical material of the study has been acquired through six semi structured interviews with qualified social worker in a children and family. The result shows that there are key aspects that play an important role in professional communication with children, one aspect was the importance of the circumstances and the environment of the conversation. The study shows that the social secretary uses different methods and tools in the implementation of child talks. The result identifies obstacles and opportunities in communication with children, an obstacle raised by social workers was situations where the child did not want to participate and an opportunity is a good conversation environment. Furthermore, the results of the study are discussed based on previous research and theoretical reference framework, which largely confirms what the social worker emphasized for the outcome of the study.

"Man kan inte låta folk bo på gatan" : En kvalitativ studie om hur socialtjänsten arbetar för att hjälpa våldsutsatta kvinnor med boende / "You can not let people live on the street" : A qualitative study on how the social services work to help abused women with housing

The aim of this study is to investigate and understand how social workers in social services work with abused women in intimate partner relationships in order to accommodate housing and how they are limited in their efforts to arrange accommodation for these women. The study is conducted through semistructured interviews and I have interviewed six social workers which belongs to four equal municipalities around middle Sweden. Each social worker work with abused women but it may differ in how they work with these women depending on the organization structure. Interest has been in describing restrictions and contradictions that the social workers encounter when providing accommodation to abused women in intimate partner relationships. The result was analyzed on the basis of previous research, Michael Lipsky ́s and Johansson Roine ́s theory of street-level bureaucrats and Svensson, Johnsson & Laanemets concept of discretion. The result shows that the social workers' scope of action is limited by various factors, for instance the organizational limitations, laws and housing shortages.
