Youth unemployment has been a persistent problem in the European Union for many years and the affected countries spend a substantial part of their budget on active labour market policies, with the aim to integrate young unemployed workers into the labour market.
Employment subsidy programmes are one type of active labour market policies that have been implemented. Although important amounts of money have been spent for these programmes, little is known about the effects of participation in subsidised employment on the labour market transitions.
This thesis incorporates several studies that aim to estimate the effect of a subsidised employment programme. The programme provides a reduction of the social insurance contribution for employers that hire eligible workers. All three studies provide estimates for the participation of long term unemployed school leavers. In order to evaluate whether programme participation is useful for their integration into the labour market, the effect on different duration outcomes has been investigated.
A major difficulty in causal analysis with non-experimental data is that the characteristics of the group of participants may by systematically different from those of the group of non-participants. Estimates may therefore reflect both the effect of participation as well as the particular selection of participants. To control for this selection bias, multivariate mixed proportional hazard models have been applied and a large number of control variables have been incorporated.
The results of this thesis show that participation in the employment subsidy programme accelerates the transitions into regular, non-subsidised employment. Moreover, the employment duration is increased, compared to a regular employment spell. Finally, the estimates show that the effect of a former participation on the duration of a subsequent unemployment spell is similar to the effect of a former regular employment spell.

South Africa is plagued with a staggering housing backlog (estimated at approximately 2.1 million units at present) due, in part, to the poor planning principles advocated by the Apartheid regime. Concerted efforts were made by the newly elected government since 1994 to provide houses for the urban poor who were previously disadvantaged. As such, a subsidised housing scheme in South Africa was introduced as a method to provide adequate housing to citizens who could not afford to do so themselves. However, despite the construction of approximately 3 million dwellings over the past 19 years, the backlog today is larger than the initial backlog experienced in 1994.
Two questions were therefore raised in this research:
1) Whether the current approach to subsidised housing provision is sustainable, given the socio-economic conditions present in South African cities and
2) Which planning principles could be applied with regards to subsidised housing in order to ensure the development of sustainable human settlements.
In order to address these issues, research regarding sustainable human settlements, and the South African context in terms of housing provision, was done in the form of a literature review and empirical study.
The literature reviewed shed light on (a) urban models, (b) the elements of sustainable human settlements, (c) policies and legislation relating to subsidised housing provision in South Africa and (d) the criticisms against the South African policies and the current method of subsidised housing provision in South Africa.
Information gained during the literature review phase was used to compile a set of criteria by which housing provision for the urban poor could be evaluated. This evaluation took the form of an empirical study which consisted of structured questionnaires and interviews, and a comparative analysis of international and local pilot studies. The following subsidised housing projects were scrutinised to establish best practices that may be applied to the South African context:
* Bairro Carioca and Taroni Condiminiums in Rio de Janeiro, Brazil,
* Haram City in October 6 City, Egypt,
* Cosmo City, South Africa,
* Community Residential Units in Potchefstroom, South Africa, and * Reconstruction and Development Program Units in Potchefstroom, South Africa.
Through the critical evaluation of the above mentioned projects, it became clear that the typical South African method of subsidised housing provision, in which beneficiaries receive a loose standing dwelling house on a single erf, is in fact unsustainable, and that this approach is not facilitating the formation of sustainable human settlements.
Alternative methods of housing delivery that can be implemented in the South African context were identified and led to the formulation of planning related recommendations in terms of sustainable subsidised housing provision, focussing on (1) increased densities, (2) improved location and (3) providing a range of household types. Exploring the collaborative role of government and the Catholic Church in education decentralization in Rwanda : a case study of two secondary schools in Nyarugenge District.Kabayiza, Barnabe 09 March 2012 (has links)
The aim of this study was to explore and understand the kind of partnership that exists at secondary school level between government, Catholic Church, school administration and parents. And the way these parties perceive and assume their respective duties and responsibilities, and the relationships with one another in the new school decentralised dispensation. By 2000, Rwanda restructured the education system by initiating school decentralisation reforms and devolving more powers and responsibilities to districts, schools and community.
The literature on education decentralization, state and non-government provider partnerships in education theories is reviewed to identify the main issues to investigate. This study relies on taped in-depth interviews with school committees‘ members, education officers as well as documents analysis. All this enabled the researcher to answer four research sub-questions: (1) how do school committees perceive and exercise their powers and responsibilities in contributing to school development?; (2) how do school committees and the school administration work together in contributing to school development?; (3) how do Catholic Church authorities contribute to the managerial and/or professional issues and school needs? and; (4) how do the government and the Catholic Church collaborate for school development?
The study discovered that, despite the reluctance of school committees to be involved in school financial management, they were eager to be involved in schools governance and school development. They undertook activities aimed at raising school funds, volunteering in school activities requesting their expertise, contributing to some school decision making and attending successfully school meetings. Moreover, results have shown that the school committees and the school community (school principals, teachers and staff) manage to work together to face the challenges of lack of capacity. Even though the Catholic Church financial support to schools has been reduced, the Catholic Church contributes via its teaching to the mobilization of the community for school development, for charitable actions, and collecting funds from aid agencies.
The study recommends that the government and Catholic Church continue to collaborate to build the governance capacity of the school committees, that school principals and teachers manage to create a welcoming school environment, that the department establish a system

support that provides information about schools‘ academic and financial performance relative to other schools, closing the gap in the existing regulations and guidelines on the respective power and responsibilities pertaining to each of stakeholders in partnership for school development. The study recommends further studies on the implementation of school decentralization in remote rural schools; the impact of the socio-economic status of school committee members on their commitment to their children‘s school development; the factors underlying teacher‘s attitude towards their involvement in financial and administrative decision making; and a comparative research of similar non catholic and Catholic schools and how they implement differently school decentralization.

This research study focuses on providing evidence that indicates that, making use of contemporary green building practices within a low cost subsidised housing project have more social, economical as well as environmental benefits than that of a conventional, non-green approach.
Low cost subsidised housing units have become an everyday sight in the light of the global as well as the local economy. The increasing levels of unemployment and subsequent social problems lead to growing needs for this form of housing. As these projects consume a number of resources, steps need be taken to lighten the load – such as the carbon emissions - that is put on the environment.
According to the United Nations, the key areas that are influenced by sustainability are environmental, economical as well as social. In South Africa, a number of government as well as local policies exist that regulates the planning and building practices of the low cost subsidised housing projects. These policies have been used as a foundation for this study. This study focuses on the Lufhereng project as a case study, and technology used in the Kuyasa as well as Cosmo City developments furthermore assisted in the groundwork for the comparison between the different construction approaches. The challenges facing the utilisation of a contemporary green building approach were researched, identified, discussed and recommendations were made.
SAM (social accounting matrix) multiplier analysis on the Gauteng SAM obtained from the DBSA (Development Bank of South Africa), analysis and comparison of existing data as well as a qualitative questionnaire that was sent to industry stakeholders were utilised to obtain relevant information.
The quantitative as well as qualitative data obtained from the primary as well as secondary research indicated that there are a number of aspects which has an influence on method of construction used in subsidised low cost housing units. The findings from literature as well as empirical research were analysed and discussed accordingly.
Recommendations and suggestions regarding strategies that may be followed to increase the use of contemporary green approaches in these projects were made. These recommendations were based on the findings from literature as well as the research conducted for this study.
The use of contemporary green approaches are vital for the social, economic as well as environmental sustainability of the country, and thus, ultimately of the world as a whole. Comparative odds of variables contributing to non-subsidised homeownership in South AfricaCombrink, Antoinette 07 1900 (has links)
Homeownership is widely advocated and believed to contribute towards economic activity, employment, wealth creation, economic, political, and neighbourhood stability and financial independence. Despite government’s interventions to advance homeownership there is currently a declining trend in homeownership and an increase in renting experienced in South Africa. As the government does not have the resources to provide adequate housing to all South Africans, identifying the factors which attribute to non-subsidised homeownership will assist in implementing interventions and strategies to increase access to non-subsidised homeownership and reduce reliance on government subsidised housing.
The main objective of this study was to determine the comparative odds of variables contributing to non-subsidised homeownership in South Africa from secondary data obtained from a South African household survey. Compared to the heuristic model, the following variables were found to align closely with the expectation created; non-subsidised homeownership attainment was most likely for households within high-income groups and least for households within the low-income groups, more likely for households who have access to credit than those without, more likely for households with no accounts in arrears than those with accounts in arrears, more likely for households with an ability to save than those without, most likely for households consisting of seven or more household members and least likely for single member households, most likely for households where FKP (Financially Knowledgeable Person) has completed a tertiary education level and least likely for households with primary not completed education levels, most likely for households where the FKP is older (aged 65 and older) and least likely for young FKP households (aged between 18 and 24), most likely for households residing in rural areas and least likely for households residing in metropolitan areas, most likely for female FKP households and least likely for male FKP households. Unexpectedly the regression model indicated that non-subsidised homeownership is most likely for households where the Financially Knowledgeable Person (FKP) is not economically active (for example pensioners) and least likely for employed households, most likely for households from the African population group and least likely for Indian households, most likely where the FKP is never married or single and least likely for separated or divorced FKP households (which is expected) and most likely for households residing in Limpopo (which is expected) and least likely for households residing Western Cape. / Financial accounting / M. The balanced scorecard as a performance measurement tool for the South Africa government's upgrading of informal settlements programmeJulyan, Leoni 06 1900 (has links)
The perceived lack of progress by the Department of Human Settlements (“Department”) in meeting the increased demand for subsidised housing post-1994 is a ticking time bomb, given the repeated promises without any prospect of meeting the commitment to eradicate or upgrade all informal settlements by 2014. Despite ongoing delivery of subsidised housing, the backlog remained at 2,4 million households from 2005 to 2009, the indicator being the number of informal settlement households. The “Department” has acknowledged the existence of bureaucratic blockages throughout the housing delivery chain. Despite the urgency of the situation, there appears to be no research on the departmental factors hampering delivery under the Upgrading of Informal Settlements Programme (“programme”) and finding a solution that would maximise delivery within budgetary constraints. This research assesses the suitability of the Balanced Scorecard (BSC), a Strategic Management Accounting performance measurement and management tool, for addressing the departmental factors hampering delivery (“factors”) under the “programme” and develops a conceptual framework to guide any future application of the BSC to the “programme”.The complexity of housing delivery and the proposed integration of the BSC call for a detailed literature study of the post-1994 national housing and “programme” documentation and that of the public sector BSC. The theoretical study will establish how and by whom housing delivery should be done, the “factors” and the BSC framework and translation process. This will serve as the basis for the assessment of the suitability of the BSC for addressing the “factors” and the development of the conceptual framework.This study revealed that the BSC is suitable for addressing seven of the eight departmental factors hampering delivery under the “programme” and partially suitable for addressing the remaining factor. The recommendation is that the BSC be applied to the “programme” according to the conceptual framework provided. This study has contributed to knowledge by: producing an overall picture of the national framework for the delivery of subsidised housing, presenting the BSC as a suitable performance measurement tool for addressing the departmental factors hampering delivery under the “programme”, and developing a conceptual framework for any future BSC application to the “programme”. / Accounting Sciences / D. Den ofrivilligt frivillige företagaren : Starta eget-bidragsföretagande och en förändrad livssituation / The Involuntary Voluntary Entrepreneur : Subsidised Enterprise and Changes in Life SituationJohansson, Christer January 2009 (has links)
Avhandlingens syfte är att beskriva och analysera arbetets betydelse i starta eget–bidragsföretagares liv. Material har samlats in dels genom en omfattande enkätstudie som omfattar hela populationen nuvarande och tidigare företagare från 1995 i Östergötlands län, dels genom en serie livsberättelseorienterade intervjuer med ett urval aktiva respektive före detta företagare med fokus på deras inställning till arbete. Resultaten visar bland annat att etableringsmotiven ofta utgår främst från strukturer och omständigheter utanför individen och att dennes handlande när det gäller att starta eget i mycket bygger på ett oreflekterat förhållningssätt. Analyserna lyfter också fram de identitetsskapande aspekterna av arbete och visar att den del av identiteten som är knuten till arbete i många fall mycket starkt påverkar eller omformar övriga identitetsaspekter. SeB-företagarna kan betraktas som ”nödvändighetsentreprenörer” då de skapar nya arbetstillfällen åt sig själva. Bland nuvarande företagare anser drygt hälften att deras liv tagit en positiv riktning. De mest negativa återfinns i gruppen tidigare SeB-företagare, av vilka drygt en tredjedel anser att deras liv tagit en negativ riktning. Bland fördelarna med företagande framhålls av de studerade personerna framför allt möjligheten till en upplevd egenkontroll i arbetet. Nackdelar som betonas är ekonomisk oro, kompetensbrist och brist på sociala relationer. / The thesis aims to describe and analyze the importance of work for those who start up in business through the active labour market programme – the start-up grant entrepreneur. The material was collected partly through an extensive questionnaire study covering the entire population of current and former entrepreneurs in subsidized enterprises from 1995 in Östergötland, Sweden, and partly by a series of life story-oriented interviews about attitudes to work with a sample of active or former entrepreneurs. The results show, inter alia, that the establishment motives are often essentially based on the structure and circumstances beyond the individual and that his/her actions in terms of starting their own business are largely based on a non reflective approach. The analysis also highlights the identity-building aspects of work and shows that in many cases the part of one’s identity that is associated with work significantly affects other identity issues. Start-up entrepreneurs can be regarded as ”necessity entrepreneurs” when they create new jobs for themselves. Among the current workers, just over half believe that their lives have taken a positive direction. The most negative is the group of former start-up entrepreneurs, in which just over one third indicate that their lives have taken a negative direction. The benefits of entrepreneurship highlighted by the studied subjects include the possibility of a perceived self-monitoring at work. Disadvantages indicated by the same people include economic concerns, skills shortages and lack of social relationships.
