Impacto de medidas para estímulo ao uso da bicicleta em viagens ao trabalho : estudo de caso envolvendo funcionários da Companhia Riograndese de Saneamento

Diversos problemas de transporte, observados nas grandes metrópoles, têm sido mitigados com o aumento da capacidade da infraestrutura viária, voltada à circulação de veículos motorizados individuais. Com isso observa-se, atualmente, aumento dos congestionamentos, das poluições sonora e ambiental, mudanças climáticas e redução nos índices de atividade física da população. Uma alternativa encontrada por muitas cidades é a transformação de seu sistema viário em um local atrativo para utilização dos Modos Ativos de Transporte – realização de viagens a pé ou de bicicleta. Nesse sentido, a cidade de Porto Alegre desde 2010 vem aumentando a quantidade de ciclovias e ciclofaixas disponíveis. No entanto, a literatura indica que existem diversos outros fatores que influenciam na decisão por usar a bicicleta como modo de transporte, principalmente para os deslocamentos até o trabalho. Dessa forma, essa dissertação teve como objetivo avaliar o impacto que a implantação de vestiário, bicicletário, empréstimo de bicicletas, treinamento para trafegar de bicicleta e ciclovias disponíveis nas principais vias de Porto Alegre, causariam na probabilidade dos funcionários da Companhia Riograndense de Saneamento (CORSAN) utilizarem a bicicleta para realizar pelo menos dois deslocamentos por semana entre a sua casa e o trabalho. Para isso foi realizada uma Pesquisa de Preferência Declarada, incluindo essas variáveis e características socioeconômicas dos funcionários. A análise das medidas foi realizada utilizando o Modelo Logit Ordenado. Foi observado que o impacto da implantação das melhorias propostas possui magnitude maior que as características socioeconômicas das pessoas. Pessoas que atualmente utilizam o automóvel particular para seus deslocamentos diários são menos propensos à inclusão da bicicleta nos seus deslocamentos, assim como as que possuem filhos. A disponibilidade de vestiário com chuveiro e armário mostrou-se a variável mais importante para o estímulo do uso da bicicleta. A presença de um bicicletário interno e seguro, disponibilidade de bicicletas para empréstimo no local de trabalho e a presença de ciclovias no trajeto também apresentaram impactos significativos. O impacto da disponibilidade de treinamento para o uso de bicicleta foi significativamente menor que os observados nas outras variáveis. Considerando a viabilidade econômica e os benefícios observados, recomenda-se a implantação de vestiário e bicicletário, como medida de estímulo ao uso da bicicleta para os deslocamentos até o trabalho. / Most metropolitan areas mitigate transportation problems by increasing road infrastructure for motorized vehicles. This practice results in an increase in traffic congestion, noise and environmental pollution and reduction in the population’s physical activity levels. Many cities have tackled these externalities by transforming their road system into an attractive environment for Active Transport Modes - walking or cycling. As an example, the city of Porto Alegre has invested in the expansion of its cycling network since 2010. According to the literature, cycling infrastructure is one of the main factors that influence the use of bicycle for transportation, especially to work. The purpose of this thesis was to evaluate the impact of implementing different measures to improve the use of bicycle for commutes using as case study Companhia Riograndense de Saneamento (CORSAN). The evaluated measures included availability of changing rooms, cycle parking, bike sharing systems, training on bicycle use, and cycle paths. An Ordered Logit Model was estimated based onStated Preference data. The impact of the proposed measures has greater magnitude than employee’s socioeconomic characteristics. Individuals who currently use the private car for commute are less likely to use bicycles for those trips, as well as those with children. The availability of a changing room with shower and locker proved to be the most important variable to increase bicycle use among CORSAN employees. Cycle parking inside the building in a safe place, a bike sharing system and the presence of cycle paths along the way also had significant impacts. The impact of training availability for bicycle use was significantly lower, compared to other variables. This research also suggests that implementation of changing room and appropriate parking facilities for bicycles are affordable and important measures to promote the use of bicycle for commutes to work.

Sua aplicaÃÃo tem sido amplamente difundida na literatura para retratar a realidade de mercados de produtos e serviÃos no setor de transportes. Quando sÃo necessÃrios estudos de previsÃo de demanda, o modo mais adequado consiste na utilizaÃÃo conjunta de dados de preferÃncia declarada (PD) e preferÃncia revelada (PR). A combinaÃÃo destes dados fornece modelos estatisticamente mais consistentes do que aqueles estimados com dados puros de PD ou de PR. Dessa forma, o presente trabalho aplica uma metodologia baseada em modelos de escolha discreta com insumo de dados de PD e PR, chamada de GNVPREV, para analisar as preferÃncias dos usuÃrios de combustÃveis, enfocando o gÃs natural veicular - GNV, dentro de um contexto competitivo de um mercado de energÃticos veiculares. Esta anÃlise foi restrita aos usuÃrios de veÃculos leves - automÃveis, camionetas e caminhonetes - que utilizam a gasolina, o Ãlcool ou o prÃprio GNV. A metodologia GNVPREV foi aplicada para uma Ãrea de estudo constituÃda por uma parte do distrito sede do municÃpio de Caucaia, situado na RegiÃo Metropolitana de Fortaleza, Estado do CearÃ. O levantamento de dados a partir de questionÃrios de preferÃncia declarada e revelada, elaborados previamente, forneceu insumos para estimativas de funÃÃes de utilidade e obtenÃÃo de parÃmetros de elasticidade de demanda, trade-off entre alternativas e cenÃrios de previsÃo de demanda. Os resultados obtidos foram satisfatÃrios, dentro das limitaÃÃes dos dados primÃrios e secundÃrios, e confirmaram um melhor desempenho do modelo quando estimado com dados conjuntos de PD e PR.

Exploratory research was used to identify how Supply Logistic is recently being applied, and Stated Preference Techniques to determine the most important supply logistic attributes for the formation of the ideal scenery in this correlation. Mate s Industrial operations and productive regions were included, and a brief historical on this activity in Paraná State, as well as its recent position in this chain. The theoretical referential is based in the Business Logistic and the Supply Logistic considering these activities as strategic management tools in the search for the competitive edge. Stated Preference Techniques have been successfully used in the marketing and logistic areas as a way to evaluate hypothetical, although realistic, scenarios of the interviewer preferences on products and services. The choosing of this technique was important for the development of this work allowing comparison between real scenarios and wanted hypotheses. Results obtained can be considered meaningful since they demonstrate that Supply Logistic can be improved between suppliers and industries in which some attributes, determined as important in this relation by the Stated Preference Techniques such as the quantity of maté supplied and thickness of the stem, are not being met by the current scenario, and has interfered in the competitive capacity of the entire mate agro industry chain in the state. / Neste trabalho o objetivo foi analisar a Logística de Suprimento entre fornecedores e indústrias do sistema agroindustrial da erva-mate no Paraná, realizado com as indústrias cadastradas na FIEP- Federação das Indústrias do Estado do Paraná, ano 2005. Para tal, utilizou-se de pesquisa exploratória a fim de identificar como a Logística de Suprimento está atualmente sendo empregada e as técnicas de preferência declarada, para determinar os atributos logísticos de suprimentos mais importantes para a formação do cenário ideal nesta relação. Foram abordadas as regiões produtoras de erva-mate e as operações de industrialização, além de apresentar um breve histórico sobre esta atividade no Paraná, bem como seu atual cenário neste sistema. O referencial teórico fundamenta-se na Logística Empresarial e Logística de Suprimento, considerando estas atividades como ferramentas de gestão estratégica na busca pela vantagem competitiva. As técnicas de preferência declarada têm sido utilizadas com sucesso nas áreas de marketing e logística, como forma de avaliar cenários hipotéticos, porém realistas, das preferências dos entrevistados acerca de produtos e serviços. A escolha desta técnica foi importante para o desenvolvimento deste trabalho, possibilitando comparar os cenários reais com os hipotéticos desejáveis. Os resultados alcançados podem ser considerados significativos, pois demonstram que a Logística de Suprimento pode ser melhorada entre fornecedores e indústrias, na qual alguns atributos determinados como importantes nesta relação pelas técnicas de preferência declarada, como quantidade de erva-mate fornecida e espessura dos ramos não são atendidos satisfatoriamente pelo cenário atual, e tem interferido na capacidade competitiva de todo o sistema agroindustrial ervateiro do Estado.

Issues in Urban Travel Demand Modelling : ICT Implications and Trip timing choice

Travel demand forecasting is essential for many decisions, such as infrastructure investments and policy measures. Traditionally travel demand modelling has considered trip frequency, mode, destination and route choice. This thesis considers two other choice dimensions, hypothesised to have implications for travel demand forecasting. The first part investigates how the increased possibilities to overcome space that ICT (information and communication technology) provides, can be integrated in travel demand forecasting models. We find that possibilities of modelling substitution effects are limited, irrespective of data source and modelling approach. Telecommuting explains, however, a very small part of variation in work trip frequency. It is therefore not urgent to include effects from telecommuting in travel demand forecasting. The results indicate that telecommuting is a privilege for certain groups of employees, and we therefore expect that negative attitudes from management, job suitability and lack of equipment are important obstacles. We find also that company benefits can be obtained from telecommuting. No evidences that telecommuting gives rise to urban sprawl is, however, found. Hence, there is ground for promoting telecommuting from a societal, individual and company perspective. The second part develops a departure time choice model in a mixed logit framework. This model explains how travellers trade-off travel time, travel time variability, monetary and scheduling costs, when choosing departure time. We explicitly account for correlation in unobserved heterogeneity over repeated SP choices, which was fundamental for accurate estimation of the substitution pattern. Temporal constraints at destination are found to mainly restrict late arrival. Constraints at origin mainly restrict early departure. Sensitivity to travel time uncertainty depends on trip type and intended arrival time. Given appropriate input data and a calibrated dynamic assignment model, the model can be applied to forecast peak-spreading effects in congested networks. Combined stated preference (SP) and revealed preference (RP) data is used, which has provided an opportunity to compare observed and stated behaviour. Modelos y métodos avanzados para la logística del contenedor. Aplicación al Puerto de Valencia

[EN] Since its birth in the fifties, the maritime container has revolutionised freight international transport providing support to a global production system, marked by the industry offshoring looking for competitive advantages and the configuration of increasingly complex and global supply chains. Within this context, the container has gained a great importance becoming a basic logistic element in supply chains where it plays the role of a transport, production and distribution unit. The success of container is evident if we analyse the evolution of container port traffic, which has been growing at a pace of over 10 % surpassing 600 million TEU of traffic since 2012. The container is, therefore, a key element in global supply chains and container logistics is a field of work and study of enormous interest due to its impact in the efficiency of these supply chains, due to the cost incurred for the operating account of shipping companies and operators (cost which is transferred to the final user and has an impact in the price of the goods being transported), and due to the social and environmental cost associated to the externalities of transport derived from the management of the container fleet. Container logistics has to do with the efficient management of the container fleet, minimising the transport, warehousing and maintenance costs, and maximising the use of the equipment. In container logistics it is possible to categorise, generally, two different categories or levels depending on the geographical scope and the transport modes involved: The international level and the local or regional level. This thesis addresses container logistics at a local or regional level, insofar as in relation to the management of stock, transport and internal movements, trying to react and identify solutions to some of the problems currently facing the port-logistics sector. The research result allows, firstly, knowing in an integral and structured manner the complexity of maritime container logistics. Secondly, specific real problems are identified and addressed for its modelling and analysis that allows for contributing to the improvement of the current logistics system. The following specific problems are addressed: -Modal choice problems for the configuration of internal logistics corridors or chains for maritime container transport. -Problems locating networks of nodal infrastructures facilitating the logistics needs of maritime containers. -Problems related to the movements and management of empty maritime containers. The interest and the academic contribution of this thesis lies as much in the definition and modelling of the specific problems with a significant theoretical discussion, as the empirical application to a real environment and real situations. This has been possible due to the direct contact of the author with the port-logistics sector and the participation in many consultancy and research projects in the cluster of the port of Valencia and also at European and international level. The thesis is outlined as a collection of six scientific articles. The articles have been presented in the thesis in such a way as to follow a logical sequence and not in relation with the chronological order of their publication. / [ES] Desde su aparición en los años 50, el contenedor marítimo ha revoluciona-do el transporte internacional de mercancías dando soporte a un sistema global de producción, marcado por la multilocalización de las industrias en busca de ventajas competitivas y la configuración de cadenas de suministro cada vez más complejas y globales. En este contexto, el contenedor ha adquirido un gran protagonismo convirtiéndose en un elemento logístico básico en las cadenas de suministro en las que actúa como unidad de transporte, producción y distribución. El éxito del contenedor queda puesto de manifiesto al analizar la evolución del tráfico portuario de contenedores, que ha estado creciendo a ritmos superiores al 10 %, superando los 600 millones TEU desde 2012. El contenedor es, por tanto, un elemento clave de las cadenas de suministro globales y la logística del contenedor es un área de estudio y trabajo de enorme interés por el impacto que tiene en la eficiencia de dichas cadenas, por el coste que supone a navieras y operadores en sus cuentas de explotación (coste que se traslada al usuario final y repercute en el precio de las mercancías transportadas) y por el coste social y ambiental asociado a las externalidades del transporte derivadas de esta gestión de la flota de contenedores. La logística del contenedor tiene que ver con la gestión eficiente del parque de contenedores, minimizando los costes de transporte, almacenamiento y mantenimiento, y maximizando la utilización del equipo. En la logística del contenedor se pueden identificar, por lo general, dos categorías o niveles diferenciados en función del ámbito geográfico y de los modos de transporte implicados: El nivel internacional y el nivel local o regional. Este trabajo aborda la logística del contenedor a nivel regional o local, es decir, en lo relativo a la gestión del stock, transporte y movimientos interiores, tratando de dar respuesta y plantear soluciones a algunos de los problemas con los que se encuentra el sector logístico-portuario en la actualidad. El resultado de la investigación permite, en primer lugar, conocer de una forma integral y estructurada la complejidad de la logística del contenedor marítimo. En segundo lugar, se identifican y abordan problemas específicos reales para su modelización y análisis, que permiten contribuir a la mejora del sistema logístico actual. En concreto se abordan los siguientes problemas: -Problemas de elección modal en la configuración de las cadenas o corredores logísticos interiores en el transporte de contenedores marítimos. -Problemas de localización o vertebración de una red de infraestructuras nodales para atender las necesidades logísticas de los contenedores marítimos. -Problemas asociados a los movimientos en vacío y gestión de contenedores marítimos. A Stated Preference Study for Assessing Public Acceptance Towards Autonomous Vehicles

<div>Technology is rapidly transforming both vehicles and transportation systems. The nature of this transformation will depend on how fast the technology resulting from three related revolutions, those in automated, electric, and shared vehicles, will diffuse. At the same time, the ‘sharing’ economy is growing and affecting mobility in urban areas that includes additional travel alternatives, such as car-sharing services, ride-hailing services, bike-sharing services, and other micro-transit services. It is evident that to prepare for these large-scale operations involving autonomous vehicles (AVs), researchers and transportation professionals need the useful insights on people’s attitudes toward and on acceptance of AVs that can be gained through behavioral experiments. In addition to this, it is also important to understand how the deployment of AVs will impact vehicle ownership and mode choice decisions.</div><div><br></div><div>The goal of this dissertation is to assess the public acceptance of AVs and shared autonomous vehicles (SAVs) via a behavioral experiment (stated preference survey) and offer insights on the potential implications of AVs and SAVs on mode choices. The following four overarching research objectives were formulated: (a) identifying the factors influencing the behavioral intention to ride in AVs; (b) identifying the characteristics of the AV market segments; (c) evaluating the attributes impacting personal vehicle ownership decisions (i.e., decisions to postpone the purchase of a non-AV due to the emergence of AVs); and (d) assessing the factors affecting mode choice decisions after the emergence of autonomous ride-sharing services operated through AVs, and evaluating the corresponding value of travel time savings. The results of each part of the research framework are integrated in the last chapter of the dissertation in order to provide the final conclusions and recommendations of the study.</div><div><br></div><div>To achieve these research objectives, a survey of the general population was distributed online in a major urban area with an advanced multimodal transportation system and captive users of ride-sharing users (Chicago, Illinois) and in an urban area with a more automobile-oriented culture (Indianapolis, Indiana). The survey sample included 400 responses of adults, representative of age and gender on each area. </div><div><br></div><div>One of the contributions of this dissertation is a theoretical model to assess the behavioral intention to ride in AVs that includes components of the theory of Planned Behavior, the theory of Diffusion of Innovation and additional factors derived from the literature while evaluating possible interrelationships between these components. A more holistic approach along these lines can help explain whether the emerging AV technology can diffuse by identifying the factors and key determinants that influence the behavioral intention to ride in AVs. The market segmentation analysis can further provide knowledge of the socio-demographic characteristics of potential AV users and an accurate classification of these groups of potential users in terms of their willingness to ride in AVs. The findings can provide insights into perceptions of and attitudes toward AVs that can help transportation and urban planners, as well as original equipment manufacturers, to prepare for the deployment of AVs by designing marketing strategies to improve people’s perceptions of AVs and increase market penetration.</div><div><br></div><div>Moreover, this dissertation provides a well-documented and easy-to-use framework that can support both planning and policy decisions in urban areas in an era of emergent automated transportation technologies. In urban areas with advanced multimodal transportation networks, the framework can be applied to identify the impact attributes affecting shared mobility in urban settings. In urban areas with a more car-oriented culture, the framework can be applied to explore the potential impacts of the emergence of AVs on personal vehicle ownership patterns. Finally, the survey that was designed to fulfill the goal of this dissertation can be replicated and distributed in metropolitan areas outside the US with more advanced multimodal transportation systems or areas within the US with traditionally higher rates of affinity to innovativeness and areas where AVs have been pilot-tested in real-world road conditions.</div><div><br></div>

<p>Traffic is inevitably a major source of air pollution, particularly in urban areas. Efforts are made towards reducing emissions by improving vehicle and fuel technology and promoting alternative, sustainable modes of transportation. Although the emergence of EVs has shown capabilities of decreasing energy use and emissions levels, the EV market is developing slowly mainly due to drivers’ range anxiety and charging time. Electric roadways (ERs) have been proposed as a solution to overcome the concerns related to EVs by converting road segments into powered lanes where vehicles can be charged as they move along the roadway. This technology has the potential to increase driving range, decrease battery size and thus, lower the weight and the cost of EVs. In this context, exploring the challenging concept of ERs comes natural. </p> <p>Since data on the market acceptance and the environmental implications on this technology are limited to non-existent, this thesis has the following objectives: 1) identify the factors that affect the short- and long-term intention to use ERs, 2) estimate the level of adoption of the ER technology and identify characteristics of the market segments and 3) assess the impact of ERs on criteria pollutants and greenhouse gas emissions based on the market adoption results.</p> <p>To achieve these objectives, a survey of the general population in Los Angeles, California was conducted, gathering 600 responses representative of gender and age in the area. Los Angeles is considered a leader in electro-mobility and thus, a natural choice for the implementation of ERs. The short-or long-term intentions to drive on ERs and purchase an EV knowing about the availability of ERs were found to be correlated and thus, were modeled simultaneously using a bivariate ordered probit model. The compatibility of the ER technology with respondents’ lifestyle and needs, respondents’ tendency towards using sustainable forms of transportation, respondents’ innovativeness and perceived environmental benefits were among the most significant variables found to affect the short-term and long-term intention to use ERs.</p> <p>The level of adoption of the ER technology and corresponding market segments were identified using a combination of Principal Component Analysis (PCA) and Cluster Analysis. Three clusters emerged from the analysis: early adopters (48.5%), mid-adopters (27.67%) and late adopters (23.83%) that differed in terms of demographics and socioeconomic characteristics, travel and EV charging characteristics and level of awareness. </p> <p>The adoption levels found were then used to estimate the emissions change due to the implementation of the ERs by 2050. Using the California Air Resources Board’s (CARB) 2017 EMissions FACtor model (EMFAC). Two scenarios were examined considering light-duty vehicles (LDVs) in a specific corridor: “with” and “without electrification” scenarios. The results suggested that the ER technology for light-duty vehicles has the potential to provide emission reductions of 4 to 24%. A sensitivity analysis was also conducted to examine the effect of speed on the results.</p> <p>Turning to the practical implications, this thesis can provide a foundational framework for the evaluation of the ER technology in terms of environmental and economic viability and set the groundwork for future research. Ultimately, the short-term and long-term intention analysis can be used as a draft guide by state and local agencies and inform their strategic short- or long- range plans for mobility. By segmenting potential users, policy makers and transport operators can be informed about the main challenges regarding the promotion of the ER technology to distinct market segments and devise ways to accelerate its adoption. The findings from the impact analysis of ERs on criteria pollutants and greenhouse gases can also inform long-range transportation plans and existing regulations and policies in California and beyond.</p> <p> </p>

The appreciation of nature and landscape by tourism service providers and visitors in the Ore Mountains (Germany)

The paper presents empirical studies on the appreciation of nature and landscape in the Eastern Ore Mountains (Saxony, Germany) by tourism service providers (TSP) and visitors. Attractive landscape and experience of nature are the most important reasons to visit this region and to spend leisure time there. Particularly mountain meadows, raised bogs and mixed forests are highly appreciated. Deforestation, industrial development and the decline of biodiversity would reduce attractiveness for visitors. We also assessed whether the tourism sector is prepared to contribute to the funding of nature conservation and landscape management. Use of general tax revenues is favoured, but other modes would also be accepted, e.g. a nature tax. Willingness to pay (WTP) is ranging between €0.75 and €1.36 per guest per night by TSP, or between €1.06 and €2.73 per day by visitors. With respect to landscape preference and WTP we found in some cases significant differences among visitors, depending on region of residence, age and education level. A major part of the annual costs for nature conservation and landscape could be covered by public funds (taxes), if the results of the WTP approach were understood as a sign of societal demand and a call to action.

Les enquêtes préférences déclarées (EPD) reposent sur des mises en situation hypothétiques. Face à une situation de choix construite de toute pièce par l’analyste, chaque répondant doit déclarer le choix qu’il ferait s’il y était confronté en réalité. Chaque situation se présente comme la combinaison de plusieurs paramètres. Face à chacune des diverses situations qui lui sont présentées successivement, l’enquêté va devoir faire le choix de celles lui convenant le mieux. Au fil du questionnaire, ses réponses révèleront l’importance qu’il donne à chaque paramètre et contribueront à une meilleure appréhension de ses préférences et de ses choix. Ce travail s’articule autour de trois études de cas mises en œuvre dans le cadre d’études menées par des opérateurs de transport (SNCF – thème : réforme de tarification sociale), des gestionnaires d’infrastructure (RFF – thème : effets du cadencement sur l’attractivité du train) ou des organismes de recherche (LET et PREDIT – thème : impact de politiques de rationnement du carburant sur la mobilité automobile). L’objet de ces études nécessitait la mise en œuvre d’enquêtes préférences déclarées. La conception, la mise en œuvre et l’analyse des EPD ont été réalisées dans le cadre de cette thèse avec un soucis permanent de contrôle de chacun des paramètres en vue de garantir la qualité des résultats obtenus.Selon les objectifs de l’étude, des traitements économétriques divers ont été utilisés pour analyser les données récoltées.Finalement, chacune de ces mises en place a contribué à renforcer notre conviction que les EPD constituent un outil complet. Ce travail contribue finalement, à son échelle, à crédibiliser un peu plus les méthodes de préférences déclarées et invite à repositionner cet outil d’analyse comme pivot de toute réflexion complexe dont le protocole est à réinventer lors de chaque construction, plutôt que tel qu’un procédé connu, livré clé en main, dont l’application suit une logique mécanique. / Stated preference surveys are based on choice sets composed by the analyst and proposed to some respondents. Each situation of the choice set is the combination of pre-determined attributes. While declaring the choice they would make if they were confronted to the same situation in reality, respondents reveal their preferences and their perceptions of the attributes.This Phd work presents the results of three stated preference surveys applied in the camp of public transportation. All surveys form a part of more general research programs handled for the sake: of the French railway operator, known as the SNCF (2006/2007) ; of the French railway network administrator, called RFF (2008) ; and of the French research, experimentation and innovation program in land transport, named PREDIT (2010). The use of stated preference methodology was required in order to deal efficiently with the issues of each of those research programs (respectively treating of social pricing ; train supply policy ; fuel rationing policies). The conception, the implementation and the analysis of the surveys have all been carried out during this Phd work in order to warranty control of each parameter and thus high quality results.In accordance with program research objectives, different econometrics treatments have been implemented.This Phd work shows how stated preference surveys may deal with different complex issues and therefore promote the use of this method. Each of these studies have finally strengthened the conviction that stated preferences constitute an efficient and complete tool.
